기업 규모 및 수출입 수준에 따른 제조업종별 연구개발투자의 고용 및 성장성 분석 (Analysis of R&D, Employment and Growth by Manufacturing Sector, Size and Export Value)

  • The growth and employment effects of R&D investment were analyzed according to business size, export value and manufacturing sectors so as to suggest improvement directions for effective industry policies. The effect of R&D investment was considered simultaneously from the two perspectives of growth and employment effect, and the causality analysis was carried out by using a path analysis. The result of the path analysis confirmed significant differences in the growth effect of R&D investment depending on business size. However, the effect of increasing employment was difficult to obtain statistically significant results for any various combinations of business size and export value. This is a mixture of directions for the effects of R&D investment on employment, which could be due to the failure to consider appropriate time lags between investment and effect. Efficiency analysis by industry sectors confirmed significant differences in efficiency depending on business size, but differences depending on export value were difficult to identify. In order to derive improvement policy by industry sector according to business size and export value, the direction of selective support policy and universal support policy was derived for six industry groups by combining the return to scale in the efficiency analysis and R&D concentration. Hirschman-Herfindahl index is used for calculating R&D concentration.

유아기 어머니의 놀이성, 놀이지지신념 및 양육스트레스가 친밀양육행동에 미치는 영향 (Effects of Playfulness, Play Support Beliefs and Parenting Stress on Intimate Parenting in Mothers of Young Children)

  • The purpose of this study was to investigate the effects of playfulness, play support beliefs and parenting stress on intimate parenting in the mothers of young children by maternal employment. In order to achieve this, 405 mothers of young children, aged 3-5 years old, participated in a self-reported survey. The data was analyzed by descriptive statistics using SPSS 19.0 and structural equation modeling and multigroup analysis using AMOS 21.0. The results of this study showed that the mothers' support beliefs and parenting stress mediated both playfulness and intimate parenting irrespective of maternal employment. Interestingly, the unemployed mothers' playfulness had direct effects on intimate parenting whereas the playfulness of the employed mothers did not. Lastly, the effects of the mothers' play support beliefs, playfulness, and parenting stress on intimate parenting did not differ between employed and unemployed mothers.

농촌지역 산업별 고용변화요인 분석 - 충남 5개 군을 대상으로 - (Analysis of Industry-dependent Employment Change Factors in Rural Areas: Targeting 5 Counties in Chungnam)

  • The purpose of this study is to investigate industry-wise employment growth factors in rural areas. Regional economic vitalization is sensitive to internal and external interaction changes among various industrial and occupational sectors. Thus, rural regional economic vitalization requires a comprehensive approach in analyzing industry-dependent employment structures and growth factors in rural areas. However, research conducted thus far has mostly focused on agriculture and farmers. Considering the evidence that rural communities continue to be stagnant and 80% of the rural population is engaged in nonagricultural activities, it becomes necessary to review industry-specific employment change factors in rural areas. This study targeted 5 counties in Chungnam. The results revealed that agriculture, forestry, and fisheries occupied the foremost positions with regard to population employed and regional GRDP share. The influence of national growth on employment and business variation effects was as high as 98.1% and 78.6%, respectively, thus demonstrating the high likelihood of rural economy to be influenced by external factors. Growth in the public sector appeared to support employment structure. Moreover, wholesale and retail businesses, constituting 14.4% of employment in rural areas, showed a strong trend toward degeneration, to the extent that difficulties have been forecasted for the supply of goods and services essential for basic livelihood of the rural residents. The implications based on the above observations need to be considered for policy-making to ensure that industrial structure is modified on the basis of internal demand of the region, and support for small businesses is integrated in rural area development projects.

