A Research on the On-Site Inspection to Establish Safety Village in Rural Areas (재난안전마을 구축을 위한 농촌지역 실태조사 연구)

  • This study reviewed the occurrence and cases of disasters in the rural areas with an aim to establish safety village in rural areas. It also identified the occurrence of disasters and problems with on-site inspections of 6 villages which had suffered from disaster, and figured out people's awareness of and requirements for disaster and safety in rural areas by conducting surveys on the awareness of the residents. The research concluded as follows: First, it is required to come up with the measures to increase the interest of the rural residents in disaster and safety. Second, it is required to develop customized content to improve the residents' awareness of disaster prevention through continued education and trainings. Third, it is required to have legal/institutional grounds for continuous budget support and maintaining the continuity of business. Fourth, it is required to equally establish the structural and non-structural measures to make safety village.

Analysis of the Disaster Sites using Power-assisted Devices for Rescue (인명구조용 근력지원장치의 적용가능한 재난현장 분석)

  • In this study, we set the need, purpose, and the direction of developments in life-saving devices and analyzed the disaster sites where power-assisted devices are to be applied. For this purpose, we classified the disaster in accordance with the Basic Law for on Disaster and Safety Management and analyzed the common disaster sites where power-assisted devices are available. As a result, 13 disaster sites were classified into three categories. Firstly, 8 sites of social disaster accidents, fire(suppression), fire(rescue), collapse, traffic accidents, explosion, CBR(chemical, biological, and radiological), environment pollution, and other safety accidents, were defined. Secondly, 4 disaster accidents, earthquake, flood, typhoon and other natural disasters, were classified. Finally, other disaster sites were taken into account.

  • Purpose: For effective crisis communication in the event of a disaster, we present policy measures by exploring what activities are required of companies on a daily basis. Method: Employees working for L company were surveyed about the disaster response department, disaster message, and perception of the company during the company's response to COVID-19, as well as the level of response behavior of the employee. Results: First, caller characteristics did not have a significant effect on behavioral changes of members. Second, while the disaster response message within the company had no effect on the members' normative behavior, it had a positive effect on the discretionary behavior. Third, caller characteristics and disaster response messages had a positive effect on public relations, and public relations appeared to mediate caller characteristics and members' discretionary behavior. Conclusion: Studies on disaster response messages are required in the disaster control tower inside the company in normal times, and activities to build a member-friendly corporate culture for strengthening public relations are needed.

  • Recent heavy rains have caused natural disasters such as flooding and landslides nationwide. Because of flooding occurrence in most of the roads, traffic congestion and isolation caused many loss especially at rush hour. Constant monitoring and analysis of past disaster history data are needed to prevent disasters on areas prone to floods and disaster risk areas. If we managed to obtain traffic volume, speed, phase around intersection using disaster history data when disasters occurred, we can analyse traffic congestion, change of disaster scale and rainfall. In this study, We select a target district to develop by using a route from Dae-nam intersection in Busan Namgu Daeyoeon-dong, over Gwangan large bridge up until Haeundae Olympic intersection, We developed a system which searches disaster history information, traffic volume using disaster history data based on user selection of the road.

  • Remote sensing which observes repeatedly the whole Earth and GIS-based decision-making technology have been utilized widely in disaster management such as early warning monitoring, damage investigation, emergent rescue and response, rapid recovery etc. In addition, various countermeasures of national level to collect timely satellite imagery in emergency have been considered through the operation of a satellite with onboard multiple sensors as well as the practical joint use of satellite imagery by collaboration with space agencies of the world. In order to respond heavy snowfall disaster occurred on the east coast of the Korean Peninsula in February 2011, snow-covered regions were analyzed and detected in this study through NDSI(Normalized Difference Snow Index) considering reflectance of wavelength for MODIS sensor and change detection algorithm using satellite imagery collected from International Charter. We present the application case of National Disaster Management Institute(NDMI) which supported timely decision-making through GIS spatial analysis with various spatial data and snow cover map.

