Success Factors of Student Startups in Korea: From Employment Measures to Market Success

  • The Korean government has focused on universities or colleges as the main targets of its startup policy since the 2010s. However, the performance is not so good, with a low survival rate. The purpose of this study is to examine the factors that underpin the success of student startups. First, through a review of the literature, this study compared the success factors of student startups with those of venture startups, which means the general startup sector, as well as youth startups, also a focus of startup policy targeting youngsters outside universities or colleges. Second, we analyzed case studies of startup companies connected University H. The literature review showed that the main target of student startups is the employment of university students. There is a lack of studies on success factors; existing studies only emphasize the entrepreneurship of students. The results of case studies showed several factors of success similar to those of general venture startups: founders, business model and resources including team, and mentoring.

Coal-fired power plants closure and just transition of port labour employment (화력발전소 폐쇄와 항만인력 고용의 공정한 전환)

  • This study examines the policy direction and specific countermeasures for addressing possible port labour issues from the perspective of Just Transition which may be raised by closing coal fired power plants in Korea. Current energy transition policy and port labour policy in Korea are reviewed and case studies in the countries which has experienced closure of coal fired power plants are undertaken. Although it varies from country to country, a similar approach was found that the employment problem of coal fired power plant closures and measures based on Just Transition regime to mitigate the negative impacts that occur in the region are the key to successful transition. It is suggested that countermeasures for port labour should be institutionalized for providing stakeholders with legal stability covering labours not only directly employed by the plants but also employed in entities in the whole supply chains.

  • Information technology is rapidly diffused throughout the world. Unfortunately, as the technology goes on the disabled vocational rehabilitation is more isolated in physically and mentally. A new paradigm, 'Digital practical use Opportunity' is a product of the tremendous technological changes driving the disabled vocational rehabilitation. The employment for the disabled vocational rehabilitation is a hot issue. Because lack of education rehabilitation cause many problems for the employer. Relating program of employment and education for the disabled vocational rehabilitation, they can get a job in a better condition. This study propose a model of good environmental employment for the disabled vocational providing them the way of getting a job so that they can go as a member of highly developed society. It conducted in society could fundamentally advance our knowledge about the structure of the employment of the disabled vocational rehabilitation, cure their feelings, give them a chance to live happier, stronger, healthier.

  • Forecasting of short-term employment fluctuations provides a useful tool for policy makers in risk managing the labor market. Following the process of producing the composite leading indicator for macro economy, the paper develops the employment leading indicator(ELI) for the purpose of short-term forecasting non-farm payroll employment in private sectors. ELI focuses on early detecting the point of time and the speed in phase change of employment level.

Job Creation, Destruction, and Regional Employment Growth: Evidence from Korean Establishment-level Data

  • Using the Census on Establishments collected by Statistics Korea, we analyze how the patterns of job creation and destruction differ across counties (si-gun-gu). We measure aggregate employment changes due to establishment startups, expansions, contractions, and shutdowns for each county and quantify the role of such reallocations in explaining variation in employment growth across counties. Overall we find that both rates of net entry and job creation play an important role in explaining differences in net job creation rates across regions. Moreover, counties with high employment growth rates also tend to have high exit and job destruction rates, which suggests that an active process of job reallocation is a key source of regional employment growth.

Searching for the Cause of the Gender Gap in Employment Losses during the COVID-19 Crisis

  • The recession caused by the COVID-19 crisis has features that could disproportionately harm female employment. Risk of infection and social distancing measures may have disrupted jobs in face-to-face industries, which have traditionally hired more women than men. School closures and a consequent increase in childcare and homeschooling demands may have discouraged labor market participation by working mothers. Using the Economically Active Population Survey, I examine how female employment was affected by each factor. I find that the gender gap in the Employment to Non-participation (E to N) transition rates is twice as large as the gap in the Employment to Unemployment (E to U) transition rates. Women's overrepresentation in the face-to-face industries accounts for most of the gap in the E to U transition but only a third of the gap in the E to N transition. The rise in non-participation is especially pronounced among married women aged 39-44, the group most likely to have elementary-school-age children.

