Due to heightened concerns regarding possible bioterrorist attacks, the Korea Center for Disease Control and Prevention introduced syndromic surveillance systems, which have been run by emergency departments in hospitals throughout Korea since 2002. These systems are designed to identify illness clusters before diagnoses are confirmed and reported to public health agencies, to mobilize a rapid response, and thereby to reduce morbidity and mortality. The Korea Center for Disease Control and Prevention performed drop-in syndromic surveillance successfully during the World Cup Football Games in 2002, the Universiad games in 2004, and the Asian Pacific Economic Cooperation meeting in 2005. In addition, sustainable syndromic surveillance system involving the collaborative efforts of 125 sentinel hospitals has been in operation nationwide since 2002. Because active data collection can bias decisions a physician makes, there is a need to generate an automatic and passive data collection system. Therefore, the Korea Center for Disease Control and Prevention plans to establish computerized automatic data collection systems in the near future. These systems will be used not only fur the early detection of bioterrorism but also for more effective public health responses to disease.

Laser-assisted machining (LAM) is known to be an effective and economical technique for improving the machinability of difficult-to-machine materials. In the LAM method, material is preheated using a laser heat source and then the preheated area is removed by following cutting tool. For laser-assisted turning (LAT), the configuration of the system is not complicated because laser irradiates from a fixed position. In contrast, laser-assisted milling (LAMill) system is not only complicated but also difficult to control because laser heat source must always move ahead of the cutting tool along a three dimensional (3D) tool path. LAMill is still early stage and cannot yet be used to machine finished products with 3D shapes. In this study, a laser-assisted fillet milling process was developed for machining 3D shapes. There are no prior studies combining fillet milling and LAMill. Laser-assisted fillet milling strategy was proposed, and effective depth of cut (EDOC) was obtained using thermal analysis. Experiments were designed using response surface method and cutting force prediction equations were developed using statistical analysis and regression analysis. The optimum machining conditions were also proposed, and energy efficiency of the LAMill was analyzed by comparing the specific cutting energy of conventional machining (CM) and LAMill.
Purpose: The aim of this research was to verify the relationship between three-dimensional (3D) ground reaction force (GRF) and severity of leg length discrepancy (LLD) while walking at a normal speed. It used a 3D motion analysis system with force platforms in standing workers with LLD. Methods: Subjects comprising 45 standing workers with LLD were selected. Two force platforms were used to acquire 3D GRF data based on a motion analysis system during gait. Vicon Nexus and Visual3D v6 Professional software were used to analyze kinetic GRF data. The subjects were asked to walk on a walkway with 40 infrared reflective markers attached to their lower extremities to collect 3D GRF data. Results: The results indicated the maximal force in the posterior and lateral direction of the long limb occurring in the early stance phase during gait had significant positive correlation with LLD severity (r = 0.664~0.738, p <0.01). In addition, the maximal force medial direction of the long limb occurring in the late stance phase showed a highly positive correlation with the LLD measurement (r = 0.527, p <0.01). Conclusion: Our results indicate that greater measured LLD severity results in more plantar pressure occurring in the foot area during heel contact to loading response of the stance phase and the stance push-off period during gait.
Major issues in water supply service have changed from expansion of service area to improvement of service quality, i.e., water quality and safety, and early response to emergency situation. This change in the service concept triggers the perceptions of limitation with the current centralized water supply system and of necessities of decentralized (distributed) water supply system (DWSS), which can make up the limitations. DWSS can reduce the possibility of water supply outage by establishing multiple barriers such as emergency water supply system, and secure better water quality by locating treatment facilities neighboring consumers. On the other hand, fluctuation of water demand will be increased due to the reduced supply area, which makes difficult to promptly respond the fluctuating demand. In order to supplement this, hybrid water supply system was proposed, which combined DWSS with conventional water supply system using distributing reservoir to secure the stability of water supply. The Optimal connection point of DWSS to existing water supply network in urban area was determined by simulating a supply network using EPANET. Optimal location of decentralized water treatment plant (or connection point) is a nodal point where changes in pressure at other nodal points can be minimized. At the same time, the optimal point should be selected to minimize hydraulic retention time in supply network (water age) to secure proper water quality. In order to locate the point where these two criteria are satisfied optimally, Distance measure method, one of multi-criteria decision making was employed to integrate the two results having different dimensions. This methodology can be used as an efficient decision-support criterion for the location of treatment plant in decentralized water supply system.
