A Case Study on Work Breakdown Structure(WBS) in Constructing the integrated computing environment of the e-Government (전자정부의 통합전산환경 구축을 위한 작업분할구조(WBS)의 사례연구)

  • Over the past decades, there have been numerous studies for approaches to build and operate electronic government systems. Among those studies, work breakdown structure(WBS) has been gained attention increasingly. As a general system engineering techniques. WBS is a kind of methods to engineer and manage electronic government systems effectively. WBS is to organizes tasks and data items for management and engineering for electronic government systems. In this paper, the authors proposed a conceptual WBS model for management and engineering electronic government systems. Also, the authors conducted a case study based on the conceptual WBS model. The results of this study provide useful insights and guidelines for applying the WBS to management and engineering for electronic government systems. The authors believed that the conceptual WBS models will be widely used to management and engineering an electronic government systems.

  • Developing user success metric will make it possible to evaluate the effectiveness of different electronic government systems and will help produce empirical data relating user success to task performance in electronic government environments. The purpose of this study is that combining output-oriented and interaction-oriented variables together into a single model might explain more of the variance in the dependent variable user success in a electronic government than either type of variable could have explained alone. The hypothesized reason is that user success is the result of the reciprocal effects of the properties of the information system and several facets of psychological functioning. Thus, the complex interplay between the system and the user in certain situational contorts may produce different degrees of user success with electronic governments.

  • According to a recent survey, over 18,000 government information systems have numerous different functions and characteristics. Although every dataset that is created and maintained in government information systems is declared as a collection of records according to the Public Records Management Act, current electronic records management policies cannot cover dataset records management. This study suggests the policy directions for dataset records management at the national level. It emphasizes the necessity to preserve the appearance and behavior (function) of database systems to ensure the authenticity of dataset records. In addition, this study investigates "emulation" as a representation and long-term preservation methodology for dataset-type records. It also suggests a dataset records model.

  • Government uses the Internet technology to create electronic Government(e-Government). E-Government is an on-going project, and it represents a strong intention of Korean government to make effective and smooth communication between Korean government and its people. To achieve this purpose, government portal sites is one of projects of e-government, being a common gateway for users to find information and to communicate with the government concerning many matters/any matter. However, user's attitudes and behaviors explaining why they intend to use government portal sites is a scant. Therefore, the main purpose of this study is to investigate empirically the determinants influencing users' intention to use government portal-sites. Starting with DeLone & McLean's Updated Information Success Model(2003), this study suggests three qualities(Information Quality, Systems Quality, and Service Quality) and two moderating effects(Ambiguity and Government Supports), which affect the perceived usefulness of government portal sites. Results show that the hypotheses were supported. The findings of the study suggest not only a new theoretical model for IS research, but also the important indicators of a successful usage of e-Government portal sites.

  • The first wave of e-government projects dating from the early 1990s primarily focused on setting up national and global information infrastructure, internal organizational reform, digital procurement, and the digital delivery of government services to citizens. Most of these e-Government projects have concentrated on the development of systems focusing on strengthening the formal agencies and institutions of government. To date, despite many theoretical and empirical studies on citizen involvement in terms of governance, relatively little attention has been paid to developing e-government systems with a focus on improving citizen involvement, which we call e-governance systems. This paper discusses the characteristics of the e-governance systems, identifies core requirements for its development, and suggests an e-governance system architecture that can satisfy the core requirements.

  • The government-affiliated organizations are required the autonomous record preservation and management, considering their management independence and specialty. In absence of general record management system for government-affiliated organizations, establishment of the standard; Functional requirements of systems with record management for government-affiliated organizations, etc. NAK/S 24:2014(v1.0) is meaningful because it can consensus the functional requirements and directions which are considered when organizations develop in-house record management systems. This study aims to analyze functional requirements and suggest procedures and strategies for application of the standard in the case of development of the record management system.

Factors Influencing the Provision of Personal Information in Electronic Government Services (전자정부서비스에 대한 개인정보제공의 영향요인)

  • Frequent outbreak of intrusion of private information is occurring recently not only at portal sites but also in electronic information service of public agencies. Due to these intrusions, it is observed that the citizens tend to avoid providing their private information even to the service for public agencies. Therefore, the object of this research can be explained as demonstrating the influence of the intention of provision for private information to foster the selectronic information ervice of the public agencies. In order to achieve this, this research intends to demonstrate how the experience of the intrusion of the private information affects the concern about the privacy and how the information factor from the public electronic information service has influence on the reliability toward the public. The results showed that the experience of intrusion of privacy, awareness of the danger of privacy, and the sense protection of the information from the manager at public agencies have direct influence on the concern of privacy. Meanwhile, it has been verified that the awareness of information protection of a manager, the systemicity of information protection, and the surveillance and punishment of information protection have influence on the reliability of public agencies.

  • The aim of this paper is to identify the barriers to the B2B e-commerce development in China's pharmaceutical industry and to devise an effective strategy for its future development. Built on a detailed investigation of the market structure and recent development of electronic commerce in China's pharmaceutical industry, this paper proposes that the key issue in the development of effective B2B e-commerce business models is the successful transformation of the inter- organizational information systems into electronic marketplaces. In order to ensure the success of such electronic marketplaces, a government driven approach will be needed. In the process, designing an incentive compatible mechanism of coordinating the interest of all the market players will be the prerequisite.
