An Analysis of the Impact to Korea-China FTA Negotiation from China-Taiwan ECFA (중.대만 ECFA 체결이 한.중 FTA 협상에 미칠 영향에 관한 연구)

  • Currently, the most common form of regional economic integration is FTA (Free Trade Area), which is formed by two countries or more as either a bilateral or multilateral agreement. A proposed FTA between Korea and China recently has been re-focused after China concluded its ECFA (Economic Cooperation Framework Agreement) with Taiwan in June 2010. By May 2010, China was the No.1 export partner to Korea (as a Chinese No.2 import partner). Also, Korea and Taiwan trade structure to China is similar and competitive at the same time. So, China-Taiwan ECFA has a significant effect on the trade between China and Korea. As a result, it will hurt Korean industrial production and trade with China. Therefore, the progress and expected issue of a FT A between Korea and China which is prompting will be analyzed. In this situation, the final purpose of this paper is to analyze the impact on a Korea-China FTA Negotiation from the China-Taiwan ECFA.

Evaluation and Comparison of Bank Efficiency in Cross-Strait after ECFA

  • The purpose of this study is to investigate whether the ECFA impacted the efficiency of banks in China and Taiwan from 2008 to 2017. This study follows Seiford and Zhu (2002), who recommend using the standard data envelopment analysis model to measure performance by increasing the desirable outputs and decreasing the undesirables. The finding was that overall technical efficiency increased from 2012 to 2017, reaching 0.575, 0.652, 0617, 0.689, 0.701 and 0.74, respectively. This result implies bank efficiency did indeed improve after China and Taiwan signed the ECFA cooperation agreement. The study found that the mean technical efficiency was 0.8756 in China, greater than Taiwan's mean of 0.3511, implying that Chinese banks experienced a greater increase in efficiency after signing the EFCA. One possible reason explored in this study is that China's economy is currently growing at the highest rate in the world, and the banks' efficiency has benefited from greater economic growth. This suggests that cross-strait sustained negotiations to consummate an agreement on trade in the services will be a very important mission in the future. This result also provides significant evidence suggesting that not accounting for undesirable output while estimating the evolution of the model may seriously distort efficiency results.

  • On June 29th, 2010, a cross-straits "Economic and Cooperation Framework Agreement" (ECFA) is signed between China and Taiwan. This pact seems to be the greatest step forward on cooperation between the two sides, reflecting China-Taiwan thaw. As these countries are especially economically interdependent, great economic incomes and security benefits are expected for both sides after cooperation. this development of enlightened cooperation between China and Taiwan, gives many implications for Korea, the two divided countries. Recently, relation between north and south Korea is developing in an entirely different situation compared to the former Kim Dae-Jung or Roh Moo-hyun administrations. But exchange between north and south Korea has not been stopped, though reduced. This reflects the necessity of exchange of the north and the south, and this means that making preparation for the efficient conduct of exchange is needed. So in this study, we consider the China-Taiwan exchange and cooperation development carefully as a model for exchange and cooperation of the north and south Korea, and sought realizable ways to exchange and cooperate between the north and south Korea, which is also a win-win strategy for northeast Asia.
