텍스트 마이닝을 적용한 사회서비스원 언론보도기사 분석 (An Analysis on Media Trends in Public Agency for Social Service Applying Text Mining)

  • 본 연구는 사회서비스원과 관련한 국내 언론보도기사를 주요 원자료로 삼고, 기사에 내재된 주요 키워드 및 토픽을 분석하여 사회서비스원과 관련한 이슈, 즉 사회적 인식이 어떻게 형성되었는지를 실증적으로 탐색하고자 하였다. 본 연구는 사회서비스원에 관한 사회 전반적인 인식 및 동향을 여론을 통해 파악한다는 점에서 의의가 있다. 언론동향의 데이터를 추출하기 위해 검색은 빅테이터 분석 시스템인 텍스톰을 사용하여 대표적 포털인 네이버 뉴스와 다음 뉴스에서 자료를 수집하였다. 수집된 기사는 2020년도 1,299개, 2021년도 총 1,410로, 총 2,709개였다. 분석결과로 첫째, 텍스트 출현빈도와 관련해서 가장 많이 도출된 단어는 '사회서비스원', '설립', '운영' 등으로 주로 사회서비스원의 설립과 관련한 내용이 주를 이루고 있었다. 둘째, N-gram분석결과 사회서비스원과 직접 관련된 단어의 쌍(pairs)은 '사회서비스원과 공공', '사회서비스원과 개원', '사회서비스원과 출범', '사회서비스원과 원장', '사회서비스원과 직원', '사회서비스원과 돌봄종사자' 등으로 나타났다. 셋째, TF-IDF 분석결과 및 단어 네트워크 분석결과에서는 단어출현빈도와 N-gram의 결과와 유사하게 '설립', '운영', '공공', '출범', '제공', '개원', '개최', '돌봄' 등의 결과가 도출되었다. 상기분석결과를 통해 긴급돌봄지원단의 강화, 구체적인 사업화, 일자리의 안정화 등을 제언하였다.

보이스 전보 시스템 구현을 위한 저가형 음성파형 부호화 알고리즘 (On a Speech Coding Algorithm for Low Cost Implementation of Voice Telegram System)

  • 전보는 우리에게 아주 필요한 생활수단으로 긴급한 내용을 전달하거나, 바쁜 생활을 대신하여 애경사를 맞은 상대방에게 뜻을 전달하는 중요한 수단으로 활용되고 있다. 전보를 처리하는 과정이 첨단 정보통신의 발달로 인해 점점 편리해 지고 있는 반면 전보의 내용은 여전히 문자위주의 정보전달에서 벗어나지 못하고 있다. 보이스 전보는 사용자의 목소리를 문자와 함께 전달하는 것이다. 목소리가 함께 전달됨으로써 발신자의 정감과 분위기를 수신자에게 전달하여 보다 다양한 의미의 메시지를 알릴 수 있다. 그러나 목소리 정보는 데이터량이 많아 그대로 사용하게 되면 큰 메모리와 고가의 프로세서가 필요하게 된다. 본 논문에서는 보이스 전보 시스템에 필요한 간단하고 저가인 음성파형 부호화 알고리즘을 새로이 제안한다. 먼저 유성음 부분에서, 파형의 피치 주기별로 유사도를 측정하여 유사도가 높은 파형은 피치와 진폭 값만 저장하여 압축하고 유사도가 낮은 파형은 형태를 저장한다. 실험결과 45%로 압축할 때 MOS 4의 음질을 얻을 수 있었다.

Multi-Agent Systems: Effective Approach for Cancer Care Information Management

  • Physicians, in order to study the causes of cancer, detect cancer earlier, prevent or determine the effectiveness of treatment, and specify the reasons for the treatment ineffectiveness, need to access accurate, comprehensive, and timely cancer data. The cancer care environment has become more complex because of the need for coordination and communication among health care professionals with different skills in a variety of roles and the existence of large amounts of data with various formats. The goals of health care systems in such a complex environment are correct health data management, providing appropriate information needs of users to enhance the integrity and quality of health care, timely access to accurate information and reducing medical errors. These roles in new systems with use of agents efficiently perform well. Because of the potential capability of agent systems to solve complex and dynamic health problems, health care system, in order to gain full advantage of E- health, steps must be taken to make use of this technology. Multi-agent systems have effective roles in health service quality improvement especially in telemedicine, emergency situations and management of chronic diseases such as cancer. In the design and implementation of agent based systems, planning items such as information confidentiality and privacy, architecture, communication standards, ethical and legal aspects, identification opportunities and barriers should be considered. It should be noted that usage of agent systems only with a technical view is associated with many problems such as lack of user acceptance. The aim of this commentary is to survey applications, opportunities and barriers of this new artificial intelligence tool for cancer care information as an approach to improve cancer care management.

