한국과 영국에서의 교육컨설팅 비교 연구 (A Comparative Study on Educational Consultancy in Korea and United Kingdom)

  • 1990년 중반 이후 우리나라에서는 교육의 질 향상이 중요한 과제로 대두되었고, 이를 위해 단위학교경영제가 도입되었다. 이에 따라 단위학교에서는 학교 구성원들이 학교경영에 참여하고 결과에 책임을 지게 되었지만, 이러한 변화에 대처할 수 있는 역량이 결여되어 있다. 따라서 단위학교의 역량 제고를 위한 교육컨설팅의 필요성이 높아지고 있다. 이러한 배경에서 우리나라에서는 교육컨설팅에 대한 연구와 실천이 2000년대에 들어서 본격적으로 전개되고 있지만 아직 시작단계에 그치고 있다. 이러한 문제의식으로 본 연구는 우리나라와 영국의 교육컨설팅을 비교 분석하였다. 본 연구 목적을 달성하기 위해 문헌연구, 심층면담, 문서 분석과 같은 다양한 연구방법을 활용하였다. 연구를 통해서 밝혀진 주요 내용은 다음과 같다. 첫째, 양국은 교육컨설팅의 도입 동기가 유사하지만 정부의 접근방식에서는 차이를 보였다. 즉, 영국에서는 법령에 의해 단위학교의 권한을 확대함으로써 컨설팅이 활성화될 수 있는 여건이 마련되었다. 둘째, 양국에서의 교육컨설턴트의 배경과 자격조건은 유사했지만, 교육컨설팅 기관 및 의뢰인에서는 많은 차이를 보였다. 즉, 영국에서는 교육컨설팅을 수행하는 기관과 의뢰인이 훨씬 다양하고 많았다. 넷째, 양국은 컨설팅 과업에 있어서도 많은 차이가 나타났지만 컨설팅과정은 유사하였다. 다섯째, 컨설팅 수임료와 인센티브에 있어서 양국간의 차이가 많았다. 특히, 우리나라에서는 수임료가 정부에 의해 통제됨으로써 비현실적으로 낮은 수준이었다. 그러나 양국에서는 컨설턴트 양성과정, 교육컨설팅전문직 단체의 활동과 같은 지원여건은 동일하게 미흡하였다. 이와 같은 사항에 기초하여 우리나라에서의 교육컨설팅 발전을 위한 시사점으로서는 단위학교에서의 교육컨설팅 서비스 구입을 위한 재정자원의 확보, 교육컨설턴트의 전문성 강화, 교육컨설턴트 양성을 위한 교육프로그램의 개발 등을 지적할 수 있다.

치의학 교육 수출의 전략과 과제 (Strategies and Tasks of Exporting Dental Education)

  • Recently, education is regarded as a service item and university education services are being exported abroad. In the form of educational export operations, export of educational contents and curriculum, specific consultancy projects for foreign institutes, installation of local educational facilities, or attracting foreign students are being carried out. Korea has the potential and competitiveness to export dental education. The advantages of Korea's dental education services, such as dental equipment and materials, excellent education programs, and high-quality human resources, will enable the export of education services in various ways. Establishment of educational infrastructure and educational programs for overseas dental students, export of educational consulting items, clinical training programs for foreign dentists abroad, invitation for international clinical workshops, dispatch of faculty members, exchange student programs can be considered as exporting dental education service items. Therefore, in a long-term perspective, it is necessary to establish differential and appropriate educational export plans.

Hookah Smoking: Characteristics, Behavior and Perceptions of Youth Smokers in Pune, India

  • Background: Hookah smoking has been referred to as a global tobacco epidemic by public health officials. This study aimed to investigate the characteristics, behaviour and perceptions related to hookah smoking among the youth smokers in Pune. Methods: Two hundred and eighty established hookah smokers participated in this study. Data was collected using a 29-item questionnaire, constructed using three main domains: Characteristics (socio-demographic and personal), behaviour and perceptions (about harmful effects in comparison to cigarette smoking). Results: The results indicated that the mean age of starting hookah smoking was 17.3 years; 75% of participants did not have parental acceptance; light-headedness, dizziness and headache were most common reported nicotine effects, post hookah smoking. Hookah smoking on a daily basis was reported by 24.6% participants. The mean time of hookah session was 1 hour and 19 minutes. 68.2% participants were reported to smoke hookah in hookah-cafes and 35.7% participants were found to share the hookah. Some 66.7% participants had no intention to quit. Most of them (71-80%) had misperception about the safety of hookah smoking over cigarette smoking and 54-82% participants were unaware of health effects. Conclusions: Educational intervention is urgently needed to create awareness among the youth about the harmful effects of hookah smoking.

Challenges and Opportunities of Small Business Management and Start-Ups in India

  • The core objective of this research article is to investigate different challenges and opportunities in management as well as start-ups of small businesses in India. The prudence behind this research is to examine various problems in front of the small businesses and to offer vital support and cooperation to overcome those with the support of concerned institutions through consultancy and training programs. The researchers have an intention to make available the research results to the governmental agencies, concerned small business institutions and also to the educational institutions which are continually design plans, programs, policies and strategies to upgrade the managerial and technical dexterities of the small business Indian operators. After thorough revision of relevant literature on small businesses and its management, the researchers used a well structured questionnaire and in-depth personal interviews with 586small business operators selected from manufacturing, trading (retailing and wholesaling), finance, servicing/repair businesses which are located in the coastal districts of Andhra Pradesh in India. The researchers have used convenience sampling and collected data was analyzed with the support of Microsoft Excel and frequency distribution. Noticeably, majority of the small businessmen in India are facing myriad number of challenges both in management and at the time of establishment of their business operations. In particular, 72.47 percent of small businesses operators' have substantiated their strong opinion towards the challenges they are facing particularly finance, marketing and other problems while managing their businesses. The researchers also attempted to get the opinions on problems of the various categories of small businesses while starting their operations. A staggering 68percent of respondents identified the problems related to preparation of business plan, location selection, marketing and other problems like lack of proper credit facilities, skilled manpower, and other infra related problems while setting up of their businesses. On an average, 64.62 and 63.51 percent of small businesses are facing various kinds of problems both at the time of day-to-day management as well as start-up of their businesses respectively. The present research confined with the opinions of only four categories of small business operators particularly from the manufacturing, finance, trading (retailing and wholesaling), and servicing/repair which are continuing their business operations from the nine coastal districts of Andhra Pradesh in India. The present study emphatically provides concrete information required to the business community for identifying an assortment of challenges faced by different small business operators in managing and at the time of their inception. This research paper is first of its kind from this part of the world by offering extensive and credible information required for prospective entrepreneurs in facing the dynamic challenges in managing their business. Furthermore, this research presents invaluable inputs to the stakeholders like all types of governments, policy makers, practitioners, researchers, and educators' about the various impediments faced by the small business community in India.
