  • We propose an Agricultural Infrastructure Expansion Plan (AIEP) for North Korea following unification from the standpoint of a united Korea's social stability. We predict the food demand after unification, according to four different development scenarios based on the AIEP. These scenarios include meeting a self-sufficient level in the staple food crop, satisfying long-term food supply and demand for the North Korean people, achieving a level of North Korean food consumption comparable to that of South Korea, and maintaining productivity to stabilize of North Korea's rural society. We present the results of a 'benefit-cost' analysis in meeting the production targets of predicted food demands after unification from a civil engineering perspective. We found that the estimated total costs would range from 15.2 to 43.0 billion dollars depending on the particular AIEP scenario. In our analysis, all of the four scenarios presented above demonstrated a high degree of economic validity. We conclude that the AIEP is a necessary and economically valid project for a united Korea's future because it would forestall the collapse of North Korea's rural communities, thereby preventing tremendous economic losses upon unification.

  • Abundant hard-working and well-educated human resources were the important sources of the spectacular economic success during the last decades. In contrast to the past sources of economic growth during the 1970's when labor and capital along with economies of scale were the dominant factors (the university has played an important role in the national economic success by supplying quality labour and intellectual talent.), the level of science, technological innovation and capital inputs will be of vital importance for future economic growth in Korea. The balance of payments in technology transfer together with the current state of R & D activities has been reviewed and some of the issues and problems underlying the university system that tend to hinder research in collaboration with research institutes and industries have been outlined. Serious imbalance in the allocation of research funds among research sectors was identified as the most serious problem to be fixed. The importance of science and technology education in private universities for the enhancement of the national level of science and technology has been re-examined. Also research and development in engineering and technical services has been emphasized. In conclusion, ways to bolster the role of universities in the research environment in cooperation with industry and research institutes have been suggested.

  • As has been expected, economic factors are a major consideration in almost every decision in building design process. Assuming that improving a lighting system, existing or proposed, will reduce operating cost, what preliminary economic guidelines can be established to determine whether any proposed investment appears cost effective? In such a case a reasonable technique to compare system costs is by life-cycle costing. Stated simply, a life-cycle cost represents the total cost of a system over its entire life cycle, that is, the sum of first cost and all future costs. This paper aims to exemplify the benefit of daylighting in term of economic consideration. Four different electric lighting system designs are proposed and a lighting control system that is continuously operating according to the level of daylight in the space has been adapted. The accumulated performance of electric and daylighting is figured out to declare the effective depth of daylight in the space. The analysis on the saving amount of lighting energy due to daylight has been undertaken in answer to the question, that is, several projects are being considered, which is the most desirable from the cost-effectiveness viewpoint. The result shows clearly that although denser layout of lighting fixtures might be more effective to interface to the level of daylight ceaselessly changeable, its economic benefit may not meet the expected criterion the reason of increased initial investment and maintenance cost for the fixtures and control hardware.

Accountability analysis of village fund allocation is carried out at every stage of planning, implementation stage, administration stage, reporting stage, and accountability stage. The study was conducted in 18 villages in Undaan District, Kudus Regency - Indonesia, with a total sample of 115 village officials. Structural Equation Model analysis techniques with Warp Partial Least Square were used to test the research hypotheses. The results showed that apparatus resources, organizational commitment, and internal control had a positive effect on the accountability of village fund allocations. The level of education strengthens the influence of apparatus resources on the accountability of village fund allocations. The findings of the study further prove that commitment has positive implications for achieving accountability. It means that the higher the commitment made by the government apparatus, the better and higher the effect on accountability in managing public funds. With an ethical commitment of the government apparatus in managing the budget, the use of funds can be in accordance with the planning and designation so that goals can be achieved.

  • Attention on daylighting should be focused not so much on a simple maximization of the natural light available in a space, as on improving the quality of lighting by ensuring as even but intense distribution of illumination in inner areas.
