City Train Technology that is large and complex system and consists of mechanical, electronic, electric, materials, computer, communication, civil/track etc. is very important area of railway industry, national fundamental industry. The standardization of city train system as a public transportation method and foundation of national economy is very important in order to do effective operation and to get fundamental technology, and the information system of the standards is required to operate the city train system effectively. By building data base of city train system design knowledge using computer-aided system engineering tool-Cradle, the system development issues and the design solutions are used by all engaged persons, and are managed by modeling and documentation. And this system will support architecture design consistently and effectively by applying this system to formalize early development process, to system requirements and configuration management, to system interface analysis and management and to system behavior analysis etc.. This study is for construction of data base of system design knowledge through making data base of many kinds of standards using CASE tool based on System Engineering Process, and introduces a model to support concurrent engineering for all engineers involved in system development allowing access to standard DB through Web from anywhere and at anytime.

The fusion research subjects of Oriental medicine and Information-Technology are actively advanced. These researches provide Oriental medicine the objectivity and support the infra to all study area of Oriental medicine. This paper considers the inside and outside of the country technical development trend of ontology research by analyzing papers and going through case study. It executed information analysis about changes to number of research papers, present state and star higher officer of research facility from the dissertation which it sees. It is known that our country research result is slight so far in quantity and quality as result of analysis. But hereafter it contains many developmental possibilities. Also it reflects the appearance and a growth of new field like bio-informatics biology. In the area of medicine, ontology used to define the terminology for information documentation and the medical terms linked up by high correlation. Also medical information system developed briskly using ontology technology. The ontology of traditional korean medicine play an important role in base infra of traditional korean medicine EHR(Electronic health record).

ISO/TC46은 ISO 전문위원회 중에서도 가장 오래되었으며, 특히 도서관, 도큐멘테이션 및 정보센터, 색인 및 초록서비스, 문서기록, 정보학 및 출판 등과 관련된 표준화 활동을 하고 있다. 그 산하에는 모두 SC4, SC8, SC9, SC11의 4개 분과위원회가 있으며, 이들의 최근 활동을 분석함으로써 '정보와 도큐멘테이션'에 대한 국제표준화 흐름을 개략적으로 살펴보았다. 그리고 이 가운데 특히 SC9의 정보식별을 위한 표준화활동과 관련하여 ISBN, ISSN, ISMN, ISRN, ISRC, ISAN, ISWC, ISTC 등 8개의 국제표준번호들의 특성과 식별체계를 비교 분석한 후 <표 1>에 나타내었으며, 이들 번호간에 상호 관련성을 <그림 1>에 제시하였다. 또한 국제표준번호제도에 있어 전자자료에 대한 번호부여, 구성부분에 대한 번호부여, 작품에 대한 번호부여 등의 문제점과 전망에 대해 논급하였다.

Purpose - This paper's aim is to analyze the technological information in patent databanks as a strategy in prospecting for new technologies. Research design, data, and methodology - We detail the major free electronic database sources for patent information, the patent documents, the patent document structures, INID codes (Internationally Agreed Numbers for the Identification of Data), indexation, references, and classification notions. Additionally, we review and analyze information on the activities of the Center of Dissemination Documentation and Technological Information (CEDIN) from the National Institute of Intellectual Property (INPI) of Brazil for the period 2000 to 2011. Results - The research shows that the technological information contained in the patents could provide a wide range of functionality within companies and universities. Conclusions - In recent years, (CEDIN), a specialist in intellectual property, has been serving internal and external users by providing guidance on the basis of patents and other literature, but the number of users served is still small. In order to familiarize more potential users of such technological information, task forces should be created among INPI, universities, and companies.

산업의 주축이 정보 중심적으로 변화되어가고 있는 시점에서, 비즈니스 트랜잭션(Business Transaction) 및 정보 공유에 대한 처리 역시 전자화되고, 자동화되는 추세이고, 전자상거래라는 보다 확대된 개념으로 정의되어지고 있다. 기업간의 거래를 위한 기본적인 매개체는 비즈니스 문서일 것이다. 전자상거래상의 비즈니스 문서의 활용은 비약적으로 증가된 상태이며, 기업의 독립적인 사용에 머물지 않고 주체들간의 교환을 통한 기업간 정보공유에 이르기까지 그 영역이 확대되고 있는 상황이다. 이에 본 논문에서는 문서 교환이 쉽고 문서를 다양하게 표현할 수 있는 XML(extensible Markup Language)을 채택하였다. 또한, 비즈니스 XML 문서구조와 비즈니스 문서표현을 위한 스타일 문서 편집기로 구성되는 비즈니스 XML 문서 편집 시스템과 특징 플랫폼이나 기업간 다양한 문서 표준에 관계없이 상호 연결될 수 있도록 변환시켜주는 비즈니스 문서 변환 시스템을 제안하여 구현하였다. 그리고 이들 시스템과 연동하여 전자상거래 응용들이 공유하여 사용할 수 있는 비즈니스 문서들에 대한 확장 가능한 공동 서식을 제공하고 응용들 간에 비즈니스 문서들을 전달하는 기능 제공을 위해 전자상거래 공용 프레임워크 시스템으로 구성되는 기업간 비즈니스 정보공유가 가능한 위한 XML 기반의 e-마켓플레이스 (marketplace) 통합 시스템을 제안하여 설계 및 구현하였다.