말기암 환자들의 의료이용행태 (Behavior Patterns of Health Care Utilization in Terminal Cancer Patients)

  • Background : In order to improve the quality of life of dying patients, they need to receive not only the physical, psychological, social, and spiritual care, but also systematic and continuous care to die with dignity. However, no adequate medical services are available for these terminal cancer patients. We studied their behavior patterns of health care utilization to understand more of their medical and social needs. Methods : We investigated 108 bereaved families through the telephone interview with structured questionnaires. They were randomly selected through the retrospective chart review of the terminal patients who passed away due to cancer. Results : Most of the terminal cancer patients received their care from proper medical services including admission to hospital (45.4%), outpatient clinic (22.2%), emergency room (16.7%), and oriental medicine (12.0%). But during the terminal phase of their illness, 32.4% of patients never received medical care including oriental medicine, and 28.7% received alterative natural care. 26 bereaved families (24.1%) pointed out the indifference of medical staff as a problem receiving proper hospital care, and 22 (20.4%) emphasized emotional strain of their helplessness with the patients' suffering as a problem of caring at home. Over 90% suggested availability of continuous care, hospice care, home care, and 24 hour telephone service to be improved. Conclusions : Due to various reasons, adequate medical care is not delivered to the terminal cancer patients in our present medical system. These problems can be approached with the establishment of proper education and medical delivery system. The role of comprehensive medical specialty cannot be overly emphasized to accomplish this most effectively.

한국보건행정학회 30주년 기념 특별호 (Special Issue for the 30th Anniversary of the Korean Academy of Health Policy and Management)

  • The Korean Academy of Health Policy and Management (KAHPM) has shown remarkable achievements in the field of health policy and management in Korea for the last 30 years. The KAHPM consists of experts in various fields of health policy and management, and has been the leading academic discussion forum for health policy agendas of interest to the public. Health Policy and Management (HPM), the official journal of the KAHPM, published the first issue of volume 1 in October, 1991 and is publishing the second issue of volume 28 as of 2018. Currently, it is one of Korea' main journals in the field of health policy and management. HPM has published a special issue in commemoration of the 30th anniversary of the KAHPM. The HPM invited authors, including former presidents of the KAHPM and current board members, to write about main issues in health policy and management. Although the HPM tried to set up an invited author on all subjects in the health policy and management field, 19 papers are published, that completed the peer review process by August, 2018. The authors of the special issue of the 30th anniversary of the KAHPM include six former presidents, a senior professor, and 12 board members. The subjects of this issue are reform of the healthcare delivery system, health insurance and medical policy, reform of health system governance, the role of National Health Insurance Service (NHIS), the Korea Institute for Health and Social Affairs (KIHASA) and the National Evidence-based healthcare Collaborating Agency (NECA), ethical aspects of health policy change, regional disparities of healthcare, healthcare accreditation, new healthcare technology evaluation system, globalization of the healthcare industry, the epidemiological investigator system, the quarantine system, safety and disaster, and official development assistance. There are some remaining topics to deal with for the KAHPM: aged society, anti-smoking, non-infectious disease, suicide, healthcare resources, emergency medical care, out-of-pocket money, medical fee payment system, medical aid system, long-term care insurance, industrial accident compensation insurance, community-centered health welfare system, and central government and local government of health. The HPM will continue to publish review articles on the main topics in health policy and management. This is because the KAHPM, which has been the leading academic society of Korea's health policy and management for the last 30 years, feels responsible for continuing its mission for the next 30 years.

