차세대 수로정보 테스트 시스템 개발

  • IHO는 기존의 S-57 표준을 대체하고 수로정보 교환을 위한 공통 구조를 제공하기 위해 S-100 표준을 개발하고 S-100 표준화 체계 운영을 위한 S-100 표준 인프라를 개발 중이며, IHO 산하 실무그룹 및 프로젝트 그룹은 S-100 표준에 따라 S-10X 제품 표준개발을 수행하고 있다. S-100 표준에는 Portrayal process, Plug & Play, Interoperability 등의 신규 개념이 포함되어 있으므로, IHO는 이를 검증하기 위한 테스트 프레임워크 수립 하였다. 본 연구에서는 S-100 핵심 개념이 포함된 뷰어 기술을 현행 ECDIS 시스템에 적용하여 차세대 수로정보테스트 시스템을 개발한 결과를 소개하였다. 개발 결과물은 S-100 핵심 개념과 차세대 수로정보 시범 제작 결과를 검증하는데 사용하고, e-Navigation 사용자 시스템 개발로 활용될 수 있을 것으로 판단된다.

A Proposal on the Marine Traffic Supporting System in VTS area

  • In port and its approach channel, traffic accidents such as collision, aground, minor collision have reached about 77% of total marine casualty in the area. In this paper, an attempt to enhance the safe navigation was proposed by offering marine traffic supporting system which helps VTS operator assist vessel effectively with the quantitative assessment on difficulty of each vessel. The system collects navigation data from onboard AIS, assesses the data in assessment mode to analyze the navigation difficulties of each vessel and displays the degree of danger of each vessel on the ECDIS in real-time to decide the intervention time or order of priority for VTS operator. The effectiveness of the system was verified by the VTS operators in Korea.

  • S-Mode는 항해에 필요한 정보들을 확인하기 위하여 주요 항해장비의 기능과 화면, 작동법등을 표준화하는 기능이다. 국제해사기구는 S-Mode의 항해장비 적용을 위한 가이드라인 개발을 진행 중에 있다. 본 연구는 S-Mode 적용을 위한 사용자 의견과 선호도를 조사하여 지침 개발에 반영하기 위해 수행되었다. 항해장비 중 ECDIS를 대상으로, 사용자 선호도 조사를 위한 테스트 프로그램을 구성하였다. 웹기반의 테스트 프로그램을 통해 선호도 조사를 실시하였으며, ECDIS 사용자들이 항해당직 수행 시 선호하는 정보의 내용과 화면배치를 확인하였다. 연구의 결과는 S-Mode에 고려할 사용자 요구 사항을 제시함으로써, 실효성 있는 지침 개발에 기여할 수 있을 것이다.

  • This project defines Tiled-SENC format for S-57 ENC data usage of the mobile platforms and low-end terminals which are not included in ECDIS carriage requirements of SOLAS Chapter V. Also, the architecture modeling and converting technology of Tiled-SENC have been developed and the performance has been compared with ENC Format.

  • For decreasing the maritime pollution accident of the large material(crude oil, ore and so on) carrier, as we construct the Virtual AtoN AIS utilizing the existing AIS Base Station in the area of major route, passage way and danger or in case of emergency danger, it can help the normal vessel to pass the area without any obstacles and inform the danger elements to AIS. ECDIS and radar of the large carrier.

  • S-126 해양물리환경 국제표준에 대하여 S-101 전자해도 표준과 중첩하여 ECDIS(Electronic Chart Display and Information System) 상에 표현하는 방안에 대하여 연구하였다. 수로서지의 텍스트 기반 자료 형태인 해양물리현상을 기호화하여 전자해도에 중첩하여 표현함으로써 S-126 표준 정보를 ECDIS 사용자에게 보다 명확하게 전달하고, 그 결과 선박사고 및 안전항행에 기여할 것으로 기대된다.

Real-time position tracking of traffic ships by ARPA radar and AIS in Busan Harbor, Korea (부산항에서 ARPA 레이더와 AIS에 의한 통한선박의 실시간 위치추적)

  • This paper describes on the consolidation of AIS and ARPA radar positions by comparing the AIS and ARPA radar information for the tracked ship targets using a PC-based ECDIS in Busan harbor, Korea. The information of AIS and ARPA radar target was acquired independently, and the tracking parameters such as ship's position, COG, SOG, gyro heading, rate of turn, CPA, TCPA, ship s name and MMSI etc. were displayed automatically on the chart of a PC-based ECDIS with radar overlay and ARPA tracking. The ARPA tracking information obtained from the observed radar images of the target ship was compared with the AIS information received from the same vessel to investigate the difference in the position and movement behavior between AIS and ARPA tracked target ships. For the ARPA radar and AIS targets to be consolidated, the differences in range, speed, course, bearing and distance between their targets were estimated to obtain a clear standards for the consolidation of ARPA radar and AIS targets. The average differences between their ranges, their speeds and their courses were 2.06% of the average range, -0.11 knots with the averaged SOG of 11.62 knots, and $0.02^{\circ}$ with the averaged COG of $37.2^{\circ}$, respectively. The average differences between their bearings and between their positions were $-1.29^{\circ}$ and 68.8m, respectively. From these results, we concluded that if the ROT, COG, SOG, and HDG informations are correct, the AIS system can be improved the prediction of a target ship's path and the OOW(Officer of Watch) s ability to anticipate a traffic situation more accurately.

Development of KML conversion technology of ENCs (전자해도의 KML 변환기술 개발)

  • IMO adopt the revision of SOLAS convention on requirement systems for ECDIS and considered an ECDIS as the major system for E-Navigation strategy on marine transportation safety and environment protection. ENC(Electronic Navigational Chart) as the base map of ECDIS is considered as a principal information infrastructure that is essential for navigation tasks. Because ENCs are not easy to utilize for being encoded according to ISO/IEC 8211 file format, used for navigational purpose mainly, it's required to utilize in parts of Marine GIS and various marine application. In this paper, we developed KML conversion technology for ENC application. In details, we analyzed data model and encoding method of ENC, schema structure and data file of KML. Based on this results, we developed the program of KML conversion of ENCs.

  • The objective of this paper is to describe the result of development of collision avoidance supporting system, based on the electronic chart display and information system(ECDIS). In real ship operations, collision accidents happen frequently due to human errors such as the lax vigilance, misinterpretation of international regulations for preventing collisions at sea (COLREGs). We developed a system which will help to avoid these kind of accidents. This system can automatically recognize the risk of collisions, generate the safe alternative routes that comply with COLREGs, and then deliver the results into auto pilot. A virtual simulation assuming progressive collision situations revealed the usefulness of this system.
