  • The occurrence causes of the extreme rainfall to happen in Korea can be distinguished with the typhoons and local downpours. The typhoon events attacked irregularly to induce the heavy rainfall, and the local downpour events mean a seasonal rain front and a local rainfall. Almost every year, the typhoons and local downpours that induced a heavy precipitation be generated extreme disasters like a flooding. Consequently, in this research, There were distinguished the causes of heavy rainfall events with the typhoons and the local downpours at Korea. Also, probability precipitation was computed according to the causes of the local downpour events. An evaluation of local downpours can be used for analysis of heavy rainfall event in short period like a flash flood. The methods of calculation of probability precipitation used the parametric frequency analysis and the Empirical Simulation Technique (EST). The correlation analysis was computed between annual maximum precipitation by local downpour events and sea surface temperature, moisture index for composition of input vectors. At the results of correlation analysis, there were revealed that the relations closely between annual maximum precipitation and sea surface temperature. Also, probability precipitation using EST are bigger than probability precipitation of frequency analysis on west-middle areas in Korea. Therefore, region of west-middle in Korea should prepare the extreme precipitation by local downpour events.

  • This study investigated typhoon characteristics that provoke precipitation which is much attacking periodically in our country, and calculated probability precipitation of extreme rainfalls using Empirical Simulation Technique. The typhoon influenced in Korea was happened 3.18 times per, and year exposed to affect Korea during 107 hours. The depth of precipitation with the typhoon was different according to observation points. The extreme precipitation of typhoon events has analyzed by change and trend analyses. In the results, mean and standard deviation of extreme rainfall has been increasing than the past events in some areas. Also, About 143 typhoons influenced Korea was applied in EST techniques using center position, central pressure, time precipitation data using rainfall observatory in Korea. Therefore, we applied EST techniques and calculated probability precipitation. In the results, Jeonla-do, Gyeongsang-do and Gangwon-do will have heavy rain with typhoon events in high probability.

  • The estimation of the extreme sea level is necessary in the design of offshore or coastal structures. In this paper, the storm surge data calculated numerically at 52 harbors around the Korean Peninsula are analyzed by using annual maximum series(AMS), peaks over threshold(POT) and empirical simulation technique(EST). The maximum likelihood method was used to estimate the parameters in both AMS and POT models. The Generalized Pareto distribution was used and Chi-square and Kolmogorov-Smirnov goodness-of-fit tests were performed with the acceptable significance level 5%. The extreme sea levels were also evaluated by EST including tide effect, showing similar results as given by Jeong et al.(2008).

  • An analysis of potential flooding by storm surge and wave run-up and overtopping can be used to evaluate protection afforded by the existing storm protection system. The analysis procedure can also be used to evaluate various protection alternatives for providing typhoon flood protection. To determine risk, the storm surges for both historical and hypothetical are compiled with tide conditions to represent high, slack and low water for neap, spring and mid range tides to use with the statistical procedure known as the Empirical Simulations Technique (EST). The EST uses the historic and hypothetical events to generate a large population of life-cycle databases that are used to compute mean value maximum storm surge elevation frequency relationships. The frequency-of-occurrence relationship is determined for all relevant locations along the shoreline at appropriate locations to identify the effect using the Empirical Storm Simulation (EST). To assist with understanding the process, an example is presented for a study of storm surge analysis for Freeport, Texas. This location is in the Gulf of Mexico and is subject to hurricanes and other tropical storms that approach from the Atlantic Ocean.

  • Application of the EST approach for the simulation of the risk-based typhoon hazard potential is described in this paper. For six selected cities In the Korean peninsula, EST simulations for one hundred years were performed one hundred times using historical typhoon data as a training data set. The analytical results of EST simulations were then post-processed to estimate the means, standard deviations, and ranges of variation for the maximum wind velocities and the daily rainfalls. From the comparison of the averages of the wind velocities for the 100 year recurrence interval typhoons, the wind hazard potential of them was revealed to be highest for Mokpo among the six cities, followed by Busan, Cheju, Inchun, Taegu, and Seoul in descending order For the flood hazard potential associated with a typhoon, Busan was ranked to be the highest hazard potential area, followed by Mokpo, Cheju, Seoul, Inckun, and Taegu. In terms of the overall typhoon hazard potential, cities in the southern coastal regions were identified as being exposed to the most severe typhoon hazard.

  • Tide-surge characteristics of the West/South domestic coasts were analyzed with a tool of EST (empirical simulation technique). As a result, stations of Incheon, Gunsan, Mokpo and Busan are categorized as tide-dominant coasts, while Yeosu, Tongyoung and Busan are as surge-dominant coasts. In the tide-dominant coasts, extreme sea level of less than 50-yr frequency is formed without typhoon-surge, while only 10-yr extreme sea level is formed in the surge-dominant coasts. As the results of casual condition of extreme sea level formation considering the relative degree of surge on tide, the regional characteristics were detected also. Three methods for estimating the design tide level were compared. The AHHW method shows an unrealistic outcomes of the concern of over estimate design. Furthermore, the probability distribution function method has been concerned as causing missing data if a huge typhoon occurs in a neap tide or a low tide. To cope with these drawbacks, the applicability of the EST method is proved to be suitable especially in tide-dominant coasts.
