물놀이 안전사고 개선방안에 관한 연구 (A Study on the Improvement Measures of Drowning Accident in South Korea)

  • 연구목적: 본 논문은 물놀이 안전사고로 인한 인명피해를 실효적으로 감소시키기 위한 정책적 및 기술적 측면에서의 개선방안 도출을 목적으로 한다. 연구방법: 먼저 물놀이 안전사고 관리현황 파악 및 민간안전요원에 대한 인터뷰를 실시하였다. 또한 안전요원 및 관리자들을 대상으로 설문조사를 실시하고, 조사 결과를 바탕으로 구체적인 물놀이 안전관리를 위한 정책적 및 기술적 개선 사항을 검토하였다. 연구결과: 검토결과 물놀이 안전사고 방지를 위하여 IoT 인공지능 기술이 적용된 CCTV 및 감시 장치 등 보조적인 지원 방안이 필요하며, 현장 안전감시자의 제한적인 단속권한을 갖는 자격 부여가 필요한 것으로 검토되었다. 결론: 효과적인 물놀이 안전사고 관리를 위해서는 안전요원에 대한 체계적 교육, 단속권한 부여 그리고 감시장비 도입을 통하여 사람과 장비가 융합된 종합적인 물놀이 안전관리 체계가 구축되어야 한다.

미 군사규격을 적용한 권취 코어 자동공급장치의 진동해석 (Vibration Analysis of Film Winding Core Automatic Supply System Using US Military Standards)

  • By applying METHOD 514.8 of the US military standard MIL-STD-810H, vibration analysis of the winding core automatic feeding device was performed during vehicle transportation. The contact point between the LM guide and main support frame was weak in the vertical axis, transverse axis, and longitudinal axis during the transportation of the automatic winding core feeder vehicle, and the maximum equivalent stress was 236.31 MPa in the longitudinal axis. When random vibration was applied, the safety margin in the longitudinal direction was 0.26, indicating low safety. The safety margin was changed by increasing the damage factor to 0.1. Finally, the safety margin was improved to 3.48 to secure safety. Resonance occurred with a Q factor of 9.34 in the harmonic response to which the RMS value of the ASD data was input, and the vertical axis safety margin was derived as 0.16. When the damping factor was 0.15, the Q factor was 3.37, and resonance was avoided with a safety margin of 6.62.

데이터 기반 철도 위험도평가 기준에 관한 연구 (Research on Data-Driven Railway Risk Assessment Criteria)

  • 2014년 철도운영자들과 철도시설관리자의 자발적인 안전관리를 정착시키기 위하여 철도안전법에서 '철도안전관리체계'를 강화하였다. 이에 따라 위험도를 평가하고 위험도를 관리하기 위한 안전대책을 수립하고 시행할 것으로 판단하였으나 현재 위험도 평가 체계는 개별 분야 내 단편적인 안전관리 수준으로 진행되고 있다. 또한 안전관리체계의 기술기준에서 철도 운영기관의 위험도 평가에 관한 내용이 의무사항으로 명시되어 있어 철도시설 및 철도차량유지보수의 위험도 평가를 위한 표준화된 기준이 필요하다. 따라서 본 논문에서는 최근 10년간 철도사고 데이터를 분석하여 먼저 철도 위험도 수준을 검증하였고, 철도차량유지보수 부분에서 데이터를 기반으로 개발된 상태기반 스마트 유지보수 시스템 사례를 통해 위험도를 효과적으로 평가하고 관리할 수 있는 표준화된 프레임워크를 제시하였다.

  • These days the large-scale car accidents have often been occurred by overspeeding in disregard of sharp curve, foggy and freezing regions. This paper has proposed the algorithm to calculate the safety speed in real time that can protect the car accidents under these weather and road conditions using Fuzzy reasoning theory. Under raining and snowing, drivers have to slow down the traffic safety speed by 1/3 of the traffic safety speed indicated on the existing speed sign plate based on their decision. So it is difficult to calculate and then observe the safety speed. This paper has performed the simulation that provides the deivers with the optimal safety speed considering the road and weather conditions in real time to improve these problems. We have proved this method can improve more 25% than the existing one.

