Increased frequency of climate extremes is another face of climate change confronted by humans, resulting in catastrophic losses in agriculture. While climate extremes take place on many scales, impacts are experienced locally and mitigation tools are a function of local conditions. To address this, agrometeorological early warning systems must be place and location based, incorporating the climate, crop and land attributes at the appropriate scale. Existing services often lack site-specific information on adverse weather and countermeasures relevant to farming activities. Warnings on chronic long term effects of adverse weather or combined effects of two or more weather elements are seldom provided, either. This lecture discusses a field-specific early warning system implemented on a catchment scale agrometeorological service, by which volunteer farmers are provided with face-to-face disaster warnings along with relevant countermeasures. The products are based on core techniques such as scaling down of weather information to a field level and the crop specific risk assessment. Likelihood of a disaster is evaluated by the relative position of current risk on the standardized normal distribution from climatological normal year prepared for 840 catchments in South Korea. A validation study has begun with a 4-year plan for implementing an operational service in Seomjin River Basin, which accommodates over 60,000 farms and orchards. Diverse experiences obtained through this study will certainly be useful in planning and developing the nation-wide disaster early warning system for agricultural sector.
Super-resolution is a technique used to reconstruct an image with low-resolution into that of high-resolution. Recently, deep-learning based super resolution has become the mainstream, and applications of these methods are widely used in the remote sensing field. In this paper, we propose a super-resolution method based on the deep back-projection network model to improve the satellite image resolution by the factor of four. In the process, we customized the loss function with the edge loss to result in a more detailed feature of the boundary of each object and to improve the stability of the model training using generative adversarial network based on Wasserstein distance loss. Also, we have applied the detail preserving image down-scaling method to enhance the naturalness of the training output. Finally, by including the modified-residual learning with a panchromatic feature in the final step of the training process. Our proposed method is able to reconstruct fine features and high frequency information. Comparing the results of our method with that of the others, we propose that the super-resolution method improves the sharpness and the clarity of WorldView-3 and KOMPSAT-2 images.

The National Center for AgroMeteorology (NCAM) has designed a risk management solution for individual farms threatened by the climate change and variability. The new service produces weather risk indices tailored to the crop species and phenology by using site-specific weather forecasts and analysis derived from digital products of the Korea Meteorological Administration (KMA). If the risk is high enough to cause any damage to the crops, agrometeorological warnings or watches are delivered to the growers' cellular phones with relevant countermeasures to help protect their crops against the potential damage. Core techniques such as scaling down of weather data to individual farm level and the crop specific risk assessment for operational service were developed and integrated into a cloud based service system. The system was employed and implemented in a rural catchment of 50 $km^2$ with diverse agricultural activities and 230 volunteer farmers are participating in this project to get the user-specific weather information from and to feed their evaluations back to NCAM. The experience obtained through this project will be useful in planning and developing the nation-wide early warning service in agricultural sector exposed to the climate and weather extremes under climate change and climate variability.
The purpose of this study is to prevent the oral disease and to improve the oral sanitation by investigating the behavior on the awareness of oral health aimed at the residents who lives in the Yeongdong-gun, Choongbuk, Korea. This study was carried out from September 26th to September 27th of 2006 and surveyed aim at 176 persons of residents of Yeongdong-gun. The results of this study can be utilized as a base data of program development on the oral health education of sectional residents and can be reached at the following conclusions. 1. The number of residents who have not experienced oral health education takes possession of 67.5% for men and 48.4% for women, the path how to learn of oral health education holds 67.7% for men and 51.6% for women(p<0.001). In case of the content of oral health education, prothodontics treatment is predominantly showed up as 60.2% for men and 44.2% for women(p<0.01). 2. The number of residents who has visited the dental clinics within 6 months holds 52.4% for men and 27.3% for women(p<0.01). With regard to the number of residents who has visited the dental clinics on the purpose of prevention(examination) of oral disease within 1 year, 'not experienced' showed up no differences as 52.4% for men and 57.6% for women. In case of the number of residents who has experienced prothodontic and conservative treatment, scaling is extremely much as 37.6% for men and 52.6% for women(p<0.05). 3. In case of brushing teeth, 2 times a day is the first rank of 52.3% on the frequency of toothbrushing and the time when brush your teeth after breakfast, lunch and dinner is 22.2%, 16.5% and 20.3% respectively. Below 2 minutes is 64.7% and over 3 minutes is 10.3% on how long do you brush your teeth. With regard to the method on how to brush teeth, `up, down & across' is the first rank of 35.2%. In case of utilization of oral hygiene utensils, the number of resident who is `not used' occupies 62.5%. 4. In the knowledge of oral health, 60.7% of residents replied that the cause of dental carious is the infection by the bacteria. The relationship between the smoking and oral health, 50.5% of them replied `Not relevant' and 33.6% of them replied `Relevant'. The average point of the correct response rate of 9 items related with the knowledge of oral health is merely showed up as 3.39 point. Therefore, it shows up that the knowledge and education related with the prevention of oral disease is much deficient.

