Modularization of Emergency Broadcasting and Lighting Considering Emergency Scenarios of Urban Railway Vehicle (도시철도차량의 비상 시나리오 분석을 통한 비상방송 및 비상조명의 모듈화 방안 연구)

  • Automatic announcement systems and emergency lights are necessary to prevent urban railway vehicles from accident, according to the emergency response guideline of domestic railroad. When emergency situation occurs, safety regulations and standards for urban railway vehicles specify that the emergency lights must be turn-on over 30 minutes as well as that the announcement should be provided by an attendant. However, as the current emergency systems use different units without a standard and system maintenance and management is not well performed, it is difficult to know the operation status. In this paper, modularized structures are given to standardize the emergency systems. The modularized structures analyzed from emergency scenarios of railway can substitute the existing broadcasting and lighting system. As a result, the optimized modular system considering cost and maintenance can be proposed by comparing all modularizations.

Optimal Decisions on the Quantity and Locations of Ambulances for the Timely Response to Emergency Requests (출동 응답 향상을 위한 적정 구급차 수량 및 배치 위치 결정 연구)

  • A sufficient number of ambulances are critical for preventing delayed vehicle dispatch for emergency patients. This study presents effective methodologies for evaluating the effects of ambulance quantities on availability. The statistical properties of the emergency requests and responses were analyzed for a city in Korea. The inter-request times were modeled by statistical distributions. The ambulance dispatch was modeled using simulation, reflecting the shared dispatch among the city districts. The simulation results revealed that the existing ambulance quantity could successfully meet the majority of the requests, but more vehicles were desirable for improvement. The locations of the additional vehicles were determined efficiently by simulations with a greedy approach. The simulations with added vehicles showed a significantly better coverage of the emergency calls. This research can help design improved emergency vehicle operations, and help save lives.

  • In this paper, we propose the EPTS(Emergency vehicle Priority Transit system) for a rapid drive or emergency vehicles at the crossroads. The EPTS is one part of real-time traffic management system in the advanced traffic management system. The EPTS needs the connection or a traffic control system and a DSRC system. It can be applied to the real traffic situation considered with other traffic elements. As the result it is possible for the EPTS to nonstop drive because it induces an efficient drive of emergency vehicles. It is also relatively safe at the crossroad, it is expected that the EPTS is suitable for a telematics service which values efficiency above everything else.

The Road Reservation Scheme in Emergency Situation for Intelligent Transportation Systems (지능형 교통 시스템을 위한 긴급 상황에서의 도로 예약 방식)

  • Transportation has been playing important role in our society by providing for people, freight, and information. However, it cuts its own throat by causing car accidents, traffic congestion, and air pollution. The main cause of these problems is a noticeable growth in the number of vehicles. The easiest way to mitigate these problems is to build new road infrastructures unless resources such as time, money, and space are limited. Therefore, there is a need to manage the existing road infrastructures effectively and safely. In this paper, we propose a road reservation scheme that provides fast and safe response for emergency vehicles using ubiquitous sensor network. Our idea is to allow emergency vehicle to reserve a road on a freeway for arriving to the scene of the accident quickly and safely. We evaluate the performance by three reservation method (No, Hop, and Full) to show that emergency vehicles such as ambulances, fire trucks, or police cars can rapidly and safely reach their destination. Simulation results show that the average speed of road reservation is about 1.09 ~ 1.20 times faster than that of non-reservation at various flow rates. However, road reservation should consider the speed of the emergency vehicle and the road density of the emergency vehicle processing direction, as a result of Hop Reservation and Full Reservation performance comparison analysis. We confirm that road reservation can guarantee safe driving of emergency vehicles without reducing their speed and help to mitigate traffic congestion.

Study on Cases of Priority Traffic Signal System for Emergency Vehicles: Based on a City's Pilot Operation Cases in Chungcheongbukdo Province (긴급차량 우선교통신호시스템 사례에 관한 연구: 충청북도 내 일개도시 시범운영 사례를 중심으로)

  • The aim of this study is to suggest ways to capitalize on the golden period for timely response to fire and emergency victims. To implement a system to effectively capitalize on the golden period, there is a need for policy measures as well as legal and social consensus. Precedent research has relentlessly mentioned the need for and feasibility of the priority traffic system for emergency vehicles. To this end, the present study involved an analysis of pilot cases of the priority traffic signal system for emergency vehicles introduced in a city during 26 days, from April 3 to 28, 2017. Out of 58 cases registered with the local 1-1-9 fire house, the number of cases that took advantage of the priority traffic system stood at 16 in response to fire and 11 to first-aid operations. Owing to the system, on average, the response time reduced by 3 min and 50 s in case of fire and by 3 min and 30 s for first aid. There were four complaints registered owing to traffic congestion, and the number of car accidents declined to one from six over the same period in the previous year. Based on these findings, it is safe to say that the priority traffic signal system would be effective for emergency vehicles to capitalize on the golden period if issues identified during the pilot run are resolved.

