The Kyoto Protocol has extended its life until 2020 by the decision at COP18 in Doha, Qatar in 2012. So has the Kyoto Mechanism of CDM, JI, and ETS. Nonetheless, the sustainability of CDM projects is jeopardized by the recent rule changes in the international emissions trade market such as EU ETS and the price decrease in emission credits. In particular, the domestic CDM projects reducing non-$CO_2$ GHG emissions are being directly affected. This study examines the trend of carbon credit price change in the international market. It also examines how the rule changes in the international emissions trade market have affected domestic non-$CO_2$ CDM projects through which mechanisms. The policy implications drawn from this study is two-fold: it suggests how the government can assist the project developers in utilizing GHG emission reduction technologies and the market in promoting investment environment before the domestic ETS enters into effect in 2015; apart from possible measures within ETS, an additional measures such as bilateral carbon offset system is suggested to help the private sector reduce uncertainty in investment and increase options to choose.
As is the case in Korea, the expansion of renewable energy dissemination is an essential matter in Ukraine when considering its energy consumption and dependence on energy import. While Korea has set about promoting the new and renewable energy industry on the back of the national policy on green growth, Ukraine expects a virtuous circle of renewable energy industry with green tariffs and the attraction of foreign capital in association with carbon emission trade. Utilizing its well-developed heavy industrial sector including the shipbuilding and automobile industries, Korea expects wind turbine manufacturing to become one of its next-generation growth engines. Ukraine is also trying to enter the wind turbine system or parts manufacturing industry based on its automobile industry and advanced aerospace technology. Although the Crimean region in Ukraine seems to have excellent wind resources, and thus shows great potential as a location for wind farm development, political instability has been a major obstacle to the attraction of foreign capital, leading to delayed investment.
In this study, it investigates the highly controversial issue "low carbon car subsidy". Through the policy's intent, purpose, and necessity, it aims to present alternatives for automotive industry development. Introducing the low carbon car subsidy will bring a huge change to the vehicle purchase practices by changing vehicle purchase cost. It expects that this change will reduce greenhouse gas emission from vehicles. For successful settlement of the system, it shall set up the target sections for subsidy and levy appropriately in order to get the nation's consensus. Additionally, it has to conduct sufficient reviews the measures such as adjustment to the existing auto tax, divided payments of burden charge, etc before enforcing the system. In terms of the automobile industry, it must do their level best in technical development in order to meet the carbon dioxide emission level of imported cars until the enforcement. Also, the government has to strengthen its support to the industry.

Exhaust gas recirculation (EGR) is an emission control technology allowing significant NOx emission reduction from light-and heavy duty diesel engines. The future EGR type, dual loop EGR, combining features of high pressure loop EGR and low pressure loop EGR, was developed and optimized by using a commercial engine simulation program, GT-POWER. Some variables were selected to control dual loop EGR system such as VGT (Variable Geometry Turbocharger)performance, especially turbo speed, flap valve opening diameter at the exhaust tail pipe, and EGR valve opening diameter. Applying the dual loop EGR system in the light-duty diesel engine might cause some problems, such as decrease of engine performance and increase of brake specific fuel consumption (BSFC). So proper EGR rate (or mass flow) control would be needed because there are trade-offs of two types of the EGR (HPL and LPL) features. In this study, a diesel engine under dual loop EGR system was optimized by using design of experiment (DoE). Some dominant variables were determined which had effects on torque, BSFC, NOx, and EGR rate. As a result, optimization was performed to compensate the torque and BSFC by controlling start of injection (SOI), injection mass and EGR valves, etc.

Recently subscribers in mobile communication services increase gradually, and the new multifunctional portable terminals can provide various functionalities. However this trend may not be desirable in Green IT respect because the emission of carbon dioxides emitted during operations of base station and mobile stations can cause significant effect on the emissions of carbon dioxides. In this paper the power saving scheme which can adjust slot index while the system is in a paging phase has been proposed and its performance has been evaluated. The slot cycle index can be adjusted according to individual user's property, its effect on the system performance has been investigated. In order to mitigate its adverse effect, power ramping scheme is considered and evaluated thereafter.
The paper presents available options that Korea can adopt in an effort to promote eco-industrial development in a near future. What is missing and the reasons why Korea is behind the other countries in the area are: 1) Lack of holistic view and the integrated approach toward economy and environment in policy implementation, 2) Lack of understanding, among entrepreneurs, of the concept of productivity per input resource, and the fact that not only labor and capital productivity but also the total productivity enhancement is vital for industry's competitive edge; There has been no driving force in the market to develop economies of system integration to turn industrial wastes to valuable input resources, 3) Unsupportive regulatory system regarding the trade of by products, and 4) Lack of financing and incentive mechanism. 5) Lack of information forum. Regulatory reform should be taken for the direction that in effect increase the price of disposal and motivate firms to seek symbiotic relationship with other firms, and facilitate trade by-product between firms. Financing and incentive mechanism should be introduced in order for the industry to find easy access to the opportunities for organizing the network to transform wastes in negative value to the value added resources. Also information network should be established to provide a market for by-product exchange and public education to improve industry's environmental performance.

