  • In terms of population structure, korea military power has entered a serious danger zone, and that birth rate has led not only to a decrease in the population of the nation's economic activity, but also to a decrease in troop resources in our last security bastion, and the trend of "children from multicultural families" joining the army is predicted to soon become a "cultural force" with an average of 8,000 troops expected to join the army between 2025 and 2031. After all, the seriousness of the problem of declining troop resources in the military organization, the nation's last security bastion, and the multicultural army will be added. Therefore, this study reveals how multicultural soldiers are adapting to military service and analyzes them in depth by categorizing a series of processes on military life adaptation.

A Scheme of Compensation System for Farmers' Accidents through the Example of Germany (독일의 사례를 통해 본 농업인재해 보장체계 구축 방안)

  • The purpose of this study is to look at the case of the German compensation system for farmers' accidents and to build a basic scheme in our country's compensation system for farmers' accidents. When you view examples of Germany, the social insurance scheme for farmers accidents in korea should be design as an independent institution from the existing industrial accident insurance, and it comes to relationships with other social insurance system, preferably with complementary personalities. A general rule of the compensation system applies to all farmers in principle but the coverage limits part-time farmers. Financial burden consists of the mix of insurance premium and state aid. The type and level of benefits is similar to the current industrial accident insurance, which give priority to places on economic security for keeping farmworks, such as cost for using temporary farmers, rather than income loss. In terms of financial system, pay-as-you-go system would be better because of immediate payment with the introduction of the compensation system. The compensation system might be managed and administrated by the existing nationwide organization. Of course, for operating of system review and further research on the technical details such as premium issues and funding problems of government support, the exact classification of the target coverage, premiums based on estimated income for the farmers' estimation, the exact statistical data on the accumulation of agricultural disaster is needed.

Acute and Subchronic Inhalation Toxicity of n-Octane in Rats

  • Objectives: We have investigated the toxic effects of the inhalation of subchronic and acute levels of n-octane. Methods: The rats were exposed to n-octane of 0, 2.34, 11.68 and 23.36 mg/L (n = 5 rats/group/gender) in an acute inhalation test (Organization for Economic Co-operation and Development (OECD) TG 403), or to 0, 0.93, 2.62 and 7.48 mg/L (n = 10 rats/group/gender) for a subchronic inhalation test (OECE TG 413), to establish a national chemical management system consistent with the Globally Harmonized Classification System (GHS). Results: Acutely-exposed rats became lethargic but recovered following discontinuation of inhalation. Other clinical symptoms such as change of body weight and autopsy finds were absent. The LC50 for the acute inhalation toxicity of n-octane was determined to exceed 23.36 mg/L and the GHS category was 'not grouping'. Subchronically-treated rats displayed no significant clinical and histopathological differences from untreated controls; also, target organs were affected hematologically, biochemically and pathologically. Therefore, the no observable adverse effect level was indicated as exceeding 7.48 mg/L and the GHS category was 'not grouping' for the specific target organ toxicity upon repeated exposure. Conclusion: However, n-octane exposure should be controlled to be below the American Conference of Industrial Hygienists recommendation (300 ppm) to prevent inhalation-related adverse health effects of workers.

Population Change and Future Direction of Population Policy in Korea (한국의 인구현황과 정책방향)

  • The Korean Population Control Program has been implementing under the jurisdiction of the Ministry of Health and Social Affairs through an existing network of health centers. This arrangement was successful in bringing population growth down to targeted level by the end of the Fourth Five Year Economic Planning, 1981. It is expected, however, that future goal will be harder to reach due to difficulty of reducing traditional family size norms further and to the projected increasing the number of eligible couples as the past Korean war baby boom generation enters the reproductive activity in the next few years. The recognition of the need for modification of population policy is increasing. The 1980 census shows that the total number of population reached approximately 38.5 million with 1.57 per cent of the growth rate. It was projected that the size of Korean Population will reach around 42 million and 51 million in 1986 and 2000 respectively. Furthermore, there is some argument as to whether decline in the birth rate in Korea is too slow to meet government target. Hence, a new development of population policy and greatly increased amount of effort will be needed in order to achieve Zero Population Growth Rate before the year 2050. The development of future national population policy and its related area are recommended as follow: 1. It is highly recommended that the population planning law governing both vital events of birth and death and population migration should be legislated. 2. The National Population Policy Council, Chaired by Deputy Prime Minister should be activated to implement and coordinate population program within ministries. 3. Responsible organization of population and family planning program should be established as a Bureau unit at central government level. 4. For the improvement of national vital registration, an existing system should be studied and developed.

