기후변화의 영향으로 인하여 우리나라를 포함한 세계 곳곳의 기후는 빠르게 변화하고 있으며, 변화는 더욱 뚜렷하고 빈번하게 나타나 막대한 재산 피해로 이어지고 있다. 이에 따라, 기후변화에 적응하기 위하여 선진국을 중심으로 많은 투자와 연구가 진행되고 있다. 기후변화 시나리오를 기반으로 생산된 강우량 자료를 이용하여 수문 현상을 분석하는 것은 미래에 기후변화로 인하여 나타날 수 있는 위험을 최소화시키고 대응방안을 모색하는데 매우 중요한 절차라고 할 수 있다. 본 연구에서는 CORDEX-EA(Coordinated Regional Climate Downscaling Experiment in East Asia) 자료를 이용하여 우리나라 기상청 강우 관측 지점을 대상으로 미래 극한 강우량 산정하고, 각 모델별 변화량을 계산하여 비교 분석하였다. RCP (Representative Concentration Pathways) 시나리오 중 온실가스 저감 정책이 실현되지 않는 RCP 8.5 시나리오와 상당히 실현되는 RCP 4.5 시나리오 이용하여 연구를 수행하였다. 시나리오 기반의 미래 극한 강우량의 변화를 비교 분석한 결과는 기후변화로 발생할 수 있는 위험에 능동적으로 대응하고, 적응하기 위한 정책 방향을 정하는데 활용할 수 있을 것으로 판단된다.

This paper explores how the provided information from Enterprise Architecture (EA) affects the activities to for performing IT projects. The IT projects analyzed in this paper are projects to for developing and maintaining Korea Customs' UNI-PASS. This research was conducted based on surveys to demonstrate the effects of the information from EA on activities for IT projects. Information from EA is categorized into propriety, sufficiency and consistency. Activities for IT projects are defined as management, participation, communication, requirement management and human resource. Correlational analysis is used to measure the effects of the inf ormation on the defined activities. The analysis, which verifies the provided information by EA, does not have meaningful correlation with project management nor human resource. For public officials in charge, Sufficiency of the information produces a positive effect on decision making. For operation company, consistency of the information encourages utilization of the resources required for the project. This research suggests that strategies for performing IT projects with EA information that can support the verification of characteristic environments of each project and performance of vital activities required by the participants' roles will ensure the success of government IT projects.

The National IT Plan is formulated every 5 years in Korea. Each ministry formulates its own annual IT plans and budgets based on the National IT Plan. Presidential agenda, in addition to the Ministry plan usually come in the budgetary process. A budget view and an IT view are not always aligned consistently in the budgetary process. For more consensus and less conflict between the finance ministry and the IT ministry, it would be useful to have a common framework to examine and review the many IT plans submitted by many ministries. We offer an EA-based framework that considers various views and classifications on IT plans. This framework would make the National IT Planning more efficient and effective.

The purpose of this study is analyze Development policies on environmental- friendly agriculture(EA) and find out some implications. As consumption of environmental-friendly agriculture products increasing, administrative policies on EA began 1997s and it has been generally expanded in Korea. The strategies for EA aim to promote among human beings and between humanity and nature require. In addition, support to develop horizontal and vertical productions-organization, regionalization, and political support must be further developed. The necessary investments for such concepts can clearly be reduced through cooperation.

This paper aims to analyze the change of dominion in Russian automotive market and Korea port to export cars to the Russia. First, we provide the current market structure and growth potentials of Russian automotive industry by using literature reviews and data survey. Next, we analyze the current situation to export cars through the Korean seaports using the BCG (Boston Consulting Group)'s matrix method. The analysis shows that the Russian car market has growth potential. The result of expectation of Russian major car export's port within 3~5 years since the year 2013 shows that the Pohang Port will maintain current market share because it has higher market share and growth potential. On the contrary, the Guangyang Port, Busan Port, and Ulsan Port will lose the market share because of the low growth potential. Also, the Incheon Port will become the cash cow market because it has more than 10 percent market share and higher growth potential. To increase the car export volume of ports to Russian market, this paper proposes that we should provide a differentiated service to Russian port based on the analysis of domestic or foreign car export logistics structure and flow. For further study, EA-based framework should be applied for efficient and effective policies.

