응급의료서비스 중 발생되는 소송사례와 대책 연구 (A Study on Lawsuit Cases and Measures of Emergency Medical Service)

  • Civil complaints and lawsuits filed in the process of providing emergency medical service include fall accident on the way of carrying the patient, transfer consent, refusal and rejection of rescue request, range and behavior restriction of emergency medical technicians, false registry of logbook, neglect of duty and emergency patient, and violation of traffic laws on the way of dispatch to the scene of accident. This study suggested the measures by cases as follows. 1. The accidents on the way of carrying a patient could be divided into fall of patient and fall by paramedic's mistake. In the former case, damages caused by the ambulance's shaking must be notified to the patient and guardian and recommended to fasten seat belt, in the latter case, the plan of patient's posture, route of transport, rescue and equipments should be comfirmed before fixing the patient. 2. Transfer consent must be made as implied when the patient is unconscious under delusion and was not able to consent physically, and paramedic must take an action by his judgment and record details of services on logbook. 3. When a patient refused to transfer, get 'confirmation of transfer refusal' and inform him of refusal. Paramedic should receive the signature. In addition, in case of refusal, transfer request should be made after hearing doctor's opinion and it should be notified to transfer request and superintendent of fire station after making 'confirmation of transfer refusal'. 4. Emergency medical technicians should perform their duties within the range of services prescribed by Article 41 of Law of Emergency Medical Service and Article 33 of Its Enforcement Regulations and shall not make announcement of death. In case of reporting the death to guardian, it is desirable to use record data like ECG results. 5. The best way to have protection from legal problems is making and keeping the exact records of accident and patient. Paramedic should not mention his subjective opinion about the accident-related matter. He must record correctly and keep the original medical records. 6. As emergency medical technicians are responsible for taking care of emergency patients, they must contact a briefing room when they meet a difficult situation suddenly due to vehicle stop or treatment of other patients and then must have support from neighboring hospital and other safety centers. 7. Since the ambulance operator is responsible for safety and careful driving of ambulance, he must be careful when he violates traffic regulations unavoidably. The operator should drive slowly below 10km/h at an intersection and pass it after getting way from general vehicles driving from all directions.

최소 회전반경 및 장애물 극복형 실내 전동 이·승강 휠체어의 설계 (Design of Indoor Electric Moving and Lifting Wheelchair with Minimum Rotation Radius and Obstacle Overcoming)

  • 최근 고령인구의 증가로 인해 실내 외에서 고령자들이 편리하게 생활할 수 있는 다양한 재활복지기기에 대한 관심이 증가하고 있다. 본 논문에서는 거동이 불편한 노인 또는 장애인들 스스로가 좁은 실내에서 안전하고 편리하게 이동과 이승이 가능하도록 최소 회전반경과 문턱 극복을 포함하여 설계 제작하였다. 좌식문화가 발전한 실내 환경에서 골절질환, 노인질환 및 기타 무릎, 허리질환을 가진 사용자의 이승 편의성을 제공하고자 하였다. 먼저 실내에서 이 승강이 가능하도록 프레임에 기본적으로 링크, 시트, 암레스트, 커버, 모터, 감속기, 배터리, 충전기, 센서, 컨트롤러 기구물 등을 부착하였다. 사용자의 환경과 신체적 특징을 고려하여 제품 디자인과 구조물을 설계하였으며, 고령자 또는 장애인이 실내에서 일상생활을 지원할 수 있도록 IoT 기능을 추가하였다. 제작된 실내 이 승강 휠체어의 동작성능을 확인하기 위해 구동실험을 수행하였다. 연속 주행시간, 회전반경, 액추에이터 최대부하, 최대 승강 높이, 음압레벨, 운행 보조센서 센싱 최소거리, 서버 및 앱 프로그램 상호 연동과 기기호환성, 듀티 사이클 오차율 시험성능 테스트를 수행하였다. 시험결과, 제작된 휠체어는 각 항목의 성능시험 목표 값을 달성하였으며, 성공적으로 작동하는 것으로 나타났다.

  • Influence of sustain pulse-width on electro-luminous efficiency is experimentally investigated for surface discharge of AC-PDP. A square pulse with variable duty ratio and rising time of 300 ns has been used in the experiment. It is found that the firing voltage is decreased as the pulse-width is increased from 2 ${\mu}s$ to 8 ${\mu}s$ with sweeping frequency range of 10 kHz to 50 kHz. It has been found that the optimal sustain pulse-width is in the range of $3{\sim}4{\mu}s$ under driving frequency range of 30 kHz and 50 kHz, based on observation of memory coefficient, wall charge, and wall voltage as well as luminous efficiency.

