A Study on the Safety and Improvement of Small Theatres in Korea (소규모 공연장 안전실태 및 개선방안에 대한 연구)

  • The market of performance arts industry such as concert, musical and opera etc is now expanding in Korea. However, the inadequate safety management in theatres often causes some accidents. The guarantee of safety in theatres is very important since the accidents in theaters can lead to many casualties and serious property damages. In particular, the small theatres which have no obligation of safety inspection by law are very vulnerable to safety mattes. This study has done the research into the improvement of safety in small theaters through the inspection and analysis of their safety status. For the purpose, this study has inspected and analyzed the safety status of small theaters over 120 in the field of theater management and operation, fire protection, electrical facilities, ceiling structure and etc. Moreover, this study had investigated the law and technical standards related to theatre safety. This study shows that the essentials to make sure of the safety in small theaters are (1) the education to improve the sense of security of people who work in theaters (2) the training to strengthen the operating skills of the facilities in theaters (3) the cooperation and support of the related organization such as technical research center, central and local government.

  • BLUs are major component in LCD industry which occupies 90% or more of FPD market worldwide and BLU market is expected to be expanded continuously according to the trend of miniaturization, slimness, low power consumption and low weight. The larger the BLU market scale, the more important standardization of performance evaluation techniques to clearly prescribe the product specification. Currently the government is promoting the establishment of related laws and coincidence with international standards to cope with agreements such as WTO/TBT, but the nongovernmental standardization activities are not enough to be actualized. Furthermore, BLU related components such as CCFL, EEFL, inverter and reflector are already developed for localization to substitute imports with home products but collective standardization, national standardization, and international standardization are still not done. So, performance specifications and evaluation methods for normal fluorescent lamps or industrial lamps are being adopted and used as national standards and safety certification standards instead. Making these standards enables to prepare a chance to penetrate into global market and to promote world best products. Also, by making this collective standard, it provides chances to take part in international standardization activities, to protect domestic industries and technologies, to obtain the trend of advanced technologies, and to be predominant over other countries. That is to say, CCFL standardization helps raise 21st century national strategic technology policy and go ahead of globalization of core technologies.

Fault Prediction Based on Unbalanced Current Detection of Three Phase Heater and Selection of the Protective Device (3상 히터의 불평형전류 검출에 의한 결함예측 및 보호장치의 선정)

  • Three phase heaters in 7 buildings of 2 sites were examined for precise diagnosis. The sample size was 626. Precise examinations of current and the heater wiring status revealed contact failures and arcs in equipments that had CUF larger than 10%. Contact failures and arcs may cause electrical fire. Therefore, the correlation between the CUF and the imperfections in heater equipment and its wiring was analyzed for three phase heaters. In addition, the protection devices used for detection of heater imperfections were found to be unsuitable for the purpose. Current status of the protection devices was analyzed, and suggestions for improvements were made for new standards of the protection device selection.

  • This study aimed to develop an advanced anomaly-detection system tailored for solar power distribution panels using thermal imaging cameras to ensure operational stability. It addresses the imperative shift toward digitalized safety management in electrical facilities, transcending the limitations of conventional empirical methodologies. Our proposed system leverages a faster R-CNN-based artificial intelligence model optimized through meticulous hyperparameter tuning to efficiently detect anomalies in distribution panels. Through comprehensive experimentation, we validated the efficacy of the system in accurately identifying anomalies, thereby propelling safety protocols forward during the fourth industrial revolution. This study signifies a significant stride toward fortifying the integrity and resilience of solar power distribution systems, which is pivotal for adapting to emerging technological paradigms and evolving safety standards in the energy sector. These findings offer valuable insights for enhancing the reliability and efficiency of safety management practices and fostering a safer and more sustainable energy landscape.

Degradation Evaluation of High Pressure Reactor Vessel in field Using Electrical Resistivity Method (전기비저항법을 이용한 고압반응기 열화도 현장평가)

  • Because explosive fluid is used at high temperature or under high pressure in petrochemistry and refined oil equipment, the interest about safety of equipments is intensive. Specially, the safety of high pressure reactor vessel is required among them. The material selected in this study is 2.25Cr-1Mo steel that is widely used for high pressure reactor vessel material of petrochemical plant. Eight kinds of artificially aged specimens were prepared by differing from aging periods under three different temperatures. The material was iso-thermally heat treated at higher temperatures than $391^{\circ}C$ that is the operating temperature of high pressure reactor vessel. Vickers hardness properties and electrical resistivity properties about artificially aged material as well as un-aged material were measured, and master curves were made out from the correlation with larson-Miller parameter. And electrical resistivity properties as well as Victors hardness properties measured at high pressure reactor vessel of the field were compared with master curves made out in a laboratory. Degradation evaluation possibility in the field of high pressure reactor vessel by using electrical resistivity method was examined. Electrical resistivity property measured in the field is similar with that of artificially aged material in similar aging level.