노인의 취업성향에 관한 연구 -취업노인과 비취업노인의 비교- (A Study on the Tendency to Employment of Elderly)

  • The purpose of this study is to find out specific ways to invigorate the employment of the elderly. To achieve this goal, attitude and information about elderly employment were required, and the groups divided based on them were found. The results of the research are as follows: 1. Attitudes toward employment of the elderly was considerably positive. Among the attitudes, the attitude toward employment-support was the most positive, and the attitude toward employment-motive was relatively less positive. 2. The extent the elderly possessed information about employment was comparatively limited, and quite a low score was shown in knowledge of employment-information of the elderly, which means the elderly are not exposed to the ways to get employed. 3. The groups were divided in four type: passive-stagnation, positive-adjustment, lack of information-work oriented, retirement oriented. Of the employed, the positive-adjustment were the most and the passive-stagnation were the least, while the lack of information-work oriented were the most and the retirement oriented were the least of the unemployed. The result that the lack of information-work oriented were the most of the unemployed shows the choice of unemployment was not an intended one.

ODA 프로젝트를 활용한 글로벌 창업/취업 지원 모델 (A Study on the Global Start-ups/Employment Support Model Using ODA Projects)

  • Purpose - The purpose of this study was to explore the model that supports the recipient country by using the ODA (Official Development Assistance) project and at the same time fits the global start-up/employment support of donor country with CSV business model. Specifically, we wanted to examine the feasibility of the project based on the existing ODA projects. Research design, data, and methodology - As the methodology, case studies and interview were conducted as well as literature studies. The case analysis is based on a press release of the entire KOICA's ODA project, which has been implemented for one year, based on 2017. After consideration, the actual results and future feasibility were analyzed. The interviews were conducted on senior Korean officials and Indian officials involved in Vietnam's ODA project. Results - As a result, some of the project cases applied and analyzed according to the model of this study were judged to be highly potential. Based on the results of this analysis, as the model derived from this study pursues, the global business model is developed under the CSV (Creating Shared Value) strategy through ODA projects to support recipient countries and global start-up/employment support of donor country. The possibility of simultaneously pursuing this model based on CSV business model was also confirmed. Conclusions - In the past, free aid agencies like KOICA focused solely on supporting recipient countries, but in terms of sustainability, they could discover the potential of supporting the global start-up/employment of the donor country using CSV business model in ODA project. In this study, we tried to find the theoretical background and potential possibilities in some ODA projects based on CSV business model. As a result of the analysis of KOICA ODA projects in 2017 and interviews, some ODA projects could be used to improve the economic development of the recipient country as well as the global start-up/employment of the donor country. Therefore, it is necessary for the ministries of the government to promote ODA projects to understand the framework that achieves these two objectives simultaneously and to promote ODA projects based on various strategic considerations.

공공기술창업의 경제적 파급효과 분석 연구 (A Study on the Economic Impact of Public Technology Startup)

  • 본 연구는 대학 및 출연연의 기술 기반 창업(공공기술창업)의 현황을 살펴보고, 매출 및 고용 간의 인과관계를 밝히는 것을 목표로 한다. 공공기술창업 정부지원 및 민간투자, 매출, 고용의 실태가 열악하여 통계적으로 일반화하기는 어려웠지만, 이들 중에서 고성장기업(매출 및 고용이 모두 높은 기업), 잠재적 성장 기업(매출 또는 고용 중 하나가 높은 기업), 이외의 기업(모두 수준이 낮은 열악한 기업)으로 분류할 수 있었다. 공공기술창업의 정부지원 및 민간투자유치, 매출 및 고용 간의 인과관계를 파악하고, 각 요소가 효과를 발휘하기까지 소요되는 시간을 추정하기 위하여 작은 규모의 공공기술창업 기업을 대상으로 패널 벡터자기회귀모형(Panel VAR)를 적용하여 분석하였다. 그 결과 공공기술창업 기업의 성과창출 매커니즘은 정부지원/민간투자와 같은 외부 투자는 고용과 상호 인과하는 반면, 매출은 고용을 인과하지 않고, 고용이 매출을 인과하였다(정부지원 및 민간투자 ⇄ 고용 → 매출). 즉, 고용이 공공기술창업에 있어 성과를 매개하는 중요한 역할을 하는 것으로 나타났다. 또한 민간투자가 정부지원보다 고용과 매출을 단기적으로 향상시키는 효과가 있었으며, 고용이 우수한 기업이 정부지원 및 민간투자를 유치할 수 있다는 점을 보였다. 본 연구의 결과는 학술적으로는 기존 연구가 성과에 영향이 있는지를 보이는 것에 그쳤던 점을 성과창출의 과정을 실증적으로 밝혔다는 점에서 의미가 있다. 또한 정부는 인재지원과 같은 '고용' 요소를 보다 중요하게 고려하여 효과적인 정책 추진이 필요하다는 시사점을 제시함으로써 정책적 기여가 있다.