Investing Abroad, Transforming at Home: An Empirical Study of Outward Foreign Direct Investment and Korean Manufacturing's Servicification

  • This paper empirically examines the relationship between outward foreign direct investment (OFDI) of Korean manufacturing firms and the servicification of domestic employment using a firm-level panel data. In this study, considering the issue of low productivity in the Korean service sector, we categorize service employment into core and non-core services and investigate their relationship with OFDI using the firm-fixed effects model. The empirical results show that the share of core service employment exhibits a positive correlation with the extensive OFDI. On the other hand, the share of non-core service employment, which is expected to generate relatively low value-added, does not show a significant relationship with the extensive OFDI. When we divide the samples based on host countries and the type of subsidiaries, the impact on servicification varies depending on the technological capabilities of host countries and their participation in global value chains. Our study suggests that Korean manufacturing firm's internationalization strategies may facilitate a transition from labor-intensive employment, like the cases in advanced countries, to technology-intensive employment through OFDI and other means.

Policy Options for Minimizing the Dead Zone of the Korean Employment Insurance System (고용보험제도 사각지대 해소를 위한 정책대안의 검토)

  • This paper reviews the uncovered people of the Korean Employment Insurance System (EIS) and analyzes policy options for minimizing the dead zone of the EIS. There are several policy options such as subsidizing insurance premium to employers and employees of small companies, extending coverage of excluded groups, relaxing qualifications of unemployment benefits and increasing benefit period and level, introducing the unemployment assistance system, introducing the unemployment insurance savings account system, extending coverage to non-wage workers and individualizing package services. According to the survey to the specialists and comparative evaluation criteria, the best policy option to minimize the dead zone of the EIS was to activate individualizing package services of intensive consultation, job place services, tailored vocational training, income support, daycare services, etc. to cure complex employment barriers of job seekers.

  • The purpose of this study is two fold. First, we will explore the meaning, spread effect and consideration factors of manufacturing innovation in terms of theoretical perspective. Second, we will verify the status of high performance computing (HPC) utilization policy, and analyze the situation of US and Korea. Manufacturing innovation policy in each country has the objective in common which aims epoch-making enhancing of productivity. Nevertheless it can be characterized as innovation oriented policy rather than simple trial of productivity improvement. For long term growth and employment, the need for reindustrialization instead of deindustrialization should be recognized. Employment may be decreased temporarily and partially due to manufacturing innovation. However net effect of employment increasing will be bigger because of indirect employment. HPC utilization policy has the importance as a separate movement other than as a subset of manufacturing innovation. US government is trying to eliminate the bottleneck elements in adoption of HPC based M&S activity, and to promote the way of problem solving through the mechanism of public-private partnership, in spite of low level of HPC based M&S. In Korea, ecosystem related with the activity of HPC based M&S is needed, and expansion of M&S utilization in manufacturing companies and fostering of M&S supporting institutions will be important for this task.

Analyzing Impacts of Regional Characteristics to Industrial Complex Employment in South Korea (우리나라 산업단지 고용에 미치는 지역적 특성 분석)

  • Purpose: The objective of this research is to analyze the effects of industrial complex sites to manufacturing business of South Korea. Method: This research first investigates previous relative studies for employment factors of industrial complex sites. Second, this research identifies employment decision factors of industrial complex sites by applying the two-stage ordinary least squares method to the Korea Industrial Complex Directory and the census data on establishments published by the Statistics Korea. Third, this research provides findings and policy recommendations based on study results. Results: The number of major companies, production quantity, and diversity of manufacturing have positive impacts to employment of industrial complex. The ratio of foreign workers, the number of universities and colleges, and the fiscal self-reliance ratio are also important to employment of industrial complex. Conclusion: The employment enhancement policy of industrial complex should consider regional characteristics as well as infrastructure of industrial complex.
