Analysis of Pedestrian Evacuation Behaviors by the Evacuation Information Scenarios Using Social Force Model: Focusing on Sejong City (Social Force Model을 활용한 보행자 대피행태 및 정보제공 시나리오분석: 세종시를 중심으로)

  • This study aims to analyze region-based pedestrian evacuation behaviors and information offering effect using Social Force Model, which is micro simulation. All pedestrians were assumed to move to shelters through pedestrian roads according to guidance information at emergency situations, and the pedestrians were classified into adults and the handicapped. According to the results of the road network analysis and simulation analysis, the shelters to which pedestrians can move within the shortest time from each zone were selected as optimum shelters. From this study, the analysis showed that the information provision effects are informative even though total evacuation time increases due to the increase of pedestrian conflict. This study can be used as baseline data for urban area's pedestrian disaster prevention plans.

  • Land fire receives additional extinguishing methods easily by professional extinguisher. But because of isolation and independence from land when sailing on the sea, ships are difficult to get special help from land. Generally, the death ratio by suffocation is higher than the death rate by flame and to reduce suffocation death ratio, fast evacuation is required. This paper aims to improve survival ratio at ship fires by soot density reduction. This study examines soot density and visibility using FDS. And also examines evacuation time by Pathfinder. The FDS(Fire Dynamic Simulator) is a 3 zone model(Field Model) analysis tool and the patherfinder is a useful analysis tool for evacuation. This research examined about evacuation time using the current regulations of the ship's corridor width and exit width first. And then studied evacuation time again when ship's structure was changed according to the method that is proposed in this paper. And finally compared the results each other.

  • To protect the life and property of the residence from diverse disasters, we have collected and analyzed the domestic and foreign residence evacuation plans. The results and proposals from the study can be summarized as in following. First, the contents and items in civil defense emergency evacuation plan guidelines should be stipulated more clearly and its' application should be extended. Second, uniformity must be established in non-coherent contents between cities and counties. Third, disaster-prone people are not considered in the evacuation plans. The disaster-prone people must be accounted by each cities and counties and an evacuation plan for them must be established. Fourth, most of the rooms for residence evacuations are second to third level, and they are defenseless against disasters like CBRNE. Considering these conditions, deploying transportation means that can support large-scale evacuations, quickly and effectively, must also be considered.

  • Purpose: This study derived the planning factors affecting the evacuation route of facilities for the disabled and to identify the planning factors that affect each facility. Method: The PLS(Partial Least Square)Regression analysis was used to solve the problem of multicollinearity and number of samples. Result: As a result of analysis, The most important planning elements for each facility were derived as door: closing time (1.131), corridor: ramp for wheelchairs (1.227), stairs: emergency lighting for stairs (1.117), and evacuation space: evacuation space convenience facilities (1.106). Conclusion: In order to plan an effective evacuation route for the disabled, a universal design should be applied to consider the perception, needs, and satisfaction of the disabled, rather than a comprehensive reflection.

  • Purpose: Recently, there has been a movement to guarantee the right to watch sports for the disabled. However, the sports stadium is designed without considering the wheelchair users, so the right to move in the stadium is not secured. Restrictions on the movement of the disabled make the evacuation vulnerable in an emergency. This study aims to develop a plan to ensure the safety of movement and evacuation of wheelchair users by conducting simulations targeting indoor sports stadiums. Method: The simulation was performed by constructing a scenario with the shape of the stands as a variable. The effect of the installation of wheelchair seats on evacuation was confirmed. Result: The results according to whether wheelchair seats are installed, the evacuation route of wheelchair movement, and whether wheelchair seats are separately arranged were compared. The impact of wheelchair seat installation on evacuation and its characteristics were derived. As a result, upward and separation seat was the most vulnerable to evacuation. Conclusion: A plan to secure evacuation performance was derived for the top floors of upward and separation seat. It is judged that the content can be use as a way to secure the safety of movement and evacuation of the disabled in sports stadiums.