  • The Safety Transmission Unit(STU) is a critical device used in railway systems to ensure safe and efficient operations by providing communication between trains and railway infrastructure. It is responsible for transmitting vital information and commands, allowing for the control and coordination of train movements. The STU plays a crucial role in maintaining the safety of passengers, crew, and the overall railway network. This paper presents the design and testing of a STU for the next-generation wireless-based train control system. An analysis of european and domestic standards was conducted to review requirements and ensure the design of a STU for the train control system meets international standards. Based on this analysis, hardware and software designs were developed to create an internationally recognized level of safety for the communication device. To verify the functionality of the STU, a simulator was developed, and it was confirmed that the designed features were successfully implemented.

  • This paper was studied about the aging judgment method by ultraviolet rays image to happen in electric power equipment using ultraviolet rays camera. We established the aging judgment method as follows; 20% within of risk factor of insulation state of electrical facility that ultraviolet rays image does not show is "good or recognition". 30$^{\sim}$50% within of risk factor is "check", 50$^{\sim}$60% within of risk factor is "inspection" and 60% above of risk factor is "replacement". This method will be utilized for the inspection about electrical facilities.

  • Most Technological laws of Korea are almost identical to those of Japan. Electricity was not introduced to Korea until lighting ceremony in Kyong-Bok palace observed in 1887. Since Korea was annexed to Japan in 1910, Korea have applied Japanese law and regulations made by Chosun government-general. And public works were under Japan control. Korea accepted adopted the power plants of America, codes of NESC, ASME / ANSI, MEMA while Japan accepted or adopted only IEC. Our generation distribution system takes American style while our consumer side takes Japanese style. As global trade system was transferred GATT into WTO, the technological standards, certification, construction and testing are in harmony internationally. The WTO / TBT agreement came in effect after 12th, April, 1979. The sections in the agreement require the members to exchange their own standards and codes for the harmonized ones by degree. The Korean distribution system has a strong resemblance to American system so that the internal engineers are confused in application of the relevant standards. IEC60364 and NEC are technologically similar but practically unconvertible because both have their different originality, that is to say Europe and USA. This paper deals with the fundamental elements of electrical safety system on review of IEC 60364 and NEC. This paper considers how engineers should apply IEC60364 and NFPA 70(NEC) based on all-the-way review of them.

A Study on the Improvement of On-board Training Program through the Analysis of Satisfaction Level

  • The educational process and result of onboard training should be evaluated according to the 1995 Amendments to the International Convention on Standards of Training, Certification and Watch-keeping for seafarers(STCW), 1978. In particular, the revised Convention requires that a trainee's seagoing service must be recorded in each cadet's Training Record Book approved by the maritime administration responsible for the issuance of certificates of competency. Trainees for certification under regulation III/1 of the STCW Convention are required to complete an approved on-board training programme. The purpose of this paper is to understand the compliance of the education for an approved on-board training programme. The questionnaire was distributed among 110 cadets being trained on board the training ship of the maritime college of the Mokpo National Maritime University. In this study, we conducted the questionnaire survey which is related to the on-board training programme such as marine engineering; controlling the operation of the ship and care for persons on board; electrical, electronic and control engineering; etc. The survey revealed that onboard training program was normally satisfactory, however, lack of practical training tools and time have accounted for most of the reasons for dissatisfaction. Therefore, it is our goal to enhance the satisfactory value of onboard training education by analyzing the reason of the dissatisfaction.

Study on Simulation Design of Light Emitting Diode Luminaires for 100 W Safety Street Lighting

  • Optical analysis is necessary to optimize light emitting diode (LED) safety street lighting. In this study, optical analysis was conducted for 100 W LED safety street lighting. Experimental research on such a single LED was the first undertaken. Simulation modeling based on the optical properties of the single LED has compared between average road illuminances and has them analyzed with Korean Industrial Standards for LED safety street lighting (KS C7658:2009). The simulation results demonstrated that the illumination performance (average road illuminance) was 75.3 lx at a height of 4 m and an area of $32\;m^2$, 45.25 lx at a height of 5 m and an area of $72\;m^2$, and 30.05 lx at a height of 6 m and an area of $128\;m^2$. 100 W safety street lighting (model CE180-ST-OS) designed by simulation was also compared between product and 100 W simulation modeling, and error rates averaged 5.6%. The 100 W LED safety street lighting base designed in simulation modeling was proven by comparison experiments. Through the simulations and the corresponding analysis, it was found that the tested 100 W LED safety street lamp had reasonable performance. The design method for LED safety street lamps has been summarized based on the optical analysis.
