공적개발원조사업(Official Development Assistance)의 방향과 환경평가 (Official Development Assistance and Environmental Assessment)

  • ODA projects such as multi-purpose dam, industrial complex, road construction etc. have resulted in environmental damage and resident relocation including destruction of site of living. Even the grandiose developments as ODA projects have made clear the value clashes between development and environmental conservation, and have brought about conflicts between public interests and public environmental right, and the discordance between public interests and private property rights in the recipient country. This study summarizes and analyses the Korea's ODA projects and will suggest the public participation and governance system based on Saemaul Movement, Strategic Environmental Assessment and Environmental Impact Assessment based on the guideline of OECD DAC, and emphasize Strategic Environmental Assessment and Social Impact Assessment in the procedure of ODA projects. In the future the ODA project should be implemented for the overcome of poverty and response to climate change based on the experience and trial and errors of Korea's compact growth and past ODA projects.

  • This research aims to investigate into Official Development Assistance (ODA), which may be regarded as assistance or aid to increase competitiveness in the overseas construction field through presenting, in the initial step of construction projects, schemes to secure financial resources to those who place orders. In this research, the present author analyzes ODA of advanced countries and S.Korea and distributes and collects questionnaires to experts in related fields in order to investigate into the current state and problems of overseas construction and ODA.

한국의 공적개발원조 20년의 평가 (An Evaluation of Korea's 20-Year ODA)

  • 본 논문은 한국의 공적개발원조(ODA)의 효과를 원조기관 설립법의 목적달성 여부에 기반을 두고 평가하였다. 구체적인 평가의 기준은 설립법의 목적을 가장 잘 나타낼 수 있는 수원국의 1인당 국내총생산(GDP) 성장과 공여국인 한국의 수출 및 해외직접투자(FDI) 증진을 기준으로 하여 평가하였다. 또한 수원국을 지역, 소득수준 및 경제적 자유도별로 구분하여 원조의 효과를 평가하였다. 한국국제협력단(KOICA)의 양자 간 무상원조(bilateral grants)와 대외경제협력기금(EDCF)의 양자 간 유상원조를 1990~2003년 사이의 163개 수혜국을 대상으로 실증적 분석을 실시하였다. 그 결과 한국의 공적개발원조는 수원국의 1인당 GDP 성장에 통계적으로 유의한 영향을 미쳤다는 근거를 발견하지 못하였다. 해외직접투자에 있어서는 공적개발원조가 전 기간에 걸쳐서 수원국에서 한국의 해외직접투자를 증진시켰다. 수출에 있어서는 2000~03년 기간을 제외하고 공적개발원조가 수원국에서 한국의 수출을 증진시킨 것으로 나타났다. 이러한 결과를 바탕으로 앞으로의 한국의 공적개발원조정책 수립에 참고가 될 권고를 하였다. 먼저, 수원국의 수를 집중과 선택의 원칙에 따라서 줄이고, 공적원조의 규모를 확대하고, 다른 원조공여국 및 국제개발원조기구와의 공동협력원조를 증진하여야 한다. 둘째, 원조의 목적과 원조자원의 배분기준을 명확하게 규명하고, 이를 구체화하는 집행지침이 마련되어야 할 것이다. 셋째, 원조의 질적 향상을 위하여, 각 수원국별로 유 무상 원조를 아우르는 하나의 조화된 중기원조사업계획을 수립하여 집행한다. 끝으로, 원조기관은 개별적인 원조사업에 대한 사전 사후 평가기준과 사업집행의 점검 감독 기준과 절차를 마련하여 준수하도록 하여야 한다.

이해관계자와 이용객 설문 조사를 통한 국내 ODA 산림협력사업 평가 연구 - 인도네시아 룸핀양묘장 사업을 대상으로 - (Evaluation of the ODA Forest Cooperation Projects in Korea through Stakeholder and Visitor Survey - A Case Study of the Rumpin Seed Source and Nursery Center Projects in Indonesia -)

  • It is essential that the evaluation of official development assistance (ODA) projects is conducted based on empirical research for the performance and improvement of the project. This study intended to quantitatively figure out the actual status and performance of ODA projects. The performance of the Rumpin Seed Source and Nursery Center project implemented by the KOICA was evaluated in items of relevance, efficiency, effectiveness, impact, sustainability, which are OECD Development Assistance Committee(DAC) evaluation criteria. From August 26, 2019 to August 29, 2019, a survey was conducted on 50 visitors and 54 stakeholders of the Rumpin Seed Source and Nursery Center. Through on-site survey, problems in the donation project and operation in Indonesia were identified and measures for improvement was grasped. As a result of the study, the value scored by OECD DAC evaluation criteria of the Rumpin Seed Source and Nursery Center project based on the Economic Development Cooperation Fund(EDCF) evaluation grade was evaluated as a very successful class in all items. The average score of the recognition question was 4.08 points for visitors and 4.08 points for stakeholders, and the average score for the satisfaction question was 4.37 points for visitors and 4.11 points for stakeholders, which were high overall in both groups. The main factor that affects the project awareness of the visitors was the fact that the Rumpin Seed Source and Nursery Center was created based on Korean technology, and it was confirmed that Indonesia's own items related to similar projects had a great influence on the project satisfaction. In the case of stakeholders, project support in Korea affected their recognition, and it was found that relevance, efficiency, effectiveness items had the greatest impact on the level of project satisfaction of stakeholders derived from the DAC individual evaluation results. Efforts are required to increase the main factors by reflecting the results of each item and to preserve and maintain the project. This study is significant in determining the performance of the ODA project based on empirical data, and it is believed that it can be used as basic data for supplementing and strengthening the project in the future.

