  • Partial transactions which use computer networks are formed in the cyberspace due to rapid progress of communication and computer technology. Electronic business transactions have security problems according to the special quality of opening networks, while it can be approached easily by anyone without being tied to time and places through Internets. To revitalize the electronic business transactions, security technology which can establish its security and trust is the prior task and both safe information communication and better information security service offer are essential factors. The method to exchange information through Internets must be made after confirming one another's exact connection in the mutual identity certification to prevent a lot of threat which can occur in the use of password techniques. To satisfy these electronic business transactions, we intend to increase understanding of authentication algorithm provided with authentication function of messages and users as well to plan safety and trust of business information and contents in the electronic business transactions.

  • As the computer-based electronic processing of financial transactions become more and more popular in financial areas, the need for more efficient and secure infrastructure has been increased. This Paper addresses the current status and Policy issues in building such infrastructure for electronic financial transactions in Korea. We examine our financial computer networks, electronic payment and clearing systems, standardization, and related laws, comparing with those in United States, Japan, and European countries and suggest policy recommendation in each area.

  • This paper is to analyzes the recent discussions in the WTO and to draw some basic policy implications for Korea concerning electronic commerce. To foster electronic transactions. the WTO agreement should establish a basic legal framework for international transactions to guarantee a stable and predictable environment. The member countries in the WTO, however, have not formed a consensus on the definition, classification, technological neutrality, and domestic regulations dealing with electronic commerce. Digital transfer and classifications of electronic transfer are the most difficult problems to be solved. The discussions on electronic commerce which had been on hold after the Seattle Ministerial is due to begin in a special working group of specialists. Electronic transactions in Korea have been increased rapidly and the implementation of concrete forms and rules of electronic commerce in the WTO will be influential to international trade as we to adopt them in the transactions. Therefore, we have to open our eyes to the trends of international discussions on this matter and to make our rules and laws of electronic commerce to the international levels.

  • This study can be solved a means of authentication of electronic financial transactions. We suggest that smart devices can be useful to authenticate in electronic financial transactions regardless of time and place. Our new authentication method named Lock-Unlock authentication method with smart devices. This method will be expected to reduce many kind of accidents (theft, phishing, hacking, certificates and simple certified OTP, ATM withdrawals, ARS, etc.) by account locking in electronic financial transactions. And helpful to users can effectively protect electronic financial transactions and minimize the accident during get a electronic trading.

  • Due to the recent development in electronic financial services, transactions of electronic prepayment are rapidly increasing. The increased transactions of electronic prepayment, however, also leads to the increased fraud attempts. It is mainly because electronic prepayment can easily be converted into cash. The objective of this paper is to develop a methodology that can effectively detect fraud transactions in electronic prepayment, by using sequential pattern mining techniques. To validate our approach, experiments on real transaction data were conducted and the applicability of the proposed method was demonstrated. As a result, the accuracy of the proposed method has been 95.6 percent, showing that the proposed method can effectively detect fraud transactions. The proposed method could be used to reduce the damage caused by the fraud attempts of electronic prepayment.

That can have the approval of contract in the main legal problem of such an Internet electronic transactions contract. We civil law sorts it by a contract between the talks characters and a contract between the remote area people and all the adopted children are equal and must decide the formation of contract time in a principle of Empfangstheorie because it may be said that the rule of the civil law that it be heated and decides to be able to be available is irrational.

  • There are increasing needs for an individual or enterprise to interchange documents electronically through communication network to enhance the efficiency of business, owing to rapid process of transactions. But e-commerce encounters the problems regarding the handling the electronic documents, that is to say, deposit and proof of the electronic documents. This paper deals with Authorized Electronic Data Depot as an integrated system for processing, relaying and proving documents that. Authorized Electronic Data Depot operates as e-enabler in exchanging documents in trust among administrative agencies and a comprehensive government directory, digital government seal certification system and DNS system. Authorized Electronic Data Depot leads public and private sectors to save the paper-related costs. But the regulations concerning an authorized electronic data depot is introduced in the course of revision of Electronic Transactions Act. The purpose of this paper is to suggest some guidelines in legalizing the authorized electronic data depot.

  • The study aims at providing an electronic transaction records management system based on the third party repository which do not have any interest in electronic transactions. This study reviews various articles and standards. It also discusses theoretical issues about electronic transactions and electronic transaction records. Complex characteristics of electronic transaction records are explored and management procedures are analyzed and divided into 5 stages by the life cycle and management bodies. Based on these discussions the study affirms that trustworthy third parties' interventions are essential to prevent and control potential conflicts of electronic transactions. It proposes a trustworthy electronic transaction record management system with the third party repository. Futhermore, it discusses evidence and management environment of electronic transaction records and provides cases of TTPR based on contract transaction and exchange transaction.