Assessment of Preemption Signal Control Strategy for Emergency Vehicles in Korea (국내 긴급차량 우선신호(preemption) 제어 적용성 평가에 관한 연구)

  • Signalized intersections are operated without a signal preemption control strategy in Korea, thus there is no priority treatment for an emergency vehicle passing through the intersections. In this paper, a signal preemption control strategy is introduced to improve the safety and operational efficiency of an emergency vehicle. Using the micro simulation tool, the effects on delay and travel speed of the signal preemption control strategy are analyzed for various traffic conditions to identify the general performance trends. Then, another simulation analysis is performed to verify the feasibility of the control strategy using real network data collected from field study. Results show that the preemption control strategy provides the positive impact on emergency vehicles' operation, but the positive impact is reduced as the v/c ratios increase. As expected, the average delays of the normal vehicles are slightly increased, but the magnitude is not significant. Therefore, it is expected that the introduction of the preemption control strategy in Korea would produce the positive social benefits.

Remote Emergency Stop System to Improve Safety of Automated Driving Vehicle (자동주행차량의 안전성 향상을 위한 원격비상정지시스템)

  • In this paper, a remote emergency stop system to improve the safety of an automated driving vehicle is proposed. One of the most serious problems of the previous wireless remote emergency system is that it does not work when the wireless channel is damaged in case of an emergency because it is composed of a single communication channel. Therefore, the proposed remote emergency stop system composed of a portable wireless remote system and a stationary wireless remote system is designed and the remote emergency stop system for automated driving vehicles is developed. By applying it to an automated driving vehicle to check it's performance, the wireless remote system is tested. Emergency stops using the portable wireless remote system is tested when the stationary wireless remote system is disconnected. Also, emergency stops using the stationary wireless remote system are tested when the portable wireless remote system is disconnected. The results of the emergency stop test show a satisfactory performance.

Characteristics of Lightweight Hydraulic Directional Control Valve for Emergency Steering in Hybrid Electric Commercial Vehicles (하이브리드 상용차용 경량 비상조향장치 유압방향제어밸브의 성능특성 연구)

  • Hydraulic directional control valves actuated by solenoid are used to control emergency steering in general or hybrid electric commercial vehicles. In this study, a new lightweight hydraulic directional control valve was designed by flow and structural simulation, and was fabricated; the basic operation, pressure differentials, and inner leakage flow were evaluated experimentally. In the results, the new model showed comparable performance with an existing imported valve. New valve was 80% the weight of the existing valve and had few components. Installing this valve on a truck body is easier because of its compactness and small size.

  • In urban area narrow commuter vehicles have attracted interest as a possible solution to reduce traffic congestion and parking problems. However, a narrow vehicle has an increased to overturn during hard cornering when compared to conventional vehicles. This tendency can be reduced by tilting it toward the inside of the turn. Two types of automatic tilting control systems which are Direct Tilt Control(DTC) and Steering Tilt Control(STC) have been developed. In this paper as one of the technique to improve the handling performance for the unusual vehicle the control system which blends both the DTC and the STC system is considered. It uses the merits of both the DTC and the STC system. As a control strategy for combination the switching control method is used. Finally, the fact that the unusual vehicle is safe under an emergency situation such as slippery road surface is proved by computer simulation.

Emergency Evacuation Scenario Study of Urban Metro Vehicle Running on Elevated Guideway (도시철도차량의 고가선로 비상대피 시나리오 분석)

  • There have been recently introduced new types of urban metro vehicles called LRT (Light Rail Transit) running on elevated guideway such as Uijeongbu VAL(which stands for V$\acute{e}$hicule Automatique L$\acute{e}$ger: Automatic Light Rail Vehicle) system, Yong-In LIM(Linear Induction Motor) system, Incheon international airport MAGLEV(Magnetic Levitated Vehicle) system and Daegu monorail system. Most of accidents by the vehicles are bound to happen on elevated guideway. Therefore, it is of vital importance to analyze hazards related to vehicles running on elevated guideway and study emergency evacuation scenarios applicable in case of accidents on elevated guideway so as to secure the safety of the new types of urban metro vehicles. In this study, FTA(Fault Tree Analysis) model was developed to identify all possible hazards, and all possible evacuation scenarios were studied. It was also confirmed that each hazard can be corresponded to one or more evacuation scenarios. This result shows that passengers can be evacuated according to one of the scenarios identified in this study in case of an accident of "Train Stranded on Elevated Guideway".
