  • Maritime transportation engineering is a technical field that observes the flow of vessel's traffic in accurate and describes the feature of ship's movement statistically, then contributes to the improvement of traffic flow and the safety of traffic. The flow of marine traffic can be controlled by carrying out assessment and analysis of vessel's traffic. It can realize the safety of marine traffic by accurate research and analysis of vessel's traffic, understanding its flow and analysis data of vessel traffic. This study the analysis system of marine traffic connected with Radar, AIS based on ENC(Electronic Navigational Chart). The marine traffic analysis system contributes to safety of marine traffic through the design of marine traffic route, harbour facilities and improvement of vessel's traffic flow.

  • ENC internationality is emphasized by promoting coordination between international organizations recently. However, as a uniform chart pattern is more than ncecessary for save and comfortable navigation between adjacent countries, it is expected to require base technology to solve this problems. In this study, we define each other's different needs and object of Harmonization and identify the base technology by analyzing the case of foreign coutries' Harmonization to come up with an effective counterplan. In addition we analyze and arrange the difference between Korea and other countries in the point of the topic classified from examples of other countries. In conclusion, the effects are drawn from that by conducting this analyzing.

  • Recently, there has been much interest in the converged platform that enables the harmonized collection, integration, exchange, presentation and analysis of various kinds of marine information by using the ICT means. Regarding such the converged platform, S-100 standards including the international hydrographic data model are being announced and various studies have been published based on the S-100 standards. However, the existing studies have presented simple solutions for only given problems on the converged service of the maritime information. They could not propose the design concept of the converged platform which makes it possible to provide the standardized and integrated services among the geospatial data, the real-time maritime data, and the next ENC. Therefore, we propose design and implementation details of the converged service platform for the geospatial and the maritime data based on the S-100, WMS, WMTS, WPS, SOS standards. The proposed platform has advantages of supporting both the S-57 and the S-101, supporting the converged services of heterogeneous geospatial data and ENC data, supporting the real-time services of sensor data such as weather, AIS, and CCTV, and supporting the development of various kinds of maritime systems such as ECDIS, ECS, VTS based on the WebApp service. Finally, we proved the effectiveness of our proposed platform through the actual implementation of the converged service of geospatial data, S-101 data, and KWeather data.

S-100 기반 차세대 전자해도 개발 계획 및 시사점

  • 국제수로기구(IHO)는 수로데이터의 상호 운용성 확보 및 활용 증진을 위해 ISO 19100 지리공간 정보 표준을 수로분야로 확장하여 S-100(범용수로데이터모델) 표준을 개발하여 현재 2.0 버전에 이르고 있으며, S-101 차세대 전자해도 표준을 포함하여 전자서지 및 동적 수로정보 등의 다양한 표준을 개발 중이다. 한편, 국제해사기구는 e-Navigation 전략 추진을 위해 전략이행계획(SIP)를 개발하고, e-Nav 정보표준인 CMDS를 S-100 표준을 기반으로 개발하기로 결정 하였으며, 국제항로표지협회는 AtoN, IVEF, AIS-ASM, 측위 인프라에 관한 S-20X 표준개발을 진행하고 있다. 우리나라의 해양조사 및 수로도서지 간행을 담당하고 있는 국립해양조사원은 S-100 표준 기술을 확보하고 국가 수로국으로의 역할 수행을 위해 S-100 수로데이터를 구축할 계획으로 있다. 본 연구에서는 S-100/S-10X 표준개발 현황 및 우리나라의 차세대 전자해도 개발 계획을 검토하고, 해사안전, e-Navigation 및 VTS 분야 관점에서 시사점을 정리 하였다.

ENC Development using GIS (GIS를 이용한 전자해도의 개발)