자동차연료 기준강화에 따른 대기오염물질 배출량 저감효과 (A Study on Reduction Effects of Air Pollutant Emissions by Automotive Fuel Standard Reinforcement)

  • The air pollutants from vehicle exhaust gas are affected by many factors including fuel qualities, engine and vehicle technologies, driving patterns. In particular, fuel qualities and after-treatment devices could directly affect the emission level of pollutants. The pollutant reduction characteristics that caused by enforced fuel quality standard were analyzed. Three types of test fuel were selected in accordance with Korean automotive fuel standard in 2006, 2009, 2012 and used for vehicle emission test in chassis dynamometer. European COPERT correction equation of fuel impact was considered as reference information to quantify the vehicle emission test results. The contribution rates of exhaust emission by COPERT correction equation showed that aromatic compounds and oxygen contents in gasoline fuel was most important. In case of diesel fuel, cetane index and polycyclic aromatic compounds accounted for the greater part. The exhaust emission effects by COPERT correction equation revealed that CO and VOC was increased 0.86%, 1.57% respectively in after 2009 gasoline when compared to before 2009 gasoline fuel. In case of light-duty diesel vehicle CO, VOC and PM were decreased in range of 3~7%. The result from this study could be provided for developing future fuel standards and be used to fundamental information for Korean clean air act.

LED 휘도의 디지털 제어 방식에 관한 연구 (A Study on Digital Control Method of LED Luminance)

  • 발광다이오드(LED)의 휘도를 제어하는 기존 방식은 펄스폭변조(PWM)방식이 주로 사용되었다. PWM 방식은 LED의 점등시간비와 휘도가 비례하는 아날로그적인 방식으로 통신 등의 디지털 방식과는 호환이 어려운 단점을 가지고 있다. 본 연구에서는 디지털 방식으로 적, 녹, 청색 LED의 휘도를 제어하는 실험을하였다. 이를 위해 LED 구동회로와 디지털 논리회로로 구성된 LED 디지털제어 장치를 개발하였다. 디지털 입력에 대한 적, 녹, 청색 LED의 점등 펄스 수를 제어하여 다양한 광색을 구현하고, 측정한 광색의 x, y 색도좌표가 원하는 색의 CIE 색도도 영역에 포함될 수 있도록 디지털 코드를 최적화시켰다. 본 연구 결과는 디지털 통신을 이용한 LED 램프의 원격 제어로 풀 컬러를 구현하는데 효과적으로 활용될 수 있다.

대형 상용 엔진에서 SCR의 클리닝 주기 선정 및 저감효율에 따른 내구신뢰성 특성 연구 (Cleaning Interval Selection for SCR Considering Endurance Reliability and Emissions Reduction Efficiency in Heavy Duty Commercial Engine)

  • Purpose: Performance recovered from SCR through cleaning was studied, measuring differential pressure, NOx reduction efficiency, fuel consumption and engine power before and after cleaning. Ideal cleaning intervals are proposed based on SCR mileage and differential pressure. SCR endurance and reliability improvements through cleaning were studied through physicochemical testing of SCR durability at 43,000km 50,000km, and 110,000km respectively. Methods: Engine power, fuel consumption and exhaust gas were measured using engine full load tests and ND-13 MODE by installing the SCR before cleaned at total engine mileages of 400,000 km, 300,000km and 200,000km. The same tests were performed after cleaning the SCR catalytic converter. Endurance and reliability of the SCR cleaning was studied through the same test by SCR catalyst after each 43,000km 50,000km, 110,000km, durability test on SCR cleaning. Conclusion: We confirmed the low-performance of the SCR due to clogging is restored by SCR cleaning technology. The NOx reduction efficiency was restored to 82%, 86% and 88% from 69%, 72% and 79%. As well as the NOx reduction efficiency, it was confirmed that the engine power, fuel consumption and back pressure was restored to fresh SCR levels. As a result of the durability and reliability achieved through SCR cleaning, we confined the appearance and reduction efficiency through visual inspection and ND-13 MODE are similar to new SCR catalysts. Finally, it was judged that there was no change in performance even when driving the SCR without cleaning throughout the 100,000 km mileage warranty.

