Lessons Learned from Major Environmental Health Disasters in South Korea and the Role of Environmental Health Experts (국내 주요 환경보건 재난의 전개 과정과 그 교훈, 그리고 환경보건 전문가의 역할)

  • In today's civilization, it can be impossible to prevent disasters that cause large-scale human and material harm, and the environmental industry is not excepted from this. Over the last 50 years, several large and small environmental health catastrophes have occurred in Korea. Notable instances include the phenol pollution accident in the Nakdong River, the Hebei Spirit oil spill in Taean, Chungcheongnam-do, and the humidifier disinfectant disaster. Looking at these instances, it is clear that the government failed to prevent similar incidents and accidents after the tragedies. The government created and executed different policies to prevent such incidents and accidents, but the majority of them were highly fragmented. It is understandable that depending on the political and social level of the society in which the environmental health hazard incident/accident happened, the investigation of the cause, countermeasures, and policy reaction may differ. To put it another way, the more authoritarian and non-democratic a political social system is, the more likely it is to cover up occurrences and accidents without a deep examination. This is in line with the members of society's level of political awareness and acknowledgment of the importance of life and safety. In 1985, when the Onsan pollution disease was discovered, and in 2011, when we recognized the realities of the humidifier disinfectant disaster, South Korea's political and social systems were entirely different.

A Study on Corporate Social Responsibility of the private sector for disaster management (재난안전분야에 대한 민간기업의 사회공헌 연구)

  • The purpose of this study is to research the importance of public-private partnerships in disaster management. This study was evaluated by experts specializing in the improvement of public-private partnerships for disaster management. The following items are needed to encourage corporate social contribution activities in the disaster security industry. The researchers first propose a solution by means of ensuring cooperation between government and business networks. Second, we propose for those entities to discover new means to support private companies' participation in social contribution activities. The researchers' third solution is to be utilized to secure funding for induction and to support public-private partnerships to participate in the social contribution activities of private companies. Our fourth solution is promoting a sustainable plan for raising public awareness of corporate social contribution. Finally, the social contribution of the participating companies enhance brand recognition and as well as incentives. This study may contribute to the current operating system to support relevant policies and measures to encourage the participation of enterprises in the field of disaster security. Future research will be to study (such as through questionnaires) ways to participate in disaster management companies in accordance with environmental changes.

Highly Efficient Checklist for the Safety Management of Reinforced Concrete construction (철근콘크리트 공사의 효율적 안전관리를 위한 체크리스트 제안에 관한 연구)

  • Modern construction technology has been highly systemized, which has simplified the construction methods applied to construction sites. However, on reinforced concrete construction sites, there have recently been many new disasters, and these have been bigger than before due to the heavy dependency on manpower. This study investigates the cause and cases of disasters during reinforced concrete construction. In addition, the study surveyed the psychological condition of construction site personnel in relation to the safety awareness and the causes of disasters, while deriving the basic components related to disasters on construction sites in order to analyze the relationship between each component to suggest an efficient safety management measures checklist. Construction site personnel should utilize the results drawn from this study as a disaster prevention tool to use in a safety education class, and not consider this simply as statistical data, but as a checklist to ensure full awareness of the appropriate priorities for safety categories to utilize in the reinforced concrete construction in order to execute reasonable safety management.

Analysis of Collapse Accidents in Demolition Work using AcciMap and STAMP (AcciMap과 STAMP를 활용한 해체공사 붕괴사고 분석)

  • Investigation of the cause of the relatively recent building collapse accident in Gwangju revealed a lack of awareness about the safety of the dismantling construction system among stakeholders, in the form of issues such as illegal subcontracting, unauthorized design changes, and insufficient safety supervision. This study was conducted to analyze the safety interactions between the building dismantling construction system and the involved stakeholders and to propose ways to prevent accidents in related institutions and workplaces. AcciMap and STAMP-CAST analysis methods were used to evaluate safety interactions among the various stakeholders participating in building demolition work. Analysis results revealed that the collapse accident during the dismantling work was caused not only by structural causes occurring in the construction stage, but also by various causes throughout the system, such as the dismantling plan preparation stage and the construction permit stage. The results also revealed the need for proper implementation of safety control measures by various stakeholders to prevent collapse accidents during dismantling construction.

The Study of Safety Awareness of Construction Workers and the Improvement of the Safety & Health Education (건설근로자의 안전 의식 실태 및 안전 보건 교육 개선에 관한 연구)

  • Purpose : This study is conducted to analyze the safe awarenece, its related health education and the employee's requirements in a prime supplier and its subcontractor company, suggesting the proper measure in employee education program. Method : The employees of 'S' construction company and its subcontractor are surveyed during the period of April 15 from May 15 in 2016. The 324 questionnaires are statistically analyzed with the version 21.0 of SPSS. The general characteristics were calculated through the frequency analysis and descriptive statistics. The difference in safe consciousness between prime and subcontractor employee group was analyzed using t-test. Result : The statistics shows the employees in the prime company tend to observe the safe rules rather than the subcontractor employees(p<.005), but the latter are more conscious of safety in working environment than the former(p<.005). In addition, the subcontractor company did not provide his employees with the site for the safety-health education. Conclusion : The small-sized subcontractor company should identify its employees' requirements and supplement the lack of the safety and health education for the prevention of the industrial disasters. In details, the hand-on and practice-oriented leaning and teaching program development are suggested.