  • 국제적으로 개발되고 있는 전자해도는 선박의 대형화 고속화로 인한 각종해난사고의 예방과 급증하는 해상교통을 효율적으로 처리하기 위한 안전항해시스템의 기본데이터로 사용된다. 국제기구인 IHO는 1996년에 전자해도관련 국제표준을 제정하고 각 회원국에 전자해도 개발을 강력히 권고하였으며 이에 따라 국내에서도 국립해양조사원이 1999년 완료를 목표로 전자해도 개발을 추진하고 있다. 전자해도의 개발과정은 기존의 종이해도를 디지틀화 하는 것에서 출발하며 이 과정에서 CIS를 이용한다. 국내에서는 수로데이터의 처리에 강력한 기능을 갖고 있는 CARIS를 사용하여 수치해도를 제작하고 이 데이터를 기본으로 전자해도 데이터를 생성한다. 실제로 종이해도를 스캔한 이미지 파일을 벡터화하고 각종 관련 규약에 맞게 편집하여 수치해도를 제작하며 이를 바탕으로 S-57 기반의 전자해도를 제작한다. 이 과정에서 CARIS는 이미지의 벡터화, 각종 심볼의 입력, 좌표변환, 오브젝트의 입력ㆍ수정등을 수행한다. 본 논문에서는 KRISO가 1995년 말부터 국립해양조사원에서 위탁받아 연구한 전자해도 개발과정과 검수과정을 소개하고 그 과정에서 사용된 CARIS의 활용에 대해 설명한다. 이러한 고찰을 통해 향후 중요하계 다루어질 전자해도의 공급 및 관리시스템의 GIS 활용을 고려할 수 있을 것이다.

  • 우리 나라는 3차년도에 걸쳐 전자해도 및 수치해도를 구축하였고, 1999년도까지 우리 나라 전역에 대하여 전자해도 및 수치해도의 구축이 완료될 예정이다. 따라서, 지금까지는 데이터를 구축하는 단계였다면 이제는 데이터를 어떻게 효율적으로 관리하고, 원활하게 공급할 것인가를 고민해야한다. 현재까지 사용되어 오던 기존의 종이해도와는 전혀 다른 형태의 새로운 생산품인 전자해도는 근본적으로는 선박의 안전항해와 해난사고 예방에 초점을 두어 개발되었으나 해양정보의 공간정보화라는 측면에서 해양환경 보호 그리고 효과적인 해양행정 관리 둥 해양관련 분야에서 다양한 활용이 예상된다. 따라서 기존의 종이해도와 전혀 다른 데이터베이스 형태의 전자해도 데이터를 공급하는데 있어 기술적으로나 경제적으로 거대한 시장에 적합하고 데이터를 공급하고 사용하는 동안 그리고 전자해도 데이터를 이용한 또 다른 상품을 제작할 때 상업적 측면에서나 안전성 측면에서 데이터의 정확성과 안전성을 확보할 수 있는 공급 체계를 채택하여 이 데이터의 수요자들이 보다 좋은 품질의 공간정보와 다양한 공간정보 상품을 서비스 받을 수 있도록 하여야 한다. 본 연구에서는 디지털화된 저작물인 전자해도의 유통체계를 확립하는데 있어 국내 저작권법과 컴퓨터프로그램보호법을 기준으로 데이터의 유통에 대한 국제 상거래 관념을 비교 분석하고 외국의 전자해도 유통 사례를 비교 분석함으로써 우리 나라에 적합한 전자해도 공급체계를 제안하고자 한다.

A Study on Implementation of SVG for ENC Applications (전자해도 활용을 위한 SVG 변환 연구)

  • Electronic Navigational Charts(ENCs) are official nautical charts which are equivalent to paper charts with supplementary information. Although their main purpose is to be used for the safe navigation of ships, they also contain much information on coasts and seas which may be interesting to ordinary people. However, there is no easy way to access them because of therir specialized data format, access method and visualization. This paper proposes on implementation of SVG for the access and services of ENCs. SVG(Scalable Vector Graphic) makes it possible to make use of Vector graphics for servicing maps in basic internet browsing environment. Implement of SVG for ENC applications by this research is free of special server side GIS mapping system and client side extra technology. The implementation of SVG for ENC Applications can be summarized as follows: Firstly, SVG provides spatial information to possess searching engine to embody SVG map. Secondly, SVG can provide high-quality vector map graphics and interactive facility without special Internet GIS system. It makes it possible to use services with very low cost. Thirdly, SVG information service targeting on maritime transportation can be used as template, so it can be used dynamically any other purpose such as traffic management and vessel monitoring. Many good characteristics of SVG in mapping at computer screen and reusability of SVG document provide new era of visualization of marine geographic information.

  • The IHO(International Hydrographic Organization) has developed the S-100 standard as a universal hydrgraphic data model for consistent use and application of various hydrographic data and sources, and is developing the product specification standards. The organization modified this standard to reflect the requirements of application parts, detailed the insufficient contents for products. In this study, the trend and recent requirement of S-100 standard were analyzed. Also, a method of managing S-100 standard was completed based on the analysis of S-100 application.