With the scaling down of ultra large integrated circuits (ULSI) to the sub-50 nm technology node, the need for an ultra-thin, continuous and conformal diffusion barrier and Cu seed layer is increasing. However, diffusion barrier and Cu seed layer formation with a physical vapor deposition (PVD) method has become difficult as the technology node is reduced to 30 nm and beyond. Recent work on self-forming barrier processes using PVD Cu alloys have attracted great attention due to the capability of conformal ultra-thin barrier formation using a simple technique. However, as in the case of the conventional barrier and Cu seed layer, PVD of the Cu alloy seed layer will eventually encounter the difficulty in conformal deposition in narrow line trenches and via holes. Atomic layer deposition (ALD) has been known for its good step coverage and precise thickness control, and is a candidate technique for the formation of a thin conformal barrier layer and Cu seed layer. Conformal Cu-Mn seed layers were deposited by plasma enhanced atomic layer deposition (PEALD) at low temperature ($120^{\circ}C$), and the Mn content in the Cu-Mn alloys were controlled form 0 to approximately 10 atomic percent with various Mn precursor feeding times. Resistivity of the Cu-Mn alloy films decreased by annealing due to out-diffusion of Mn atoms. Out-diffused Mn atoms were segregated to the surface of the film and interface between a Cu-Mn alloy and $SiO_2$, resulting in self-formed $MnO_x$ and $MnSi_xO_y$, respectively. No inter-diffusion was observed between Cu and $SiO_2$ after annealing at $500^{\circ}C$ for 12 h, indicating an excellent diffusion barrier property of the $MnSi_xO_y$. The adhesion between Cu and $SiO_2$ was enhanced by the formation of $MnSi_xO_y$. Continuous and conductive Cu-Mn seed layers were deposited with PEALD into 32 nm $SiO_2$ trench, enabling a low temperature process, and the trench was perfectly filled using electrochemical plating (ECD) under conventional conditions. Thus, it is the resultant self-forming barrier process with PEALD Cu-Mn alloy film as a seed layer for plating Cu that has further potential to meet the requirement of the smaller than 30 nm node.

As national economies globalize, demand for intercontinental container shipping services is growing rapidly, providing a potential economic boon for the countries and communities that provide port services. On the promise of profits, many governments are investing heavily in port infrastructure, leading to a possible glut in port capacity, driving down prices for port services and eliminating profits as ports compete for business. Further, existing ports are making strategic investments to protect their market share, increasing the chance new ports will be overcapitalized and unprofitable. Governments and port researchers need a tool for understanding how local competition in their region will affect demand for port services at their location, and thus better assess the profitability of a prospective port. We propose to develop such a tool by extending our existing simulation model of global container traffic to incorporate demand-side shipper preferences and supply-side strategic responses by incumbent ports to changes in the global port network, including building new ports, scaling up existing ports, and unexpected port closures. We will estimate shipper preferences over routes, port attributes and port services based on US and international shipping data, and redesign the simulation model to maximize the shipper's revealed preference functions rather than simply minimize costs. As demand shifts, competing ports will adjust their pricing (short term) and infrastructure (long term) to remain competitive or defend market share, a reaction we will capture with a game theoretic model of local monopoly that will predict changes in port characteristics. The model's hypotheses will be tested in a controlled laboratory experiment tailored to local port competition in Asia, which will also serve to demonstrate the subtle game theoretic concepts of imperfect competition to a policy and industry audience. We will apply the simulation model to analyze changes in global container traffic in three scenarios: addition of a new large port in the US, extended closure of an existing large port in the US, and cooperative and competitive port infrastructure development among Korean partner countries in Asia.

