A Small-and-medium-sized Hospital's Crisis Management during 2015 MERS Outbreak: A Case of G Hospital (중소병원의 2015 MERS 위기 대응: G병원의 사례)

  • Purpose: Crisis is inevitable to every organization and therefore, successful crisis management is critical to the organizations' survival and prosperity. With the understanding, this study aims to draw propositions for successful crisis management of hospitals when facing infectious disease outbreak. For the purpose, a case of a small and medium sized hospital's experience of crisis management during 2015 Middle East Respiratory Syndrome outbreak was analyzed. Methodology/Approach: The detailed internal circumstances and experiences of the hospital during the MERS outbreak were identified by in-depth interview as well as the extensive material review, and analyzed under the view of the theories of accident, error, and crisis in relation of organization management Findings: Overall, nine propositions are drawn by the phase of crisis. In pre-crisis phase, for example, 'the hospital preparedness has positive influence on the effective responding to the crisis'. In detection phase, 'the mindfulness of the hospital organizations' as well as the individuals' has positive influence on detecting the crisis signals'. In crisis phase, for example, 'improvising naturally occurs in crisis by the unknown disease, therefore, a component site supervisor coordinating such improvision is important'. Lastly, in post-crisis phase, 'successful crisis responding experience facilitates the positive hospital culture'. Practical implication: From the experience of a small and medium size hospital, it is suggested that proactive system approach oriented by safety is beneficial for effective crisis management.

Satellite Mobility Pattern Scheme for Centrical and Seamless Handover Management in LEO Satellite Networks

  • Since low earth orbit (LEO) satellite constellations have important advantages over geosynchronous earth orbit (GEO) systems such as low propagation delay, low power requirements, and more efficient spectrum allocation due to frequency reuse between satellites and spotbeams, they are considered to be used to complement the existing terrestrial fixed and wireless networks in the evolving global mobile network. However, one of the major problems with LEO satellites is their higher speed relative to the terrestrial mobile terminals, which move at lower speeds but at more random directions. Therefore, handover management in LEO satellite networks becomes a very challenging task for supporting global mobile communication. Efficient and accurate methods are needed for LEO satellite handovers between the moving footprints. In this paper, we propose a new seamless handover management scheme for LEO satellites (SeaHO-LEO), which utilizes the handover management schemes aiming at decreasing latency, data loss, and handover blocking probability. We also present another interesting handover management model called satellite mobility pattern based handover management in LEO satellites (PatHO-LEO) which takes mobility pattern of both satellites and mobile terminals into account to minimize the handover messaging traffic. This is achieved by the newly introduced billboard manager which is used for location updates of mobile users and satellites. The billboard manager makes the proposed handover model much more flexible and easier than the current solutions, since it is a central server and supports the management of the whole system. To show the performance of the proposed algorithms, we run an extensive set of simulations both for the proposed algorithms and well known handover management methods as a baseline model. The simulation results show that the proposed algorithms are very promising for seamless handover in LEO satellites.

Simulation Experiments for Ubiquitous Traffic Flow Management (유비쿼터스 환경에서 최적교통관리를 위한 시뮬레이션 평가)

  • The ubiquitous transportation system environments make it possible to collect each vehicle's position and velocity data and to perform more sophisticated traffic flow management at individual vehicle or platoon level through V2V and V2I communications. The VISSIM simulation experiments were performed to address the issues in developing the preventive congestion management algorithm proposed in the companion paper. Traffic flow stability measures were developed based on the platoon profile, which enables us to explicitly consider traffic flow stability in traffic flow management. Traffic flow management strategies according to the traffic flow states were proposed: Maintain the equilibrium speed for free flow state, maintain the traffic flow stability by platoon control for critical state, and surpress the shock wave propagation for congested state. And finally potential benefit of the proposed traffic flow management scheme was evaluated based on the simulation experiment results. It is considered that extensive field experiments should be performed to confirm the simulated results.

  • Recently, the rapid progress of internet technology stirs the widespread development in the educational areas. Internet has been exploited as an effective means to support school information management as well as to supplement traditional off-line teaching-learning methods. Science instruments are very important tools for science-related courses in the elementary schools. However, managing science instruments effectively has not been concerned greatly so far. Only off-line management systems were presented. In this paper, a Web-based science instrument management system is proposed. The proposed Web-based science instrument management system has the following characteristics. First, an extensive model for science instrument management is presented. The proposed model can be used as a standard model for effective management. Second, the system can provide inventory information as well as standard instrument requirements to teachers anytime anywhere. The system helps teachers make decisions on procurement plan. Finally, the user interface is designed to support easy navigation and simple use.

  • As demand for IT services increase, which are based on SOA and cloud computing, service level agreements (SLAs) have received more attention in the parties concerned. An SLA is usually a paper contract written in natural language. SLA management tools which are commercially available, implement SLAs implicitly in the application with a procedural language. This makes automation of SLA management difficult. It is also laborious to maintain contract management systems because changes in a contract give rise to extensive modifications in the source code. We see the source of the trouble is the existence of documentary SLAs (paper contracts) and corresponding executable SLAs (contracts coded in the procedural language). In this paper, to resolve the current SLA management problems we propose an active SLM (Active Service Level Management) system, which is based on the active SLA (Active Service Level Agreement). In the proposed system, the separated management and processing of dual SLAs can be unified into a single process with the introduction of active SLAs (ASLAs).

