A Study On Security Threat Analysis and Government Solution for Civil Service Online (대민서비스 온라인 보안위협 분석 및 대응방안 연구)

  • As the number of public institution web sites and civil services based on electronic government has increased from the past until now, there is an increasing demand for security of the overall electronic civil services such as possibility for forgery and falsification of electronic documents. Existing studies proposed security threats and response methods on an electronic government service (G4C) from the perspective of service provider. In this study, the scope of analysis was expanded to analyze security technology used for each service type on 289 web sites providing civil services and to present response methods on security threats. The aim of this paper is to discuss practical responses to civil services and core problems of civil services in electronic government that need to be resolved.

A Study on the Behaviors and Customer Satisfactions of University Library Users of the Electronic Journals (대학도서관 전자저널이용자의 이용행태와 만족도에 관한 연구 - K대학교 도서관이용자를 중심으로 -)

  • This study analyzed the user behaviors of the electronic journal users and the influences of service quality of electronic journals on the customer satisfactions, customer loyalty, and frequency of visit to the library building. Approximately 60 percent of users prefer e-journal to printed formats. Service quality of electronic journal was measured by four dimensions: reliability of service, convenience of service, public relations, and user instructions.100 faculty members and 267 graduate school students were surveyed using questionnaires. It was concluded that each dimensions of service quality positively influenced on the customer satisfactions, and customer satisfaction positively influenced on loyalty, and negatively on frequency of visit to the library building.

  • The author Nakajima was involved in the field of disaster communications and emergency medical care as guest research scientist at the Fukushima Nuclear Accident Independent Investigation Commission established by the National Diet of Japan and reviewer of the Commission's report, and Kurokawa was the chairman of this Commission. Looking back over a decade, we are on the liability issue of bureaucrats and telecom operators, so it's becoming clear what was hidden at the time. The battery of NTT DoCoMo's mobile phone repeaters had a capacity of only about 24 hours, and communication failures increased after one day. The Government also failed to issue an announcement of "Vent from reactor" under the Telecommunications Act Article No. 129. This mistake lost the opportunity to use the third-party telecommunications (e.g. taxi radios). Furthermore, as a result of LASCOM (telecommunications satellite network for local governments via GEO) and a variety of unexpected communication failures, the evacuation order "Escape!" could not be notified to the general public well. As a result, the general public was exposed to unnecessary radiation exposure. Such bureaucratic slow action in emergencies is common in the response to the 2020 coronavirus.

Simulation of Contaminant Draining Strategy with User Participation in Water Distribution Networks

  • A contamination event occurring in water distribution networks (WDNs) needs to be handled with the appropriate mitigation strategy to protect public health safety and ensure water supply service continuation. Typically the mitigation phase consists of contaminant sensing, public warning, network inspection, and recovery. After the contaminant source has been detected and treated, contaminants still exist in the network, and the contaminated water should be flushed out. The recovery period is critical to remove any lingering contaminant in a rapid and non-detrimental manner. The contaminant flushing can be done in several ways. Conventionally, the opening of hydrants is applied to drain the contaminant out of the system. Relying on advanced information and communication technology (ICT) on WDN management, warning and information can be distributed fast through electronic media. Water utilities can inform their customers to participate in the contaminant flushing by opening and closing their house faucets to drain the contaminated water. The household draining strategy consists of determining sectors and timeslots of the WDN users based on hydraulic simulation. The number of sectors should be controlled to maintain sufficient pressure for faucet draining. The draining timeslot is determined through hydraulic simulation to identify the draining time required for each sector. The effectiveness of the strategy is evaluated using three measurements, such as Wasted Water (WW), Flushing Duration (FD), and Pipe Erosion (PE). The optimal draining strategy (i.e., group and timeslot allocation) in the WDN can be determined by minimizing the measures.

Distribution of Korean safety and health professionals from the perspective of gender equality

  • Background: Gender equality in the workplace remains a challenge. This study aimed to investigate the gender gap of human resources in the field of occupational safety and health (OSH) in Korea. Methods: Several national statistical data that can confirm the gender distribution of personnel in the OSH sector were reviewed. The gender distribution of industrial technical manpower statistics, professional certificate holders in the OSH field, and the status of the appointment of safety and health managers by industry was analyzed. Results: The distribution of professionals in the OSH sector in Korea had a large gender gap with a small number of women. In particular, the proportion of women in the safety field was lower than that in the health field. In the younger age group, while the proportion of women is increasing, the gender gap tends to decrease. Conclusions: Few data are available to understand the gender-related aspects of OSH professions. Nevertheless, our results provide basic information for initiating a discussion on the necessity of establishing gender-sensitive culture and policies in the OSH sector.