Since the scaling-down of IC devices has been reached to their physical limitations, several innovative packaging technologies such as 3D packaging, embedded packaging, and fan-out wafer level packaging (FOWLP) are actively studied. In this study the fabrication of organic-inorganic dielectric material was evaluated for the use of multi-structured redistribution layers (RDL) in FOWLP. Compared to current organic dielectrics such as PI or PBO an organic-inorganic hybrid dielectric called polysilsesquioxane (PSSQ) can improve mechanical, thermal, and electrical stabilities. polysilsesquioxane has also an excellent advantage of simultaneous curing and patterning through UV exposure. The polysilsesquioxane samples were fabricated by spin-coating on 6-inch Si wafer followed by pre-baking and UV exposure. With the 10 minutes of UV exposure polysilsesquioxane was fully cured and showed $2{\mu}m$ line-pattern formation. And the dielectric constant of cured polysilsesquioxane dielectrics was ranged from 2.0 to 2.4. It has been demonstrated that polysilsesquioxane dielectric can be patterned and cured by UV exposure alone without a high temperature curing process.

This paper presents a two-stage spatio-spectral fusion method (2SSFM) based on area-to-point regression kriging (ATPRK) to enhance spatial and spectral resolutions using multi-sensor satellite images with complementary spatial and spectral resolutions. 2SSFM combines ATPRK and random forest regression to predict spectral bands at high spatial resolution from multi-sensor satellite images. In the first stage, ATPRK-based spatial down scaling is performed to reduce the differences in spatial resolution between multi-sensor satellite images. In the second stage, regression modeling using random forest is then applied to quantify the relationship of spectral bands between multi-sensor satellite images. The prediction performance of 2SSFM was evaluated through a case study of the generation of red-edge and short-wave infrared bands. The red-edge and short-wave infrared bands of PlanetScope images were predicted from Sentinel-2 images using 2SSFM. From the case study, 2SSFM could generate red-edge and short-wave infrared bands with improved spatial resolution and similar spectral patterns to the actual spectral bands, which confirms the feasibility of 2SSFM for the generation of spectral bands not provided in high spatial resolution satellite images. Thus, 2SSFM can be applied to generate various spectral indices using the predicted spectral bands that are actually unavailable but effective for environmental monitoring.

An adequate downscaling of the official forecasts of Korea Meteorological Administration (KMA) is a prerequisite to improving the value and utility of agrometeorological information in rural areas, where complex terrain and small farms constitute major features of the landscape. In this study, we suggest a simple correction scheme for scaling down the KMA temperature forecasts from mesoscale (5 km by 5 km) to the local scale (30 m by 30 m) across a rural catchment, especially under temperature inversion conditions. The study area is a rural catchment of $50km^2$ area with complex terrain and located on a southern slope of Mountain Jiri National Park. Temperature forecasts for 0600 LST on 62 days with temperature inversion were selected from the fall 2011-spring 2012 KMA data archive. A geospatial correction scheme which can simulate both cold air drainage and the so-called 'thermal belt' was used to derive the site-specific temperature deviation across the study area at a 30 m by 30 m resolution from the original 5 km by 5 km forecast grids. The observed temperature data at 12 validation sites within the study area showed a substantial reduction in forecast error: from ${\pm}2^{\circ}C$ to ${\pm}1^{\circ}C$ in the mean error range and from $1.9^{\circ}C$ to $1.6^{\circ}C$ in the root mean square error. Improvement was most remarkable at low lying locations showing frequent cold pooling events. Temperature prediction error was less than $2^{\circ}C$ for more than 80% of the observed inversion cases and less than $1^{\circ}C$ for half of the cases. Temperature forecasts corrected by this scheme may accelerate implementation of the freeze and frost early warning service for major fruits growing regions in Korea.
