2006년 07월 정보시스템의 효율적 도입 및 운용을 지원하기 위해 ITA/EA 구축이 법제화 된 이후 ITA/EA 구축 기관의 수가 급격히 증가하고 있는 추세이다. 행정안전부의 자료에 따르면 2007년 10월 기준으로 약 36개 기관이 ITA/EA를 도입하였으며, 향후 총 49개 중앙행정기관, 총 16개 광역지방자치단체가 ITA/EA 도입계획을 제출하였다. 향후 5년간($2007{\sim}2011$) 약 1900억 원에 이르는 소요예산이 계획되어 있다. 그러나 활발한 구축 열기에 비해 기 구축된 아키텍처 정보의 관리 및 활용에 대해서는 다소 미흡한 부분이 있다. 행정안전부가 발표한 ITA/EA 기 구축 기관의 ITA 성숙도 측정결과 총 4개의 성숙도 측정 영역(투입, 산출, 관리, 활용) 중 "관리", "활용" 두개 영역의 성숙도가 가장 떨어지는 사실이 이를 반증하는 결과이다. 이러한 이유로 아키텍처 정보의 관리 및 활용에 대한 이슈는 최근 ITA/EA 추진하는 조직의 최대 관심사가 되고 있다. 넥스젠엔씨지는 이러한 현행의 ITA/EA 추진의 이슈를 해결하기 위한 방안으로 기 구축된 아키텍처 정보의 현행화를 위한 ITA/EA 현행화 프레임워크(NAMF)와 구체적인 현행화 절차를 개발하였다. 또한 최근 이를 적용하여 대규모 아키텍처 정보에 대한 현행화를 완료하였다. 넥스젠엔씨지의 아키텍처 현행화 방법론과 적용 사례는 현재 ITA/EA 도입을 계획하거나, 기 도입한 조직의 아키텍처 정보 현행화 이슈 해결하는데 이바지 할 것으로 기대된다.

현재 많은 기업이나 조직이 전사아키텍처(이하 EA)기반에서 어플리케이션 시스템(이하 응용시스템)을 구축 및 운영하고 있으나 응용시스템 개발 단계에서 EA관점의 응용시스템 아키텍처(응용아키텍처)를 충분히 고려하는 경우는 드물었다. 본 논문에서는 EA관점의 응용시스템 구축을 효과적으로 수행하기 위해서 프로젝트 내 어플리케이션 아키텍트(이하 AA)의 주요업무를 정의하고 조직의 EA를 만족할 수 있는 수행방법을 도출하였다. 소프트웨어 아키텍트(이하 SA)와 AA의 수행업무를 고찰하여 효과적인 프로젝트 수행을 위한 조직구성을 정의하고 AA의 수행업무 중 EA와 밀접한 관련이 있는 업무에 대해 수행 방법을 연구하였다. 또한 EA 응용레벨 별 산출물과 소프트웨어 아키텍처 정의서와의 일관성을 유지할 수 있는 방안을 도출하였다.

The interest of the ITA/EA and SOA is increasing in succession. Many organizations will adopt the SOA, but have the difficulties in planning and executing. The SOA can't be implemented at once in a short period, but should be optimized continuously in a long term. The ITA/EA and SOA have the similar characteristics and the common activities which can be performed at once without duplication. In this paper, considering these characteristics, I'll explain the relation of the ITA/EA and SOA, and present the adoption method of the ITA/EA and SOA to align business with IT and achieve the mission of the organizations.

Korean government has operated EA by the act on efficient introduction of information system and operation. etc. But the utilization and the evaluation system for EA don't prepare well. In this study. we analyzed characteristics and advantages of EA maturity models that is developed by some domestic and foreign government departments in logical view. and then we derive evaluation scopes and factors of the models. Also. we applied the models to EA maturity for the B organization and measured maturity levels. We identify similarity and difference between the models. We propose evaluation scopes, levels and factors between the models and solutions for evaluation ambiguity by evaluators and maturity improvement through the identified results.

최근 공공기관이 정보화전략계획(Information Strategy Planning)을 수립 시 공공기관의 요구사항의 변화에 대하여 제안요청서(Request For Proposal)를 중심으로 분석해 봄으로서 최근의 동향인 EA(Enterprise Architecture) 기반의 ISP와 이에 대한 대응 전략에 대하여 연구하여 전통적인 ISP와 최근의 EA기반의 ISP와의 변화를 연구하여 IT컨설팅 기관이나 RFP를 작성하여 사업을 주관하는 공공기관에 필요한 대응 전략을 제시한다.

In this paper, the function factors contributing to ITA/EA functions in their organizations, are suggested. Also the reasons to the construction of IT governance system and their effects on the their organizations are discussed and the relationships are verified by empirical model. From the survey, the data of the 227 respondents were collected and regression analysis was performed for validating the research model. ITA/EA functions consist of the IT infrastructure systemization, ITA/EA business process support, IT investment efficiency factors. And the factors of IT resource and performance management, IT process management, IT service management are included to IT governance. The main analysis results described significantly are shows as follows. At first, IT resource and performance management factor is effected by the ITA/EA business process support factor and IT investment efficiency factor. In similarly, IT service management factor is also affected by the factors such as ITA/EA business process support, IT investment efficiency, and IT infrastructure systemization. In additional analysis, IT investment efficiency factor in official sectors, ITA/EA business process support factor in private sectors respectively are described as the significant factors on the IT governance.

