An Emergency Destruction System is inevitable for ensuring safety both at sea and in populated areas, particularly during emergency detonations triggered by abnormal missile flight or upon mission completion. This paper introduces a novel method for developing an Emergency Destruction System capable of precisely calculating the Instantaneous Impact Point(IIP) during high-speed, maneuverable long-range surface-to-air missile flight tests. The Emergency Destruction System designed for long-range surface-to-air missile flight tests generates impact position tables that meticulously incorporate wind errors and navigation equations based on the Earth's ellipsoidal model. Factors such as the Coriolis effect and the direction of the gravitational acceleration vector are accounted for, significantly enhancing the accuracy of IIP determination amidst highly variable missile speed and attitude.
This paper presents safety assessment scenarios for cyclist autonomous emergency braking(AEB) system. To assess the safety performance of AEB in real traffic situation with limited number of scenarios, scenario should reflect the characteristics of real traffic collision cases. For this, statistic data of real traffic car-to-cyclist collision in Korea are analyzed. Many types of accidents are listed and categorized based on the movement of vehicle and cycle just before the collision. Then, the characteristics, main issues and limitations of each scenarios are discussed. Not only the test scenario itself but also the cost and time for the test are very important issues for the test scenarios to actually repeat the test for various systems. Also, the performance of AEB can be effected by the algorithm of AEB and the technical limitation of the sensors and hardwares. Therefore, required number of tests, possibility of dummy destruction and other technical issues are discussed for each scenarios. Based on these information, typical scenarios are selected. Also, using this information, vehicle speed range, cyclist speed and collision point are established. Proposed scenarios are verified and modified based on the vehicle test results. vehicle test was evaluated 5 times for each scenarios. Based on this results, final test scenarios are modified and proposed.
Due to the fast industrial growth and unplanned urban underground development in Korea, systematic management for water lines could not be accomplished. Unsystematic water line management has resulted in difficulty in finding the exact location and the age of the lines, which has the potential of leading to a disastrous situation. The objective of this study is a development of safety management system for water lines using GIS. This system is constructed to easily estimate water line deterioration by the geographic output system on it, search for damaged objectives near the surrounding area in a situation of destruction, and offer the emergency information by which one can quickly take action. Also, it is constructed to prevent accidents from occurring during work by presenting underground utilities and states of work.

GIS is the system that has ability of integrating, managing, and analyzing the voluminous graphic and text data, which is adequate system to manage complex network of the underground utilities of urban area. A development of pipe safety management system is accomplished to construct efficiently a database of pipe line network and topographic data, create safety managing model, and estimate openly its safety by GIS. This system is constructed to evaluate easily pipe deterioration by the establishment of the geographic output system on it, search damaged objectives near surrounding area in a situation of destruction, and offer the information by which one can take quickly emergency. And also, it is constructed to prevent from accident occurring under work by presenting underground utilities and states of work.

A flight termination system, which consists of ground and vehicle systems, forcibly terminates flight if it is deemed dangerous. In order to accomplish this, the system should maintain the link reliability above a certain level throughout the whole flight. However, the national proving ground for guided missiles could not fully meet that condition because of the gradually improving performance criteria. In this paper, we have analyzed the link budget for the flight termination system. Furthermore, we have designed and developed an emergency destruction command transmitter system, which is a ground system of the flight termination system, to provide the necessary link margin. Afterwards, we measured the received signal strength at the vehicle system and compared it with that of the existing transmitter system. We hereby confirmed that the link reliability of the flight termination system improved.

Power grid techniques are distributed over general power systems ranging from power stations to power transmission, power distribution, and users. To monitor and control the elements and performance of a power system in real time in the extensive area of power generation, power transmission, wide-area monitoring (WAM) and control techniques are required (Sattinger et al. 2007). Also, to efficiently operate a power grid, integrated techniques of information and communication technology are required for the application of communication network and relevant equipment, computing, and system control software. WAM should make a precise power grid measurement of more than once per cycle by time synchronization using GPS. By collecting the measurement values of a power grid from substations located at faraway regions through remote communication, the current status of the entire power grid system can be examined. However, for GPS that is used in general national industries, unexpected dangerous situations have occurred due to its deterioration and jamming. Currently, the power grid is based on a synchronization system using GPS. Thus, interruption of the time synchronization system of the power system due to the failure or abnormal condition of GPS would have enormous effects on each field such as economy, security, and the lives of the public due to the destruction of the synchronization system of the national power grid. Developed countries have an emergency substitute system in preparation for this abnormal situation of GPS. Therefore, in Korea, a system that is used to prepare for the interruption of GPS reception should also be established on a long-term basis; but prior to this, it is required that an evaluation technique for the time synchronization performance of a GPS receiver using an atomic clock within the power grid. In this study, a monitoring system of time synchronization based on GPS at a power grid was implemented, and the results were presented.

