A Study on the Development of Software Education Program to Activate Employment for the Disabled

  • In this paper, we propose an effective software education program to promote employment of the disabled and verify the effectiveness of SW education through pilot operation. In this SW education program, we develop a SW curriculum consisting of the basic course, Unity programming course, and the advanced course, AR/VR digital content development course. The SW education achievement standard develops the basic and advanced course achievement standards in consideration of the level of the virtual reality content production job of the National Competency Standards(NCS) and the SW education achievement standards of youth with visual, hearing, and physical disabilities. SW education materials are developed on a project basis so that one AR/VR digital content can be implemented step by step according to the intellectual level of the disabled based on Unity. SW education pilot training is conducted as online education based on Blended Learning due to COVID-19. In order to derive the SW education effect and each learner's individual SW education academic achievement for the SW education pilot training, a survey is conducted on learners, and the results are analyzed. In the basic course, 77.3% of learners achieved academic achievement above excellent(80-90), and in the advanced course, 48.8% of learners achieved academic achievement above excellent(80-90). These results verify that the SW education program for the disabled developed in this paper is effective in activating employment for the disabled.

  • In this study, it has an intention of arranging an implication based on an effective introduction of a wage peak system in Japan to settle a mandatory retirement at sixty according to a legalization of retirement age at sixty smoothly. Institutionally, retirement age guaranteed type that reduces wage from certain period before retirement is of great importance. In Japan, mainly features the extension of retirement age that focus on keeping aged employment after retirement. In the introduction of the wage peak system, Korea attaches importance to the wage cost savings, but Japan puts emphasis on using aging workforce. Korea wants to promote the aged employment for retirement age at 60, whereas Japan actively push ahead with retirement age 65 and after that time. South Korea needs to reinforce the pensionable age and the connection though the extension of retirement age via the manpower utilization, employment promotion and the stability. It is necessary to prepare a institutional plan to try not to make a gap of the pensions by guaranteeing or extending the retirement age connect to the age of pensioners though the wage peak system. To activate the wage peak system, it is necessary to acknowledge a legal improvement that concedes rational changes such as the rule of employment. An active interpretation is needed currently though, it is more necessary to review the stipulation and the rational changes of the rule of employment that is established by a precedent like the Japanese legislation case. When a disadvantageous change of works rules is made, it is able to consider establishing the provision in the Act on age Discrimination Prohibition in Employment and Aged Employment Promotion, therefore it won't be able to apply the regulation in the rational criterion that satisfies the standards, rather than amending a Article 94 of the Labor Standards Act that makes accepting the approval of the majority of workers.

  • Being in the globally competitive environment, public port enterprises which accentuate on the employment of excellent talents to procure competitive advantage are introducing the NCS(National Competency Standards)-based employment system that focuses on job skills. This study mainly aims to analyze the actual status of NCS utilization among public port enterprises and its usefulness as well as performance. The appropriateness, efficiency, satisfaction, comprehensiveness and performance of the current NCS - based employment system were analyzed by using collected data from the recruiting officers and new employees as subjects. And eventually an improvement plan was suggested. The result of analysis shows that the appropriateness and satisfaction level of NCS - based employment system are generally high; while its effectiveness, applicants' recognition and acceptance level as well as performance are slightly higher. Moreover, the job capability and performance on the job of new employee selected by the NCS employment system were analyzed to be higher when the appropriateness and satisfaction level of that system is high. In order to establish NCS - based employment system, early formulation and implementation of job performance assessment system to evaluate the actual abilities and performance of job is necessary. This study suggested the NCS - based employment system is effective for public port enterprises to procure excellent talents, as well as being useful for job preparation of job seekers according to the job competencies requirement of the enterprises. Therefore, this study contributes to the proliferation of NCS - based recruitment system.

A Study on the Significance of the Maritime Labour (2006년 해사노동협약의 채택의의)

  • ILO has contributed for seafarers to promote conditions of employment and decent work through maritime labour standards. Between 1920 and 1996, a total of 39 Conventions and 29 Recommendations concerning seafarers have been adopted, which demonstrates the import part of ILO activities devoted to seafarers' questions. But many instruments were outdated, deficient and not reflective of modern practice, many contained technical detail which discouraged ratification. the Governing Body of ILO, at its 262nd Session(March-April 1995), decided to set up a Working Party regarding the revision of maritime labour standards. This Working Party initiated its examination of maritime instruments to 273rd Session(November 1998) of the Governing Body. The review made by the Working Party has concluded that existing maritime Conventions were considered either up to date or were identified for promotion, most of which were approved by the Governing Body. Therefore, ILO started to create a single, coherent instrument embodying as far as possible all up-to-date standards of existing maritime labour convention. The Maritime Labour Convention 2006 has been adopted in February 2006. This paper aims to analyze the significance of this convention and the influence regarding to maritime labour affairs in the field of shipping industry.

