South Korea is now recognized as a world leader in the field of digital government thanks to a president who had insight in the field of e-Government more than 20 years ago. Today, many countries around the world are establishing various strategies to cope with the great digital transformation beyond the industrial society and the information society. The Korean government is also establishing and promoting digital government policies to respond to such a global digital transformation. In South Korea, the digital platform government policy began in 2022. Therefore, it is an early stage of policy formation, and many details are not well known yet. Recently, the Korean government announced the vision, three goals, and five strategies for realizing a digital platform government. And specific digital platform government projects that can be implemented are selected. In order to successfully implement a digital platform government, the following three policies should be prioritized. First, the digital platform government should be approached from the perspective of total government innovation, not industry revival. Second, the political perspective should be excluded from ICT policy. Third, the vision and strategy of the digital platform government should be established and clearly presented to the public. And based on this, strong governance should be formed and strongly promoted centered on the leadership of the president.

최근 우리나라는 외화획득용 원료 등 구매제도에 대해 전자화를 도입하게 되었다. 정부는 구매확인서의 전자화를 위해서 2011년에 대외무역관리규정을 개정하였다. 또한, 외화획득용 원료 등 구매제도에는 구매확인서에 이어 2012년에 내국신용장도 전자화하였다. 이는 우리나라 전자무역이 로컬거래 절차의 전자화를 추진하게 되는 것이다. 본 연구에서는 외화획득용 물품관리제도에 대한 선행적 고찰과 대외무역관리규정의 개정을 통한 구매확인서 전자발급의 의무화 및 한국은행 무역금융 취급세칙의 개정으로 내국신용장의 전자개설 의무화에 따른 이론적, 법적 고찰과 로컬거래 절차의 전자화의 추진인로컬거래 통합관리시스템의 구축에 있어 법적, 실무적 문제점과 대응방안을 분석하였다.

본 연구는 스마트폰 이용자들을 대상으로 스마트폰이 정부정책을 국민들에게 전달할 수 있는 수단으로 상정하고 그 가능성을 검토하였다. 그 결과를 간략하게 제시하면 다음과 같다. 첫째, 스마트폰의 서비스품질인 이동성은 스마트폰을 활용한 정부정책 전달에 대한 태도에 정적 영향을 미쳤다. 개인적합성은 정부정책 전달에 대한 인식도나 유용성에 정적 영향을 미쳤다. 스마트폰 유용성은 정부정책 전달에 대한 유용성에 정적 영향을 미쳤다. 둘째, 스마트폰의 시스템품질인 사용용이성은 정부정책 전달에 대한 인식도에 정적 영향을 미쳤다. 보안성은 정부정책 전달에 대한 인식도와 유용성, 그리고 태도에 부적 영향을 미쳤다. 서비스연결성은 정부정책 전달에 대한 인식도에 정적 영향을 미치는 것으로 나타났다. 셋째, 스마트폰을 활용한 정부정책 전달에 대한 유용성 및 태도는 스마트폰을 활용한 정부정책 전달에 대한 수용의도에 정적 영향을 미치는 것으로 나타났다.

미국 에너지성 (Department of Energy, 이하 DOE)의 과학기술정보프로그램 (Scientific and Technical Information Program, 이하 STIP)은 DOE가 연구개발을 수행하는데 필요로 하는 과학기술정보를 수집, 조직, 아카이브, 유통, 이용하는 방식을 성공적으로 개선하였다. DOE의 과학기술정보국 (Office of Scientific and Technical Information, 이하 OSTI)은 일련의 혁신적 웹기반 제품을 구상 개발함으로써 DOE의 연구개발활동을 통해 산출된 정보와 자원뿐만 아니라 연구집단이 필요로 하는 과학기술정보를 완전 통합형 전자정부 환경에서 쉽게 접근할 수 있도록 하였다. 이것은 웹사이트 를 통해 무료로 접근할 수 있다.

It is no unnecessary to tell the importance of foreign trade in Korea economics. Nevertheless, government's direct support is impossible owing to WTO's regulation. Accordingly, government have brought focus into trade facilitation as paperless trade. e-Trade document repositary building by government's budget and private sector's cooperation is a part of e-Trade platform and necessary function in connection with relay and certification of e-Trade document. This study examined the estimated operational problems of e-Trade document repositary as compared Licensed Electronic Document Repositary. Firstly, the operator of e-Trade document repositary undertake multiple role and function as Licensed Certification Authorities(e-sign Act), Licensed Electronic Document Repositary(Framework Act on Electronic Transaction) etc. Secondly, sufficient levy that meet operating cost of the e-trade document is the key point of e-Trade document repositary's success, because additional budget invest in that operation is too hard to do. Thirdly, the operator of the e-Trade document repositary have to keep fairness, objectivity and transparency because the operational right is exclusive.

