The purpose of this study was to examine some of the most important factors for the development of information systems with today's fast-paced, ever-changing, and exciting information system environment. Especially, it was focused to investigate current information technology related to develop information systems, to find some important problems during the development process, and to suggest solutions for the problems. Case research methodology was used because a natural setting was needed and a focus was on contemporary events for this study. Similarly, research phenomena was not supported by a strong theoretical base. The case was the development of an integrated information systems in a specific university. Multiple-case designs were desirable, but single-case study was used because of limitations of site selection. Multiple data collection methods were employed in this study such as documentation, interviews, and direct observation. Some major problems were found during the system development. First, the schedule to complete a project was delayed over six months. Second, the system did not ensure to align organizational goals and information systems goals based on BPR (Business Process Reengineering). Third, there was a difficulty in evaluating request for proposal (RPR) returns and choosing a vendor. Finally, information technology is changing too fast. So, it was very difficult to get the transparency of new technology The study has suggested a few solutions: top management support, matching If planning with business planning, complete project plan and control, user participation, and training Finally, joint application development (JAD) is strongly recommended, which is a workshop that unites management, IT specialists, and knowledge workers to define and specify the logical requirements and technical alternatives for a proposed system.

We have analysed the use and organization of space in the Centres des Documentations et de Informations(CDI) in lycees in France with the equivalent information centres. The majority of CDI are located in close proximity to the Academic staff and provide easy student access. The CDI provide not only books but also reviews, magazines and CD-Rom. This information is very important to pupils both in the pursuit of their higher studies and also with their future professional life as there is also careers information available to be discussed regularly with the careers advisor. The function of the CDI is not only to provide information. As part of the curriculum there are classes on how to access the information available in the CDI as well as Seminars and Audio-Visual courses. This management makes it possible for the CDI to operate, not only as a school library but also as a multi-function centre of documentation and information; a variety of spaces are also available: a room for private/small group study. A computer room (as well as a research corner), a reading room, monthly review room, photocopy room, rest room, exhibition room, careers information room, audio visual room etc. The results of this study can be used as essential information during the space planning of Korean school libraries in the future.

There have always been dilemmas between development and environmental conservation throughout the world. Gradually environmental contamination threatens sustainable development and conservation. we try to study on the sustainable development with environmental conservation. One of the instruments to get this goal is Environmental Impact Statement. Environmental Impact Statement has now become a standard tool of decision making in Environmentally Sound and Sustainable Development. The objectives of this study is to explore and suggest some suggestions for improvements of EIA. 1. Identify all criteria and standards that apply to physical and social environmental components and dynamics. 2. Giving attention to the purpose of the criterion and standard, with respect to resource use and quality. 3. Demonstrate the relevance legal, technical, and scientific authority by early planning through construction, operation and maintenance phases. 4. Implement rationales and protocols for the documentation of standard analytical methods, location of sampling points and statistical analysis of data. 5. Establish precise protocols by predictions of environmental impact relevant for established criteria and standards. Reviewing these protocols with relevant legal authorities prior to their implementation is important.
Background The prevalence of flap necrosis after palatoplasty in patients with cleft palate. The prevalence of mucoperiosteal flap necrosis after palatoplasty remains unknown, and this complication is rare. This event is highly undesirable for both the patient and the surgeon. We present here a new scale to evaluate the degree of hypoplasia of the palate and identify patients with cleft palate at high risk for the development of this complication. Methods In this case series, a 20-year retrospective analysis (1994-2014) identified patients from our records (medical records and screening day registries) with nonsyndromic cleft palate who underwent operations at 3 centers. All of these patients underwent operations using 2-flap palatoplasty and also underwent a physical examination with photographs and documentation of the presence of palatal flap necrosis after primary palatoplasty. Results Palatal flap necrosis was observed in 4 cases out of 1,174 palatoplasties performed at these centers. The observed prevalence of palatal flap necrosis in these groups was 0.34%. Conclusions The prevalence of flap necrosis can be reduced by careful preoperative planning, and prevention is possible. The scale proposed here may help to prevent this complication; however, further studies are necessary to validate its utility.