New generation of tall and complex buildings systems are now introduced that are reflective of the latest development in materials, design, sustainability, construction, and IT technologies. While the complexity in design is being overcome by the availability and advances in structural analysis tools and readily advanced software, the design of these buildings are still reliant on minimum code requirements that yet to be validated in full scale. The involvement of the author in the design and construction planning of Burj Khalifa since its inception until its completion prompted the author to conceptually develop an extensive survey and real-time structural health monitoring program to validate all the fundamental assumptions mad for the design and construction planning of the tower. The Burj Khalifa Project is the tallest structure ever built by man; the tower is 828 meters tall and comprises of 162 floors above grade and 3 basement levels. Early integration of aerodynamic shaping and wind engineering played a major role in the architectural massing and design of this multi-use tower, where mitigating and taming the dynamic wind effects was one of the most important design criteria established at the onset of the project design. Understanding the structural and foundation system behaviors of the tower are the key fundamental drivers for the development and execution of a state-of-the-art survey and structural health monitoring (SHM) programs. Therefore, the focus of this paper is to discuss the execution of the survey and real-time structural health monitoring programs to confirm the structural behavioral response of the tower during construction stage and during its service life; the monitoring programs included 1) monitoring the tower's foundation system, 2) monitoring the foundation settlement, 3) measuring the strains of the tower vertical elements, 4) measuring the wall and column vertical shortening due to elastic, shrinkage and creep effects, 5) measuring the lateral displacement of the tower under its own gravity loads (including asymmetrical effects) resulting from immediate elastic and long term creep effects, 6) measuring the building lateral movements and dynamic characteristic in real time during construction, 7) measuring the building displacements, accelerations, dynamic characteristics, and structural behavior in real time under building permanent conditions, 8) and monitoring the Pinnacle dynamic behavior and fatigue characteristics. This extensive SHM program has resulted in extensive insight into the structural response of the tower, allowed control the construction process, allowed for the evaluation of the structural response in effective and immediate manner and it allowed for immediate correlation between the measured and the predicted behavior. The survey and SHM programs developed for Burj Khalifa will with no doubt pioneer the use of new survey techniques and the execution of new SHM program concepts as part of the fundamental design of building structures. Moreover, this survey and SHM programs will be benchmarked as a model for the development of future generation of SHM programs for all critical and essential facilities, however, but with much improved devices and technologies, which are now being considered by the author for another tall and complex building development, that is presently under construction.
2-mass system is generally used as controller of the variable-speed to transfer electromotion power to mechanical load such as industrial robot, driving parts of electric vehicle, rolling machine system of steel plant and driving parts of elevator. In this case, PI controller is often used as a velocity controller because of simplicity of system. But PI control algorithm is not enough for obtaining the control characteristics required for this system. To solve this problem, 2-mass system based on the PID controller derives the optimum PID parameters by pole assignment and estimation of the ITAE performance index. In this case, the system have tenacious properties about disturbance, but it causes extreme overshoot and vibration because of rapidly output of controller in early transient response about desired value. And if speed control system is applied by 2-DOF parameter ${\alpha}$, a temporary value, we must induce most suitable parameter by complicate pole assignment and estimation of the ITAE performance index whenever ${\alpha}$ changes. In this paper, to solve this problem we suggest control algorithm to followed exactly value of ${\alpha}$ as 2-DOF parameter by using fuzzy algorithm . So, intelligence algorithm modeled by human knowledge, experience, teachability and judgment follow exact ${\alpha}$ value and it can compose the efficient 2-DOF PID controller to improve following performance, overshoot decrease.

As u-healthcare gives health service in anytime and anywhere, it becomes to be a new type of medical services in patients management and disease prevention. In this paper, recent changes in prevention-oriented care is analyzed in becoming early response for Healthcare Information System by requirements analysis for technology development trend. According to the healthcare system, PACS, OCS, EMR and emergency medical system, U-healthcare is presenting the design of a patient-centered integrated client system. As the relationship between the meaning of the terms is used in the ontology, information models in the system is providing a common vocabulary with various levels of formality. In this paper, we propose an ontology-based system for patient-centered services, including the concept of clustering to clustering the data to define the relationship between these ontologies for more systematic data.