In flight tests, aircraft moves in real time, so it is important that data from instrumentation/measurement equipment used to determine aircraft status are processed in necessary form and transmitted to flight control systems in real time. Therefore, through telemetry data processing time reduction and processing cycle improvement in flight test control computer data processing system, in order to provide faster slave-data and safety judgment information to radar/telemetry slave-data processing, flight safety analysis system, emergency destruction transmission system, etc., we developed a PCM processing system that can be operated independently by installing data processing software that can receive and process PCM data in current telemetry data processing system and radar information at the same time. In this paper, we explain classified software functions in detail, starting with overall structure of PCM data processing systems developed by supplementing existing systems. Additionally, PCM data processing system will be supplemented through system stabilization and test operation.
Masonry structures are the most common structural systems that have been used almost all over the world from the earliest ages of history to the present day. These structural systems are often unfavorably affected by natural disasters such as earthquakes. The main reason for this is that they are built without sufficient engineering knowledge. On January 24, 2020, a severe earthquake occurred near the Sivrice District of Elazığ in eastern Turkey. According to the Turkish Directorate of Disaster and Emergency Management (AFAD), the magnitude of the earthquake was 6.8 and the focal depth 8 km. This earthquake caused damage and destruction to the masonry structures used extensively in the region. The Hacı Yusuf Taş (new) mosque in the Malatya city center, located about 64 km from the epicenter of the earthquake, was among the buildings affected by the earthquake. The mosque has smooth-cut stone walls and domes made of brick units. The main dome of the structure was severely damaged during the earthquake. In this study, information about the earthquake is first provided, and the damage to the mosque is then interpreted via photographs. In addition, two separate finite element models were produced, where the current state of mosque and solution suggestions are presented, and response spectrum analyses were carried out. According to these analyses and field observations, a buttress system to the main walls of the structure should be constructed in the direction which has little lateral rigidity.
Marine environment is subject serious destruction because of frequent accidents during exploration of marine resources and overseas transport. Also, as many industrial enterprises discharge high volume of wastes and contamination, marine pollution has become a serious threat to people (especially in China). China is quickly becoming a world economic leader of the 21st century. Rapid industrialization and social changes have raised the standard of living of millions of the Chinese, mainly in the areas of East and South East coast. The process of industrialization, however, is often followed by deterioration of the marine environment and rarely turned around until a country has increased its standard of living. Solving these array of problems will take decades and currently the government is addressing minor specific issues only. Fortunately, the Chinese government has enacted a number of marine pollution control laws. On 25 December 1999, the 13th Session of the Ninth Standing Commettee of the National People's Congress passed the amended the Marine Environment Protection Law of the People's Republic of China. This Law establishes rights and responsibilities of the relevant departments concerning marine environment management and provides for two new chapters on "Marine Environment Supervision" and "Marine Ecological Protection", along with "Supervision of Pollution Prevention for Marine Construction Projects", "Marine Ecological Protection" and "Marine Environment Pollution Prevention for Marine Construction Projects". Also, the Law was amended with provisions for integrated pollution discharge control system and oil spillage emergency response plan and enhanced legal responsibilities. Chinese government recognizes that international and national experience can be useful for China to prevent further ecological degradation of the marine environment.
Cyber Kill Chain is derived from Kill chain of traditional military terms. Kill chain means "a continuous and cyclical process from detection to destruction of military targets requiring destruction, or dividing it into several distinct actions." The kill chain has evolved the existing operational procedures to effectively deal with time-limited emergency targets that require immediate response due to changes in location and increased risk, such as nuclear weapons and missiles. It began with the military concept of incapacitating the attacker's intended purpose by preventing it from functioning at any one stage of the process of reaching it. Thus the basic concept of the cyber kill chain is that the attack performed by a cyber attacker consists of each stage, and the cyber attacker can achieve the attack goal only when each stage is successfully performed, and from a defense point of view, each stage is detailed. It is believed that if a response procedure is prepared and responded, the chain of attacks is broken, and the attack of the attacker can be neutralized or delayed. Also, from the point of view of an attack, if a specific response procedure is prepared at each stage, the chain of attacks can be successful and the target of the attack can be neutralized. The cyber command and control system is a system that is applied to both defense and attack, and should present defensive countermeasures and offensive countermeasures to neutralize the enemy's kill chain during defense, and each step-by-step procedure to neutralize the enemy when attacking.