자동차의 배기관 VOCs 배출 특성 (Exhaust VOCs Emission Characteristics from Motor Vehicles)

  • Since mobile source is a major source of VOCs, quantifying emissions from motor vehicles is an important factor to control VOCs in atmosphere. In this study, in order to evaluate tailpipe VOCs emissions from motor vehicles, mass emissions of non-methane volatile organic compounds from 45 vehicles were determined. Measurements were made on a chassis dynamometer using CVS-75 mode and speed specific drive modes. Target VOCs are 53 compounds determined as the volatile ozone precursors. The individual VOCs composition of vehicle emission and emission rates were also determined. In case of gasoline vehicles, VOCs emission from over 80,000 km vehicles were about 46% larger than less 80,000 km vehicles. The difference in benzene and toluene according to driving mileage was 44% and 26% respectively. The composition of VOCs were different by fuel type. The order of VOCs composition was paraffins>aromatics>olefins in gasoline vehicle emissions, paraffins>olefins>aromatics in light duty diesel vehicle emissions. The VOCs emissions were decreased as vehicle speed increasing. These results will be used to calculate total VOCs emissions from automobiles in the future.

마이크로컨트롤러를 이용한 Power LED 구동용 정전류형 DC-DC컨버터 구동에 관한 연구 (A Study on Power LED driving constant Current-type DC-DC converter Driven using microcontroller)

  • 본 연구에서 LED는 에너지 소비가 큰 기존의 조명 시스템인 형광등과 백열등을 대체할 수 있는 새로운 조명 시스템으로 주목받고 있으며, 파워 LED 구동기인 DC-DC 컨버터에 관한 연구이다. 다양한 직류전원을 활용 할 수 있는 승압형 DC-DC 컨버터로 설계사양을 통한 인덕터 L과 커패시터 C의 값을 산출하여 PSPICE를 통한 최적의 값을 추정하였다. 컨버터의 스위칭 주파수는 50[kHz]로 최초 듀티비는 10[%]에서 출력전압의 검출 값에 따라 점차적으로 증가시키도록 하였다. 그 결과로 승압형 파워 LED 구동기를 시뮬레이션한 특성은 설계사양과 비교하여 5[%]이하의 오차로 근사적으로 나타났다. 또한, 입력전압 15[V]를 인가하여 안정된 24[V]의 안정된 출력전압을 얻었으며, 디밍제어를 통한 밝기 조절 및 소비전류의 조정이 가능한 결과를 얻을 수 있었다.

Design and Implementation of Modified Current Source Based Hybrid DC - DC Converters for Electric Vehicle Applications

  • In this study, we present the modern hybrid system based power generation for electric vehicle applications. We describe the hybrid structure of modified current source based DC - DC converters used to extract the maximum power from Photovoltaic (PV) and Fuel Cell system. Due to reduced dc-link capacitor requirement and higher reliability, the current source inverters (CSI) better compared to the voltage source based inverter. The novel control strategy includes Distributed Maximum Power Point Tracking (DMPPT) for photovoltaic (PV) and fuel cell power generation system. The proposed DC - DC converters have been analyzed in both buck and boost mode of operation under duty cycle 0.5>d, 0.5<d<1 and 0.5<d for capable electric vehicle applications. The proposed topology benefits include one common DC-AC inverter that interposes the generated power to supply the charge for the sharing of load in a system of hybrid supply with photovoltaic panels and fuel cell PEM. An improved control of Direct Torque and Flux Control (DTFC) based induction motor fed by current source converters for electric vehicle.In order to achieve better performance in terms of speed, power and miles per gallon for the expert, to accepting high regenerative braking current as well as persistent high dynamics driving performance is required. A simulation model for the hybrid power generation system based electric vehicle has been developed by using MATLAB/Simulink. The Direct Torque and Flux Control (DTFC) is planned using Xilinx ISE software tool in addition to a Modelsim 6.3 software tool that is used for simulation purposes. The FPGA based pulse generation is used to control the induction motor for electric vehicle applications. FPGA has been implemented, in order to verify the minimal error between the simulation results of MATLAB/Simulink and experimental results.

스마트기기 사용에 따른 소방관의 감정노동 통계분석 (Statistical analysis of the emotional labor of firefighters using smart devices)

  • 스마트 기기를 활용한 다매체 119신고서비스의 도입으로 소방관들은 감정노동에 더욱 노출되게 되었다. 본 연구는 이러한 소방관의 높아진 감정노동 수준이 직무만족에 미치는 영향을 알아보기 위하여 수행되었다. 그 결과 소방관의 감정노동수준이 높을수록 직무 스트레스(${\beta}=0.166$, p=0.000)와 사회적 지지(${\beta}=0.540$, p=0.000) 정도는 높아지는 결과를 보였으나, 직무만족은 낮아지는 경향을 보였다(${\beta}=-0.136$, p=0.000). 소방관들은 국민의 안전과 재산을 보호하는 중요한 업무를 수행하므로 이들의 직무만족 정도는 업무수행의 원동력이 된다. 이에 소방관의 감정노동을 관리할 수 있는 체계적이고 실질적인 예방 교육과정이 필요하리라 생각된다.
