  • The concept known as Vehicle-to-Grid (V2G) is to provide power to help balance loads by charging at night when demand is low and sending power to the grid when demand is high. Therefore, it is important to model the cost-benefit characteristics of Electric vehicle(EV)'s operation considering the negawatt market in real time. This paper proposes a methodology to formulate the various costs and economic benefits for sending the EV's power back to the grid, including a concept of inconvenience costs caused by operating the EV as a battery. This paper also introduces the general decision-making process based on the cost-benefit analysis in order to simulate the reasonable participation of V2G service. In the case study, it is confirmed by two-case simulations that the proposed approach is useful to help EV owners' decision-making. In the future, it is expected that the proposed methodology can be used as a decision-making guideline to help prepare the EV' power transmission.

A Method to Calculate Charge for Reactive Power Service under Competition of Electric Power Utilities

  • As electric power systems have been moving from vertically integrated utilities to a deregulated environment, the charging of reactive power management is a new challenging them for market operators. This paper proposes a new methodology to compute the costs of providing reactive power management service in a competitive electrical power market. The proposed formulation, which is basically different from those shown in the literature, consists of two parts. One is to recover investment capital costs of reactive power supporting equipment based on a reactive power flow tracing algorithm. The other is to recover operational costs based on variable spot prices using the optimal power flow algorithm. The charging shapes resulted from the proposed approach exhibit a quite good meaning viewed from a practical sense. It turns out that reactive power charged are mostly due to recovery of capital costs and slightly due to recovery of operational costs. The methods can be useful in providing additional insight into power system operation and can be used to determined tariffs of a reactive power management service.

  • This paper describes the forecast of power plant construction in a competitive korean electricity market. In Korea, KEPCO (Korea Electric Power Corporation, fully controlled by government) was responsible for from the production of the electricity to the sale of electricity to customer. However, the generation part is separated from KEPCO and six generation companies were established for whole sale competition from April 1st, 2001. The generation companies consist of five fossil power companies and one nuclear power company in Korea at present time. Fossil power companies are scheduled to be sold to private companies including foreign investors. Nuclear power company is owned and controlled by government. The competition in generation market will start from 2003. ISO (Independence System Operator will purchase the electricity from the power exchange market. The market price is determined by the SMP(System Marginal Price) which is decided by the balance between demand and supply of electricity in power exchange market. Under this uncertain circumstance, the energy policy planners such as government are interested to the construction of the power plant in the future. These interests are accelerated due to the recent shortage of electricity supply in California. In the competitive market, investors are no longer interested in the investment for the capital intensive, long lead time generating technologies such as nuclear and coal plants. Large unclear and coal plants were no longer the top choices. Instead, investors in the competitive market are interested in smaller, more efficient, cheaper, cleaner technologies such as CCGT(Combined Cycle Gas Turbine). Electricity is treated as commodity in the competitive market. The investors behavior in the commodity market shows that the new investment decision is made when the market price exceeds the sum of capital cost and variable cost of the new facility and the existing facility utilization depends on the marginal cost of the facility. This investors behavior can be applied to the new investments for the power plant. Under these postulations, there is the potential for power plant construction to appear in waves causing alternating periods of over and under supply of electricity like commodity production or real estate production. A computer model was developed to sturdy the possibility that construction will appear in waves of boom and bust in Korean electricity market. This model was constructed using System Dynamics method pioneered by Forrester(MIT, 1961) and explained in recent text by Sternman (Business Dynamics, MIT, 2000) and the recent work by Andrew Ford(Energy Policy, 1999). This model was designed based on the Energy Policy results(Ford, 1999) with parameters for loads and resources in Korea. This Korea Market Model was developed and tested in a small scale project to demonstrate the usefulness of the System Dynamics approach. Korea electricity market is isolated and not allowed to import electricity from outsides. In this model, the base load such as unclear and large coal power plant are assumed to be user specified investment and only CCGT is selected for new investment by investors in the market. This model may be used to learn if government investment in new unclear plants could compensate for the unstable actions of private developers. This model can be used to test the policy focused on the role of unclear investments over time. This model also can be used to test whether the future power plant construction can meet the government targets for the mix of generating resources and to test whether to maintain stable price in the spot market.

