Directional Analysis on Intellectual Capital Indicators of Contract Foodservice Management Company in the Viewpoint of Contractor, Client, and Customer (위탁급식전문업체, 고객사, 고객 측면에서 위탁급식업의 지적자본 지표간 인과관계 분석을 통한 다자간 활용도 탐색)

  • The purposes of this study were to a) examine IC (intellectual capital) circumstance of CFMC (contract foodservice management company), b) identify the correlation between IC of CFMC, c) analyze the cause and effect of IC in the viewpoint of contractor, client, and customer. The questionnaires of IC measurement were handed out to 108 CfHCs, there composing of main office employees, foodservice managers, customers, and clients of 207 school, 38 hospital, and 86 business/industry foodservices. The statistical data analysis was completed using SPSS Win (ver 12.0) for descriptive analysis, correlation analysis, simple linear regression analysis. First, CFMCs had operational experience for an average of 8 years and 8 months, and served an average of 38,540 meals a day. Most of the respondent companies operated 'food supply/distribution($50\%$)', 'catering ($46.7\%$)', and restaurant business ($43.3\%$)' except for institutional foodservice and managed an average of 66 clients for the contract period of 2 years and 3 months. Second, there was positive correlation between $\ulcorner$sales of foodservice$\lrcorner$ and 'market ability', $\ulcorner$client satisfaction$\lrcorner$ and necessary intellectual capital for managing branch/chain foodservice office, and $\ulcorner$customer satisfaction$\lrcorner$ and $\ulcorner$renewal and development$\lrcorner$, 'market ability', 'infrastructure support for foodservice operation', 'employee satisfaction', respectively. Finally, the result of the cause and effect analysis on CFMCs, clients, and customers was positively influenced by 'client satisfaction' with 'customer satisfaction', 'infrastructure support for foodservice operation' and 'customer satisfaction' with 'employee satisfaction', and 'infrastructure support for foodservice operation'. In conclusion, if CFMCs were to perform a routine checkups by utilizing CFMC's IC measuring tool, improvements in CFMC operational capacities as well as foodservice quality can be noted. Additionally, CFMCS can satisfy their client-customer relationship by employing internal marketing thechniques for employee, a more efficient infrastructure support system, and construc tive infrastructure utilization. Therefore, CFMCs can show significant improvement in their sales and foodservice quali-ty though continuous maintenance of the client and customer satisfaction.

A study on the improvement of efficiency for waterworks on the basis of the accidents in the system by setting the example of Chungcheongbuk-do (시스템사고에 기반한 상수도 효율성 개선에 관한 연구: 충청북도를 중심으로)

  • The service for waterworks is important infrastructure structuring the cities and the public properties affecting the health and the abundant lives of the residents at the same time. However, the waterworks project still has many problems in reality in spite of the continuous efforts from the nation, local governments and many related people in waterworks projects. From the aspect of the situation, this purpose of this study is to review the actual operation state and the operation principle on the basis of the accidents in the system and to suggest the policy leverages for accurate diagnosis of the waterworks project and for the efficient operation. The operation structure of the service for waterworks is the complicated system showing the overlapped forms of the relation with other various factors. Moreover, as this has been influenced by other external environments, it has flexible features that can be changed by unexpected factors even if the internally close causality has been established The domestic local operation of waterworks have been divided by an administrative district and it causes inefficiency in the aspect of the country and the local government with small sized of budget faces the insufficient investments. These phenomena have been shown in some small sized areas located in Chungcheongbuk-do and, making a realistic suggestion by the related local government to improve the waterworks operation project is urgent. For this reason, this study is to lead the policy leverages to increase the efficiency of the service for waterworks and to stabilize the structure of virtuous circle in the system. At first, the reformation of the waterworks structure should be performed after the various supports and system maintenance. At second, the service quality should be improved through the creativity in management and the consideration of the efficiency by the participation of private enterprises for waterworks service. At third, through the specialized waterworks operation, the quality improvement of the waterworks and satisfying the standard of natural environment should be related. In this context, the fundamental solutions for the problems of domestic waterworks service and finding realistic alternatives are considered to be the priority for the waterworks project to be operated efficiently.

  • Urban railway started its operation in August 15, 1978 in Korea. Nowadays, it is being operated in Seoul, Busan, Incheon, Deagu, GwangJu, and Daejeon, and it is playing a major role in mass transportation. Urban railways can provide rapid and convenient transportation to citizens in eco-friendly and energy saving way. However, urban railway operating organizations have been in financially difficult conditions due to the enormous debts borrowed for the construction of railways. Urban railway operating organizations are under pressure to improve its difficult financial conditions through the efficient management of the organization. The management and operation efficiency of urban railway organizations have been evaluated since 1993 by Ministry of Public Administration and Safety to make those organizations more competitive, responsible and efficient. However there are some limitations in evaluation since they do not reflect the relative size of organizations, relative newness of facilities, etc so that it's not objective and loses fairness. This study proposes an improved method for the evaluation of safety.