Enterprise Architecture has become a key tool for transforming business process, data, IT and application resources. The "Efficient Adaptation and Management of Information System Act" was established to support the planning and development of the information system in order for the public sector to adopt Information Technology Architecture (EA) into its organization through the act. Until now, the study of EA has been mainly focused on concepts, methodologies and success factors for the implementation of EA. User involvement, which is one of the critical factors in adopting information systems, has been rarely studied in the field of EA research. The purpose of this study is to identify the effects of user characteristics on user involvement in EA implementation. After discussing intrinsic motivators and situational motivators as predictors of user involvement, a research model were developed and tested using survey data. The results showed that among intrinsic motivators, perceived competence had a strong positive effect on user involvement. Some implications were discussed for implementing and utilizing EA for public agencies.

국방부를 비롯한 정부기관, 혹은 거대 민간 기업에서는 크고 작은 조직이 수직 수평적으로 연계되어 운영된다. 이러한 거대 조직에서 상급조직 EA와 하급조직 EA 구축이 개별적으로 추진되는 경우, 이들 간의 상호운용성 확보는 매우 어려워진다. 이러한 관점에서, 현재 국방부에서 기관별로 구축 추진 중인 기관별 EA들이 서로 효과적으로 연계되는 것은 각 기관별 EA 사업이 성공적으로 수행되는 것만큼이나 중요하다. 미 국방부의 경우 상하 조직의 EA가 개별적으로 구축됨에 따라 이를 통합할 때 발생할 수 있는 문제점을 해결하기 위하여 연합적 접근(federal approach) 방법을 택하였다. 연합된 EA를 구축하기 위하여 계층(tier)의 개념을 도입하여 국방부, 임무영역, 각 군/독립 사령부, 프로그램의 4개 계층으로 나누어 각 계층의 역할과 책임에 대하여 정의하였다. 이를 통해 상호운용성을 보장함과 동시에 각 계층만의 독자성과 다양성을 보장하게 된다. 본 연구에서는 미국의 경험을 토대로 국방부 본부의 기 구축된 아키텍처와 향후 구축될 하위 제대 아키텍처 간의 효과적인 연계전략을 제시한다. 여기서 제시된 전략은 대규모 조직에서 상하위 조직 간 EA 연계에 적용할 수 있을 것이다.

본 연구에서는 조직에서 ITA/EA가 기여하는 기능이 무엇인지 그에 관한 측정항목들을 도출하였다. 또한 조직의 IT거버넌스가 왜 구축되고, 구축효과는 무엇으로 평가할 수 있는지 측정항목을 탐색적으로 도출하였다. 그리고 설문조사를 바탕으로 상호간의 영향관계를 통계적으로 검증하였다. 분석 결과, IT거버넌스 영역중 IT자원 및 성과관리와 IT프로세스 관리에는 ITA/EA의 업무프로세스 지원과 투자효율화 요인이 유의한 영향을 미치는 것으로 나타났으며, 마찬가지로 IT서비스관리에는 업무프로세스 지원, 투자효율화, 인프라체계화 요인이 영향을 미치는 것으로 나타났다.

정부의 행정 서비스를 보다 효과적이고 효율적으로 제공하는 것은 정부혁신의 핵심키워드이다. 이를 위한 수단으로 정부 공공기관들은 전사적 아키텍처(Enterprise Architecture)를 적극적으로 도입, 활용해야 한다. 전사적 아키텍처란 아직까지도 진화중인 개념으로 해당 기관 정보화 업무의 전 영역을 업무 프로세스(Business Processes), 정보 흐름 및 관계(Information Flow and Relationships), 애플리케이션(Applications),데이터 명세 및 관계(Date Descriptions and Relationships), 그리고 기술 하부구조(Technology Infrastructure)로 구분 짓고 각각을 구조화된 산출물로 정리함으로써 공공정보화의 청사진을 제시한다. 이렇게 구축된 아키텍처 결과물은 기관 내 뿐 아니라 타 기관 EA와의 연계를 통해 상호 운용되어야 하며, 이 과정에서 어휘의미중의성(Word Sense Ambiguation)등 상호운용성 문제가 핵심 이슈로 대두되리라 예상된다. 공공분야로 한정짓더라도 200여 정부부처 EA간의 상호운용성 문제는 정부조직 간 경계를 넘어 통합된 EA정보를 취합, 활용하는 데 있어 가장 큰 장애요인이 되리라 예상된다. 본 논문에서는 온톨로지를 사용하여 각기 서로 다른 EA간 상호운용성 문제를 해결하는 방안에 대해 논의하고자 한다.
