A Study on the Necessity of Korean Standard and Code of Safety for Diving System (잠수 시스템의 국내 표준 및 안전 기준 제정 필요성에 관한 연구)

  • The standard and code of safety for diving systems include requirements in the area of diving plant, personnel qualification, diving medicine and operation. In this study the necessity of Korean standard and code of safety for diving system is suggested through the review and comparison of the diving system regulations of domestic as well as foreign governments and other private organizations. Furthermore, by reviewing the status of oversea's diving organizations the proposition was made which can lead the commercial diving sector to international cooperation.

A Study on the Introduction and Application Plan of the Mobile Saturation Diving System for ROK Navy Salvage Operations (한국 해군의 해난구조작전을 위한 이동식 포화잠수체계 도입 및 활용방안에 관한 연구)

  • This study examined how to improve the Korean Navy diving system, particularly focused on using the mobile saturation diving system. This study determined the range of navy operations, and suggested requirements of mobile saturation diving system from the analysis of previous study and current Navy Diving system. Also, this study examined the use of military strategy in terms of its technical and applicable possibility for the enhancement of current system. In addition, the study analyzed both advantages/disadvantages of importing mobile saturation diving system products and domestic development. To review measures in installing and operating such system, this study included analysis on the effectiveness of individual platform. As the result, the study suggested requirements of mobile saturation diving system to be able to be operated by more than 6 divers for more than 17 days at more than 200m depth. And the study confirmed that there are beneficial to use mobile saturation diving system and current Navy saturation diving system together. However, it is low economical efficiency to change current Navy gas diving system to Saturation diving system. To review measures in installing and operating such system, this study suggested that second ATS-II should be built to be able to install mobile saturation diving system. Also, this study generated an utilization method of the system to use it for training when peacetime, and than it should be installed on other platform to use as additional salvage strength during wartime.

Current status of diving and institutional improvement plan of diving apparatus fishery in the southern coast of Korea (우리나라 남해안 잠수기 어업의 잠수현황과 제도적 개선방안)

  • A large number of divers that are engaged in a diving apparatus fishery (DAF) have been experienced a decompression sickness. This study has two purposes. One is measurement of the diving patterns and respiration rate. The other one is to research the institutional improvement plan of the DAF. In the experiments, the diving depth, the diving time, the total ascent time and the ascent rate were about 12.4 m, 22 min, 28 s and 28.1 m/min, respectively, in Tongyeong. In the case of Geoje the diving depth, the diving time, the total ascent time and the ascent rate were about 20 m, 64 min, 17 min and 1.3 m/min, respectively. In a questionnaire survey, the diving depth was 20~29 m (56.4%) in Tongyeong and Geoje, the diving time was 50~59 min (42.9%) in Tongyeong and 70~79 min (35%) in Geoje and all of the divers experienced decompression sickness. In the investigation related to a institutional issue, both of the diving apparatus fisheries had adopted the share system. And the laws and the system for the safety of the divers were not enough in Korea. This study suggests that the license and the diving time for diver of the DAF are needed and diver protection for decompression sickness is needed in the law. And the wage payments should change from full sharing to partial sharing included a regular pay to enhance the safety of the divers.

A Study on the Improvement of Operation Performance of Wet Bell Diving System in the Salvage Ship (구조함정 Wet Bell Diving System 운용성능 개선에 관한 연구)

  • A ship has three types of diving systems (Diver Stage Diving, Wet Bell Diving and Scuba Diving) to carry out a search-and-rescue operation. To reduce the possibility of decompression sickness, any diving systems shall comply with the decompression procedure according to the decompression table corresponding to the diving depth and diving time. The decompression procedure is largely divided into two methods: underwater decompression and underwater-onboard decompression. In particular, the surface interval shall not exceed 5 minutes, which is the phase from underwater decompression to underwater-onboard decompression, in accordance with the U.S Navy Diving Manual. However, the surface interval is greater than 5 minutes as a result of using Wet Bell Diving. This paper describes the result of cause analysis and measurement with improved Wet Bell Diving. Using improved Wet Bell Diving reduced the surface interval to less than 5 minutes. The result of the research can be used for operation and improving the performance of diving systems.

Analysis of the commercial diving national qualification system for the introduction of a diving supervisor (잠수기능장 제도 신설을 위한 산업 잠수 국가자격체계 분석)

  • This study proposes that a diving supervisor, who can perform the role of both a field manager and a supervisor, be introduced in the national qualification system. The goal was achieved by surveying the general status of the commercial diving sector, including the statistics of an underwater construction company, commercial diving equipment operation condition, diver working hours, diver supply and demand status, and underwater construction market size. The national qualification and national competency standard (NCS) systems were also analyzed to deduce the role definition and work scope of the diving supervisor. Consequently, the following proposition is made: the diving supervisor should be an "on-site manager with the highest job skill in the commercial diving field, who can perform the on-site process management as well as guide, supervise, and educate project participants and serve as an intermediary between the contractor and the workers." The responsibilities of the diving supervisor are proposed to include "diving planning and operation of the diving team," "diving with surface-supplied air and mixed-gas diving system," "chamber operation," "underwater construction," and "ship salvage." The persistent issues in commercial diving sectors, such as diver career development, management, and worker supervision, are expected to be largely resolved with the introduction of this qualification.