Climate change has been identified as one with the greatest challenges facing nations, government, business and over future decades. Activities to reduce greenhouse gas emissions by the Kyoto Protocol, the international community has been in progress. Korea also has introduced the Emission trading system to reduce greenhouse emission from the supervision of the government. Greenhouse gases emissions quantity should be internationally recognized. Mutual Recognition Arrangement should be recognized as the same greenhouse gas emission. International recognition of domestic verification body of international mutual recognition is required. Efforts are needed to secure the equivalence between the emission rights through direct cooperation with the relative nation accreditation body. Early entry into the IAF/PAC GHG MLA is essential for demonstrating equivalence between greenhouse gas emissions. Emissions trading will also require connection to the EU ETS, California, USA, and Tokyo, Japan to link Emissions trading. In the case of establishing accreditation standards and accreditation criteria, it will be necessary to distinguish between the domestic Energy Target Management System and the Emission Trading System. Independent greenhouse gases verification bodies should be established to meet the requirements of IAF and PAC. It is necessary to revise the qualification criteria for the verification of the greenhouse gas verification body according to international standards requirements. It is necessary to support the role of accreditation bodies of domestic greenhouse gas verification bodies. It is required to join international organizations of international mutual recognition of international trade and the need for pilot projects to link greenhouse gas emissions. The core link to our emission trading system is called EU-ETS, and we will need to join the IAF/PAC GHG MLA GHG. The International Mutual Recognition Agreement (IAF) is expected to allow international interoperability of GHG emissions verification between EA and the PAC. By signing a PAC GHG MLA, it will need to be prepared to prepare for the pilot project to link the emission trading system.
The purpose of this study is to contribute to developing psychological support system in disaster response of South Korea by examining that of Japan. Psychosocial support from the Red Cross with the psychiatric support by the DPAT from local government were achieved in the early stage of disaster psychology support system in Japan. In the long term intervention after disaster, psychiatric support from Kokoro-no care center has been established. In other words, not only traditional mental health approach but also disaster psychology support activities including psychosocial support are deployed. National Information Center of Disaster Mental Health, which is control tower of disaster psychology support, understand the disaster in the level of nationwide through collecting and analyzing the data related to disaster, and manage disaster psychological support activities. Disaster psychology support system in Japan modified problems immediately during large scale disaster that they are equipped with state of the current. Implications for disaster psychological support system and crisis counseling program in South Korea are discussed.
Previous research has not evaluated the effects of various rates and frequencies of manure application and frequencies of cutting on yield and stand persistence of cool-season grasses and alfalfa-grass mixtures. The primary objective of this study was to compare the effects of cutting management systems on herbage yield and stand persistence of orchardgrass (Dactylis glomerata L.) and an alfalfa (Medicago sativa L.)-orchardgrass mixture from various rates and frequencies of dairy slurry application. A randomized complete block design with treatments in a sub-subplot arrangement with four replicates was used. The main plot consisted of 2 cutting management systems (4 and 5 annual cuttings). The subplots were 9 fertility treatments: 7 slurry rate and frequency of application treatments, one inorganic fertilizer treatment, and an unfertilized control. The split-split-plots were the two forage species: orchardgrass and alfalfa-orchardgrass mixture. The study was initiated after 1st cutting in 1995. Cumulative yields of the 2nd and subsequent cuttings of both orchardgrass and alfalfa-orchardgrass in 1995 were higher for the 5-cutting system than the 4-cutting system. The 1995 growing season was abnormally dry. In 1996, an abnormally wet year, the reverse was true, total herbage yields being higher for the 4-cutting system than the 5-cutting system. Species response to fertility rate/frequency treatments was different in both years. Higher application rates early in the season and carryover of nutrients from late season applications the previous year appear to be responsible for the yield increases of those fertility treatments having significant yield differences between the cutting management systems. The stand ratings of orchardgrass were not affected by cutting management. In the spring of 1997, however, the stand ratings of alfalfa-orchardgrass in the 4-cutting management system were significantly greater than the 5-cutting management system. The very high manure application rate significantly reduced the stand ratings of alfalfa-orchardgrass in the 5-cutting system.