화재정보 확인과 대피자 위치추적을 위한 서버 독립형 시스템 개발 (Development of a Server-independent System to Identify and Communicate Fire Information and Location Tracking of Evacuees)

  • 화재가 발생했을 때, 대피자가 화재 위치와 규모 등의 화재정보, 그리고 출구 위치와 대피자 스스로의 위치를 확인할 수 있다면, 신속하게 대피할 수 있을 것이다. 본 연구에서는 화재정보를 대피자에게 전송하고 대피자의 위치를 확인할 수 있는 시스템을 개발하였다. 선행연구를 통하여 시스템 개발에 필요한 요구사항을 네 가지 도출하였다. 요구사항에는 시스템이 작동하는데 필요한 전력이 크지 않아야 하며, 화재정보를 송·수신하기 위해서 필요한 거리 제한과 추가 장비, 그리고 중앙 서버가 없어도 시스템이 작동할 수 있어야 한다는 것이 포함된다. 이와 같은 요구사항을 기반으로, 본 연구에서는 건물 화재정보를 대피자의 모바일 기기로 전송할 수 있고, 대피자의 위치를 추적할 수 있는 서버 독립형 시스템을 개발하였다. 개발된 시스템은 화재정보를 전송하는 장치와 화재정보를 수신하고 대피자 위치를 추적할 수 있는 모바일 기기의 어플리케이션으로 구성된다. 화재에 의해서 중앙 서버가 손상되어도 대피자는 개발된 시스템을 사용하여 화재 위치와 규모, 출구의 위치와 대파자의 위치를 확인할 수 있으므로, 인명피해를 감소시키는데 기여할 수 있을 것이다. 또한, 실내위치추적에 사용되는 fingerprint 알고리듬의 사용성 향상을 위한 이론적 기초로도 활용될 수 있을 것이다. Fingerprint 사용을 위한 데이터베이스를 구축할 때에 소요되는 노력과 비용을 감소시키는 방법을 제안했기 때문이다.

치과 치료 시 진정법 시행에 대한 실태 조사 연구 (A Survey of Sedation Practices in the Korean Dentistry)

  • Background: Dental phobia or anxiety of patients is the serious impediment to appropriate and effective dental treatment. Sedative technique helps to mitigate patients' fear and anxiety thus make them more cooperative and familiar to dental practices. With increasing attention to sedative dentistry in dentists, educational requirements and technical qualification also become stricter but actual survey on recent sedative dentistry has not been reported yet. Especially there is insufficient study reporting the survey of sedative dentistry subjected to Korean adults. In this paper, we conducted a survey study on the actual condition and practice related to sedation with a questionnaire to dentists in South Korea. Methods: The survey was done for members of The Korean Dental Society of Anesthesiology (KDSA), who had great interest in sedation and for whom survey-by-mail was convenient. 472 members of The KDSA having dental license and solid address and contact information were subjected to the survey by sending them survey questions about their sedative techniques and knowledge. In order to increase the response rate, small gifts were presented to those who accurately responded to the survey questions and text messages and phone calls were made to encourage their participation. We collected their responses over two months and examined the returned surveys. Statistical analysis was performed using IBM SPSS Statistics 21 for each question. Results: Out of 472 dentists, 181 responded (38.4% response rate). 63.0% (114 dentists; 77 male and 37 female) of respondents had experience on sedative technique and their average age was $39.8{\pm}7.6$ year. 74 of them were private practitioners, 17 of them were professors (14.9%), 11 of them were dentists-in-service (9.6%), 11 of them were residents (specialist training) (9.6%) and 1 of them was military doctors (0.9%). There were 89 dentists (78.1%) who were specialists or receiving trainings to be specialist, most of whom were pediatric dentists (55, 48.2%) and oral surgeon (31, 27.2%). The most popular route for drug medications was orderly oral, inhalational, intravenous medication. Combination of oral and inhalational medications or single use of intravenous medication was the most common. The most preferred sedative drug was pocral in oral sedation and midazolam in intravenous sedation. 48.2% of practitioners responded that they experienced side effects and emergency situations. Airway obstruction was the most frequent. Conclusions: Results from the survey show that the protocol and system for sedative dentistry have been improved compared to the past. Nevertheless, quality of emergency protocol, monitoring devices and preparation of sedative drugs was still insufficient to achieve safe sedative procedure. This study acquires novelty since actual survey on recent sedative dentistry for adult patients has not been reported yet.

