Water loss is one of the typical but challenging problems in water management. To reduced water loss or increase water efficiency, the pilot projects were implemented in the TTD's irrigation area. Modern soil moisture technology and local level water user training were conducted together as a mean to achieve improved water efficiency. In terms of technology, soil moisture sensors and monitoring system were used to estimate crop water requirement to reduce unnecessary irrigation. This was found to save 16.47% of irrigated water and 25.20% of irrigation supply. Further improvement of water efficiency was gained by means of local level water user training in which stakeholders were engaged in the network of communications and co-planning. The lessons learnt from the TTD pilot project was translated into good water management practices at local level.
Korea's water supply efficiency is low, due to weak industrial structure, such as small scale, regional disparities in the management and services, unreasonable problem in a use and management of interregional water resources. This study investigated changes in the productivity of Jeollabuk-do local water supply service by using analysis of efficiency by data envelopment analysis and Malmquist Index Analysis. As a result, 6 office is showed that the value of scale efficiency is 1 and productivity index per gun in mainly seemed below average. Therefore these offices should strive to increase their productivity. This study is differentiated from earlier studies in the aspect of measuring change of productivity by not only DEA but also Malmquist productivity analysis. Therefore it will contribute to increase productivity of water supply in Jeollabuk-do.
The era of today's day is that the era of the black gold age is now approaching the era of the blue gold age. As the importance of water increases, support and policies for the water industry are presented. The water industry is a public service industry but it faces the problem for unbalanced supply between users. One of solutions for solving the problem at hand is the privatization of the public service and it is the most sensitive and focused subject to the issue. Korea is also coming up for the privatization of the water industry. So, one of the privatization operations based on the privatization of the current waterworks law is management contract by the specialized organization and it is in progress to enhance the efficiency of public services. Therefore, this study aims at finding out the local water supply services' efficiency by K-Water using DEA(Data Envelopment Analysis), and productivity analysis by malmquist index on 18 organizations of the implementation of local water supply management contract using the date from 2012 to 2014. According to the result of the DEA, 10 of the 18 organizations were the most efficient during 3 years and malmquist index for analysing the productivity was decreasing. That is because of the leakage ratio and utilization ratio of the raw water and both of them are significant to productivity. As a result, this study differs from the previous studies by analysing efficiency and productivity using DEA and malmquist index to the solution for the problem faced by current water industry.
This study set up the estimates of leakage management efficiency evaluation and leakage management goal that could be used in local water distribution networks efficiency business and modernization business. The data were analyzed using data envelopment analysis and multiple regression analysis. To this end, with leakage management input indices concerning leakage reduction activities (e.g., aged pipe replacement, water meter replacement, leakage restoration, and leakage detection) and leakage management calculation indices (e.g., the increase of revenue water ratio and the reduction of leakage ratio), the data on 22 K-water consignment local water supply systems were analyzed for the years from 2004 through 2018. Using the results of efficiency analysis by data envelopment analysis, the other DMUs (Decision Making Unit) benchmarked the DMU with the highest efficiency to maximize the leakage management efficiency for all DMUs. Through this, leakage management goal estimates were drawn with the input indices of four leakage reduction activities and calculation indices of the increase of revenue water ratio and the reduction of leakage ratio by multiple regression analysis for each group based on the revenue water ratio and leakage ratio. The correlation coefficients of the leakage management goal estimate for the criteria for the revenue water ratio amounted to 0.553 and 0.771. The correlation coefficients of the leakage management goal estimate for the criteria for leakage ratio were 0.397 and 0.865. Accordingly, we estimated the quantity and priority of four leakage reduction activities for the target leakage ratio and revenue water ratio.
This paper tries to show the efficiency of water financing between central and local governments. From the year of 2017, the operation and maintenance costs for change water pipes has been provided by central government as block grants system(RDSA: Regional Development Special Account). Even though the water financing is responsible for local government, water drought and high production cost in poor area affects the quality of life nowadays. Then, fiscal transfer through block grant for water financing has been decided to invest regional SOC. The purpose of the paper sheds light on the function of the block grant for public provision by water financing. The firstly tried empirical results are based on the survey from local governments and ministry of environments. The point of the empirical analysis shows that the local governments does not have proper measurement for unexpected water leakage and termination until now. In a policy manner, the paper raises the issues about benefit principle for water users by the increase of tariffs. In order to do so, the paper investigates the relationship between the water provision and fiscal status of each local governments.
Gongali model Co. Ltd located in Arusha, Tanzania is operating a Nanofilter water station using locally produced bone char to remove fluoride in groundwater. Bone char produced locally had a high turbidity and high concentration of organic matter, which cause color. In addition, since the fluorine adsorption efficiency is low, there is a problem in high maintenance cost due to a short replacement cycle of bone char. In order to overcome this challenge, our research team was that a local furnace was manufactured and applied for produce high adsorption bone char in Gongali model Co. Ltd. By producing high-adsorption bone char locally, the operating efficiency of the Nanofilter water station increased, and it was possible to stably and continuously provide drinking water to local residents. In addition, by presenting a sustainable business model to Gongali model Co Ltd, the persistence of high adsorption bone char and a plan to spread the Nanofilter water station were suggested. Therefore, it was possible to propose a plan to continuously supply low-cost drinking water to the low-income and the neglected class through this local project.