OECD 국가의 저소득 고령자 고용지원정책 : 노인일자리사업에 주는 함의 (Employment Support for the Low-income Elderly in the OECD Countries: Implications for Senior Employment Policy)

  • 우리나라는 2004년부터 정부의 재정지원 일자리사업의 하나로, 노인일자리사업을 시행하고 있다. 그러나 시행된 지 10여년이 되었고, 내년부터 본격적인 확대를 앞두고 있지만, 정책대안과 방향설정에 대한 논의가 부족하다. 이에 본 연구는 문헌연구를 중심으로 OECD 국가의 적극적 노동시장정책, 특히 직접 일자리창출 정책을 살펴보았다. 그 후 OECD 국가의 고령자 고용지원정책을 검토한 후, OECD 국가 가운데 저소득 고령자를 대상으로 고용지원정책을 실시하는 국가를 유형화한 후 이를 토대로 노인일자리사업의 발전방안을 도출하였다. 연구결과 첫째, OECD 국가의 고령자 고용정책은 연금정책을 제외하면, 노동수요 장벽제거 전략(임금보조, 사회보험료 감면 등)의 비중이 높고, 고령근로자의 고용가능성 강화전략은 상대적으로 크게 다뤄지지 않는다. 그나마도 직접 일자리창출정책은 매우 주변적인 정책으로 나타났다. 둘째, 정책목표와 사회경제적 지표를 기준으로 저소득 고령근로자를 위한 고용지원정책을 유형화하면, 저소득 노인지원형, 조기퇴직 완화형, 완전고용 지원형으로 나눌 수 있다. 우리나라는 저소득 노인지원형 가운데 직접 일자리 창출형에 속한다. 노인빈곤율이 높고, 소득보장제도가 발달하지 않아서 직접일자리사업을 수행하는 것으로 보인다. 그러나 노인일자리사업은 직접 일자리창출사업으로서의 속성을 갖추지 못했다. 사회참여와 소득보충이라는 2가지 정책목표를 추진하고 있지만 이에 적합한 체제를 구축하지 못했다. 따라서 정책목표를 더 명확히 하여, 목표달성에 적합한 사업체계를 구축해야 한다. 노인일자리사업이 일자리로서 위상을 견고히 하고자 한다면 노동시장정책 차원에서 수정해야 하고, 현재 2가지 목표를 모두 유지하고자 한다면, 소득보충과 사회참여를 위해 사업을 이원화하는 것도 고려할 필요가 있다. 혹은 미국의 SCSEP처럼 훈련을 통해 보조금을 받지 않는 일자리로 이행하도록 지원하는 고용서비스 훈련체제로 바꾸는 것도 대안이 될 것이다.

결혼이민여성의 직업교육훈련 및 취업관련 시행계획의 비판적 검토 (Critical reviews of job training and employment support trial plans for immigrant women by marriage)

  • 본 연구의 목적은 현재 우리나라 결혼이민여성의 직업교육훈련과 취업지원에 관한 시행계획을 분석하여 분석결과를 도출함으로서 차기에 수립될 관련 계획과 시행계획의 수립과정과 내용에 반영되어야할 방향성을 제시하고자 하였다. 이를 위하여 건강가정기본계획, 다문화가족정책기본계획, 경력단절 여성 등의 경제활동촉진 기본계획에 제시된 직업교육훈련 시행계획을 분석대상으로 하였다. 분석방법은 닐 길버트와 폴테릴의 정책분석 방법론을 사용하였고, 분석결과는 첫째, 내일배움카드 취업성공패키지 특화과정의 미성숙 둘째, 인적자원개발시스템의 미흡 셋째, 정부 부처간 거버넌스의 미흡을 밝히고 이러한 결과를 토대로 제언을 하였다.