  • In recent years, our society, because of the arrival of a new paradigm according to the rapid changes in ICT has entered into future smart society and the ubiquitous era. So it can be a notable turning point in the marine disaster prevention system with big data, aspects of the era change. Therefore, this study was to derive a desirable vision for the big data marine disaster prevention informatization in terms of ICT maritime disaster prevention system development as preparedness for the maritime disaster by applying 'scenario planning' as a foresight method. Soon this study derived a successful marine disaster prevention informatization strategy as preparedness for the maritime disaster like Ferry Sewol Disaster. It proposed the big data marine disaster prevention informatization system with the use of the administrative aspects of information with spatial informatization as big data information. Also this study explored the future leadership strategy of the big data marine disaster prevention informatization in smart society. Eventually in 2030 to around, In order to still remain our marine disaster prevention informatization as a leading ICT nation, this study suggested the following strategy. It is important to ready the advanced Big Data administrative spatial informatization system In terms of prevention of incidents like Ferry Sewol Disaster.

  • 지속되는 기후변화에 의한 풍수해의 발생 빈도와 강도가 증가함에 따라 풍수해 등 극한 기상현상이 지역 및 상황에 따라 재난으로 이어지는 위험성이 높아지고 있어 기상정보 사용자 및 환경에 따라 서로 다른 기상정보의 중요성과 필요성이 급증하고 있다. 이와 같은 수요를 맞추고자 기상 재난에 의한 피해 위험 지역 거주 주민과 재난 현장에서 재난에 대응하는 방재 관계기관 등 특정 사용자의 요구와 필요에 특화된 맞춤형 기상긴급정보를 다양한 매체의 특성에 맞게 즉각적으로 생성하여 전달하기 위한 기상긴급정보전달시스템이 개발되고 있으며 인공지능을 활용한 긴급성의 식별과 정보 생성 방안이 연구되고 있다.

Development of Smart Phone Application for Information Collection of Traffic Congestion Section Caused by Heavy Rain (집중호우에 따른 차량 혼잡구간 정보수집을 위한 스마트 폰 애플리케이션 개발)

  • Flooding caused by torrential rains and landslide causes the deaths of people and property damage as well as traffic congestion and isolation. Driver enters the dangerous area when driver doesn't recognize disaster information on the road and the damage is spread over time. In this paper, we will develop a smart phone application to collect dangerous disaster area information and a system based on C/S to manage the data received from the smart phone application. This system can analyze dangerous disaster areas using the data received from the smart phone application and the spatial database analyzed dangerous disaster areas is displayed in the smart phone application using a map server. We think that the suggested system provides more efficient information to user.

An Analysis of the Korean Peninsula Damages Vulnerabilities for a Natural Disaster Mitigation : Focus on Public Facilities Damages (자연재해저감을 위한 한반도 피해 취약성 분석 : 공공시설피해를 중심으로)

  • This study aims to find out a state of the damages and vulnerable areas from natural disasters in the Korean peninsula using the prevention meteorological database information made by Park(2007b). Through the correlation analysis between damage elements and total property losses, we investigate the damages of public facilities, which have high correlation coefficient, and the cause of disasters and want to propose the basic information to set up the disaster prevention measures in advance. As a result, because most of the total property losses is the damages of public facilities, we can reduce the damages of natural disasters if we can predict the damages of public facilities or carry out the prevention activities in advance. The most vulnerable area for the natural disasters are Cangwon-do and Gyeongsangnam-do provinces. The vulnerable areas for the damages of public facilities by typhoon are Daegu metropolitan city, Cangwon-do, and Gyeongsangbuk-do provinces. These vulnerable areas will take place more frequently due to the climate change including Gyeongsangnam-do province so that we need to set up the disaster prevention measures and natural disaster mitigation plan. Also, we think that it has effect on reducing the damages of natural disasters to predict the damage scale and strongly perform the prevention activities in advance according to typhoon track and intensity.

  • Floods are disastrous natural phenomena which result in numerous losses of life and property. It is possible to minimize the potential risk by adopting a disaster management system. Nowadays, Geo-Spatial Information System(GSIS) and computer-modelling techniques have assisted scientists and engineers with determining flood disaster assessments, GIS technologies especially have the advantage of performing spatial analysis as well as generating the model for a flood hazard. Therefore, this paper presents the flood management system based on 3D GSIS that can cope with natural disasters actively and manage flood hazard systematically by constructing the database using hydrological data, digital map, DEM, and high-resolution satellite images.