신기술에 의한 체제정비가 요구되는 시점에서 1999년 채택된 미국 통일전자거래법은 우리나라에 주는 시사점이 크다. 통일전자거래법은 개인간의 거래에서의 지침에 중점을 두는 반면 우리나라의 전자거래기본법과 전자서명법은 정부의 역할을 중시한 것이 특징이다. 통일전자거래법에는 우리나라와 동일하게 전자기록, 전자서명등에 대한 정의가 있고 자동화된 거래, 컴퓨터 프로그램, 전자대리인, 정보, 정보처리시스템, 보안절차등 우리나라에 없는 정의가 들어 있다. 제16조에서 규정하는 양도가능한 기록(Transferable Record)도 우리나라에 없는 특이한 개념이다. 여기서 명시하고 있는 전자어음은 법제정이 있기도 진에 우리나라에 도입하려고 하는 개념으로 금융산업의 지각변동을 예고하는 조항이기도 하다. 우리나라는 사이버몰, 인증기관을 강조하고 소비자의 보호지침을 도입한 것이 미국과 다른 특징이다. 미국의 경우는 각종 분쟁의 경우 법원의 해석을 강조하여 전통적인 사법부우위의 모습을 보여주고 있다. 향후 예상되는 각종 분쟁에 대한 미국의 판례연구는 한국에서도 신속하게 연구되어 적용되어야 할 분야라 하겠다.

While the electronic commerce (EC) applies to most products, whether digitized or not, the EC for fisheries does not seem very successful. Many reasons lie behind this. However, insufficient and/or inconsistent legal and institutional provisions and lack of adequate government supports should be an immediate concern. This study identifies and analyzes problems with the current electronic commerce and trade for fisheries, and suggests institutional provisions and policies for successful expansion of the newly introduced marketing and distribution system.

본고에서는 제4차 산업혁명시대의 새로운 사이버보안 인텔리전스 서비스에 대응하는 지능형 정부 연구측면에서 바람직한 미래형 전자정부의 새로운 모습을 찾았다. 특히 제4차 산업혁명시대의 주요 특징인 중앙화 및 지능화의 측면에서 빅데이터 사이버보안기술에 주목하여 미래형 전자정부의 전략방안에 대해 고찰하였다. 연구결과 빅데이터를 활용한 보안분석기술이 적용되는 보다 고도화된 상관관계 분석을 통한 기존의 한계를 뛰어넘는 시스템 마련을 제시하였다. 제4차 산업혁명시대에 적합한 보안 정보 및 이벤트 관리 시스템 구축 측면에서 IT 시스템에서 발생하는 로그정보를 빅데이터 분석 기술을 적용해 보안 위협 여부를 선제적으로 탐지하는 인공지능과 같은 지능형의 고도화된 SIEM(Security Information & Event Management) 시스템 마련을 제안하였다. 제안된 시스템이 구현되면 제4차 산업혁명시대의 전자정부 보안에 있어 중앙화 및 집중화된 빅데이터 대상 확대, 증가된 데이터에 따른 처리속도 및 탐지 후의 대응까지 보다 지능화된 차원에서 선제적으로 기능할 수 있다.

본 연구는 지방자치별로 제작된 전자재해지도의 구축 현황과 문제점에 대해 알아본다. 다수의 지자체들이 전자재해지도를 구축하여 서비스하고 있지만, 단순한 기능만을 제공하거나 서비스의 활용이 저조하다. 이러한 이유에 대해 알아보고, 개선방향에 대해 연구한다.

This study centers on how the electronic democracy which is expected to be a political system of information society may increase civic participation and develop political system. On the other hand, critics of internet voting claim that the technology required to properly authenticate voters and assure the accuracy and integrity of the election system either does not exist or is not widespread enough in society to be equitable and effective. In order to capture the potential that this new technology offers, it must be implemented correctly, upon a well-conceived framework of standards and procedures. At the same time, government must seek the advice of industry leaders as well as social activists so as to avoid the many obstacles that will undoubtedly arise.