Korea-China-Japan Joint Fisheries Resources Management through Case Study (주요 사례 분석을 통한 한·중·일 공동어업관리 방향)

  • There exists historically intimate relationship between the fisheries of the three countries of Northeast Asia in terms of the same fishing ground and similar resources. This means that if one of the countries fail to manage their fisheries properly, it will harm the others. Especially, if the EEZ straddling and Trans-Boundary Fish Stocks aren't managed by the cooperation of the three countries, the exhaustion of resources will be more likely to be accelerated. Considering the aspects mentioned, this paper refers to the necessity of fisheries cooperation between Korea, China, and Japan. Next, it analyzed the joint control cases of Norway/Russia Management of Shared Fish Stocks in the Barents Sea, Management of South Tasman Rise in Orange roughy, Agreement on Fisheries between the European Economic Community and the Kingdom of Norway, Conservation and management of pollack resources in the central Bering Sea, and drew a conclusion for ourselves. Last of all, it suggests a step-by-step strategy of promoting joint control between three countries, and the plan of the establishing and managing the organization of joint fisheries control. About the joint control, "The Joint Statement of promoting collaboration between Korea, China, and Japan" has been announced at ASEAN in October 7th, 2003 and the summit talk of the three countries. In the joint statement, the three countries came to an agreement which says, "Cooperation in Fishery Resource Conservation : The three countries will cooperate, bilaterally or trilaterally, to promote the sustainable use and conservation of fishery resource through the effective fishery management". Not only the consistent collaboration between the government is necessary, but also continuous exchange and related study on a Non-governmental level is also needed for the viable outcome in the near future. When deducting the result for the joint fisheries control, this writer hopes the contents of this study will be helpful.

Toxicity and Safety Profiles of Methanolic Extract of Pistacia integerrima J. L. Stewart ex Brandis (PI) for Wistar Rats

  • Objectives: The goals of this research were to evaluate acute (single-dose) and sub-acute (repeated-dose) toxicity profiles of methanolic extract of Pistacia integerrima J. L. Stewart ex Brandis (PI) for Wistar rats and to assess the safety profile of PI by observing physiological changes, mortality, changes in body weight, the histopathology of body organs, the hematology and the biochemistry of the animals. Methods: The toxicity profile of PI was evaluated using Wistar rats of both sexes. Animals were divided into four groups: Group 1; control group (normal saline), Group 2; PI-1 (250 mg/kg), Group 3; PI-2 (500 mg/kg), Group 4; PL-3 (1,000 mg/kg). An acute-toxicity study in which animals received a single dose of PI extract (2,000 mg/kg) and were then observed for 14 days for changes in skin, fur, eye color, mucous membrane secretions and excretions, gait, posture, and tonic or clonic movements was performed according to guideline 425 of the Organization of Economic and Corporation Development (OECD). In the repeated-dose toxicity study (OECD - 407) animals received a daily dose of PI extract for 28 days (4 weeks). The parameters observed in this study include body weight, hematology and biochemistry of the animals. Results: In the acute toxicity study, no mortalities or changes in behavior were noted in the animals. The repeated-dose toxicity study was also devoid of any toxicity in the animals during the 28 days of testing with PI extract. The extract did not alter- the body weight, hematology or biochemistry of the animals. The methanolic extract of PI was to be found safe to the no-observed-adverse-effect-level (NOAEL) for the single-dose and repeated-dose toxicity tests in rats. Conclusion: The methanolic extract of PI was devoid of toxicity; hence, it can be used for various ayurvedic preparations and treatments of diseases.

