Evaluation of Near-future Drought Risk Assessment using Weather Generation (일기생성기를 통한 미래 가뭄위험도 산정)

  • 전 세계적으로 발생하는 기후변화로 인해 홍수, 가뭄 등과 같은 자연재해의 빈도가 높아지고 있다. 이러한 자연재해는 사회 경제적으로도 많은 피해를 유발하고 있으며, 특히 물과 관련한 자연재해는 인류의 생존과 직결되는 문제가 된다. 이중에서도 가뭄과 관련한 연구는 진행 속도가 느리고, 가뭄의 진원지나 그 경로를 파악하기 어려운 문제로 인하여 다른 연구와 비교하였을 때 상대적으로 미흡하게 진행되어 왔다. 이러한 문제점 때문에 여타의 다른 자연재해에 비해 가뭄에 대한 예측 및 대책 마련 또한 쉽지 않은 실정이다. 이에 몬테카를로 모의를 통해 미래에 발생할 수 있는 다양한 시나리오를 도출하는 확률론적 접근을 통해 좀 더 효율적이고 현실적인 대책 안을 마련할 수 있다. 본 연구의 목표는 기존 강우생성기와 증발산생성기를 결합한 일기생성기를 개발하고 이를 기후변화 시나리오에 적용하여 미래의 가뭄위험지수를 산출하는 것이다. 산출된 결과를 토대로 우리나라 전역에 대하여 준 실시간으로 갱신되는 미래가뭄위험도의 지도를 제작할 수 있다. 본 연구의 차별성은 첫 번째로 추계론적 접근을 통해 현재의 가뭄상태에 근거한 미래 가뭄에 대한 위험도를 예측할 수 있음을 들 수 있으며, 두 번째로는 지표해석모형을 활용하여 가뭄을 해석하기 때문에 유역 전반에 걸친 토양수분 뿐 만 아니라 국내 주요 댐 상류의 저수지 유입량의 불확실성을 정량화 할 수 있으며, 이는 기후변화에 따른 수자원 장기계획의 수립 및 의사결정에 있어 실용적인 정보를 제공할 수 있다.

A global-scale assessment of agricultural droughts and their relation to global crop prices (전 지구 농업가뭄 발생특성 및 곡물가격과의 상관성 분석)

  • While South Korea's dependence on imported grains is very high, droughts impacts from exporting countries have been overlooked. Using the Evaporative Stress Index (ESI), this study globally analyzed frequency, extent, and long-term trends of agricultural droughts and their relation to natural oscillations and global crop prices. Results showed that global-scale correlations were found between ESI and soil moisture anomalies, and they were particularly strong in crop cultivation areas. The high correlations in crop cultivation areas imply a strong land-atmosphere coupling, which can lead to relatively large yield losses with a minor soil moisture deficits. ESI showed a clear decreasing trend in crop cultivation areas from 1991 to 2022, and this trend may continue due to global warming. The sharp increases in the grain prices in 2012 and 2022 were likely related to increased drought areas in major grain-exporting countries, and they seemed to elevate South Korea's producer price index. This study suggests the need for drought risk management for grain-exporting countries to reduce socioeconomic impacts in South Korea.

A Study on Improvement Plans for Local Safety Assessment in Korea (국내 지역안전도 평가의 개선방안 연구)

