노인일자리 지원을 위한 기초자치단체 조례 분석 : 서울특별시의 자치구 조례를 중심으로 (Analysis of Basic Local Government Ordinance for Supporting Senior Employment : Focused on the Autonomous Ordinances of Seoul City)

  • 본 연구는 노인일자리 지원조례의 형식과 내용을 분석하여 해당 조례가 형식적 타당성과 실효성을 갖고 있는지를 확인하는데 목적이 있다. 이를 위해 서울특별시 내 자치구의 조례 13건을 분석대상으로 선정하여 각 조례의 내용과 구성을 분석하였다. 분석결과 조례의 제정목적과 사업내용 등 주요한 형식구성에는 큰 차이가 발견되지 않았다. 그러나 정책 적용대상 범위와 전달체계 관련 조항 유무에는 각 조례별 차이가 확인되었다. 특히 서비스에 대한 주민의 권리는 모든 조례에서 존재하지 않았으며 노인일자리 제공에 대한 자치단체장의 의무는 그 구체성이 부족하여 개선이 필요하였다. 실효성 측면에서는 전달체계 관련 조항이 없거나 규정의 강행적 성격이 부족하였으며 위원회 구성과 권리구제 관련 조항은 전반적으로 존재하지 않았다. 본 연구에서는 이 같은 분석을 기반으로 조례의 개선 보완 방향을 제안하였다.

Evaluation of the cost-effectiveness of ASF detection with or without the use of on-field tests in different scenarios, in Sardinia

  • African swine fever (ASF) is a highly contagious disease of domestic pigs and wild boars (WBs). Without a vaccine, early antibody and antigen detection and rapid diagnosis are crucial for the effective prevention of the disease and the employment of control measures. In Sardinia, where 3 different suid populations coexisted closely for a long time, the disease persists since 1978. The recent ASF eradication plan involves more stringent measures to combat free-ranging pigs and any kind of illegality in the pig industry. However, critical issues such as the low level of hunter cooperation with veterinary services and the time required for ASF detection in the WBs killed during the hunting season still remain. Considering the need to deliver true ASF negative carcasses as early as possible, this study focuses on the evaluation and validation of a duplex pen-side test that simultaneously detects antibodies and antigens specific to ASF virus, to improve molecular diagnosis under field conditions. The main goal was to establish the specificity of the two pen-side tests performed simultaneously and to determine their ability to detect the true ASF negative carcasses among the hunted WBs. Blood and organ samples of the WBs hunted during the 2018/2019 hunting seasons were obtained. A total of 160 animals were tested using the pen-side kit test; samples were collected for virological and serological analyses. A specificity of 98% was observed considering the official laboratory tests as gold standards. The new diagnostic techniques could facilitate faster and cost-effective control of the disease.

Internal Service Recovery's Influence on Frontline Service Employees' Satisfaction and Loyalty

  • Relatively little studies have investigated employee recovery from internal service failure, especially from the employees' perspective. When handling customer complaints, employees must not only deal with legitimate customer demands after a service failure, such as providing an apology, rectifying the problem, and offering compensation, but they must also manage illegitimate dysfunctional customers, who may yell, threaten, and even physically harm the employee. These negative experiences can have strong effects, and employees can exhibit higher levels of stress such as burnout and emotional labor, which have been linked to dissatisfaction, tension and anxiety, reduced performance and effectiveness, and a greater propensity to leave the firm, ultimately leading to negative financial consequences for the firm. These conditions result in internal service failure and create the need to recover employees-in other words, internal service recovery. However, little research has examined this issue so far. The purpose of the current study, therefore, is to investigate the relationship between internal service recovery and employee outcomes. A pre-test, post-test between-subjects experimental design was developed. Participants were 166 part-time students who were working full-time. The average age of the participants was 36.74 years, and 57.50% of them were female. The average length of employment was 13 years. Participants were randomly assigned to one of four groups of approximately equal size. Three of the groups were subjected to an experimental situation involving an internal service failure, while one group was not exposed to failure, thereby acting as a control group. This study contributes to the service marketing literature in several ways. First, the study extends service failure and/or recovery research by examining recovery in an employee context. Second, this study attempts to measure internal service recovery and to empirically demonstrate its relationship to employee outcomes. Third, this investigation emphasizes the managerial importance of internal service recovery. For example, understanding the nature of the relationships between internal service recovery and its consequences can improve the effectiveness and efficiency of managers' resource allocation decisions.