하이브리드 전투차량의 기능안전성 적용 연구 (Research on Application of Functional Safety for Developing Combat Hybrid Electric Vehicles)

  • Hybrid electric propulsion systems are expected as future primary combat platforms because the systems can supply enough electric power, easily locate components inside vehicles, and maneuver without undesired noise. However, increasing electric/electronic/software usage causes abnormal failure patterns which have not been noticeable in conventional automotive. Recently, the functional safety standard for road vehicles were enacted and vehicle manufacturers request their components which satisfy standardized quality. This research analyzes functional safety standards(IEC 61508 and ISO 26262) and compares the standards for road vehicles with military standards of system safety. Strategies to apply functional safety in the combat hybrid electric vehicle are scrutinized.

혼산 저장설비 사고의 근본원인 분석을 통한 안전성 향상방안 (A Study on the Safety Improvement of Mixed Acid Storage Facility through the Accident Investigation Applicated by RCA)

  • Mixed acid is very reactive and highly corrosive. it has been causing many accidents in a electronic industry, a steel industry, and a chemical industry. Therefore, it is required that the high safety level for the acid storage facilities. In this study, we investigated the accident causes for resent leak accidents with Root Cause Analysis (RCA). The root causes analysed by RCA were categorized as nine divisions by the their characteristics. Furthermore, each nine divisions causes was applied to the PDCA model which are using at OHSAS 18001. It is suggested that the nine division with the root causes can be the essential items for the development of the safety management manual. It is helpful to the safety improvement of the acid storage facility.

Analysis of Risk Voltage for Grounding Electrode by Injection of Earth Leakage Current

  • This paper describes analysis of risk voltage for grounding electrode where earth leakage current is injected. To assess risk voltage of grounding electrode, the grounding simulator and CDEGS program were used to obtain measured data and theoretical results of this study. The grounding simulator was composed of a hemispherical water tank, AC power supply, a movable potentiometer, and test grounding electrodes. The shapes of grounding electrode model was ground rod. The potential rise was measured by grounding simulator, and the touch and step voltages were computed by CDEGS program. As a consequence, the potential rise of ground rod abruptly decreases with increasing the distance from the grounding electrode to the point to be tested. The touch voltage above the ground rod was low, but the step voltage was high. The measured results were compared with the computer calculated data and were known in good agreement.

의료정보기술은 환자안전을 향상시키는가? (Can Health Information Technology Really Improve Patient Safety?)

  • Health information technology (HIT) is one of the most familiar tools to healthcare providers. It is used in routine practice to reduce cost, to improve clinical performance, and to improve patient safety. Patient safety is the driving force of recent expansion of HIT industry. But there are many evidences that it can be harmful to patient safety. Role of HIT and HIT-related error became big issues because more and more healthcare providers and healthcare organizations are willing to adopt it. Adoption rate of HIT in Korea is higher than that of United States. But researches of HIT regarding patient safety are rare. In this article, types of HIT, their mechanisms of improving patient safety and HIT-related errors were reviewed. Status of HIT in terms of patient safety in Korea was also reviewed. Knowledge of how HIT can improve patient safety, its' limitation, and how to make it safer is crucial to whom have to use it to improve patient safety. Impact of HIT on patient safety must be evaluated actively in Korea. HIT which was proven to improve patient safety must be widely adopted. Government must prepare a strategic plan to improve HIT quality, support hospitals financially and institutionally to introduce qualified HIT, and develop HIT infrastructures and standard designed for patient safety.

A Study on the Preparation of Standardized Operation Criteria for Enhancement of Safety and Convenience of Mobile Electronic Notice Service

  • Due to the expansion of non-face-to-face services, the demand for user identification for mobile devices is increasing. Recently, mobile resident registration cards, mobile driver's licenses, etc. are installed in mobile phones and used for user identification and authentication services. In order to identify a user online, unique identification information of the online user is required. In particular, in order to provide information only to online users, it is necessary to accurately deliver information to a mobile device owned by the user. To make this service possible, it was realized with the advent of mobile electronic notice service. However, the identification of online service users and information on mobile devices owned or subscribed by the relevant users require safe management as personal information, and it is also necessary to increase the convenience of online service users. In this paper, we propose an operating standard for providing a mobile electronic notice service that sends electronic notice using a mobile device owned by the user. The mobile electronic notice service is a service that provides notices expressed in electronic information to the recipient's cell phone, mobile app, e-mail, etc. Therefore, as the use of mobile electronic notification service increases and the provision and use of connecting information to identify users increases, it is necessary to expand the mobile electronic notification service while safely protecting users' personal information.