  • This study tried to suggest improvement measures by discovering problems or matters requiring improvement among the annual regional safety evaluation systems. Briefly introducing the structure and contents of the study, which is the introduction, describes the regional safety evaluation method newly applied by the Ministry of Public Administration and Security in 2020. Utilization plans were also introduced according to the local safety level that was finally evaluated by the local government. In this paper, various views of previous researchers related to regional safety are summarized and described. In addition, problems were drawn in the composition of the index of local safety, the method of calculating the index, and the application of the current index. Next, the problems of specific regional safety evaluation indicators were analyzed and solutions were presented. First, "Number of semi-basement households" is replaced with "Number of households receiving basic livelihood" of 「Social Vulnerability Index」 in the field of disaster risk factors is replaced with "the number of households receiving basic livelihood". In addition, the "Vinyl House Area" is evaluated by replacing "the number of households living in a Vinyl House, the number of container households, and the number of households in Jjok-bang villages" with data. Second, in the management and evaluation of habitual drought disaster areas, local governments with a water supply rate of 95% or higher in Counties, Cities, and Districts are treated as "missing". This is because drought disasters rarely occur in the metropolitan area and local governments that have undergone urbanization. Third, the activities of safety sheriffs, safety monitor volunteers, and disaster safety silver monitoring groups along with the local autonomous prevention foundation are added to the evaluation of the evaluation index of 「Regional Autonomous Prevention Foundation Activation」 in the field of response to disaster prevention measures. However, since the name of the local autonomous disaster prevention organization may be different for each local government, if it is an autonomous disaster prevention organization organized and active for disaster prevention, it would be appropriate to evaluate the results by summing up all of its activities. Fourth, among the Scorecard evaluation items, which is a safe city evaluation tool used by the United Nations Office for Disaster Risk Reduction(UNDRR), the item "preservation of natural buffers to strengthen the protection functions provided by natural ecosystems" is borrowed, which is closely related to natural disasters. The Scorecard evaluation is an assessment index that focuses on improving the disaster resilience of local governments while carrying out the campaign "Creating cities resilient to climate crises and disasters" emphasized by UNDRR. Finally, the names of "regional safety level" and "local safety index" are similar, so the term of local safety level is changed to "natural disaster safety level" or "natural calamity safety level". This is because only the general public can distinguish the local safety level from the local safety index.

Regional Optimization of Forest Fire Danger Index (FFDI) and its Application to 2022 North Korea Wildfires (산불위험지수 지역최적화를 통한 2022년 북한산불 사례분석)

  • Wildfires in North Korea can have a directly or indirectly affect South Korea if they go south to the Demilitarized Zone. Therefore, this study calculates the regional optimized Forest Fire Danger Index (FFDI) based on Local Data Assessment and Prediction System (LDAPS) weather data to obtain forest fire risk in North Korea, and applied it to the cases in Goseong-gun and Cheorwon-gun, North Korea in April 2022. As a result, the suitability was confirmed as the FFDI at the time of ignition corresponded to the risk class Extreme and Severe sections, respectively. In addition, a qualitative comparison of the risk map and the soil moisture map before and after the wildfire, the correlation was grasped. A new forest fire risk index that combines drought factors such as soil moisture, Standardized Precipitation Index (SPI), and Normalized Difference Water Index (NDWI) will be needed in the future.

Drought risk assessment by monthly precipitation regression in multipurpose dams (다목적 댐의 월강우량 회귀분석에 의한 가뭄위험 평가)