  • The author Nakajima was involved in the field of disaster communications and emergency medical care as guest research scientist at the Fukushima Nuclear Accident Independent Investigation Commission established by the National Diet of Japan and reviewer of the Commission's report, and Kurokawa was the chairman of this Commission. Looking back over a decade, we are on the liability issue of bureaucrats and telecom operators, so it's becoming clear what was hidden at the time. The battery of NTT DoCoMo's mobile phone repeaters had a capacity of only about 24 hours, and communication failures increased after one day. The Government also failed to issue an announcement of "Vent from reactor" under the Telecommunications Act Article No. 129. This mistake lost the opportunity to use the third-party telecommunications (e.g. taxi radios). Furthermore, as a result of LASCOM (telecommunications satellite network for local governments via GEO) and a variety of unexpected communication failures, the evacuation order "Escape!" could not be notified to the general public well. As a result, the general public was exposed to unnecessary radiation exposure. Such bureaucratic slow action in emergencies is common in the response to the 2020 coronavirus.

  • People tend to spend more time in indoor spaces than before such as shopping malls and subway stations. As buildings become larger and more complex, people feel difficulty in finding their ways to destinations. Consequently, a means to provide better paths can aid people in reducing time for finding ways. Routing information in large indoor spaces is especially required in emergency cases as fire, power failure and terror. This study suggests to compute optimal paths using $A^*$ algorithm based on raster GIS data structure. The suggested method can be used either in daily lives for path provision or in emergency cases for evacuation, and is illustrated on a campus building.

  • Lifts are used as an essential means of transportation within the building in an emergency situation, when used as a means of escape, so expect a lot of research has been conducted high effect. Number of stories in the Seoul-rise building guidelines underground 7th floor, 53 ground floor, floor area $6,800m^2$, floor area $127,050m^2$, use is cultural and convention facilities and sales facilities, business facilities and accommodation (hotel), the construction of public housing (apartments) hagieneun not efficient to install elevators for evacuation mothada was determined separately in designing the lift is designed according to the standards of passenger lifts installed under a judgment as to use for evacuation. However, this does not include detailed design guidelines so far.[1] We propose the Evacuee Guidance of Elevator System that can be used as entering air equipment, sprinkler and smart phone evacuation system.

  • Against major release of radioactive material in nuclear power plant, Emergency Planning Zone(EPZ)s are typically established around nuclear power plants to effectively perform the public protective measures. The domestic methodology to determine the size of the EPZ is similar to that of Japan established in 1980, where calculations were based on the conservative accident source term. The objective of this study is to re-evaluate the validity of established EPZ, the area within the radius of $8{\sim}10km$ around domestic nuclear power plants, using the source terms covering full spectrum of accidents obtained from PSA study of ULJIN 3&4. To evaluate the risks of health effects, the computer code MACCS2(MELCOR Accident Consequence Code System2) was used. The result shows that the existing EPZ can reduce the probability of early fatality adequately for most of the source term categories(STCs) except for STC-14 and STC-19. In case of STC-14 and 19, the evacuation distance of 16km and 13km, respectively, are required. These distances can be reduced by improving emergency preparedness since the sensitivity studies for the public protective actions show that the magnitude of early fatality is largely affected by the time delays in notification and evacuation.

  • The transportation network is a critical infrastructure in the event of natural and human caused disasters such as rainfall, snowfall, and terror and so on. Particularly, the transportation network in an urban area where a large number of population live is subject to be negatively affected from such events. Therefore, efficient traffic operation plans are required to assist rapid evacuation and effective detour of vehicles on the network as soon as possible. Recently, ubiquitous communication and sensor network technology is very useful to improve data collection and connection related emergency information. In this study, we develop a specific algorithm to provide evacuation route and detour information only for vehicles under emergency situations. Our algorithm is based on shortest path search technique and dynamic traffic assignment. We perform the case study to evaluate model performance applying hypothetical scenarios involved terror. Results show that the model successfully describe effective path for each vehicle under emergency situation.