  • Currently, in Korea the scientific diving activity is being conducted without any legal basis, thus confusions arise in work coverage, equipment usage, and wage calculation etc. In this paper, introduction of scientific diver certification system is suggested to clear such confusions and to enhance the safety of scientific divers. Also the codes and regulations of foreign countries were introduced, and from the analysis of scientific diving tasks and applying skills, the hostility of the scientific diver's working environment as well as requirement of high level diving skills are explained. Finally the necessity of establishment of scientific diving regulation and introduction of diver certification system were emphasized and the promotion plan was discussed.

  • This paper reviewed the diving standards for underwater work in hostile environment and analyzed applied Navy diving technique, diving equipments and procedure for rescue operation of Navy ship Cheonan's missing crew occurred near Bak Ryung Do in March 2010. The operation was done beyond the international standards and safety practice, and by considering the nature of the mission, urgency and effectiveness as well as the detailed facts such as duration and depth of the dive, type of work to be performed, environmental conditions, time constraints of early rescue operation, it is analyzed that using air scuba diving system was adequate.

A comparative study on the Activating Factors of domestic and overseas scuba diving resorts using delphi method

  • This study aims to analyze and compare the activating factors of domestic and overseas scuba diving resorts. Our delphi survey was conducted three times in 30 experts who involved in operation and management including scuba diving resort management representative and training team leader. As a result of comparing the activating factors at domestic versus overseas, it was found that common important activating factors included expansion of convenient facilities at public diving places, installation of safety and medical facilities for divers, development of first aid system including AED and oxygen ventilator, requirement of convenient facilities such as water lift and toilet in diving boat, installation of diving boat screw safety system, local boat operation guideline, regular course training program for scuba diving, employment of professional scuba diving instructor and guide, communication and promotion through various SNS portals, promotion by divers' word of mouth, involvement in regional Diving Resort Association, involvement in Korean Diving Association, communication and mutual benefit with local fishing villages, and linkage policy with local tourism industry.

The Production Conditions and Consumer Satisfaction of Men's Scuba Diving Suits (국내 남성용 스킨스쿠버복 생산실태 및 소비자 만족도)

  • This study analyzes the production process of eight domestic companies that manufacture scuba diving suits for men with an emphasis on the level of consumer satisfaction in scuba diving suits purchases. One hundred fifty questionnaires were distributed and a total of 140 usable data were coded for further statistical analysis that includes descriptive statistics (frequency and ${\chi}^2$ test) through SPSSWIN 17.0. The results show that a majority of the domestic scuba diving suit companies were either small, manufactured products under original equipment manufacturer (OEM) brands, or were involved in the import business. Many of these companies have developed a local sizing system derived from a company database of customer sizing. As a result, different companies have different sizes that lead to confusion and complication among consumers in selecting the correct size for scuba diving suits. The results indicate that most high-priced diving suits are made of imported fabrics because they had superior quality, fitness, and thickness compared to domestic brands. The degree of consumer satisfaction with scuba diving suits was found to be low in comfort, stuffiness, and activity. Respondents indicated that they felt a little tightness in circumstances such as bust, wrist, and thigh in measurements of circumstances. On the other hand, the respondents showed a high degree of satisfaction with body fitness in scuba diving suits. Further research will clarify a standardized sizing system and develop patterns suitable for Korean men's scuba diving suit body sizes.

Critical Limits of Commercial Diving on the Construction of Tidal Current Power in Jangjuk Channel (장죽수로 조류발전건설시 작업특성에 따른 산업잠수 작업한계)

  • The Korea has significant tidal current energy resources, but it is so hard to work underwater for tidal turbine installation. Therefore commercial diving work is very important for tidal current generator. Also, Jangjuk channel is vary famous as proper area to generate tidal current energy. Nevertheless, no one is studied about characteristics of commercial diving works with installation of tidal current generator. The purpose of this study is to introduce commercial diving with work types and investigate critical limits of diving working under the conditions, which are working only to minutes at slack tide during the neap tide. As the results, work types are five as like mooring installation, OMAS(Offshore Maintenance Access System), support structure installation, cable and turbine installation. Here, the original construction period is expected about 4 months, but the construction take 18 months to complete. The cause of extends construction period is insufficiency of researching tidal current conditions at the site and ignorance of slack tide which need to secure diving working time. Total diving working times are 110th during 18 months, the highest percentage of diving times is turbine installation about 43.6 %, and cable, mooring installation and support structure construction are 27.3 %, 15.5 %, 13.6 %, respectively. On the basis of this study, estimation of times of commercial diving is possible with work types of tidal current power, and has a significance as basic data to determining construction period.