Objectives: The purpose of this study was to assess the organizational effectiveness of the introduction of a healthcare information system (electronic medical records and databases) in healthcare in Kazakhstan. Methods: The authors used a combination of 2 methods: expert assessment and strengths, weaknesses, opportunities, and threats (SWOT) analysis. SWOT analysis is a necessary element of research, constituting a mandatory preliminary stage both when drawing up strategic plans and for taking corrective measures in the future. The expert survey was conducted using 2 questionnaires. Results: The study involved 40 experts drawn from specialists in primary healthcare in Aktobe: 15 representatives of administrative and managerial personnel (chief doctors and their deputies, heads of medical statistics offices, organizational and methodological offices, and internal audit services) and 25 general practitioners. Conclusions: The following functional indicators of the medical and organizational effectiveness of the introduction of information systems in polyclinics were highlighted: first, improvement of administrative control, followed in descending order by registration and movement of medical documentation, statistical reporting and process results, and the cost of employees' working time. There has been no reduction in financial costs, namely in terms of the costs of copying, delivery of information in paper form, technical equipment, and paper.

목적: 호스피스 간호기록의 문제점을 개선하고 병원 U-Hospital 개념의 전자의무기록 시스템 개발 초기에 간호사의 입장과 요구사항과 특성이 고려된 호스피스 간호과정 데이터베이스를 개발하고자 함에 있다. 방법: 단계별로 나누어 조사하였는데 1단계로 3개 호스피스기관에서 사용하고 있는 간호 기록지를 종합. 분석하여 임상경력 10년 이상의 전문간호사 5인의 경험을 추출하여 합의한 후 정확하고 간편하고 기록 누락성이 보완된 전자형 간호기록지를 생성하였다. 2 단계는 생성된 간호기록지를 본 연구 목적을 적극 수용하고 협조하는 가정호스피스 3기관에 의뢰하여 2004년 4월부터 8월까지, 81명의 환자기록에 적용한 후 프로토콜의 적중률을 검증하였다. 3 단계는 적중률 검사 후 그 결과를 갖고 3개기관의 10년 이상의 임상전문가와, 호스피스 의사, 호스피스 전공 간호학교수들의 90% 이상 합의를 거쳐 최종 데이터베이스를 생성하였다. 결과: 1. 연계성이 있고, 간편하고, 기록누락성을 보완한 전자형 간호기록지를 생성하였다. 2. 가정호스피스 서비스의 표준화된 프로토콜의 적중률은 95.86%로 매우 높았다. 3. 최종 수정 보완된 호스피스 간호과정 연계목록표는 Table 7과 같다. 결론: 본 연구의 결과는 기록시간의 단축, 가정호스피스 서비스의 질적향상에 기여할 것이며, 호스피스 숫가화와 교육의 기초자료로 활용될 것이다. 또한 타호스피스 기관에서 적극 활용되어 호스피스 간호 지식체계 발전과 말기 암환자 삶의 질향상에 크게 기여할 것이다. 앞으로는 1) 호스피스 간호과정 결과가 보완된 연구가 진행되기를 바라며 2) 개발된 데이터 베이스를 이용하여 입원형이나 시설용 모델 등으로 다양하게 변형하여 활용할 수 있기를 제언한다.

2013년은 한국에서 새 대통령이 국정을 운영하는 첫해이다. 한국에서 대통령이 바뀐 새 정권이 들어서면 정치 경제 사회에 큰 변화를 가져왔다. 새 대통령의 지향점과 스타일에 따라 정부의 조직과 운영 방식도 많이 달라진다. 오늘날 공공기록관리체제는 정부가 효과적으로 정책을 수립하고 집행하기 위한 핵심적인 업무 수단이며 민주주의의 핵심적 도구이다. 현대 민주주의는 굿 거버넌스 기록관리에 기반한다. 공공기록의 충분하고 완전한 생산과 보다 자유로운 공공정보의 이용을 보장하고 확대함으로써 정부와 국민 간의 의사소통과 국민의 국정 참여와 감시가 가능해지며 나아질 수 있다. 현 정부에서는 국민과의 소통이 단절되고 국민의 국정참여가 크게 제한되었다. 또한 공공부문의 기록관리는 전 정부와는 달리 크게 중요시되지도 않았고 따라서 지속적으로 발전하지 못했다. 어떤 정부가 들어서든 간에, 2013년은 새로운 행정부가 다시금 기록관리의 의미와 중요성을 제대로 인식하여 그간 후퇴했거나 간과되었던 공공기록관리체제를 본 궤도에 올려놓아야 할 시점이다. 2013년의 공공기록관리체제에서 해결되고 성취해야 할 주요 기록관리 쟁점으로 다음 여섯 가지를 들 수 있다. 첫째, 전자기록물 관리의 기술적 제도적 확실성 보장과 2015년 전자기록 대량이관의 안정적 실현, 둘째, 굿 거버넌스에 기반한 독립적인 국가기록관리체계의 수립과 운영, 셋째, 공공기관 기록관체제의 혁신 넷째, 지방기록물관리기관의 설립, 다섯째, 민간기록관리에 대한 공공 차원의 지원과 진흥, 여섯째, 기록전문직의 배치 확대 및 기록전문가 역량 등의 표준화 등이다. 이 글에서는 위와 같은 쟁점을 정리하고 그간 한국의 기록전문가들이 분석한 결과와 도출한 정책적 방안을 제시하고자 한다.
