Problems and Improvements on Personnel Management System in Local Government Depending on Dismissal System of Incompetent Civil Servants (공무원퇴출제에 따른 지방공무원인사제도의 문제점과 개선방안)

  • Dismissing incompetent public servants started from Ulsan City is spreading to the nation. As part of comprehensive administrative reform in provincial and municipal authorities, such movement is strong to kick out those who are not qualified and incompetent as public servants. It is because citizens have high hope for the change of public officers. Firing incompetent workers started from Ulsan city government was spread to Seoul City government and to the central government. However, other concerning views over kicking out incompetent public workers are very strongly raised. Accordingly, this study examines various opinions and does institutional, legal, and theoretical reviews on the dismissal system of incompetent workers that is widely spread. It examines social significance and problems over the system and suggests its improvements and directions of innovation toward administrative reform.

  • The Korean system of labor adjudication on the cases of unfair dismissal and unfair labor practices has been criticized by labor and management in spite of the strong point that the Labor Relations Commission processes the cases quickly. This paper empirically investigates the effectiveness of labor adjudication dealt by the Labor Relations Commission with economic approach. It shows that the grievences of labor and management on the existing labor adjudication system have come from the inadequate processes of labor adjudication rather than the favorable or unfavorable ruling. It also shows that a major deterrent to make an effective labor adjudication system has been not the problems of the selfish attitude and expectation of labor and management but the improper attitude and quality of the member and staff of the Labor Relations Commission.

Law and Economics in Labor Contracting (노동계약에 관한 법경제학적 분석:한국의 해고판례를 중심으로)

  • Since the early 1990s, the Korean courts have tilted in the direction of giving greater freedom to employers by relaxing the restrictions on dismissal for economic reasons. During the Korean economic crisis of 1998, the Korean Labor Standard Act was also revised for the purpose of relieving the limitation of employer's discretion in employment adjustment. From the Coasian perspective, this article analyze how implied contracts for the employee's reliance and employer's compliance might be influenced after the formal law is revised. We demonstrate that, if the legal change results in excessive intervention, it might cause the employers to over-breach, the employees to under-rely, and the accompanying efficiency to decrease. We scrutinize the total population of unjust dismissal cases since 1987 in order to investigate how the legal changes in Korea have affected the implied contracts. Our empirical analysis raises a possibility that Korean legal changes made in 1990s might have increased the employer's opportunism and decreased the employer's reliance effort.

  • Recently, there has been active research on smart street lamps that can collect real-time traffic data and provide traffic information by attaching images and radars to road lighting facilities. Smart street light technology can detect, identify, and provide dense information compared to existing technologies. In order to effectively utilize the smart streetlight as a high-resolution information delivery medium, a branch-type operation strategy that is different from the existing centralized operation strategy is required. This study presents dynamic information delivery strategies, release strategies, and their criteria for various purposes in a spatial range, separated by the context before and after the occurrence of smart street lights-based accidents. Through this, it is expected that smart road lighting facilities can be used more effectively.

  • In this paper, we propose an approach to identify the driving environment for intelligent highway vehicles by means of image processing and computer vision techniques. The proposed approach mainly consists of two consecutive computational steps. The first step is the lane marking detection, which is used to identify the location of the host vehicle and road geometry. In this step, related standard image processing techniques are adapted for lane-related information. In the second step, by using the output from the first step, a four-stage algorithm for vehicle detection is proposed to provide information on the relative position and speed between the host vehicle and each preceding vehicle. The proposed approach has been validated in several real-world scenarios. Herein, experimental results indicate low false alarm and low false dismissal and have demonstrated the robustness of the proposed detection approach.

A Study on the Impact of Price Change of International Crude Oil on Merchandise Balance (국제원유 가격변동이 상품수지에 미치는 영향 분석)

  • Under violent competition to secure international raw materials, safe supply and demand of crude oil that only relies on import among main raw materials is an important task for Korean economic development. Therefore, this study aims to analyze the impact of price change of international crude oil on merchandise balance. It also presents political suggestions in preparation for national economic development and safety and develops an organized and long-term overseas resources development program. As the time-series data which had the 1st difference contribute to dismissal of the null hypothesis successfully, we carry out a multivariate cointegration test developed by Johansen (1988) and find that at least one cointegration vector exists. And, when Impulse Response Function is introduced, as the crude oil import price shows a negative impact from Step 2, then an extreme change, a positive impact since Step 13, is maintained and a safe result appears.

  • Low melting metals are difficult to weld because it is vaporized. But epoxy resin make bonding possible using low melting material and dismissal materials. This study is to improve the bonding strength of epoxy and substrate by mechanical and electrochemical methods. In case of mechanical work, bonding strength is 17.6MPa and in case of pre-work, bonding strength is 15.3MPa. When anodizing and mechanical work is applied, bonding strength is 25.3Mpa is increased 165%. When anodizing is applied, bonding strength is 27.6Mpa.

Labor Market Regulation and MNE's Production: Evidence from OECD Countries

  • Purpose - This paper examines the impact of labor market regulations on FDI and the production of foreign firms. Design/methodology - We use an index of employment protection along with data on the FDI and production of foreign affiliates that are provided by the OECD. Findings - The empirical results show that strict employment protection discourages both the production and initial entry of foreign firms, with its impact on production being larger than that on the initial entry decision. The result is robust to various specifications in which instrumental variable estimations are used by applying a unionization rate and a severance pay for redundancy dismissal as instruments, respectively. Therefore, policymakers should not limit their focus to tax incentives, cash grants, and relaxation of market regulations, but they should also extend their attention to labor market deregulation and decreasing non-wage cost to attract more foreign firms into their countries. Originality/value - This paper attempts to answer the question on the impact of employment protection rules on the foreign firm's decisions regarding production as well as initial entry.

It will reach and to respect with afterwards it set a same three research problem. First, before entering into the mathematics gifted children education center, are the mathematics gifted children what kind of quality? Second, Are the mathematics gifted children what kind of quality for general school hour? Third, Are the mathematics gifted children what kind of quality after dismissal of a class after hour? Being selected in the hazard gifted children education center which solves an up research problem, simple characteristic and approach ease characteristic, by the condition of the permission possibility back it selected 2 person gifted children school boxes which are coming and going. Also it will burn with their studying conduct quality and it will roll and it did deeply and it arranged knot eagerly, accomplishing which is superior from the field which is various it showed, the originality was superior, the subject attachment power was high quite, oneself it studies it has a devotion the possibility of knowing it was. And, the social characteristic of the friends and is good with their emotional quality and it does there is own reflection and an encouragement at any time and also a confidence, but just as good as the stress also it receives the possibility of knowing it was to him.

  • The Employment instability of current employees should be related to uncertainty of switching job for experienced ones. Therefore, the researcher would like to look into the influence which is taken by Job Insecurity after verifying Job Instability Recognition through employees and identification of the level into Trust in organization, In particular, for the employee who is working in a catering department and expected to be ranked highly among tourist companies concerning Job Instability Recognition. According to the result of a tentative theory that Job Insecurity will effect negatively to Trust, conversely, it does not give any considerable effects both Trust in colleague and company. It just turned out that the risky factor of their dismissal could come to a substantial consequence to Trust in Superior. In this regard, a study shows that there isn't any relation to Trust in colleague even though there Is the cause of being fired. In this sense, employees can assume that a work evaluation or relationship with their superior, who work together in the field, is related to the risky factor regarding their dismissal. In other words, it turned out that there was no difference between regular employee and non-regular employee in the matter of Job-Instability-Recognition.