This study aims at the contribution to introduction of facilities and planning for the promotion of the exchange between city and rural community and the promotion of the rural areas. In order to understand the object of the Setagaya Ward Health Village and the management and the effects of facilities, I investigated the documentation, field work and interviews with the persons related. The Setagaya Ward Health Village has been steadily managing the exchange base facilities and the special enterprises, and operating the manager and promotion committees for the projects. Consequently, many tourism facilities and new enterprises such as the Setagaya-Kawaba Corporation were established in the rural areas and they developed into an active region which has abundant jobs available and attracts about 700,000 visitors a year. In conclusion, it is important to make a main body to manage professionally the future plan of facilities which involve image of the regional future and conform to the law. And the facilities should contribute to the economic development of rural areas in consideration of the environment and culture.

Purpose: The ward division is a representative part of the hospital, where a variety of user activities are performed. Users can be broadly categorized as patients and carers, visitors, and medical staff (doctors and nurses). The relationship between these two is a major issue with ward planning as the patient's place of life centers around the hospital room and the task of the clinical workforce centers around the nursing station (NS). Against this backdrop, the study divides the ward units of the General Hospital of China into patient areas, medical team areas, supply areas, and public domain, with the focus on the ward areas affecting most significantly in the hospital patients. Methods: The theoretical advance studies of the standard ward unit are identified by the associated guidelines, articles, and documentation. Results: This study is a summary analysis of relevant regulations, reference literature, and drawing data from the target hospital. Further work is expected to be undertaken, including further surveys and observational surveys, to produce more detailed results. Implications: It is expected that the research in this paper will provide an effective reference for the future research of China General Hospital Ward department, so as to promote and improve the work system of China General Hospital Ward department.

Conflicts of interest and independent agenda of the parties brought together for implementation of a construction project often leads to dispute in Contract and claim situations. Construction Industry is notorious for claim that is managed on its arising and there lacks an endeavor to minimize the breeding grounds through efficient planning and alignment to purpose, of all contract-documents. There failure of a concerted effort entails wastage of resources, delayed completion of facilities and stained relationships of parties when collide in mistrust in contract to win over the other. There needs a focus on the claim breeding issue and establish an effective mechanism to deal with disputes in urgency. Claim occurs mostly during the construction phase. But the seeds of claim and nutrients essential for development are contained in the contract documentation and the information supplied or not in pre-contract phase. Opportunity to prevent nutrients for seed of Claim comes to an end once tender-documents are finalized, the contract is awarded and established or not a mechanism for dealing with claim situation. The processes presented here would help in minimizing the breeding grounds and emergence of disputes during progression of works and dealing with eventualities in forceful manners for finding a resolution most effectively in relevant time.
The Korean environmental impact assessment(EIA) system, and explored ways to improve it as a more efficient and viable institution relevant to the demand of our time and conditions in study. The first problem this study identified is found in the fact that the party to write up the assessment report is itself the business operator or the one who is planning to work out the business plan. This structure translates into placing an order with an agent for EIA report. The reporting job may br subcontracted to the agent at a cost far below the rate specified in the 'Standard for Estimate of Agency Fee for Environmental Impact Assessment.' This practice also causes the vicious circle of producing a report that is written to justify the project or business in question or it leads to rough-and ready and poor documentation to minimize the time required. Second, in order to achieve the goal of the plan or business, which is the target of EIA, the local residents tend to ve regarded as an obstacle. This means elimination of the local people from participating in the EIA or their opinion being frequently ignored. This is the seed of distrust and hostility that sometimes provoke disagreements or fierce conflicts. The first proposal to improve these problem is to improve the factors that cause poor documentation of the assessment report as well as improve the understanding of the EIA system. This study proposes the following measures for improvement. The agency cost for EIA should be paid by the business operator or a third party that can ensure faithful implementation of the payment. A system should be established to verify transparent estimation of the agency cost. In order to enhance the professional quality of EIA agents, there should be implementation of qualification test for industrial engineer of related engineers in addition to the current EIA Qualification Test. The second proposal for improvement is to improve the citizen participation process by instituting a legal framework to make clear the purpose of the briefing session for local residents, which is held as a procedure of EIA, and to ensure more positive publicity during the stage of listening to the opinion of the local community. For a smooth and rational communication process, a moderator and a communicator of opinion, as is the case in a public hearing, could be instituted to clearly get the purpose of the briefing session across to the residents and to help to carry out the explanation and Q & A sessions according to the categories of the opinion of the residents. At present, the notification of the public inspection of the draft of the assessment report and briefing session for the residents is made on the newspaper and internet network. But some people have difficulty with access to this method of announcement. A higher participation rate could be secured if a legal provision is added to specify putting up placards in specific places such as the entrance to the place for the briefing session for residents or the building of administrative agencies of the area concerned.