Endothelium-dependent Contraction of Aorta in One-kidney, One-clip Goldblatt Hypertensive Rat

  • The mechanism of impaired endothelium-dependent relaxation in the aorta of one-kidney, one clip Goldblatt hypertensive (1K,1C-GBH) rats was investigated. 8 week-old Wistar-Kyoto (WKY) rats were made hypertensive by left renal artery stenosis with contralateral nephrectomy. Endothelium-dependent relaxation was significantly reduced in 1K,1C-GBH rats as compared with WKY rats. However, the relaxation by sodium nitroprusside in 1K,1C-GBH rats was not reduced as compared with WKY rats. The impairment of endothelium-dependent relaxation in 1K,1C-GBH rats was partially restored by the pretreatment of indomethacin or SQ29548. When the nitric oxide production was inhibited by L-nitroarginine methyl ester, acetylcholine (ACh) induced a endothelium-dependent contraction that was greater in 1K,1C-GBH rats than in WKY rats. Endothelium-dependent contraction by ACh was completely abolished by indomethacin or SQ29548. However, imidazole, tranylcypromine and superoxide dismutase did not affect the endothelium-dependent contraction in 1K,1C-GBH rats. These results suggest that impaired endothelium-dependent relaxation in the 1K,1C-GBH rats might be due to the simultaneous release of EDCF, and that prostaglandin B2 may be involved as a mediator of endothelium-dependent contraction.

  • The effects of an irreversible or a reversible $\alpha_1$-adrenoceptor antagonist (dibenamine or prazosin) on $\alpha_1$-adrenoceptor-mediated vasoconstrictions were studied in the endothelium-denuded rat aorta. In these experiments, the mobilization of intracelluier calcium and translocation of extracellular calcium were also studied. To exclude the modulation of endothelium releasing EDRF and EDCF, the endothelium was removed in all rat aortas. Contraction induced by phenylephrine (a full $\alpha_1$-adrenoceptor agonist) was separated into a fast phasic component of the response due to the release of intracellular calcium and a slow tonic one due to the influx of extracellular calcium. Pretreatments with increasing doses of reversible $\alpha_1$-adrenoceptor antagonist prazosin, as well as irreversible $\alpha_1$-adrenoceptor antagonist dibenamine, inhibited the phasic component of phenylephrine-induced contraction more effectively than the tonic one. Pretreatment of dibenamine (0.2 $\mu{M}$) or prazosin (10 nM) to the rat aorta abolished phasic response but remained tonic one about 41% and 51%, respectively. These results suggest that as the efficiency of phenylephrine was progressively reduced by pretreatments with increasing doses of an irreversible or a reversible $\alpha_1$-adrenoceptor antagonist (dibenamine or prazosin), the contraction induced by phenylephrine became progressively more dependent on the influx of extracellular calcium.

  • The Republic of Korea has made major strides in Information and Communication Technology (ICT) over the last five decades. After going through continuous efforts in e-Government and national informatization, Korea has become one of the global E-government leaders. Korea's E-government Development Index ranking assessed by the United Nations improved from 15th in 2001 to the top in 2010 and 2012 out of 192 countries worldwide, and its E-participation Index ranking was also ranked 1st in 2010& 2012. In addition, many of Korea's E-government practices until now have been introduced to the world as the best cases and received worldwide acknowledgement. The importance of official development aid/assistance (ODA) through informatization is especially gaining attention as Korea has joined the OECD Development Assistance Committee (DAC) and its status has significantly improved within international organizations. The Korean government has selected countries that have high potential in trade, economic, and E-government cooperation or those that are selected as ODA priority countries by the international community and has carried out various activities including ICT consultation, ICT Cooperation Center operation, and ICT learning programs. With joining the OECD DAC, Korea's overseas aid projects are expected to increase and be carried out in a more systematic manner. Also in the area of informatization, the importance of not only the overseas aid 'in ICT' itself but also the overseas aid 'through ICT' is increasing along with the expanding scale for more efficient and influential support. The Korean government's comprehensive reach of international projects in the ICT arena, aims to foster the global partnership for development by sharing and expanding the benefits of ICTs. The Korean government recognizes its advances and has endeavored to share them with others through participation in international forums and hosting of workshops.