최근 정부의 정보기술아키텍처(ITA/EA)에 관한 연구와 사업이 활발히 진행 중이며, 조만간 범정부 정보기술아키텍처가 운용될 예정이다. 국방부 또한 정보체계 개발시 상호운용성 확보, 효율적인 정보자원관리, 투자 우선순위 결정 등의 목적으로 국방 아키텍처프레임워크인 MND-AF를 적용하고 있으나, 국가 대전략(정치, 외교, 경제, 사회, 군사 등) 차원에서의 접근보다는 군사적 차원의 체계별 아키텍처 개발에 적용하고 있다. 특히 정부에서 추진 중인 정보기술아키텍처는 미 연방정부 모델인 FEA와 유사할 것으로 보이며, 상호운용성, 중복투자 방지를 위해 각 기관은 아키텍처 구축시 범정부 참조모델을 기반으로 하여 아키텍처를 구축하고 관련성을 제시하여야 할 것이다. 따라서 국방부 차원에서 이러한 정부 모델과의 연계 및 국가정책과 연계된(대국민 서비스 개선 등이 포함된) 국방 정보기술 아키텍처 프레임워크에 대한 연구가 필요하다. 본 논문에서는 국방부분에서 이미 채택하고 있는 MND-AF의 지속적 사용과 정부와의 연계성 문제를 모두 해결할 수 있는 새로운 방안을 모색하고 적용하는 방안을 제시하였다.

As IT is also recognized as assets, IT assets management system is trying to introduce for the management and operation in domestic enterprises and public institutions. The general assets management system was introduced in domestic companies, but because it managed mainly the only simple information about the assets, there were a lot of operational difficulties of the assets. In order to operate effectively the IT assets used in special business such as bank, prosecutors, railway, etc the classification system of IT assets based on the EA was needed first of all. Accordingly, in this paper, we classified IT assets systematically according to the EA meta model Application Guide V1.4 in consideration of the characteristics about the IT asset business for A public institution, and performed to improve the operating costs and efficiency by implementing a web-based IT assets management system for this public institution.

In the aspects of existing cultivation and management of forest resources, national forest informatization has been promoted so that the public can use the resources and so that efficient and systematic cultivation and management of forest resources can be performed constantly. In particular, even though forest informatization has been attempted a lot despite the distinct characteristics of forest, the attempts have achieved little effects. Typically, many of the internal work systems of Korea Forest Service have been built for the purpose of collecting top-down data in the main office rather than the actual work site, and also, from the aspects of use by the public as well, various contents have been provided by the persons concerned, so useful information has not been able to be transmitted systematically. Therefore, Korea Forest Service has promoted IT governance concept and EA-based informatization as a way to solve enterprise problems and also reinforce work and service in the existing system to promote the project to build the foundation of national forest informatization. Based on this, this study suggests chief challenges or implications.

Since the tourism complex development projects is promoted for areas with good natural environment and excellent landscapes, it has s significant environmental impact on the surrounding area. Therefore, this study investigated the current status and various environmental influences of tourist complex based on environmental impact assessment reports from 2012 to 2021. Based on the results of the current status analysis of the development projects, EA-INDEX for the tourism complex development projects was developed and applied to comprehensively and quantitatively analyze various environmental impacts. Through this, we investigated eco-friendliness of the development projects by year in the natural environment conservation sector, resource conservation sector, and living environment protection sector. As a result we found that the tourism complex development projects were carried out in a way that increases eco-friendliness over the past ten years, especially in in the natural environment conservation sector. On the other hand, in the case of resource conservation, it has been confirmed that eco-friendliness is decreasing, so it is necessary to make efforts to improve it when establishing new development plans in the future. It is expected that the result of this study will be useful for identifying the development trend and environmental impact of development projects. If an analysis is made that synthesizes information such as policy events and social issues related to development projects in the future, it is also expected that a broader explanation will be possible to identify trends in development projects using EA-INDEX.

For an effective warfare under the condition of NCW, the sharing of data between systems must be essential. Thus, the standardization and the integration of data which is considered as the MND-EA improvement and the Megacenter is important. The purpose of this research is to investigate the factors that affected the BI(Behavioral Intention to USE) by using the TAM(Technology Acceptance Model), That is to introduce the MDM into the national defense field which is an issue in every agency sector for data sharing. Also, based on the implementation architecture of Gartner which applies depending on the business enterprise type, the preferred architecture should be selected considering the national defense environment and the characteristics, and suggest an effective MND-MDM plan by analysing the effects on the BI. The survey was done through 19th September till the 7th of October 2011, by investigating the people in charge of the development and maintenance of the national defense information systems and the SI company's national defense team people who have experienced the development of the national defense information systems.