Structural Analysis of Self-Development Competency and Employment Readiness to improve the Job Achievement of Women's University Students (여대생의 취업을 향상시키기 위한 자기개발역량과 취업준비도의 구조적 분석)

  • The purpose of this study is to analyze the effects of self-development competency on employment readiness for job achievement of women's university students and to enhance the recruiting rate of female students ultimately. This paper classified the factors of self-development competency and employment readiness and defined a new research model. This study is meaningful what self-development competency is actually helpful for female undergraduates to get a job. Both self-recognition skill and self-control skill have positive primary effects on their career development skills in self-development competency. Career development skills has a positive secondary effect on not only their goal setting for job seeking but also their searching for job information. This paper suggests that career development skills is of paramount importance so as to improve employment readiness. It is expected that executable education policies and cases can be more developed on the basis of this study.

A Study on the Definitions of Employment Status to Measure Employment Structure Changes and Their Sizes (고용구조 파악을 위한 고용형태의 분류와 규모 추정)

  • One of the most pronounced phenomenon among the changes in the 1990s' Korean labor market is the growth of the share of temporary and daily workers. Yet, it is still not clear exactly how the phenomenon should be interpreted. In order to look into the phenomenon, the paper introduces various definitions of employment status based upon multi-dimensional classification criteria and estimates their sizes using the EAPS Supplemental Survey of August 2000 by the National Statistical Office of Korea. According to the data set, the share of temporary employment by the OECD standards is 17.6% which is higher than most European countries but not far away from them unlike some popular claims. Further, it is shown that the high proportion of temporary and daily workers among the employees, currently above 50%, is possibly due not only to the increased employment instability but also to the widened differentiation among workers in terms of fringe benefits such as the retirement pay and social insurances.

Examining the breadth and depth of knowledge required in the teacher employment test for secondary mathematics (수학과 중등학교 교사 임용후보자 선정경쟁시험에서 요구되는 지식의 영역과 수준 분석)

  • This study examines the breadth and depth of knowledge of the teacher employment test for secondary mathematics. For the breadth of knowledge, we attempted to figure out the range of knowledge in terms of the content areas using the standards from the Korea Society Educational Studies in Mathematics[KSESM](2008). For the depth of knowledge, we chose Anderson & Krathwohl(2001) framework to analyze levels of each item in the test. The results from the analysis of 180 items in the teacher employment test between 2014 and 2021 show that while items in mathematics education have considerable variation in terms of range and levels of knowledge, those in some subjects of mathematics can be found only certain level of knowledge. i.e., merely certain topics or levels of knowledge have been heavily evaluated. Thus, considering the breadth and depth of knowledge teachers should have, the current exam needs to be improved in terms of teacher knowledge. It does not mean that every topic and every level of knowledge should be evaluated. However, it is a meaningful opportunity to think about what kinds of knowledge teachers should have in relation to K-12 mathematics curriculum and how we can evaluate the knowledge. More collaborative effort is inevitable for the improvement of teacher knowledge and teacher employment test.

Curriculum Analysis on Health Management Schools in Republic of Korea: Focusing on Relationship with Licence and Certification (국내 학부 보건관리학과의 교육과정 분석연구: 취득면허·자격과의 관계를 중심으로)

  • Background: This study aims to conduct curriculum analysis on health management schools focusing on relationship with licence and certification in Republic of Korea. Methods: Possible employment field, licence and certification as well as curriculum were collected from the home page of 30 health management schools. The subjects and credits of curriculum were analyzed using descriptive statistics. Main subjects by areas were drew using categorization and ranking within qualitative methods. Comparative analysis was conducted for checking relationship between main subject and possible employment field, licence and certification. Results: First, major employment fields after graduation were public health officer, general hospital and clinic, and National Health Insurance Service. Possible licence and certificate were hospital administrator, medical recorder, health education specialist, and medical insurance specialist. Second, total graduate credits were 133.9 including 79.0 for major education, 30.5 for of general education, and 30.5 for elective courses. Third, main subjects were reviewed by areas including basic medicine, health management, hospital business & management, medical records & information, insurance billing & assessment, healthcare marketing & tourism, and health education. There were highest number of subjects on health education area among 8 categories. By subjects, many health management schools open health law, medical terminology, introduction to public health, and biostatistics. Relationship between main subjects and possible employment field, licence and certification in health management schools was strong. Conclusion: It is necessary to review curriculum and for improving educational quality in health management schools. Also, development of curriculum standards for courses in health administration and introduction of accreditation system can be considered.

A Study on the Reconfiguration in the Regulation of Electric Safety Management for the Guarantee of Safety (안전성 확보를 위한 전기안전관리기준의 재설정에 관한 연구)

  • This study is to prepare a reasonable basis for the improvement of the electrical safety management regulation. The standards in domestic and foreign countries for the application of new and renewable energy facilities and other devices are analyzed. Other regulations excluding the electrical safety fields and wide surveys are also carried out. Consequently, it is asked that the classification between normal and self electrical facilities should be clear and deregulation for small businesses has to be followed. This study is showed that standards investigates of receiving equipment below 600V above 75kW, eletrical safety manager employment of manufacturing industry and Mid-night electric power. And, it is showed that consignment permission and Consignment inspection periodic relaxation about wind development equipment below 1,000kW, consignment of Technical Development equipment for new and renewable energy below 250kW.