Nowadays, considering global warming and enhanced prohibition to discharge pollutants at sea, all of existing operation-ships must lead to the reduction of fuel consumption. International standards of International Maritime Organization and EU rules governing harbor pollutants are being strengthened. Therefore, ship-owners and operators are seeking ways to reduce $CO_2$, SOx, and NOx emissions. Although world trade continues to expand, total fuel usage for sea transport tends to diminish. However, ICS(International Chamber of Shipping) has set a goal of reducing $CO_2$ emissions from shipping by 50% until 2050. In addition, with respect to the Paris Climate Change Accord in 2015, IMO proposes to set up a reduction target of GHG emission from existing operation-ships. For setting up a reduction target of GHG from international maritime transport, "A data collection system for fuel consumption" will be introduced in the near future. In order to effectively reduce the use of fuel in a ship in accordance with the trend of compulsory fuel saving from operation ships, this paper suggested adoption of an Incentive-Penalty scheme based on Emission-Trading-Scheme, Carbon Tax, and basic calculation formula after verifying the EEOI level for a year.
This study was carried out to evaluate carbon footprint during unhulled rice production and to compare mitigation technologies of methane, main carbon source during rice production, Carbon footprint of unhulled rice was a sum of $CO_2$ emission of agri-materials manufacture, rice cultivation and waste treatment. It was emitted 1.40 kg $CO_2$ during unhulled rice production, its distribution was 71.1% by $CH_4$ emission of rice cultivation, 11.8% of $N_2O$ emission by nitrogen application and 7.6% of complex fertilizer manufacture. $CH_4$ emission could be mitigated by some technologies; cultivation of the early maturing rice variety emitted lower by 44.4% than the mid maturing variety, intermittent drainage of submerged water by 43.8% than the continuous flooding condition, direct seeding by 32.0% than transplanting cultivation, no-ploughing by 20.9% than ploughing cultivation. It means that LCA on Global Warming Potential and the statistical data on innovated technical practice are key tools to systemize Measurable-Reportable-Verifiable (MRV) system for carbon footprint and carbon emission trade in the farm base.
Kyoto Protocol is an international convention on concrete performance program for UNFCCC(United Nations Framework Convention on Climate Change), which regulate and prevent to global warming and officially came into effect on February 16, 2005. Kyoto flexible mechanisms, the agreed environmental system in March 1997 in the Third Conference of Parties in UNFCCC General Assembly, Emission Trading System(ETS), Clean Development Mechanism(CDM) and Joint Implementation(JI), are key policies related to environment. In advanced countries, greenhouse gas emissions should be reduced average 5.2% level compared to 1990 in total emissions during 2008-2012. World leading carbon market finished the trial on the EU ETS I greenhouse gas emissions trading system, EU ETS II is operated regularly after 2008. World Bank leads to make 'Prototype Carbon Fund(PCF)' in April 2004, which is the world first carbon fund and a representative public carbon fund type, World Bank operate various funds including present PCF. Thus, I would like to propose as follows in relation to this study: First, in the validity analysis of carbon funds, it would be needed to analyze the Emission Reduction Cost Efficiency(ERCE) of carbon. The ERCE is a break-even value which brings the Net Present Value(NPV) to zero. NPV approach is used among projects and it enables potential projects to be compared and evaluated the ERCE on the basis of the net present value of net future cash flows. Therefore, according to results of analysis, carbon funds should be developed and invested. Second, it would be necessary to allow of issuing bonds together with carbon funds, carbon finance etc. Third, carbon funds, it would be reasonable to have a relatively enough maturity in project and as a financial derivatives in the international financial markets, it is needed various types of transactions. Fourth, it would be needed to standardize the carbon emissions trading for more efficiently. Fifth, it would be necessary to establish and invest in various kinds of domestic and overseas global carbon funds, including governments, privates, governments and privates sectors. And it is also needed to establish the medium and long term plans for carbon funds. Sixth, it would be needed to foster the advanced trade mechanisms for carbon funds in the most effective ways. Finally, carbon funds should be used in harmony with international societies to reduce global warming as the social responsible investing funds and it should be contribute to sustainable development. In addition, it would seem that carbon funds should be studied on establishing the contributable standard of sustainable development in the future assignment.
The effects of swirl and combustion parameters on the performance and emission in a turbo-charged D.I. diesel engine of the displacement 9.4L were studied experimentally in this paper. Generally the swirl in the combustion process of diesel engine promotes mixing of the injection fuel and the intake air. It is a major factor to improve the engine performance because the fuel consumption and NO$_{x}$ is trade-off according to the high temperature and high pressure of combustion gas in a turbocharged D.I. diesel engine, it's necessary to thinking over the intake and exhaust system, the design of combustion bowl and so on. In order to choose a turbocharger of appropriate capacity. As a result of steady flow test, when the swirl ratio is increased, the mean flow coefficient is decreased, whereas the gulf factor is increased. Also, through engine test its can be expected to meet performance and emissions by optimizing the main parameter's; the swirl ratio is 2.43, injection timing is BTDC 13$^{\circ}$ CA, compression ratio is 16, combustion bowl is re-entrant 5$^{\circ}$, nozzle hole diameter is $\Phi$0.28*6, turbocharger is GT40 model which are compressor A/R 0.58 and turbine A/R 1.19.
