A Status of Atmospheric Environmental Impact Assessment and Future Prospects (대기환경영향평가 현황 및 향후 과제)

  • The current status of atmospheric environmental impact assessment (EIA) has been summerized and future prospective for effective and accurate atmospheric EIA has been proposed by reviewing available papers and reports for the atmospheric EIA. The number of reports for the EIA in the EIA support system which is operated by the Korean Environmental Institute have been dramatically decreased from 282 reports in 2008 to 113 reports in 2012 during recent five years. This is partially due to simplification of the EIA procedure, the contraction of the public development and economic recession. We analyzed details of the EIA report to review how actual atmospheric EIA has preformed according to the EIA guidelines from the Korean Ministry of Environment. The 264 reports of EIA published in 2011 and 2012 had been reviewed especially focusing on the atmospheric evaluation items such as meteorology, air quality measurement and modeling, odor measurement and modeling, wind corridor in urban planning, and climate change. In overall sense, the atmospheric EIA has been performed quite well by abiding the guidelines except for local meteorological data measurement, permit standard for air quality and wind corridor. The new approaches to improve the procedure of atmospheric EIA and to reflect future of national air quality standard of $PM_{2.5}$ have been proposed. The guidelines on how to evaluate the wind corridor, to implement atmospheric EIA for $PM_{2.5}$ permit, and how to acquire local meteorological data by combining local measurement and model prediction are required for the effective and future oriented atmospheric EIA.

Studies on Establishing an Effective System for the Management after Construction in the EIA Process (사후환경관리시스템을 통한 사후관리의 실효성 확보)

  • Follow-up process consists of two steps. First, it monitors whether project proponents comply with reviews made by KEI. The second steps is to survey environmental impacts during and after implementation of the proposed action. The follow-up requires the proper participation of stakeholders: project proponents, compliance monitors, impact monitors, and environmental agencies approving and reviewing said projects. Currently, follow-up process does not work well because each stakeholder does not play his proper role for various reasons such as mutual distrust among stakeholders and problems associated with institutional settings. This study intends to improve effectiveness of follow-up process and, ultimately, to improve quality of EIA in Korea by devising a follow-up system that delineates clear roles and build a strong network among stakeholders. In order to do so, the study identifies current problems associated with follow-up process and examines basic concepts and procedures involved in it. Secondly, it analyzes relational dynamics among stakeholders to identify what's behind the current mutual distrust. Third, it proposes a way to delineate clear roles to each stakeholder so that follow-up process runs efficient as an organic network.

  • This paper will describe design process and its results that are minimized unaddressed feature of product development processes. This process provides integrated system design process by context analysis of EIA 632 standard process, interface definition from activity decomposition, integration of related activities, and definition of concurrency & sequential activities flow. This process and method application will contribute to minimize time loss that is emerged from activities iteration by not definitely definition of activities interface.

  • EIA(Environmental Impact Assessment) was introduced in 1979 by our gorvernment to cope with serious environmental problems. Recently environmental pollution has been controlled severely than ever because pollution phenomena became more comlpicated and arrcordingly the damage more terrible. For the EIA system to achieve its goal effectively, systematic and scientific approach should be found out. For this reason the techniqes such as GIS(Geographic Information System) and RS(Remote Sensing) come to front strongly. The purpose of this paper is to investigate the application techniqes of GIS and RS to the EIA system. Haw-Won Myen, Hae-Nam Gun, Chun-Nam and its related area, which will be developed to be a sightseeing area, were selected as the study area. Applications of GIS resulted some important outcome such as earthwork calculations, landuse models, aspect maps, stability of slanting surfaces, elevation models, estimation of real estates, etc. GIS applied EIA proved to be very useful for the project managers and planners to plan, evaluate, judge the enviormental problems.

Evaluation and Improvement of EIA Information Disclosure System - Focused on the Aarhus Convention - (환경영향평가 정보공개 제도의 평가와 개선 방향 - 오르후스 협약을 중심으로 -)

  • The process of assessing environmental values and impacts is subjective and depends on predictions, limiting the securing of scientific rationality. Therefore, it is necessary to make a supplement by securing procedural rationality. This study has been tried to secure procedural rationality of EIA based on information disclosure system. The Aarhus Convention is an international treaty that defines the right of the public to access to environmental information and to participate in decision-making. This study evaluates Korean EIA information disclosure system by deriving 10 indicators based on the provisions on information disclosure presented in the Aarhus Convention. As a result, the five indicators were satisfied in terms of direction of information disclosure and provision. And the four indicators for the basis of utilization and process are required to be supplemented by detailed regulations. Finally, we derive the need for research on the asymmetry of expertise and acceptability of EIA system through public understanding indicators.