  • 기후변화 등에 따른 가뭄위험을 평가하기 위한 다양한 방법이 연구되어 왔으며, 기상학적인 가뭄이나 생물학적인 가뭄 등으로 정의되는 가뭄지수들이 개발되어졌다. 그러나 궁극적으로 가뭄의 판정은 수원으로부터 더 이상의 용수를 공급할 수 없는 상황에 처해졌을 때 비로소 결정되는 것이므로, 수원공의 가뭄위험에 대한 평가가 우선적일 것으로 판단된다. 본 연구에서는 수도권의 생공용수 공급을 책임지고 있다고 해도 과언이 아닌 다목적댐인 소양강댐과 충주댐의 가뭄위험을 평가하기 위하여 월강우량 자료로부터 특정시기의 저수율을 예측할 수 있는 방법을 개발하도록 하였다. 월강우량 변화에 따른 저수율의 변화양상을 예측하기 위하여 저수지 유입량과 방류량에 따른 물수지 분석이 정교하게 이루어져야 하지만, 실질적으로 상류에 또 다른 댐이 존재하는 상황에서 유입량을 정확하게 예측하는 것도 어렵지만 수시로 상황에 따라 이루어지는 방류량을 적절히 예측하는 것은 거의 불가능하므로, 물수지 분석에 의한 저수율 예측은 어느 정도의 불확실성을 가질수밖에 없을 것으로 판단되어 댐 관리관행에 따라 나타나는 월강우량과 저수율 사이의 회귀분석을 통하여 일정한 법칙을 만들 수 있는지 시도하였다. 다목적 댐인 소양강댐과 충주댐의 1984-2013년의 일별 저수율 자료로부터 저수율 관리관행을 파악할 수 있었는데, 다목적 댐인 관계로 호우시의 홍수피해 예방을 위하여 6월말에는 25-35% 정도의 저수율을 유지하도록 관리가 이루어지고 있었으며 호우가 발생된 이후에는 일정량을 수시로 방류하여 다음 호우를 준비하고 있는 것으로 나타났다. 또한 각 댐의 최저 저수율은 3월말 - 4월에 발생하는 것으로 나타났으며, 4월과 5월에 일정 정도의 강우량만 존재한다면 가뭄피해는 발생하지 않는 것으로 나타났다. 이와 같은 저수율 관리 관행을 적용하여 예측되는 강우량 패턴에 따른 저수율 변화를 예측하기 위하여 월강우량 자료와 4월 1일 기준의 저수율 자료 사이의 회귀분석을 실시하여 전년의 7월부터 당해 3월까지의 월강우량으로부터 4월 1일의 저수율을 예측할 수 있는 의미 있는 결과를 도출하였다. 이러한 결과는 기후변화 등에 따른 미래에 예측되는 월강우량 자료로부터 각 댐의 4월 1일 기준 저수율 자료를 예측할 수 있으며, 4월 및 5월의 월강우량과 함께 분석함으로써 가뭄위험을 평가할 수 있는 한 방법으로 적절한 활용이 가능할 것으로 판단된다.

Assessment of Climate Change Impact on Flow Regime and Physical Habitat for Fish (기후변화가 하천 유황과 어류 물리서식처에 미치는 영향 평가)

  • Due to the recent climate change realization (timing, rainfall pattern changes), the flow regime is changing according to the watershed. The long-term change of flow regime is causing a significant change in structure and function of aquatic ecosystems. However, there is no analysis from the viewpoint of the aquatic ecosystem including flow rate alteration and ecological characteristics as well as the climate change connection in Korea yet. Therefore, We quantitatively assessed the impact of present-future flow regime alteration due to climate change on the Pseudopungtungia nigra habitat in the Mankyung river and floodplain area. As a result, it was confirmed that extreme hydrological conditions such as flood and drought are intensified in the future than the present. Especially, the changes of flow regime characteristics were clarified by comparing and analyzing the magnitude, frequency, duration, rate of change, and by linking flow regime characteristics with physical habitat analysis, it could be suggested that climate change would significantly increase the risk of future ecological changes.

Evaluating and Improving Urban Resilience to Climate Change in Local Government: Focused on Suwon (기초지자체 기후변화 대응을 위한 도시회복력 평가 및 증진방안: 수원시를 대상으로)

  • As the damage caused by the abnormal climate due to climate change is increasing, the interest in resilience is increasing as a countermeasure to this. In this study, the resilience of Suwon city was examined and the plan to improve the resilience were derived against climate impacts such as drought, heatwave, and heavy rain. Urban resilience is divided into social resilience (e.g. vulnerable groups, access to health services, and training of human resources), economic resilience (e.g. housing stability, employment stability, income equality, and economic diversity), urban infrastructure resilience (e.g.residential vulnerability, capacity to accommodate victims, and sewage systems), and ecological resilience (e.g. protection resources, sustainability, and risk exposure). The study evaluated the urban resilience according to the selected indicators in local level. In this study, the planning elements to increase the resilience in the urban dimension were derived and suggested the applicability. To be a resilient city, the concept and value of resilience should be included in urban policy and planning. It is critical to monitor and evaluate the process made by the actions in order to continuously adjust the plans.