선천성 고혈압 렛드에서 혈압 및 내피의 기능장해에 대한 protopanaxatriol계 배당체의 효과 (Effect of Protopanaxatriol Ginsenosides on the Blood Pressure and Endothelial Dysfunction In the Aorta of Spontaneously Hypertensive Rats)

  • Chronic hypertension is associated with impaired endothelial function such as reduced synthesis/release of endothelium-derived relaxing factor(EDRF, nitric oxide) and increased synthesis/release of endothelium-derived contracting factor(EDCF) including prostaglandin endoperoxide($PGH_2$) , superoxide anion both in animals and in humans. We have previously shown that ginsenosides lower the blood pressure and enhance the release of nitric oxide(NO) from endothelial cells in the rat aorta of the normotensive rats. The aim of the present study is to examine whether in vivo treatment of spontaneously hypertensive rats(SHRs) with protopanaxatriol ginsenosides(PPT) reduces the blood pressure and improves endothelial function in the isolated thoracic aorta of SHR. In addition, the contractile response to $PGH_2$ and superoxide anion in the aorta treated with PPT was assessed. SHRs at the age of 16 weeks were savaged with PPT(30 mg/kg/ day) for 2 weeks and systolic blood pressure was measured by the tail-cuff method. Whereas blood pressure was significantly increased in SHRs by 5.4 mmHg during this period of treatment, treatment of SHRs with PPT blocked the elevation of blood pressure. Endothelium-dependent relaxation to acetylcholine was significantly increased in the PPT-treated animals. $PGH_2$- and oxygen-derived free radical-induced contractions were significantly suppressed in aortic rings without endothelium from PPT-treated SHR. These findings indicate that PPT reduces the blood pressure of SHR, which may be associated with either increase of NO release or by antagonizing superoxide anion and PGH2 in the aortic smooth muscle.

  • 다양한 형태의 트래픽이 등장하면서 각 트래픽이 요구하는 서비스 품질을 모두 만족시키기 위한 패킷 스케줄링 연구에 대한 중요성이 커지고 있다. IEEE 802.11 위원회에서는 이러한 요구에 부응하기 위해 IEEE 802.11e 규격을 제정하여 모든 트래픽을 4가지로 분류한 뒤 각 트래픽 별로 차등화된 서비스를 제공하고 있다. 그리고 IEEE 802.11a/g규격에서는 물리계층에서의 전송속도를 무선 단말기 당 최대 54 Mbps까지 지원하고 있다. 하지만 무선 채널환경에서는 전체 대역폭이 제한되어 있기 때문에 주어진 대역폭 내에서 전송효율을 최대화시키는 문제는 항상 풀어야 하는 과제이다. 따라서 본 연구에서는 전송오류가 발생하는 무선통신 환경 하에서 동작하는 무선 LAN 단말기가 패킷 전송을 위해 CSMA-CA 기반으로 동작함에 있어서 CW(Contention Window) 값을 현재 무선채널 상태에 따라 달리 설정함으로써 서비스 처리량(Throughput)을 더욱 극대화할 수 있는 패킷 스케줄링 기법을 제안하였다. 제안된 알고리즘을 NS-2 네트워크 시뮬레이터를 이용하여 성능평가를 수행하였고, 수치 결과를 통해 제안한 알고리즘이 기존 IEEE 802.11e의 성능을 더욱 향상시킬 수 있음을 보였다.

해사안전기술의 대개도국 이전을 위한 로드맵 작성에 관한 연구 (A Study on Road Map for Transfer of Maritime Safety Technology)

  • 국제해사기구(IMO)와 세계 해운계는 해양환경 보호 빚 해상안전 확보를 위해 각종 국제협약을 사행하고 있으나, 해양사고에 의한 인명, 재산, 환경의 피해는 지속적으로 증가하고 있다. 해양 사고의 주요 요인은 많은 개발도상국들이 해사안전기술을 갖추지 못해 IMO에서 요구하고 있는 국제협약을 이행하지 못한 것으로 분석된다. 우리나라는 과거 수원국가에서 최초로 대개도국 지원국가(DAC)에 참여하여, 대개 도국 지원정책을 강화하고 있다. 그러나 해안 대개도국 지원업무는 농어촌 개발 및 사회간접자본 확충 등에 치중하였으며, 해양안전부문은 극히 미흡하였다. 그러나 우리나라는 세계 10위권의 해운국가로 부상하고 IMO A그룹의 이사국으로 피선됨에 따라 개도국의 해양안전 및 환경보호를 위한 지원압력이 국제사회로부터 가중되고 있다. 본 연구에서는 해사안전기술의 대개도국 이전을 위한 로드맵의 작성방안과 이행전략으로서 개도국 수요조사, 자금확보, 조직, 인식제고 등을 제시하였다.