도서관사서의 조직헌신성과 조직시민행동이 조직효과에 미치는 영향 (The Effect of a Librarian's Organizational Commitment and Organization Citizenship Behavior on Organizational Effectiveness)

  • 본 연구의 목적은 도서관 사서의 조직 헌신성과 조직시민행동이 조직효과에 미치는 영향을 분석하는데 있다. 이를 위해 도서관 사서의 헌신성, 조직시민행동, 조직효과가 사서의 연령, 사서경력, 그리고 고용형태에 따라 어떠한 차이가 있는지를 고찰하였으며, 세 변인 간의 상관관계 및 사서의 헌신성과 조직시민행동이 조직효과에 미치는 영향을 분석하였다. 연구결과와 논의를 토대로 얻어진 결론은 다음과 같다. 첫째, 도서관 사서의 연령에 따른 조직시민 행동의 수준은 다른 집단보다 50세 이상이 더 높고, 조직효과의 수준은 29세 이하 집단이 높게 나타났다. 사서경력에 따른 조직시민행동은 15년 이상이 다른 집단보다 높은 수준이며, 조직효과는 1년 미만이 5~15년 미만보다, 15년 이상 집단이 5~15년 미만보다 높다. 고용형태에 따른 조직효과는 정규직보다 계약직 직원이 더 높다. 둘째, 변인들 간의 가장 높은 정적 상관은 유지적 헌신과 헌신성 전체, 비불평적 행동과 조직시민행동 전체, 양심적 행동과 조직시민 행동, 적극적 행동과 비불평적 행동의 순으로 높다. 셋째, 조직효과에 영향을 미치는 요인은 조직헌신성에서는 정서적 헌신이고, 조직시민행동에서는 적극적 참여행동이다. 조직효과에 대해 조직헌신성은 5.6%의 설명력을, 조직시민행동은 13.4%의 설명력을 가지고 있다. 조직효과에 영향을 미치는 주요 변인 중의 하나인 조직헌신성 수준을 높이기 위해서 조직의 리더는 정서적 헌신에 해당되는 소속감, 애착심, 가족적 친밀감을 형성하는데 노력해야 할 것이다. 조직시민행동 수준을 향상시키기 위해 사서들의 개인적 성장과 발전에 특별한 관심과 배려가 필요하며, 부서의 각종 행사에 적극적으로 참여할 수 있는 환경을 마련하는데 노력을 기울여야 할 것이다.

학교 급식종사자를 대상으로 한 위험성평가의 실효성에 관한 연구 (A Study on the Effectiveness of Risk Assessment for School Food Service Workers)

  • 2017년부터 학교 급식업무에 대한 산업안전보건법이 전면 적용되고 그에 따라 2019년부터 위험성평가가 시행되었으나 타 업종에 비해 도입이 늦고 비전문가인 영양(교)사에 의해 평가되고 있어 제도 정착의 한계가 있었다. 서울시교육청 산하 모든 학교에서는 고용노동부의 학교 급식업무의 산업안전보건법 및 고용노동부 고시에 따라 매년 안전보건공단에서 제공하는 위험성평가 지원 시스템의 KRAS 기법을 적용하고 있다. 이렇듯 법적 규제에 따라 위험성평가를 적용하고 있으나 위험의 빈도와 강도 기준이 정성적이고 주관적이어서 평가자에 따라 다른 결과를 도출하여 위험성평가의 실효성이 의문시되었으나 지금까지 학교 급식업무에 대한 위험성평가와 관련된 연구는 없었다. 본 연구에서는 급식종사자의 재해통계를 바탕으로 위험의 빈도와 강도 기준을 정량적이고 객관적으로 제시하고 급식업무 중 일부 작업에 대해 새로운 산정기준을 적용하여 위험성평가를 실시하고 기존 위험성평가 결과와 비교하였다. 그 결과 위험도가 높아지고 그에 따른 개선방안이 구체적으로 제시되어 실효성 제고가 확인되었으므로 급식업무 전체에 대해 시범평가를 확대하고 타당성을 확인하여 모든 학교에 확대 적용함으로써 위험성평가의 실효성과 작동성 제고에 기여하기를 기대한다.