졸업생 취업률 변화를 중심으로 본 지방대학혁신역량강화(NURI)사업의 평가 (An Evaluation of NURI(New University for Regional Innovation): Focusing on Changes in Graduate Employment)

  • '지방대학 혁신역량 강화사업' 혹은 'NURI(New University for Regional Innovation)사업'은 지역발전혁신전략의 한 주체로 설정된 지방대학의 발전을 도모하는 사업이다. NURI사업은 학부 졸업생 수준의 중견전문인력을 양성하는 지방대학의 기능을 강화하고자 하는 목적으로 시행되었다. 본 논문은 졸업생 취업률의 변화를 중심으로 노동시장에서 나타난 NURI사업의 성과를 평가하고자 한다. 이를 위해 우리는 한국교육개발원의 졸업생 취업률 통계조사 자료를 활용하여 NURI사업단과 NURI사업에 지원하였으나 미선정된 사업단의 취업률을 비교하였다. 이를 바탕으로 NURI사업이 시행된 이후 취업률의 개선이 나타났는지를 이중차감법을 이용하여 검증하였다. 검증 결과, NURI사업단의 취업률은 미선정 사업단에 비해 빠르게 상승하였으며, 기간이 지남에 따라 취업률 개선 정도의 차이가 더욱 크게 나타났다. 그러나 이러한 차이는 통계적으로 유의한 수준은 아니므로 취업률 개선효과를 단정할 수 없다. 더구나 취업률의 변화를 관찰한 기간이 충분히 길지 않다는 점에서 NURI사업의 효과성을 단정적으로 평가하기는 더욱 어렵다. 또한 어느 정도의 취업률 개선이 이루어졌다 하더라도 투입된 예산규모가 상당히 크다는 점 등을 고려할 때 NURI사업이 기대한 만큼의 성과를 거두고 있다고 단언하기는 어렵다. 따라서 차후에도 지속적인 검증이 필요할 것이다.

위험은 파견, 용역 직원에게 외주화 되는가?: 간접 고용이 안전, 건강, 만족에 미치는 효과 (Is the Risk Unloaded on Dispatch and Service Supplier?: Influence of Indirect Employment on Safety, Health and Satisfaction)

  • The purpose of this study was to examine the effect of employment type(direct employment, dispatch and service supplier) on risk factor exposure, health and satisfaction. The data of the 4th wave of Korean Working Conditions Survey (KWCS) conducted by Korea Occupational Safety and Health Agency (KOSHA) in South Korea was used. Business support service industry and manufacturing industry were selected as appropriate industries for analysis. In the final analysis, 5,865 in the manufacturing industry and 1,361 in the service support industry were included. Various variables related risk, safety, satisfaction and health such as risk factor exposure, MSDs exposure, work environment satisfaction, injury probability, dangerous work, workload, physical health problem, perceived health, positive emotions, stress, participation for decision making and experience of accident/disease were analyzed and company size and age was controled. An ANCOVA was conducted to identify significant mean differences of risk, safety, satisfaction and health related variables among direct employed workers, dispatch and service supplier workers. The results showed that all the variables except stress showed a significant difference depending on employment type in the service supply industry. In the manufacturing industry, there were significant difference in the risk factor exposure, MSDs exposure, work environment satisfaction, workload, physical health problem, perceived health, and participation depending on employment type. These results indicated that the risks are unloaded to subcontract and outsourcing company workers. Based on these results, the implications of this study and suggestions for future research were discussed.