  • Environmental impact assessment (EIA), which predicts, evaluates, and manages the influences on natural landscape, plays a role of monitoring natural resources for systematic management of natural landscape. However, the function of verification and correction of the system is still insufficient and feed-back, one of the most important features of EIA follow-up, has not been introduced in Korea's EIA system yet. As a procedure, it is required to check if the opinions of the evaluators are properly reflected to the outcomes of the project through a reviewing process after assessing environmental impacts of a development project. In reality, despite the awareness about the importance of follow-up inspection of the conformity with, the system mainly focuses on the agreement during the planning stage of the development project and fails to continuously manage after its completion. There have been various preceding studies related to prediction, evaluation, and management of environmental impacts on natural landscape for better management. They primarily dealt with the problems in the EIA process and suggested improvement measures, including directions for institutional development, step-by-step goals, and operation methods, to address the problems which arise in the EIA follow-up process. However, suggested measures are not actively applied with the focus only put on institutional operation, there are virtually no standardized methods to predict and assess landscape changes due to the development project and to manage landscape after the project. Against this backdrop, this study aims to explore the existing methods to analyze the impacts natural landscape and to establish a system where landscape management is continued after the development project. To this end, we will suggest reducing methods according to the predicted changes in landscape for post-project management of natural landscape. Characteristics of reduction methods by project type were examined through reviewing the guide to natural landscape rating and the importance of development project impacts on natural landscape by type of reduction was evaluated through questionnaire for experts. Evaluated types of reduction are classified and presented by characteristics of each development project and content of reduction type.

  • This paper attempts to analyze the institutionalization process of Environmental Impact Assessment(EIA) system within the context of Korean environmental policy. The implementation of EIA in the 1980's was not seriously considered by other government agencies and was sometimes degraded as mere formality due to the inherent problems of the system. With viewing the theory and practice of EIA in Korea, this paper argues that it is essential to reinforce ex post facto management incorporate the participation of residents of concerned areas, upgrade the validity of assessment by selecting a credible assessment-agenices and develop the required technologies. Finally, this paper acknowledge the necessity of devising the mechanism to reconcile the conflict between the regional interest and the national interest.

  • The mission of tilting train development project is enhancing the speed of transportation of railway passenger using existing infrastructure. The threat of this project is the tilting technology is newly incorporated to this project. To overcome the threat this project incorporate systems engineering technology to development tilting train system. The systems engineering process, which was used in this project, was performed in accordance with systems engineering standard EIA632. This paper shows the systems engineering technology which was used to develop the tilting train system specification. This paper also shows the requirement template which was developed to communicate and synthesis various specialty engineering.

  • 파라과이와 한국의 환경영향평가에 관련된 제도와 법률은 환경영향평가 대상사업, 실행방법 및 사후감시 등에서 상이하다. 양국의 환경영향평가 제도 중에는 전혀 관련 없는 것도 있는데, 경제적, 사회적, 문화적, 역사적 그리고 지연조건이 상이하여 양국의 환경영향평가 제도에 영향을 주는 것으로 분석된다. 파라과이에서는 스코핑이 Term of References (TOR)가 준비되는 단계이다. TOR은 환경부에 의해 준비된 특정의 환경영향평가의 요구조건을 포함한다. 파라과이에서는 스코핑 단계에서 환경부의 주도로 주민참여가 진행된다. Environmental Impact Relatorio (RIMA)가 개발사업으로 인해 영향을 받는 지역사회에 시행되고, 간결하고 이해하기 쉬운 표현으로 작성된다. 파라과이에서는 EIS가 승인되기 전에 RIMA를 지역사회에 공개한다.

A Study on the Effective Public Participation in the Tourism Development (관광단지 개발과정에 있어서 주민참여 효율화 방안에 관한 연구)

  • Promulgation of the Environment Preservation Act of 1977 has tried to conserve the environment encroached by the development projects. Since 1983, this act has included tourism development in EIA project and public participation as a part of EIA process since 1991. Still, there are many problems in applying the gathered opinions of local residents in such development plans. Therefore, it is necessary to develop a new system in whole project process as well as EIA to reflect these opinions. This study aims to investigate the problems in the process of the public participation and to suggest more effective solutions from the developer's point of view. Studies include theories of public participation developed in the planning process and the opinion survey of developers.