  • To improve and modify the problems in Maritime Traffic Safety Audit(MTSA) Scheme, "Maritime Safety Research Center(MSRC)" in Korea Ship Safety and Technology Authority(KST) was designated as specialized institute for MTSA through general revision of "Enforcement of MTSA"(March 2012). However, the roles of the MSRC such as preliminary review of safety audit report, comments on target project and etc. had not been defined clearly on the related maritime safety laws compared with other specialized institutes in other similar audit scheme. In this research, the improvement strategies were proposed for development of specialized institute through SWOT analysis, gathering the opinion from related professions and also comparison with the roles and current status of operation in other similar specialized institutes. In conclusion, the 'Screen & scoping system', 'Consultant system' were proposed for efficient operation of the MTSA Scheme, and the systematic and operational improvements such as a revision of maritime safety lan and etc. were also suggested for integrated management about costal development works, development of specialized institute.

Decision Making for the Arrangement of Spare Parts in Military Warehouse, considered on Working Time and Posture Difficulty (작업 시간과 자세위험도를 고려한 군 보급시설 수리부속 배치대안 결정)

  • In order for a machine, especially used in the defense industry, to consistently operate during its life-time, lots of study has been done in machine design as well as machine maintenance. However, the realistic study is necessary in management and operation of a military support facility, where spare parts are stored and retrieved. In this paper, efficient arrangement of spare parts are proposed to acquire increased in efficiency and decreased in cost for operation management of the military support facility. First, spare parts is assorted by MTBF(Mean Time Between Failure) and divided in to three groups A/B/C as an alternative arrangement. Each defined alternatives will go under simulations and RULA(Rapid Upper Limb Assessment), which is posture classification scheme evaluation attributes, to find working time and posture difficulty and lastly by entropy measurement to be selected. This research proposes the efficient spare parts arrangement in military support facility to minimize working time and posture difficulty. By taking system and human engineering approach together into consideration, it will lead to show a specific value.

A Study on Characteristic Analysis of Major Issues in Negotiating Concession Agreement for BTO Projects Using AHP (계층화분석법에 의한 BTO 민간투자사업 협상의 주요쟁점 특성분석에 관한 고찰)

  • Both competent authorities and private entrepreneurs face plenty of risks when negotiating BTO(Build Transfer Operation) methods of PPI(Private Participations in Infrastructures) projects. Also, success and failure of projects largely depend on the concession agreement contract. In this study, for more efficient negotiation, major issues are examined, and quantitatively analyzed to find out not only the relationship but also the characteristics of which these issues share. Questionnaire research was conducted through both research and by experts who were divided into an ordering agency, design company and constructor. Characteristics of major issues were quantitatively analyzed using the Likert index method, ANOVA(ANalysis of VAriance) and AHP(Analytic Hierarchy Process) analysis. Case studies were examined in order to estimate construction cost, rates of return, government finance support, level of operation-revenues guarantees, estimating operational costs and usage fees. With these 6 items, relative priority, relative impression which is sensible to risk and extent of difficulty in presenting data which is objective were quantitatively analyzed by the ordering agency, design company and constructor groups. From the analysis, there were some similarities between the design company and constructor groups while there was less of similarities between the ordering agency and design company or constructor. The government is diversifying the methods of project promotion, and PPI project from infrastructure-centered to public culture facilities are being expand. The current study will provide not only supporting efficient negotiation but also revitalizing PPI projects.

An Analysis of Efficiency in Major University Hospitals in Domestically Capital Area Through DEA Analysis (DEA분석을 통한 국내 수도권 주요 대학병원의 효율성 분석)