  • The opening of public data has been perceived as a critical factor in deciding a country's rise or fall. Since the global economic crisis, countries around the globe have expanded the supply of public data as a new growth engine to create significant economic effects. As a result, there has been a rising demand for a study on the influence of public data in the private sectors. This study attempted to achieve the following objectives. First, the effects of independent variables-system quality, information quality, information security, social influence, innovation and assistance by the public organization- on the intention to use the public data was examined. Second, the effects of the mediating variables - Perceived Ease of Use (PEU) and Perceived Usefulness (PU) - on the independent variables and intention to use (dependent variable) were investigated. Third, after selecting utilization type, frequency of public data usage and frequency of occupational & e-government service usage as moderating variables, their effects on the relationship between the independent variables and dependent variable (intention to use them in the private sector) were studied. It is expected that the study results would be useful in developing strategies aimed to utilize public data in the private sectors.

  • Compared to other countries, cloud computing in Korea is not popular especially in the government sector. One of the reasons for the current not-fully-blossomed situation is partly by early investment in huge government datacenters under Korea's e-government initiative; let alone, there was no strong control tower as well as no enforcing law and ordinances for driving such cloud computing initiative. However, in 2015 March 'Cloud Computing and Privacy Security Act' (hereinafter, Cloud Act) had been passed in the Parliament and from September 2015 Cloud Act was deployed in Korea. In U.S., FedRAMP (Federal Risk Assessment and Management Program) along with Obama Adminstration's 'Cloud First' strategy for U.S. federal institutions is the key momentum for federal cloud computing adoption. In 2015 January, U.S. Congressional Research Service (CRS) has published an extensive monitoring report for cloud computing in U.S. federal institutions. The CRS report which monitored U.S. government cloud computing implementation is indeed a good guideline for Korean government cloud computing services. For this reason, the purpose of the study is to (1) identify important aspects of the enacted Korean Cloud Act, (2) describe recent U.S. federal government cloud computing status, (3) suggest strategy and key strategy factors for facilitating cloud adoption in public organizations reflecting SDLC strategy, wherein.

  • Since the beginning of 2002, KONEPS(Korea ON-line E-Procurement System) which is known with GePS(Government e-Procurement Service), has become a significant role in Korea public procurement service. This paper focuses on the amendments of the related laws and the practical improvement of inconveniences and inefficiencies in user's' position during the use of KONEPS. We analyzed the case of government procurement by major countries, the detailed process and function of KONEPS, and confirmed the revised procurement laws since the commencement of KONEPS. When a user of KONEPS makes an online purchase at the g2b shopping mall to purchase procurement goods, we analyzed focused on the inconvenience of option selection, user feedback after purchasing, unification of the purchase procedure, compared with general online shopping purchase. This paper suggests practical ways to improve the inconveniences and inefficiencies that arise in the process of procurement and use from KONEPS. It is necessary to study on the construction contracts and the empirical studies based on the questionnaire on the functions of procurement law and research model for the cases used in this study in the future.

  • The value of Big-Data which is a main factor of the fourth Industrial Revolution enhances industrial productivity in private sector and provides administrative services for nations and corporates in public sector. ICT-developed countries are coming up with Big-Data application in public sector rapidly. Especially, when it comes to social crisis management, they are equipped with pre-forcasting system. Korean Government also emphasizes Big-Data application in public sector for the social crisis management. But the reality where the overall infrastructure vulnerability reveals requires preparation and operation of measurement for social problems. Accordingly, we need to analyze Big-Data application problem and benchmark the precedented cases, thereby, direct policy diversity. Hence, this paper proposes the roles and rules of E-government analyzing problems from Big-Data application. The following policy proposes open Information and legal&institutional improvement, Big-Data service considerations threatening privacy issues in Big-Data ecosystem, necessity of operational and analytical technology for Big-Data and related technology in technical implication of Big-Data.

  • New platform governments will play a role to pull intelligent information technology to drive new ecological government innovation and sustainable development in which the government and people work together. On this, in order to establish the platform of the platform government, we will look at recent research trends and lay the foundation for future policy directions and research bases. using Text Mining method, and went through Topic modeling for the collected text data and network analysis was conducted. According to the result, based on latent topic, the stronger the connection center, the weaker the relationship. Through this study, we hope that discussions will take place in a variety of ways to improve the understanding of the supply and demand approach of Korea's platform government and implement appropriate change management methods such as service public base and service provision in accordance with the value and potential topics of platform government.