Proposing a New Method for Calculating Reactive Power Service Charges using the Reactive Power Market

  • With the advent of electric power systems moving from a vertically integrated structure to a deregulated environment, calculating reactive power service charges has become a new and challenging theme for market operators. This paper examines various methods for reactive power management adopted throughout various deregulated foreign and domestic markets and then proposes an innovative method to calculate reactive power service charges using a reactive power market in a wholesale electricity market. The reactive power market is operated based on bids from the generating sources and it settles on uniform prices by running the reactive OPF programs of the day-ahead electricity market. The proposed method takes into account recovering not only the costs of installed capacity but also the lost opportunity costs incurred by reducing active power output to increase reactive power production. Based on the result of the reactive OPF program, the generators that produce reactive power within the obligatory range do not make payments whereas the generators producing reactive power beyond the obligatory range receive compensation by the price determined in the market. A numerical sample study is carried out to illustrate the processes and appropriateness of the proposed method.

  • Power System deregulation has become a worldwide trend which introduces competition in electric power system in order to realize efficient electricity production and investment. In this regard, it is very important to develop an electricity market simulator so that it is to analyze power market and study bidding strategies, market operation and market power and train market participants. In this paper, we introduce general functions and a structure of market simulator, also design the framework of the Korean market simulator based on core concepts of electricity market simulator.

  • In Korea Electric Power Corporation (or KEPCO), several Demand-Side Management (or DSM) program have been carried out to effectively meet electric power demand at least costs by modifying customers electricity use patterns. As one of them, KEPCO applies low-priced night thermal-storage power service for heat appliances to facilitate efficient use of power facilities by shifting relatively high daytime demands to night hours to build loads during the off-peak periods. In the market of heat-storage type water-heater, electric water-heater has been mostly used, but it has low energy efficiency and needs high capacity electric equipments. So in order to replace these electric water heaters, 15 HP air-source heat pump water heater is developed in Korea Electric Research Institute (or KEPRI). This paper shows that measurement system for performance testing of heat pump water heater is established and heating capacity and performance is analyzed and measured for out-door environmental change.

  • The power conversion system for Fuel Cell Electric Vehicle(FCEV), technical trend, and a various type of Fuel Cell and its characteristics are presented. Especially, this paper is focused on the control methods of power conversion devices applied for the Fuel Cell Electric Vehicle, configuration of power system and operation mode of the bidirectional DC/DC converter. The prevalent topology for the power conversion systems, simulation results and development a tendency of FCEV and it's market investigations are introduced.

  • The world's electric automobile sector has shifted beyond technological environmental changes to a stage that has an impact on the market environment. And automakers are shifting from the existing strategy of "technological advantage → brand enhancement → sales expansion of existing internal combustion engine vehicles" to the expansion of the electric automobile market itself, which is to enhance market competitiveness. In addition, competition in the electric automotive parts market is expected to intensify due to the expansion of the business areas of existing parts makers and the entry of new companies, and development cooperation is expected to actively proceed to improve the efficiency of major eco-friendly parts. Along with this prospect, electric vehicles are expected to change the overall structure of the automobile industry, the overall growth of the electric vehicle value chain such as batteries, power trains (motors, power management and control systems), electric vehicle production, and charging infrastructure Is expected. Therefore, in this thesis, in order to cultivate a variety of high-quality human resources that companies want to keep pace with the changing automobile industry, we study a professional manpower training program that leads the growth engine of the electric automobile industry.

Analysis on Market Power in Power Transaction with Transmission Constraints (송전선 제약조건에 따른 전력거래에서의 시장지배력 연구)

  • As the electricity industry undergoes a process of fundamental restructuring, horizontal market power appears as a potential obstacle to a fully competitive wholesale electricity market. Market power is the ability profitably to maintain prices above competitive levels by restricting output below competitive levels. In models for imperfect competition under the consideration of the transmission constraints, the Nash equilibrium has the form of a mixed strategy. In this paper, the models for analyzing imperfect competition are compared using the solution of pure and mixed equilibria. The relation between market power and the capacity of a transmission line is investigated by imperfect competition analysis methods: Cournot, Bertrand, and Supply Curve model.