포장 균열 깊이가 공동 관리 등급에 미치는 영향 분석 (Analysis of the Effect of Pavement Crack Depth of the Cavity Management Grade)

  • 연구목적:서울시는 공동관리 등급 기준에 따라 공동의 규모, 아스팔트포장 두께, 포장면의 균열깊이를 고려하여 긴급, 우선, 일반, 관찰등급으로 공동의 위험도를 분류하고 있다. 본 연구에서는 2019년 서울시 공동조사용역에서 발견된 265개소의 공동의 상부 포장상태를 확인하여 포장균열이 확인된 17개소에 대하여 균열깊이를 측정하였다. 연구방법: 1차에서는 확인된 공동의 균열 확인을 위하여 버니어 캘리퍼스, 테이퍼 게이지, 깊이 게이지를 활용하여 균열 폭 및 깊이를 측정하였다. 2차에서는 상부 노면에서 가장 크게 균열이 발생한 위치를 확인하여 아스콘을 천공 후 균열 깊이를 추가로 측정하였다. 연구결과:확인된 시험공동 17개소 중 9개소에서 공동 관리 등급이 상향 조정되었다. 따라서, 긴급복구와 우선복구의 경우에는 포장 균열 깊이와 잔여 아스팔트 콘크리트 포장 두께에 따라 등급 조정이 필요하다. 결론:공동 상부에 균열이 발생한 경우는 천공을 통하여 균열 진행 상태를 파악하고 잔여 아스팔트 콘크리트 두께를 확인하여 공동등급을 결정해야한다.

Introduction of Child and Adolescent Mental Health Services in Korea and Their Role During the COVID-19 Pandemic: Focusing on the Ministry of Education Policy

  • This study aimed to discuss mental health services for children and adolescents that are being implemented as initiatives of the Korean government and to review the functions and roles of these projects during the COVID-19 pandemic. Three government departments are in charge of providing mental health services for children and adolescents: Ministry of Education, Ministry of Gender Equality and Family, and Ministry of Health and Welfare. The Ministry of Education has implemented several policies to facilitate the early detection of mental health issues among school students (from preventive interventions to selective interventions for high-risk students). The Ministry of Gender Equality and Family additionally serves out-of-school children and adolescents by facilitating early identification of adolescents in crises and providing temporary protection or emergency assistance (as required) through the Community Youth Safety-Net Project. Furthermore, the Ministry of Health and Welfare operates relevant mental health agencies for individuals of all ages including children and adolescents. Any high-risk students who have been screened through the projects of the Ministry of Education are supported through referrals to the following institutions for appropriate treatment of their symptoms: specialized hospitals, the Youth Counseling and Welfare Center operated by the Ministry of Gender Equality and Family, the National Youth Healing Center, the Mental Health Welfare Center operated by the Ministry of Health and Welfare, the Suicide Prevention Center, and the Child Welfare Center. To assist students who are facing any psychological difficulties because of the COVID-19 pandemic, the Ministry of Education has established a psychiatric support group for providing emergency mental health care; furthermore, schools are promoting psychological surveillance (e.g., provision of non-face-to-face counseling services that are centered around the Wee Center). The Ministry of Education, Ministry of Gender Equality and Family, and Ministry of Health and Welfare have provided varied mental health support services in order to address the challenges faced by children and adolescents during the pandemic. Nevertheless, the mental health services operated by each ministry do show some limitations because their service provision system is insufficiently collaborative. The present study discussed the positive effects of each initiative as well as its limitations; furthermore, it suggested improvements for facilitating the healthy development of children and adolescents' mental health.

인공지능을 활용한 도주경로 예측 및 추적 시스템 (Escape Route Prediction and Tracking System using Artificial Intelligence)

  • 현재 서울특별시는 25개 구청에 7만5천여대의 CCTV가 설치되어 있다. 서울특별시 구청별로, CCTV관제를 위한 관제센터를 구축하고 24시간 인공지능 지능형 영상분석을 통해 차량 종류, 번호판인식, 색상 분류 등의 정보를 빅데이터로 구축하고 있다. 서울특별시는 국토교통부, 경찰청, 소방청, 법무부, 군부대 등과 MOU를 체결하여 긴급/응급 상황에 신속한 대응이 가능하도록 하고 있다. 즉, 각 구청의 CCTV영상을 제공하여 안전하고 재난의 예방이 가능한 스마트시티를 구축하고 있다. 본 논문에서는 CCTV영상을 인공지능을 통해 사건발생 시 차량 및 인원에 대한 특징을 추출하고 이를 기반으로 도주경로를 예측하고 지속적인 추적이 가능하도록 설계한다. 해당 경로의 CCTV영상을 인공지능이 자동으로 선택하여 표출하도록 설계한다. 해당 관할 권역 이외 지역으로 사건 관련 사람이나 차량의 도주경로가 예상될 때 인접 구청에 영상정보와 추출된 정보를 제공함으로써 스마트시티 통합플랫폼을 확장할 수 있도록 설계한다. 본 논문은 스마트시티 통합플랫폼 연구발전에 기초자료로 기여할 것이다.