A Study on Risk Assessment and Risk Mitigation Measures of Liquefied Chlorine Leak (액화염소 누출의 위험도 분석 및 위험경감조치에 대한 연구)

  • As the chemical industry becomes more advanced, the awareness of chemical accidents is rising, and legal systems for chemical safety management are strengthened. In this study, quantitative risk assessment of liquid chlorine leak was conducted. Risk assessment was performed in the order of frequency analysis, consequence analysis, and risk calculation. The individual risk was presented in the form of contour lines. The social risk was expressed by the FN curve. The risk of day and night was in an unacceptable area, so it was required to mitigate risk. Therefore in-building, which could trap the pool, was selected as a risk mitigation measure. As a result of the cost benefit analysis, it was concluded that this measure should be reasonably implemented.

  • The purpose of the establishment of corporation's Business Continuity Plan(BCP) is to maintain corporations' own business and establish the response plan in order to resume operation in a short time period when crisis situations occur due to natural disaster and human error. This study has presented all types of procedures and criteria which are needed to establish the airport crisis response system in order to maintain the business continuity by utilizing BCP technique. Basically the risk response procedures must be established in the process of (1) preparation stage, (2) plan development stage, (3) documentation stage, (4) test & maintenance stage. The guideline has been suggested that each stage must be carried out in the sequence of Policy & Planning Responsibility, Business Impact Analysis, Recovery Strategy & Plans, Emergency Plan & SOP, Training Awareness and Maintenance & Review

A Study on Improvement of Site Selecting Indicators for Safe Pedestrian Environment (안전한 보행환경 사업 대상지 선정지표 개선방안 연구)

  • As car-oriented road policies have been made forward so far, relatively pedestrians' walking conditions are so in poor environments that more than two thousand pedestrians die from car accidents every year. Pedestrians' walking right has been severely invaded like that. Pedestrians' walking right is a right that people are able to walk safely and comfortably in pleasant surroundings as long as they don't threaten the public safety, order maintenance, and welfare. The government has an obligation to provide safe, comfortable, and pleasant environments to pedestrians. Recently interests in pedestrians' safety are increasing, government-driven supports have been made to make safe, pleasant, and healthy walking surroundings. As poor walking condition improvement projects cost high, they should be progressed to accomplish maximal effects using finite finances efficiently, and post feasibility evaluations of the projects should be severely estimated. However site selecting indicators which satisfy with the goal for composing safe working surroundings have not been decided yet, though currently it has a legal basis to specify walking condition improvement sites by the Law for Pedestrians' safety and Comfort Increasement. Therefore this study focuses on suggesting improved ways for selecting sites where pedestrians' safe environment project by reviewing previous research. When project sites are selected, evaluation indicators related to awareness survey of residents and history should be excluded, and disaster safety assessments for walking safety facilities, latent human hazards and natural disasters like a strong wind are proposed besides evaluations on pedestrians' safety and walking environment for matching with the purpose of the project to make safe working surroundings.

  • Domestic industrial accidents continue to increase, with 2,142 deaths in 2018, up by 185 (9.5%) from 1,957 deaths in 2017. Industrial accidents that cause loss of human lives pose a serious risk to businesses because of the strengthening of safety regulations and the changing public perception of social responsibility. Accordingly, to prevent industrial accidents, companies regularly conduct onsite safety activities and conduct education and training to raise awareness among employees. However, many such corporate activities are not conducted voluntarily and practically by employees but mostly by formal implementation. To discontinue this customary and passive behavior of employees and establish a mature safety culture, strengthening the execution power of safety management at the site is of paramount importance, and to this end, we aim to utilize the safety practice index (SPI). In this study, the SPI calculated on the basis of the results of the 2018 and 2019 risk management and safety activities of a site was compared with the reported safety accidents. The results confirmed that the SPI index can be used as a valid indicator for safety activities for accident prevention, such as strengthening leadership and safety policies to grade and manage safety management levels for a certain period of time or by a department or to convert weaknesses into strengths.

Correlation Analysis Between Awareness of the Serious Accidents and Safety Consciousness of Construction Workers Under the Act on the Punishment of Serious Accidents (중대재해처벌법 인지 정도와 건설 근로자 안전 의식 수준의 상관관계분석)

  • The purpose of this study was to analyze the Correlation Analysis between Awareness of the Serious Disaster and Safety Consciousness of Construction Workers under the Act on the Punishment of Serious. A survey was conducted on construction workers, construction managers, and safety managers. The results of this study were as follows; The correlation analysis conducted among the three groups indicated a significant correlation, with safety managers demonstrating the highest correlation, followed by construction managers and construction workers, and all three groups exhibited a moderate correlation. The correlation analysis conducted for the entire group also revealed a significant correlation, and as the number of participants increased, higher correlation coefficients were observed. Furthermore, to ascertain the significance of the correlation coefficients, a comparison was made between the p-value and the significance level (α). Consequently, a p-value smaller than the significance level of 0.05 was obtained, leading to the rejection of the null hypothesis and the acceptance of the alternative hypothesis. Therefore, it can be concluded that there is a relationship between the level of awareness of the serious Accidents Punishment Act and the level of Safety Consciousness of Construction. One limitation of this study is that it relied on a subjective indicator through a survey, which may introduce variability in the difficulty level of the questionnaire items.
