  • The purpose of this study was to assess the evacuation route in a disaster information map to evacuate people to a shelter quickly and precisely during a disaster situation. For this purpose, this study examined the current status of domestic and international disaster information maps and related laws and conducted experiments to derive effective types of intersecting routes. The problems of the disaster information map were obtained through the first preliminary experiment and a survey. Based on these problems, experiments for each type were conducted to provide effective indication information for a disaster information map. To investigate the gait characteristics according to the number of crossing paths, the reduction rate in the crossing path was derived for each type by comparing the previous speed and passing speed. This will enable suggestions to judge the route quickly and accurately when determining the intersecting route in the search for an evacuation route. In conclusion, the experiment of this paper aims to make rapid and accurate evacuations using the disaster information map in response to disasters, and provide guidelines to citizens to contribute to a reduction of casualties.

  • Currently, disasters occurring in Korea are characterized by unpredictability and complexity. Due to these features, property damage and human casualties are increasing. Since the initial response process of these disasters is directly related to the scale and the spread of damage, optimal decision-making is essential, and information of the site must be obtained through timely applicable sensors. However, it is difficult to make appropriate decisions because indiscriminate information is collected rather than necessary information in the currently operated Disaster and Safety Situation Office. In order to improve the current situation, this study proposed a framework that quickly collects various disaster image information, extracts information required to support decision-making, and utilizes it. To this end, a web-based display system and a smartphone application were proposed. Data were collected close to real time, and various analysis results were shared. Moreover, the capability of supporting decision-making was reviewed based on images of actual disaster sites acquired through CCTV, smartphones, and UAVs. In addition to the reviewed capability, it is expected that effective disaster management can be contributed if institutional mitigation of the acquisition and sharing of disaster-related data can be achieved together.

  • TThe cooperation on disaster prevention between the two Koreas has been mostly focused on cooperation at the recovery stage, such as emergency relief supplies and equipment support. This study aims to articulate future practical development plans by analyzing disaster cooperation between North and South Korea in accordance with the changing paradigm of international disaster cooperation. Considering the specificity of inter-Korean cooperation, the Framework for Inter-Korean Disaster Prevention Cooperation was established centering on the Sendai Framework for Disaster Risk Reduction. The framework consists of understanding and sharing disaster risks, building back better, strengthening community resilience, and supporting regional disaster action plans for continuous action. Inter-Korean disaster prevention cooperation requires sharing information about North Korean disasters. It is necessary to accurately identify and support social vulnerability to North Korean disasters. Above all, it is supporting the development of disaster action plans from a humanitarian perspective needs. A medium-to-long term resilience reinforcement plan that North Korea can resolve on its own is also needed. Since North Korea is also deeply interested in international disaster cooperation, it should be based on the direction of the Sendai Framework. Considering the uniqueness of inter-Korean cooperation, a path for North Korea to actively participate in international disaster cooperation should be established.

  • In recent years, our society, because of the arrival of a new paradigm according to the rapid changes in ICT has entered into future smart society and the ubiquitous era. So it can be a notable turning point in the city disaster prevention system with big data, aspects of the era change. Therefore, this study was to derive a desirable vision for the big data city disaster prevention informatization in terms of ICT city disaster prevention system development as preparedness for the city disaster by applying 'scenario planning' as a foresight method. Soon this study derived a successful city disaster prevention informatization strategy as preparedness for the city disaster, for example, in terms of water pollution and disaster prevention of Busan Ecodeltacity. It proposed the big data city disaster prevention informatization system with the use of the administrative aspects of information with spatial informatization as big data information. Also this study explored the future leadership strategy of the big data city disaster prevention informatization in smart society and smart eco-city. Eventually in 2030 to around, in order to still remain our city disaster prevention informatization as a leading ICT nation, this study suggested the following strategy. It is important to ready the advanced ubiquitous administrative spatial informatization and ICT disaster prevention system with big data in terms of water pollution and disaster prevention of Busan Ecodeltacity.

  • In order to strengthen the disaster prevention phase and the management of social disasters, we will examine the plan of To-Be disaster management system interconnected by using intelligent information technologies such as IoT, Cloud, Big Data, Mobile and AI. The disaster management system can be upgraded by constructing an intelligent infrastructure based on Big Data analysis of the disaster signals before and after the disasters generated by private mobile and IoT. Big Data of disaster Signals can be customized to users in a timely manner through AI methodologies of supervised and unsupervised learning and reinforcement training. In the long term, it is expected that not only will the capacity of disaster response be improved, but the management ability centering on prevention will be enhanced as well.

  • This study surveyed the perception differences of business activities about disaster preparedness between Korea and Japan's companies. In Korea, the perception of disaster risk, existence of disaster plan, emergency support to staffs, and support willingness to local society are much lower than Japan's responses. But, Korean companies' planning rate about staffs' refuge and their returning to companies are higher than Japans'. The reason is seemed to be resulted from Korean 'civil defense' codes that define the composition of 'civil defense corps'. Japan has very highly specific guidelines and has continuous improvements about disaster preparedness plan. It seemed that these differences are resulted form the difference of both governments' perception about importance of business part in disaster preparedness.

  • In order to reduce the amount of damage from natural disasters and perform the natural disaster mitigation program, the prevention activities and forecasting based on meteorological parameters and disaster datas are required. In addition, it is necessary to process prevention meteorological information for prevention activities in advance. For this, we have analyzed four data, such as Statistical yearbook of calamities and Statistics Yearbook issued by the Ministry of Government Administration and Human affairs. And Annual Climatological Report issued by the Korea Meteorological Administration and Recently 10 years for natural disaster damage from the Central Disaster and Safety Countermeasures Headquarters. We analyzed the causes, elements, occurrence frequencies, and vulnerable areas of natural disaster, using the 4 disaster datas, but these datas was not consistent with their terminology and items. Through the analysis of a kind and damage of disaster, we have selected the disaster variables, such as causes and elements, the amount of damage, vulnerable areas of natural disaster, etc and made a database. This database will be used to assess the natural disasters and develop the risk model and natural disasters mitigation plan.
