  • Total industrial accident rate in Korea is facing a record 0.7% for 10 years since 2000. After entering the continuous versus 0.6% (0.69%) in 2010. In 2011, the decrease was reduced to 0.65%. Conversely In contrast to foreign workers' share has increased dramatically over 10 years since 2000 to 2010 are expected to be difficult in the accident rate of 0.5% for the entry. Despite the ongoing disaster reduction efforts to reduce disaster (share) of foreign workers has been increasing rapidly Survey, Whilst the provision of disaster prevention system status and problem analysis and identify measures that can be established through such disaster reduction measures are urgently needed.

  • 2015년 효고행동강령이 종료됨에 따라 2015년 3월 개최된 제3차 세계재난위기경감회의에서 센다이프레임워크가 재해위험경감을 위한 새로운 글로벌 아젠다로 채택되었다. 재해위험경감을 위한 글로벌 아젠다에 대한 지속적인 파악은 글로벌 수준뿐만 아니라 국가 수준에서의 재해위험경감에 있어서도 매우 중요하다. 이에 따라 본 연구에서는 재해위험경감을 위한 글로벌 아젠다가 효고행동강령에서 센다이프레임워크로 전환됨에 따라 아젠다의 주요 변화 내용을 살펴보았으며, 효고행동강령 이행에 대한 국내 주요 성과와 센다이프레임워크 채택에 따른 현재까지의 국내 현황을 분석하였다. 또한 센다이프레임워크는 정책결정에 있어서 과학 및 기술의 역할을 강조하고 있으며, 국내에서 과학기술 분야의 연구 동향을 살펴보았다. 재난관리 단계 중 예방을 위한 노력이 49.9%로 가장 많이 이루어지고 있었으며, 행동우선순위 1 (40.4%)과 4 (35.8%) 관련 계획들이 주로 추진되고 있었다. 재난관리를 위한 과학기술 연구 개발 또한 활발하게 진행되고 있는 것으로 분석되었으나, 행동우선순위 4와 관련된 과제가 79.7%로 대부분을 차지하고 있었으며, 4가지 행동우선순위를 모두 고려한 개발이 필요하다고 할 수 있다. 최근 위성기술, 빅데이터 등의 차세대 방재기술을 활용한 재해관리가 요구되고 있으며, 이를 지원할 수 있는 교육 및 정책 수립을 통해 재해위험경감에 효과적으로 기여할 수 있을 것으로 기대된다.

Design and Implementation of Community-based Hazard Mapping Support System Based on Mobile Cloud in Traditional Towns with Local Heritage

  • This paper describes the design and trial development of a system that supports continuous hazard mapping by local residents in their daily life. We performed an interview survey to design our system in a model traditional town in Saga Prefecture, Japan. The results show that despite continued efforts, many practical problems remain and residents feel unsafe. Considering these results, we designed and developed a unique information and communication technology-based support system that contributes to community-based disaster prevention and reduction. The continuous resident participation and posting design are the core concept for our community-based approach. Our system continues to support making a hazard map by integrating the community-based hazard information. Local residents register information (disaster types, risk level, photographs, comments, positional information) about locations that could be dangerous in a disaster. In addition, our system enables information sharing through a Web server. We expect that this information sharing will allow local hazard information for each district to be used.

  • This paper describes design and development of a system that supports continuous creation of hazard maps by local residents in their daily life. We made an interview survey to design our system in a model traditional town in Saga, Japan. The results show that in spite of continuous efforts, many practical problems remain and residents feel unsafe. Based on these results, we designed and developed a unique ICT-based support system which contributes to community-based disaster prevention/reduction. The continuous resident participation and posting design are core concept for our sustainable community-based approach. Our system continues to support making a hazard map by integrating the community-based hazard information. Local residents register information about the spot (disaster types, a risk level, a photograph, comments, positional information) that can be dangerous in case of disaster. We have evaluated the usefulness and possibilities of our prototype system implemented as an iOS application.

  • An increase in oil and gas plants caused by development of process industry have brought into the increase in use of flammable and toxic materials in the complex process under high temperature and pressure. There is always possibility of fire and explosion of dangerous chemicals, which exist as raw materials, intermediates, and finished goods whether used or stored in the industrial plants. Since there is the need of efforts on disaster damage reduction or mitigation process, we have been conducting a research to relate explosion model on the background of real 3D terrain model. By predicting the extent of damage caused by recent disasters, we will be able to improve efficiency of recovery and, sure, to take preventive measure and emergency counterplan in response to unprepared disaster. For disaster damage prediction, it is general to conduct quantitative risk assessment, using engineering model for environmental description of the target area. There are different engineering models, according to type of disaster, to be used for industry disaster such as UVCE (Unconfined Vapour Cloud Explosion), BLEVE (Boiling Liquid Evaporation Vapour Explosion), Fireball and so on, among them, we estimate explosion damage through UVCE model which is used in the event of explosion of high frequency and severe damage. When flammable gas in a tank is released to the air, firing it brings about explosion, then we can assess the effect of explosion. As 3D terrain information data is utilized to predict and estimate the extent of damage for each human and material. 3D terrain data with synthetic environment (SEDRIS) gives us more accurate damage prediction for industrial disaster and this research will show appropriate prediction results.

  • 본 논문은 지역 주민들의 일상 생활에서의 연속적인 위험지도 작성을 지원하는 시스템의 설계 및 시범 개발을 기술한다. 우리는 일본 사가현의 전통 마을 모델에서 인터뷰 설문 조사를 실시하여 시스템을 설계하였다. 결과는 지속적인 노력에도 불구하고 많은 실질적인 문제가 남아 있으며 주민들이 안전하지 않다고 느끼고 있음을 보여준다. 이러한 결과를 고려하여 지역 기반의 방재 및 저감에 기여하는 독자적인 정보통신기술 기반 지원 시스템을 설계, 개발하였습니다. 지속적인 주민 참여 및 게시 디자인은 커뮤니티 기반 접근 방식의 핵심 개념입니다. 우리 시스템은 지역 사회 기반 위험 정보를 통합함으로써 위험지도를 계속 작성하도록 지원합니다. 지역 주민은 재해로 위험 할 수 있는 위치에 대한 정보 (재난 유형, 위험 수준, 사진, 의견, 위치 정보)를 등록합니다. 또한 웹 서버를 통한 정보 공유가 가능합니다. 이 정보 공유를 통해 각 지역의 지역 위험 정보를 사용할 수 있게 될 것으로 기대한다.
