Assessment of Reliability when Using Diagnostic Binary Ratios of Polycyclic Aromatic Hydrocarbons in Ambient Air PM10

  • The reliability of using diagnostic binary ratios of particulate carcinogenic polycyclic aromatic hydrocarbons (PAHs) as chemical tracers for source characterisation was assessed by collecting PM10 samples from various air quality observatory sites in Thailand. The major objectives of this research were to evaluate the effects of day and night on the alterations of six different PAH diagnostic binary ratios: An/(An + Phe), Fluo/(Fluo + Pyr), B[a]A/(B[a]A + Chry), B[a]P/(B[a]P + B[e]P), Ind/(Ind + B[g,h,i]P), and B[k]F/Ind, and to investigate the impacts of site-specific conditions on the alterations of PAH diagnostic binary ratios by applying the concept of the coefficient of divergence (COD). No significant differences between day and night were found for any of the diagnostic binary ratios of PAHs, which indicates that the photodecomposition process is of minor importance in terms of PAH reduction. Interestingly, comparatively high values of COD for An/(An + Phe) in PM10 collected from sites with heavy traffic and in residential zones underline the influence of heterogeneous reactions triggered by oxidising gaseous species from vehicular exhausts. Therefore, special attention must be paid when interpreting the data of these diagnostic binary ratios, particularly for cases of low-molecular-weight PAHs.

Assessment of Wave Change considering the Impact of Climate Change (기후변화 영향을 고려한 파랑 변화 평가)

  • According to the climate change scenarios, the intensity of typhoons, a major factor in Korea's natural disaster, is expected to increase. The increase in typhoon intensity leads to a rise in wave heights, which is likely to cause large-scale disasters in coastal regions with high populations and building density for dwelling, industry, and tourism. This study, therefore, analyzed observation data of the Donghae ocean data buoy and conducted a numerical model simulation for wave estimations for the typhoon MAYSAK (202009) period, which showed the maximum significant wave height. The boundary conditions for wave simulations were a JMA-MSM wind field and a wind field applying the typhoon central pressure reduction rate in the SSP5-8.5 climate change scenario. As a result of the wave simulations, the wave height in front of the breakwater at Sokcho port was increased by 15.27% from 4.06 m to 4.68 m in the SSP5-8.5 scenario. Furthermore, the return period at the location of 147-2 grid point of deep-sea design wave was calculated to increase at least twice, it is necessary to improve the deep-sea design wave of return period of 50-year, which is prescriptively applied when designing coastal structures.

The Analysis of the Risk of Vehicle Fires in Korea and the Effectiveness of Initial Fire Extinguishing (국내 자동차 관련 화재발생 위험성 분석 및 초기소화의 효과성 연구)

  • Purpose: In this study, the status and the risk of fire occurrence in domestic automobile were evaluated and the damage reduction effect by using the fire extinguishing mechanism was evaluated. Method: The analysis of the risk of the occurrence of Vehicle Fires in Korea and the damage of human and property by the use of fire extinguisher applied to fire extinguisher were investigated and analyzed. Results: The annual damage rate of the damage caused by the automobile fire is 4.74%, which shows an annual increase. As a result of the analysis of the personal injury caused by the passenger car in the car fire situation, the damage amount per 100 cases of the fire occurrence increased from 424.65 million won to 473.06 million won in the past 5 years (2012 ~ 2016). Conclusion: When fire extinguishers are used in the case of passenger Vehicle Fires, the average amount of property damage per fire occurrence is estimated to be about 307.5 million, emphasizing the importance and necessity of the initial fire fighting.

  • Although the safety management plan review system according to the Construction Technology Promotion Act for securing the safety of the construction work is a fundamental system essential for the prevention of the construction industry disaster, the necessity of its improvement has been raised because it often fails to meet the original purpose. In this study, through the analysis of the effect of the safety management plan and the problems of the operation, we suggest ways to improve it in view of the construction accident reduction and conducted surveys on the construction site through the questionnaires of the client, construction company, and construction business technology manager. In order to improve the effectiveness of this system as a result of the study, it is necessary to distribute the guidelines for the preparation of the safety management plan, manuals, etc., to simplify the contents of the safety management plan, also the step-by-step approval of the safety plan can be a solution. For this, it is necessary to revise the policy through consultation with the Ministry of Land, Transport and Maritime Affairs and related experts.

