A Study on the Effects of Disaster Response Exercise on Exercise Participants (Focused on Manufacturing Company Exercise Cases) (재난대응훈련이 훈련참가자에게 미치는 효과에 관한 연구(제조기업의 훈련사례 중심으로))

  • In the event of a disaster (or accident), first of all, the ability to respond to an immediate disaster is important. This study investigated the disaster response capacity and the effects of disaster response exercise personnel. A questionnaire consisting of 28 items was used to assess disaster response capabilities. The questionnaire consists of contrast, preparedness initial response, warning, and response steps. Survey participants are self-service fire-fighters of small and medium-sized manufacturing companies participating in exercise. The effectiveness of the exercise. was measured by dividing the subjects before and after the exercise. Analyzing the difference between before and after exercise, it was confirmed that disaster response exercise. had significant effects on improving disaster response capacity. This study suggests that the disaster response exercise. has the effect on the disaster response capacity of the members and the necessity of disaster response exercise. As in the case study, if a company or organization regularly conducts disaster response exercise., its disaster response capabilities will improve. In addition, it is anticipated that in the event of a disaster (or accident), it will be possible to prevent or reduce property damage as well as property damage.

  • This research paper surveyed the awareness of general administrative officials who oversee the disaster management and firefighting officials who take part in emergency rescue work in local governments on disaster response exercises. The result of the survey showed that both officials acknowledged the need of the equipment used in disaster response exercises, securing the budgets for exercises, establishing a network among related institutions, reflecting actual conditions and local characteristics to the exercises, reflecting the result of exercise evaluations to the disaster response manual and next exercises, and securing a command communication system required for exercises.

  • This article aims to analyse the overview and issues of current disaster management training and exercise program for local government officials who is currently in charge of the disaster management tasks by surveying and interviewing. Main issues that raised in the survey and interview are that current disaster management training and exercise program is not practically related with the current work tasks. Furthermore, the organizational issues including lack of awareness in disaster management from upper and middle management are derived. In order to solve such issues, this article suggests to establish regulations to force local government officials completing certain hours of training and exercise programmes and integrated system that can manages local government officials' training records and to improve awareness of senior officials towards importance of training and exercise in disaster management.

  • The purpose of this study was to verify the change in temperature humidity perspiration of fire suit when applying phased intensive exercises to fire fighter wearing fire suit. For this study, three male fire fighters took basic physical test and performed 10 minute phased intensive exercises -exercise intensity I (30%VO2max), exercise intensity II (45%VO2max), exercise intensity III (60%VO2max) based on maximum oxygen consumption (VO2max)- wearing fire suit (helmet, boots, air respirator) in treadmill and took a rest. The result of study shows that the temperature in the suit elevated during stabilization period after each exercise intensity, humidity elevated as exercise intensity increased, perspiration elevated as exercise intensity increased. This study indirectly ascertained the fire suit's physiological change in fire fighters during field activities.

  • The disaster preparedness system in Korea has been developed in spite of many obstacles, but there are still many problems especially on actual preparedness including disaster drill and disaster medical system. Disaster drills performed by wide regional emergency medical centers for one years were analyzed based on the disaster drill report and additional compensation of incomplete data by direct contact with the participating institutions. On the disaster medical drills in Korea, it is necessary to emphasize drills on various types of disaster, active participation of medical personnels, drills combined with various types of related institutions, process of disaster medical aspect.

Effect of Disaster and Safety Education on Disaster Risk Assessment (재난 위험도 평가 과정에 재난안전교육이 미치는 영향 평가)

  • As the disaster becomes bigger and more complicated and causes massive damage in the society, it becomes important to educate and exercise the people for the disaster response and safety. In this study, the effect of the disaster and safety education on the disaster risk assessment was evaluated. Disaster risk was calculated by the likelihood and consequences. The expert survey was used to evaluate the effect of the education on the likelihood and consequences. The inquiries were divided by the education target which makes different results of the survey. As a result, the disaster risk was reduced upto almost 48% when all people including the government workers and students were educated regularly. The result needs to be verified by the field data analysis. However, it provides the reason why the disaster and safety education is important.

  • Today, scale of a disaster becomes huge, all the available resources should be mobilized to control the disaster situation, and situations of the disaster site is broadcasted by the various media on a real-time basis. Accordingly, The commander of the disaster site should manage the situation taking all the factors into consideration. Despite the importance of the factors affecting the command of disaster site, there are not much research on this topic. This study utilizes METT-TC(Mission, Enemy, Troops, Terrain and weather, Time available, and Civilian considerations) which is applied in a combat situation by the military area and proposes MORT-TEC(Mission, Object, Resources available, Terrain and weather, Time available, Exercise, and Civilian considerations) as factors affecting the effective command of disaster site. These factors are applied to the Sewol Ferry Incidents and policy implications which can help researchers and practitioners in the area are suggested.

A Study on the Development of Disaster Nursing Education Program for Nursing Students : Expert Interviews and Qualitative Content Analysis (간호대학생의 재난간호 교육프로그램 개발에 관한 연구: 전문가 심층 인터뷰를 중심으로)

  • The purpose of this study is to provide basic data for the development of a disaster nursing education program for nursing students. This study conducted in-depth interviews with seven experts, including emergency medical technicians, disaster nurses at public health centers, and professors of nursing in charge of disaster nursing, and analyzed the data using content analysis, a qualitative research method. As a result of the study, the composition of the disaster nursing education program was derived as 'Definition and category of disaster, National disaster system, Response and collaboration with related organizations, Triage at disaster site, and The role of nurse in a disaster situation.' The operation of the curriculum was derived as 'step-by-step application from lower grades to upper grades, basic stage theory education stage, advanced stage 1 team activities and individual training education by learning content, and advanced stage 2 operation in the form of tabletop exercise, field-training exercise or simulation.' Based on this study, the development of a disaster nursing education program is suggested.

  • Purpose: The fields manuals which is managed by the each disaster types are the integrated guideline. When the disaster occurred, all kinds of SOPs which are described in the manual does not need. Therefore, the person in charge is confused which SOP is executed. In this study, we propose the disaster response process model based on the specific disaster situation case. Method: Firstly, we define the disaster situation cases which is mentioned in the field manual, and then, we develop the disaster response process model including indispensible SOPs for the specific disaster situation case. As a verification and feedback process, we apply the model to Safety Korea Exercise scenario. Result: We developed SOP model and disaster response process model reflecting the concept of the disaster situation case. Conclusion: Safety Kore Exercise scenario reflecting the developed model may continuously upgrade the field manual.

  • As the modern society becoms industry acceleration and urbanization, disaster and safetry education becoms important to educate and exercise the people for the disaster response and safety. This study suggests safety management method by simulation training and an attitude survey. The researchers of the study suggest as followers: First must be about strengthening eduation that accords to responsibility and part. The second need about manual build and simulation training for expansion disaster and crisis management. The last must be consideration to reconstitute of organization which of be not up to the disaster and crisis management.