Preliminary Analysis of Climate Change Damage in Korea Using the PAGE Model (PAGE 모델을 이용한 한국 기후변화의 피해비용 분석)

  • This study aims to estimate potential climate change damage in Korea using the PAGE model. This study reviewed previous a reasearch to compare relative sensitivity to climate change in Korea and other regions to generate climate change damage function. It was found that sensitivity to climate change in Korea is similar to other Organization for Economic Cooperation and Development (OECD) countries. This study estimated climate change impact for three scenarios. If no action is taken, climate change damage cost in Korea could reach US$ 12,928 ~ 57,900 M. Cumulative Net Present Value (NPV)of climate change impact from 1990 to 2100 would be between US$ 143,226 ~ 921,701 Mdepending on emission scenarios. However, this result should be interpreted with caution as it draws its damage function based on only a few available references. Results also showed that an adaptation policy could decrease the degree of climate change impact significantly. If an adaptation policy is implemented, climate change impact will be decreased by US$ 11,355 million dollars in Korea in 2100.

  • As a model house has attempted a role change from a conceptual perspective as a housing cultural center starting from the 90ties, it began to direct the change into a high end building. In particular, large construction companies have recently invested on an unimagined scale, unlike in the past, in building a model house and pursued the construction of new attractions of cities as well as the upgrade of a brand image by hiring and implementing the designs of celebrity architects or designers. In addition, they have been in pursuit of a change by enhancing the satisfaction and pride of residents by offering spaces and programs for various cultural arts for apartment residents or potential customers and having them participate in those programs. This study aims to expound on the possibility of the utilization of a housing cultural center as a local complex community center by analyzing the spatial organization and the operational program of a housing cultural center appearing since the 90ties. With this aim, the study analyzed the cases of a complex community center and the program and the operational method of a housing cultural center within the case study in order to propose the possibilities for the utilization of a local complex community center. The elevation of the cultural and economic level of citizens and a rapid social change are shown as various demands for welfare, and the subsequent social physical change has led to the expansion of a space as a complex community. A housing cultural center is also directed to grow as a complex community center from the perspective of diverse demands and participations of consumers, and prepares a field for a broad spectrum of communications from the perspective of housing and cities.

  • A major advantage of the area in and around Braunschweig is its concentration of major research institutes and small to large enterprises dealing with different modes of transportation. For many years, aviation has been a particular focus. The research institutes have aircraft and helicopters equipped especially for research projects, as well as other laboratory equipment, allowing simulation and testing of air traffic application both virtually and on real aircraft. In addition, with the Luftfahrtbundesamt (equivalent organization to FAA) and the Bundesstelle $f{\"{u}}r$ Flugunfalluntersuchung (equivalent to NTSB) both located at the Research Airport, it enables direct contact with two key air-traffic safety authorities. The institutes of DLR and the Technical University of Braunschweig are very active in rail transportation applications. Cooperation with the market leader in rail automation - Siemens Rail Automation, also located in Braunschweig - and with other companies in the Braunschweig region means that safety-critical road applications and mobility research is available due to the activities of a number of institutes. Cooperation with Volkswagen (VW) and other companies in the region ensure access to the market leaders' know-how in this sector. Current European activities within framework of the Galileo project offer particularly good opportunities for the Research Airport to leverage its expertise and position itself internationally as a specialist in safety-critical transport applications - the centre is an initiative of Niedersachsen and the Ministry of Economic Affairs, Labour and Transport Location and navigation plays a central role in all modes of transport - air, road and rail. The market is being revolutionized by the increasing integration of GNSS. The realization of the Galileo system will provide additional opportunities for the Research Airport: Galileo as a civil operated system offers service guarantees especially in the area of safety-critical applications in transportation. Notably standards, processes and authorizations related to the certification of safety-critical applications in the areas of air, road and rail transportation are still to be determined. GAUSS, located at the Research Airport Braunschweig, as an European centre of excellence for simulation, testing and certification of safety-critical applications can offer its expertise to validate the services guaranteed by the Galileo concessionaire.

  • It is the fact that Korean police has not focused on establishing identity but focused on establishing system due to the war under the confused situation which accepted police system of continental law in the period of Japanese Colony and then accepted the police system when being governed by USA. Afterward, as political, economic, and social atmospheres outside became stable, police identity, the philosophy of police activity through internal introspection in order to orient police activity in modern society, is needed. However, most of approaches for establishing police identity have focused on phased measurement by emphasizing to find major variables. Such identity of police organization through certain measurement study could not only carry out replication but also showed its limit to internalize ideal identity. Therefore, this study analyzed the reflectivity of police activity according to how it depends on certain means and depending means as a recognition to internalize the identity in order to discuss the formation of necessity and approach in establishing police identity, and suggested its results.