Risk Assessment of Pine Tree Dieback in Sogwang-Ri, Uljin (울진 소광리 금강소나무 고사발생 특성 분석 및 위험지역 평가)

  • Extreme weather events, such as heat and drought, have occurred frequently over the past two decades. This has led to continuous reports of cases of forest damage due to physiological stress, not pest damage. In 2014, pine trees were collectively damaged in the forest genetic resources reserve of Sogwang-ri, Uljin, South Korea. An investigation was launched to determine the causes of the dieback, so that a forest management plan could be prepared to deal with the current dieback, and to prevent future damage. This study aimedto 1) understand the topographic and structural characteristics of the area which experienced pine tree dieback, 2) identify the main causes of the dieback, and 3) predict future risk areas through the use of machine-learning techniques. A model for identifying risk areas was developed using 14 explanatory variables, including location, elevation, slope, and age class. When three machine-learning techniques-Decision Tree, Random Forest (RF), and Support Vector Machine (SVM) were applied to the model, RF and SVM showed higher predictability scores, with accuracies over 93%. Our analysis of the variable set showed that the topographical areas most vulnerable to pine dieback were those with high altitudes, high daily solar radiation, and limited water availability. We also found that, when it came to forest stand characteristics, pine trees with high vertical stand densities (5-15 m high) and higher age classes experienced a higher risk of dieback. The RF and SVM models predicted that 9.5% or 115 ha of the Geumgang Pine Forest are at high risk for pine dieback. Our study suggests the need for further investigation into the vulnerable areas of the Geumgang Pine Forest, and also for climate change adaptive forest management steps to protect those areas which remain undamaged.

Current status on the development and commercialization of GM plants (국내·외 GM식물의 개발 및 산업화 현황)

  • During a last decade, the introduced traits in commercialized GM crops have been diversified from a simple trait such as herbicide resistance gene or insectresistance gene which are related to the crop production into more complicated traits such as modification of fatty acid or essential amino acid composition, modified coloring pattern of flower. In addition, it was investigated that several other GM crops bearing more refined traits expected to lead next generation are also awaiting for risk assessment (RA) or under field test for the preparation of RA in the near future. These GM crops include abiotic stress resistance including drought or cold, increased biomass, production of bioethanol or diesel, production of pharmaceuticals or functional materials for industrial. In particular, in 2008 and 2009, it was reported that the highest number of GM crops for molecular farming are under developed in laboratory or green house level in all the world. Likewise, in Korea, 171 events from 49 plant species are under developed to introduce several important traits. At present, about 10 events are under field test to select elite lines for RA application. For the first time, herbicide resistance turfgrass developed by Korean research team has been submitted for RA and currently under requested for additional data. Moreover, GM rice resistant to leaf roll (folder) disease is expected as a next event to be submitted for RA application.

Assessment of Small Mountainous Catchment Runoff at Yongdam-dam Guryang (산지 소규모 유역의 유출 특성 평가-용담 구량천)

  • The risk of disasters, such as floods and drought, has increased. Reliable hydrological data is important for analyzing the water resource and designing hydraulic structure to manage these risks. The Yongdam Guryang river catchment located in the central of Korea is the research catchment of K-water and UNESCO IHP, and the hydrological data, such as rainfall, runoff, evapotranspiration, etc. has been observed at the catchment. The aim of this study was to assess the runoff characteristics of the small mountainous catchment of Korea based on the observed hydrological data, and the Probability Distributed Model was applied as the Rainfall-Runoff Model at the Yongdam Guryang river catchment. The hydrological data was divided into the wet period from June to September and dry period from October to May according to data analysis. The runoff ratio was 0.27~0.41 in the wet period and 0.30~0.45 in the dry period. The calibration result by the Probability Distributed Model showed a difference in the calibrated model parameters according to the periods. In addition, the model simulated the runoff accurately except for the dry period of 2015, and the result revealed the applicability of the PDM. This study showed the runoff characteristics of the small mountainous catchment by dividing the hydrological data into dry and wet periods.
