This paper discusses an academic study on electronic games and their incredibly vast and rapid growth over the years. It specifically addresses the evolution of electronic games from the 1960s to today, the ripple effects of electronic games, and the development of electronic game platforms. In terms of scope, the study first describes the ripple effects of the emergence of electronic games in chronological order and from the "immersion" and "convergence" perspectives, and then explores the evolution of electronic game platforms such as arcade machines, video consoles, personal computers, and mobile game devices.

The electronic cash, an electronic equivalent of the real paper money, has been recently proposed as one of the various payment methods for electronic commerce. In this paper, we design an electronic cash payment system based on a new electronic cash payment protocol that can effectively provide full anonymity and avoid double-spending. The protocol is suitable for use as the electronic cash control or electronic cash database. The protocol support also security and electronic cash property.

It is expected that the electronic money will be a major payment method in the forthcoming electronic finacial system. However, in order for the electronic money to have a widespread use among general public in their dialy life there are many properties that should be satisfied beforehand. In this study, we first analyze the characteristics of the existing electronic money systems, compare various proposals on the electronic money system so far, and then suggest a desirable model of developing an electronic money system for Korean financial institutions. It has been found that the model we propose satisfies the general requirements of the electronic money system. The results of this study will aid in various activities of technology development and standardization. Furthermore, this study will support the initiative effort of Korea in developing inter-country electronic money system.

The digital revolution is happening much more quickly and Internet Commerce and Electronic Commerce is having a profound influence on the global trade and internal commerce, revolutionize the way of doing business, especially retail and direct marketing. Owing to Internet, an increasing share of business transactions occurs online. Electronic payment is essential for the smooth progress of the electronic commerce as electronic payment plays the important role in the electronic commerce, that is, the value transfer resulting from the electronic commerce. So far, there have not been a considerable emphasis on the risks residing in the electronic payment and money. So, this paper deals with the risks in the electronic payment and money, in particular technical risks and social risks, and the reliability-increasing schemes to prevent the risks in the electronic payment. The reliability-increasing schemes relate to the security of the electronic payment systems and certification authority and key management, transaction rules between the parties concerned in the electronic payment.

International electronic commerce is different with international commerce in the aspect using electronic media and non-face transaction so there are some problems as authentication, integrity and non-reputation. These problems of electronic document and signature are resolved from electronic certification system. To introduce and develop the electronic certification in the international electronic commerce, it needs to authorize and operate certification authority under the uniform regulation base. But, because the laws and guidelines that related to electronic certification system are different among the nations and international organizations, it needs to compare each nation's law or guideline. In conclusion, to resolve problems of certification and develop certification system in the international electronic commerce, we make uniform rule of international electronic certification and harmonize the technology of electronic certification.

Electronic discovery refers to the discovery of electronically stored information. The differences between producing paper documents and electronic information can be categorized into seven groups: massive volume, persistence, dynamic and changeable contents, metadata, environment-dependence, dispersion and searchability. Since these differences make the discovery more expensive and less expeditious, it is necessary to limit the scope of discovery. Accordingly, a number of arbitration institutions have already introduced rules, guidelines or protocols on electronic discovery. ICDR guidelines take a minimal approach and address only the proper form of electronic document. CIArb Protocol is intended to act as a checklist for discovery of electronic data. CPR Protocol offers four modes of discovery of electronic documents ranging from minimal to extensive among which the parties may choose the way of electronic discovery. IBA Rules on Evidence and ICC Rules are silent on the issue of electronic discovery, however, working parties of the ICC are considering updates to the rules to deal with electronic discovery. It is disputed whether rules, guidelines or protocols on electronic discovery is necessary or appropriate. Although some have suggested that existing rules can make adequate provision for electronic discovery, it is more desirable to prepare new rules, guidelines or protocols to make arbitrators and counsels be familiar with electronic discovery process, to provide an adequate standard for electronic discovery and to limit the time and cost of electronic discovery. Such rules on electronic discovery should include provisions regarding the form of electronic document production, conference between parties regarding electronic discovery, keyword search, bearing the expenses to reduce disputes over electronic discovery.

This article discusses and analyses several issues regarding to the Electronic Signature and the Electronic Certification. The objects of the analyse are the each paragraphs of the Korean Electronic Signature Act of 1999 and that of the Korean Electronic Transaction Basic Act of 1999 in comparing to the paragraphs of the Electronic Signatures in Global and National Commerce Act' (E-Sign) of 2000, U.S.A. and that of the Draft UNCITRAL Model Law on Electronic Signature of 2000. The main issues discussed herein are the scope of the electronic signature, the definition of the electronic signature, permission of services to the non-authorized certification service providers, the effect of the electronic signature, the liability of the concerning parties of the electronic signature including liability of the certification service providers, that of the subscribers and that of the relying parties. This paper also discusses the problems of the possibility of issuing the electronic negotiable commercial papers, the validity of the electronic signatures done by electronic agents, the authority certificate, mutual certification of the foreign certification service providers, the permission of the electronic notary service, the problems of the consumer protection and the possibility of issuing electronic insurance policy, etc. The writer concludes by suggesting some measures that will activate the use of electronic signatures under the korean circumstances.

This study reviews several innovative electronic reference services that will be transformed in the age of the virtual library. This study focused on reference service via E-mail and electronic bulletin board which is regarded as the most important service in a variety of electronic reference services. Through E-mail and the electronic bulletin board, the user submits questions and the librarian responds with the answer. Though interest in using E-mail and electronic bulletin board as a basis for reference service has grown considerably in recent years, it is still in its infancy in Korea. Thus the purpose of this study is to propose a model electronic reference service system using E-mail and the electronic bulletin board for university libraries in Korea. This system consists of the following modules: electronic reference services policy, open reference service via electronic bulletin board, closed reference service via E-mail, and FAQ. This system is meant to be a guide for those considering implementing such a service.

Advances in information and telecommunications technology are producing unprecedented shifts in the way businesses conduct their business, Today, electronic commerce is becoming pervasive due to, in large part, the widespread use of Internet and Worldwide Web. One element that plays an important role in shaping the success of electronic commerce is the electronic payment system. Deficiency in its reliability and security may lead to unwanted outcomes, including economic losses and customer dissatisfaction. By far, numerous forms of electronic payment systems have been introduced in the virtual marketplace. However, there exists little research that has focused on the characteristics of the electronic payment systems such that they may be compared with one another. This article is aimed at providing a framework for comparative analysis of electronic payment systems, examining the characteristics of the individual payment systems, and suggesting a choice strategy which enables a firm to select an appropriate payment system suited to their business needs. The framework classifies electronic payment systems into four categories including electronic cash, electronic checks, credit cards, and smart cards, and it can be employed in planning for an electronic commerce system.

Recently, the number of Internet shopping malls increases dramatically Internet shopping malls offer direct sales by electronic catalogs. As compared with to physical stores and paper catalogs, electronic catalogs differ in terms of the varieties and types of products offered, promotional efforts, service, interface, ordering and delivering, and so on. This paper analysed the features of electronic catalogs for fisheries by 45 variables. By descriptive statistics of electronic catalogs for fisheries, most electron)c catalogs had sufficient product related information. But promotion and transaction security related features were scarce. And some development technologies of electronic catalogs for fisheries were obsolete. By factor analysis, there were 9 factors of electronic catalogs for fisheries, that was, design of product pages, transaction information, playfulness, convenience of product selection, interface design, design of homepages, product information, learning capability, other electronic catalog related factor. Thus in standardizing electronic catalog for fisheries products, the above 9 factors should be reflected significantly.