Big Data Adoption in the Construction Industry: Status Quo, Drivers and Challenges

  • Under the influence of pervasive digital revolution, the world is overwhelmed with data with an increasing speed of data generation. The accessibility and analysis of 'big data' can provide useful insight and help various industry sectors revolute. Although the concept of 'big data' has gained popularity in the construction industry in recent years, the construction industry remains at a nascent stage in the adoption of big data technologies and lags behind other sectors. To the best of our knowledge, few empirical studies have been done to examine the status quo of big data adoption in the construction sector and its influencing factors. This paper fills the gaps and examines the current status of big data adoption in companies with different sizes and roles and projects with different types, and the drivers and challenges in adopting big data technologies. After an extensive literature review, a questionnaire survey and post-interviews were conducted. The results of the analysis show that the big data adoption in the construction sector is affected by the size of companies and the work experience of employees. Technology advancement, competitiveness, government plan, and policy initiatives are the main drivers of the big data adoption, while design appropriate system, difficulty in data collection and the lack of knowledge and experience were found to be the major challenges for the big data adoption in the construction sector. Finally, the identified top three strategies to overcome challenges and promote big data adoption are 'clear organization structure', 'government incentives' and 'the training of IT personnel'. The findings of this study guide construction practitioners in different companies and projects put domain specific strategies in place to enhance the big data adoption.

An Integrated Approach in the Pest Management in Sericulture

  • The success of sericulture industry in India is mainly attributed to the well-planned annual sericultural activity and the systematic implementation of pest preventive and control measures. The insect spectrum of silkworm and its food plants is complex and plays a major role in limiting the production of silk. Insects cause extensive damage to plant whereas predators and parasites either kill the silkworm larvae or force them to spin flimsy cocoons. Unilateral control measure against this pest is mainly based on the use of synthetic organic insecticides. Though these approaches initially paid rich dividends, the undesirable consequences soon surfaced. Insecticide induced resurgence of gall midges, leafhopper, leaf roller, secondary pest out breaks and development of pest biotypes has led to realization of Integrated Pest Management in sericulture. Various components of IPM, viz. Host plant resistance, cultural practices, biological control, chemical control and integrating them at various technological levels have been studied. Sources of host plant resistance have been identified for some of the major insect pests. High yielding mulberry variety has been propagated and their resistances towards major pests have been recorded. Cultural practices like pruning, pollarding, judicious use of nitrogen, optimum spacing and weed management have preyed to be the powerful tools in containing pests. Natural control over the pest population build- up exerted by the wide range of parasitoids, predators and pathogens has been well documented with identification of natural enemies and studies on their potential. Augmentation, through inoculation or inundative releases of parasitic arthropods, is the most direct way of increasing the numbers of these beneficials in sericulture.

A New Class-Based Traffic Queue Management Algorithm in the Internet

  • Facing limited network resources such as bandwidth and processing capability, the Internet will have congestion from time to time. In this paper, we propose a scheme to maximize the total utility offered by the network to the end user during congested times. We believe the only way to achieve our goal is to make the scheme application-aware, that is, to take advantage of the characteristics of the application. To make our scheme scalable, it is designed to be class-based. Traffic from applications with similar characteristics is classified into the same class. We adopted the RED queue management mechanism to adaptively control the traffic belonging to the same class. To achieve the optimal utility, the traffic belonging to different classes should be controlled differently. By adjusting link bandwidth assignments of different classes, the scheme can achieve the goal and adapt to the changes of dynamical incoming traffic. We use the control theoretical approach to analyze our scheme. In this paper, we focus on optimizing the control on two types of traffic flows: TCP and Simple UDP (SUDP, modeling audio or video applications based on UDP). We derive the differential equations to model the dynamics of SUDP traffic flows and drive stability conditions for the system with both SUDP and TCP traffic flows. In our study, we also find analytical results on the TCP traffic stable point are not accurate, so we derived new formulas on the TCP traffic stable point. We verified the proposed scheme with extensive NS2 simulations.

Potential Implications and Applications of Terror Management Theory for Library and Information Science

  • Mental health experts warn the combination of overwhelming amounts of information, economic instability, political discontent, social injustice, and the high infection and death rates of the ongoing COVID-19 pandemic are negatively impacting mental health in ways that may worsen the pandemic and intensify our primal fear of death. Terror Management Theory (TMT) argues that self-esteem and cultural worldviews serve as defenses against the terror of our own mortality. This theory anchor paper introduces TMT to Library and Information Science (LIS) via a selected literature review on TMT's use in the field of Psychology and an extensive discussion on the conceptual connections to LIS supported with empirical research from related disciplines and contexts. The implications, applications, and usefulness of TMT for LIS research, education, and practice are discussed in relation to the COVID-19 pandemic and other contexts, and a research agenda is proposed.

Continuous Quality Improvement of Medical Equipments Based on Clinical Monitoring: A Case Study of Dental Implants (의료기기에 대한 임상모니터링 기반의 지속적 품질개선: 치과용 임플란트의 사례)

  • Dental implant has recently become one of the most viable treatment options for regaining the oral function and dental aesthetics compared with conventional fixed or removable dentures. Dental implants vary in material, dimensions, geometries, surface properties, and interface geometries. It has been reported that there has been a proliferation of manufacturers who produce implants using various materials and surface treatments, and the dentist needs to select from over 2,000 different dental implants and abutments in a specific treatment situation. Unfortunately, however, no metrics have been specifically identified for the purpose of quality assessment and selection of an appropriate dental implant. This study aims to provide practical guidelines for quality assessment of dental implant based on clinical data. Like other medical devices and materials, the superiority related to specific characteristics of the dental implant needs to be verified through extensive clinical studies. The procedures of clinical monitoring for dental implants have been proposed along with a case study to exemplify the usefulness of clinical monitoring for the purpose of continuous quality improvement in medical industry.