The purpose of this paper is to outline a research agenda for the evaluation of the sustainability of freshwater policies, especially as they relate to large cities in the Asia-Pacific region, and to co-work a comparative study on the cases of Seoul and Sydney on the basis of the research agenda. The overall long-tenn aim of the present research is to develop a framework for sustainable urban freshwater policy in the Asia-Pacific region. The nature of freshwater policies for a sample of 16 large cities in the Asia-Pacific region will be critically evaluated for 5 years in the future. For the purposes of this research agenda, four main types of urban water conflict have been evaluated - jurisdictional conflicts, conflicts related to accessibility, sectoral conflicts and environmental conflicts. Of course, in reality, aspects of these four types of conflict invariably overlap. In the case study, the environmental conflict over fresh water of Seoul can be seen as a jurisdictional, sectoral and accessibility-related conflict between the central government and Seoul local government which want to regulate the lan-use with the water conservation zone around the Paldang Dam located at a upstream of the Han River on the hand, and the Yangpyong local governmant and its population within the conservation zone which have struggled against such a regulation, on the other. In the case study on the Sydeny water crisis in 1998, the environmental conflict over fresh water of Sydney in Australia can be seen as a jurisdictional conflict between the State government and the Sydney local government and the corporatized Sydney Water which have been responsible to supply fresh water on the one hand, and the Sydney population who have been suffered from the contaminated water, on the other. Over the past ten years, both globally and in the Asia-Pacific region, including in S. Korea and Australia, the concept of sustainable development has taken on a growing role in the determination of environmental policy. The balance for sustainable policy would be between the requirement to augment water supply to cope with projected future demands and the need to improve efficiency of water use.
The industrial processes have become complicated on a large scale bacause of improvement of productivity, research of efficiency, and shortage of locations to be suited for foundation of factories. Consequently, the instrumentation and control systems for operating these industrial processes have also been highly improved with the development of mass information means. In order to operate these large-sized and complicated industrial processes safely, the man-machine interface for correspondence between man and machines and the instrumentation system regarding process fault processing are playing an important role increasingly. This paper describes recent instrumentation system in the water purifying plant as an example of these industrial processes, and covers both man-machine interface and process fault processing. The annual water supply quantity and diffusion were 2, 000, 000, 000m$^{3}$ and 25.0% in 1950 inJapan, but they amounted to 12, 000, 000, 000m$^{3}$ and 86.7% in 1974, respectively. The demands of water will increase incessantly, while it becomes gradually difficult to secure water sources. Accordingly, local self-governing bodies such as municipal cooperation, towns, and villages often construct a large-scale water purifying plant at one place in common, as required, without constructing respective plants independently. It is an absolute requirement for the water purifying plant to avoid stopping water supply to fullfil its social responsibility from the viewpoints of its public utility enterprise, and also it has gradually become difficult to secure skilled operators enough to cover such water purifying plants that are additionally provided in various districts. Thus, the importance of the man-machine interface for assuring safety operation of the water purifying plant irrespective of unskillfulness of operators as well as the instrumentation system regarding process fault processing, or, safety instrumentation, is more and more increasing as the water purifying plants are on a large scale.

Since China adopted Public Private Partnerships (PPPs) in the 1980s, China has relied on water PPPs to expand appropriate water facilities.. According to the World Bank data from 1994 to 2020, the top five provinces hosted over 40 percent of total PPPs, with four of them located in the Huadong area and one in the Henan area. A vast gap exists between the group attracting the most PPPs and the group hosting the least. This study explores Guangdong and Shandong provinces, which have led most PPPs in China. Coincidently, these areas are also famous for the typical areas to show the Chinese economic policy after the open-door policy. They have achieved economic development and rapid urbanization rates based on the large scale of Foreign Direct Investment inflow and export-oriented manufacturing industry, as well as their active participation in PPPs over the last thirty years. An economic approach can provide valuable insights into the development of water infrastructure. Adequate urban infrastructure has been shown to impact local economic development positively. Water infrastructure also provides a basic and sustainable environment for economic activities by satisfying more water usage, improving the efficiency of the water supply, and reducing water pollution caused by industrial activities. However, it remains only partially understood without inclusive research on the issues related to water resources in each province. For instance, existing studies have been limited to explaining slightly different patterns of water PPPs between Guangdong and Shandong at the beginning of the PPP era. This study aims to elucidate the development pattern of water PPPs in each province from multi-dimensional aspects. Therefore, the study will help understand why China boosted the development of the private water market.

Results of environmental monitoring for 35 steel industry welders exposed to manganese and chromium fume were evaluated. Efficiency of respiratory protectors, welding face shields and local exhaust ventilation were also evaluated to establish more efficient preventive measures that can protect welders from occupational disease as related to welding fume. The results are as follows; 1. Total fume from $CO_2$ arc welding with mild steel occurred 1.5 to 2.2 times more than that from shielded metal arc welding. Chromium and nickel fume from welding with stainless steel occurred 27 to 59 times and 18 to 30 times, respectively, than those with mild steel. 2. Proportions of water-soluble chromium(VI) and insoluble chromium(VI) Compare to total chromium occurring from $CO_2$ arc welding with stainless steel were 10.5% and 8.7%, respectively, while those with mild steel were 57.1 to 63.2% and 31.6 to 38.1%, respectively. 3. The efficiencies of 4 types of respiratory protectors to reduce welding fume exposure were evaluated as 54.4 to 64.4%. 4. The reducing effect of head type welding face shield was 67.6%, and that of hand type welding face shield was 58.5%. The highest reducing effect was shown in air supply welding face shield as 99.2%, although it is not convenient to wear. 5. When welding face shield and respiratory protectors were worn together, the reducing efficiency increased to 79.0 to 87.5%. 6. When local exhaust ventilation was installed in workplace, the reducing efficiencies varied from 31.5 to 73.1% according to the types of welding.