  • This study analyzed efficiency by utilizing DEA analytical technique centering on materials for 2009 of 20 major university hospitals in capital area. Input variables were utilized professor & full-time doctor, resident, nurse & number of bed hospitals. Output variables were analyzed by dividing number of annual outpatients & number of annual inpatients, and annually total outpatient profit & inpatient profit into a model of the standard for number of patients and the standard for medical profit. DEA analysis was elicited efficiency score by applying CCR, BCC, BFG, scale profit, and SE model. Through t-test after eliciting efficiency score, the implications were suggested by comparing efficiency between DMU in Seoul and DMU in capital area, by comparing between high-class general hospitals and general hospitals, and by comparing between high-class general hospitals in Seoul and 5 big hospitals. As a result of analysis, the major university hospitals in capital area showed high efficiency as a whole close to "1," but indicated low efficiency relatively in CCR field. Thus, the expansion in scale within capital area was indicated to reach the limit. Second, in a model of analyzing the standard for number of patients, the medical institutions, which are being operated efficiently, were indicated to be 10 DMUs. In the standard for medical profit, 12 DMUs were analyzed to be operated efficiently. Third, the efficiency in general hospital was higher than high-class general hospital. Thus, the efficiency of operation was indicated to be more important than scale. Also, large high-class hospitals(big 5) where are located in downtown Seoul showed the higher efficiency than other general high-class general hospitals, but were indicating very low efficiency in some DMUs. Fourth, as a result of generalizing and evaluating the number of patients and the medical profit, the efficient DMU was indicated to be more when analyzing on the basis of medical profit than the standard for number of patients. Thus, major university hospitals in capital area were indicated to make more effort for section in medical profit. Based on the analytical results of efficiency, a strategy for reinforcing efficiency in inefficient DMU was indicated to be needed a strategy of creating customers for promoting number of patients and a strategy for making operation efficient for increasing profitability.

Performance Enhancement Architecture for HLR System Based on Distributed Mobile Embedded System (분산 모바일 임베디드 시스템 기반의 새로운 위치정보 관리 시스템)

  • In mobile cellular network the ever-changing location of a mobile host necessitates the continuous tracking of its current position and efficient management of location information. A database called Home Location Register(HLR) plays a major role in location management in this distributed environment, providing table management, index management, and backup management facilities. The objectives of this paper are to identify the p개blems of the current HLR system through rigorous analysis, to suggest solutions to them, and to propose a new architecture for the HLR system. In the HLR system, a main memory database system is used to provide real-time accesses and updates of subscriber's information. Thus it is suggested that the improvement bemade to support better real-time facilities, to manage subscriber's information more reliably, and to accommodate more subscribers. In this paper, I propose an efficient backup method that takes into account the characteristics of HLR database transactions. The retrieval speed and the memory usage of the two-level index method are better than those of the T-tree index method. Insertion md deletion overhead of the chained bucket hashing method is less than that of modified linear hashing method. In the proposed backup method, I use two kinds of dirty flags in order to solve the performance degradation problem caused by frequent registration-location operations. Performance analysis has been performed to evaluate the proposed techniques based on a system with subscribers. The results show that, in comparison with the current techniques, the memory requirement is reduced by more than 62%,directory operations, and backup operation by more than 80%.

A Study of Improvement on Accident Rate Index of Construction Industry (건설업 산업재해발생율 평가지표 개선방안)

  • Since the introduction of the converted accident rate in Pre-Qualification(PQ) process in 1992, the safety evaluation system has contributed to a reduction of construction accidents and development of the safety management system in public construction projects. As the comprehensive evaluation method the government plans to introduce includes the indicators 'accident rate' and 'death rate per 10,000 workers', the influences on the safety evaluation in the bidding process would be broader in public sector construction projects. However, the current safety evaluation system is operated by different estimating standards in the bidding process. At this point, a study of improvement on the safety evaluation index is required to review its current conditions and to propose its efficient operating method. Therefore, the purpose of this study is to analyze problems of the current safety evaluation system through the questionnaire survey on the qualified workers in construction safety management and to propose an improvement plan for the problems noticed. Our results suggest the standards of the unified process for the safety evaluation index, the size of construction firms needed for accident rate estimation, and the improvement plan for unreported accidents. The proposed improvement plan enables the reasonable estimation and efficient operation of the safety evaluation index, and further, it would contribute to reducing construction accidents through the activation of voluntary safety management by construction firms.

Development of Robotic System based on RFID Scanning for Efficient Inventory Management of Thick Plates (효율적인 후판 재고관리를 위한 RFID 스캐닝 로봇 시스템 개발)

  • Automation of inventory management in a steel plate factory was a difficult problem unresolved for a long time. And now, it is also necessary to work diligently in the steel industry on efficient inventory management of thick plates. So far, the environmental characteristics of stacked thick plates means it is not easy to apply advanced technology for their automatic identification. In this paper, we propose a thick-plate robotic scanning system based on radio-frequency identification (RFID) that can provide quick and accurate inventory management by acquiring plate information after the scanning automatically recognizes the RFID tags under difficult load conditions. This system is equipped with a crane to move the plates in a pulled-up operation. It is equipped with a plate-only linear dipole antenna only for scanning the position of the plate tag. Only the linear dipole antenna, while moving the x-axis and y-axis information, automatically identifies the tag information attached to the plate. The tag information acquired by the system is used for stockpiling and is managed by steel plate inventory control software. The effectiveness of the proposed system is verified through field performance evaluation. As a result, the recognition rate of the plate tags is 99.9% at a maximum distance of 320 cm. The developed thick-plate antenna showed excellent performance compared to an existing commercial antenna.