취약지수를 이용한 사업장 근로감독과 지방노동관서 평가 (Vulnerability Index for Workplace Spot Inspection)

  • 노동행정의 선진화 과학화는 노동개혁의 한 축으로 중요성이 크다. 본 눈문은 근로감독 과학화를 위해 도입이 추진되고 있는 사업장의 취약지수를 보다 정교하게 산정할 수 있는 방법을 제시하고자 근로시간과 최저임금 취약지수를 예로 분석하였다. 본 논문에서 제시한 취약지수는 모든 근로감독 분야에 대해 산정될 수 있으며, 시간이 지남에 따른 사업장의 환경변화를 반영할 수 있는 장점이 있다. 또한 지방노동관서의 근로감동 사업장 우선순위를 정하는 데 유용하게 쓰일 수 있으며, 중앙부처가 지방노동관서의 근로감독 성과를 평가할 때도 활용될 수 있다.

예비역 간부 활용이 군에 미치는 효과 연구 (A Study on the Effect of the Use of Reserve Officers on the Military)

  • Korea Ministry of National Defense has directed the state-of-the-art technology Forces troops structures that can respond to security threats in all directions through the Defense Innovation 2.0, which aims to reorganize the personnel and organizations in response to population decline. An implement of effective analysis to maintain combat power is necessary due to possible restrictions on combat power, especially in division of mobilization where reserve manpower is operated frequently. In this study, the normal operations of the reserve officers were investigated, the direct effects of the combat forces of the reserve officers was analyzed using ARENA modeling, and the budget required to operate the innovation and indirect effects of employment of veterans were studied. The result of the simulation proved to be effective in demonstrating unit combat power when the reserve officer was in full-time operations and economic benefits were also significant in terms of efficiency of defense budget management.

Design of Active Disturbance Rejection Control for Inductive Power Transfer Systems

  • The control design of inductive power transfer (IPT) systems has attracted a lot of attention in the field of wireless power transmission. Due to the high-order resonant networks and multiple loads in IPT systems, a simplified model of an IPT system is preferred for analysis and control design, and a controller with strong robustness is required. Hence, an active disturbance rejection control (ADRC) for IPT systems is proposed in this paper. To realize the employment of ADRC, firstly a small-signal model of an LC series-compensative IPT system is derived based on generalized state-space averaging (GSSA), then the ADRC is implemented in the designed IPT system. The ADRC not only provides superior robustness to unknown internal and external disturbances, but also requires few knowledge of the IPT system. Due to the convenient realization of ADRC, the designed IPT system retains its simple structure without any additional circuits. Finally, a frequency domain analysis and experimental results have validated the effectiveness of the employed ADRC, especially its robustness in the presence of frequency drifts and other common disturbances.

An Analysis of Actual States of the Nursing Grade of Medical Institutions

  • Purpose. This study pursued the way for the effective application of the differentiated charge (Nursing grading system) by the nursing manpower which is performed for the nursing service quality improvement to the in-patients in Korea and the minimum employment problem solution of nurses. Methods. For this matter, the status of the nursing grade for 1,452 hospitals (44 high class general hospitals, 259 general hospitals, 265 hospitals, 59 oriental medicine hospitals and 825 recuperation hospitals) was identified which were registered in the Health Insurance Review and Assessment Service in March 2011 status quo. Results. In the most nursing grade by the kind of medical institutions, 70.5% of the nurses were third-graded in upper general hospitals, 38.1% were sixth graded in general hospitals, 62.7% were seventh-graded in oriental medicine hospitals and 40.4% were first-graded in recuperation hospitals. In the nursing grade by the scale of hospitals (in terms of the number of beds), there was a significant difference in general hospitals, but there was no significant difference between oriental medicine hospitals and recuperation hospitals. In the nursing grade by the location of hospitals and the foundation type of hospitals, there was a significant difference between general hospitals and recuperation hospitals. Conclusion. For the effectiveness of applying differentiated nursing fees by the number of nurses, it seems necessary to consider adjusting the present differentiated inpatient-charge system for the better so that small and medium-sized hospitals may induce more nurses.

  • Purpose - The purpose of this article is to review the key features and benefits with different methods which is suitable for a particular organization (in this article JTI Kazakhstan) as well as for assessing the capacity of a staff and identification. Research design, data and methodology - Current approaches were used to assess a staff capacity and classify groups. By comparing each other and marked different application methods, this article developed the method for the employment of personal potential and control management process. Results - Through this analysis, assessing labor capacity functioned as an evaluation and assessment for employee competence. Examples suggested practical recommendations for assessing employees' labor potential. Conclusions - It is important not just to bring together several techniques but adapt the conditions with existing organization with the professionalism and experience of specialists in managing the evaluation process. In terms of the implementation of this task, it is necessary to have knowledge in the field of psychology as well as business processes, objectives, and specificities of companies including the relevant personal qualities.