The Role of Safety Management Professional Organizations through Industrial Accident Analysis (산업재해분석을 통한 안전관리전문기관의 역할)

  • Since last year, the government has enforced the 'Act on the Punishment of Severe Accidents, Etc.' (hereafter referred to as the 'Serious Accident Punishment Act'), which punishes business owners and business managers who fail to fulfill their duty of safety measures with 'imprisonment of one year or more' and the Occupational Safety and Health Act. Based on this, various occupational safety and health policies were developed, including the operation of a system related to entrusting the work of safety managers. Despite these efforts, the effect of implementing the Severe Accident Punishment Act is a groundbreaking change in the current disaster prevention policy, which has increased by 0.02%P and 0.03‱P, respectively, from the previous year to 0.65% of the total accident rate and 1.10‱ of the death rate per 10,000 people as of 2022. As the need emerged, attention was paid to 'collaboration and governance with safety management institutions' in the 'Severe Disaster Reduction Roadmap' announced by the Ministry of Employment and Labor in November 2022. In this study, a meaningful result was derived by comparing and analyzing the industrial accident status of workplaces entrusted by "A" safety management institutions with the national average based on the industrial accident survey table, and the types of industrial accidents that occurred in consigned workplaces were selected as intensive management targets. The policy direction for industrial accident prevention was established. It is necessary to develop safety management work manuals based on the results of this study, expertise, discover best cases of risk assessment and develop guides, and educate and train consigned workers. In addition, it suggests that the government's guidance and supervision are needed to advance the professionalism of safety management entrusted tasks, and that safety management institutions should strengthen their roles and functions for preventing and reducing industrial accidents. However, due to difficulties in disclosing information of specialized safety management institutions, the limitation of the provision, collection, and viewing of research-related data to "A" specialized safety management institutions remains a limitation of the research. It seems likely that more thorough research will be conducted.

Wind-induced fragility assessment of urban trees with structural uncertainties

  • Wind damage of urban trees arises to be a serious issue especially in the typhoon-prone areas. As a family of tree species widely-planted in Southeast China, the structural behaviors of Plane tree is investigated. In order to accommodate the complexities of tree morphology, a fractal theory based finite element modeling method is proposed. On-site measurement of Plane trees is performed for physical definition of structural parameters. It is revealed that modal frequencies of Plane trees distribute in a manner of grouped dense-frequencies; bending is the main mode of structural failure. In conjunction with the probability density evolution method, the fragility assessment of urban trees subjected to wind excitations is then proceeded. Numerical results indicate that small-size segments such as secondary branches feature a relatively higher failure risk in a low wind level, and a relatively lower failure risk in a high wind level owing to windward shrinks. Besides, the trunk of Plane tree is the segment most likely to be damaged than other segments in case of high winds. The failure position tends to occur at the connection between trunk and primary branches, where the logical protections and reinforcement measures can be implemented for mitigating the wind damage.

A Study on behavior of Slope Failure Using Field Excavation Experiment (현장 굴착 실험을 통한 사면붕괴 거동 연구)

  • Recently, the occurrence of landslides has been increasing over the years due to the extreme weather event. Developments of landslides monitoring technology that reduce damage caused by landslide are urgently needed. Therefore, in this study, a strain ratio sensor was developed to predict the ground behavior during the slope failure, and the change in surface ground displacement was observed as slope failed on the field model experiment. As a result, in the slope failure, the ground displacement process increases the risk of collapse as the inverse displacement approaches zero. It is closely related to the prediction of precursor. In all cases, increase in displacement and reverse speed of inverse displacement with time was observed during the slope failure, and it is very important event for monitoring collapse phenomenon of risky slopes. In the future, it can be used as disaster prevention technology to contribute in reduction of landslide damage and activation of measurement industry.

  • After the death of Min-sik Kim in Asan, South Chungcheong Province in September 2019, awareness of the school zone has been increasing, and the traffic law is being revised continuously. However, despite these efforts, the number of traffic accidents among children has not decreased significantly. This indicates the need for a new direction considering the behavioral characteristics of children and the traffic environment. Therefore, this study identified the current status and problems of school zones through case analysis of school zones in Korea. In addition, we analyzed the Vision Zero policy, the concept of Home Zone, and engineering-oriented road design cases and operation methods in Sweden, an advanced country in traffic safety. In addition, the cases of the two countries were compared and organized focusing on the basic principles of disaster prevention design. The purpose of this study is to suggest the direction of design and policy to improve school zone problems in Korea. Through this, it is expected that the results of this study will be used as data for future research development for the reduction of school zone fatalities in Korea.

A Study on How to Kill Airborne Bacteria and Viruses in Elementary Schools (초등학교내 공기중 부유세균 및 바이러스 사멸방법에 대한 연구)

  • Purpose: This study attempted to verify the effectiveness of the application of air sterilizers in elementary schools at risk of group infection among vulnerable groups in order to address fears of new infectious diseases that have increased since the outbreak of Middle East Respiratory Syndrome (MERS) and Coronavirus infection-19 (COVID-19). Method: One air sterilizer was installed in each classroom, cafeteria, and bathroom of an elementary school in Seoul, and surface and air samples were collected at a distance of 2m from the air sterilizer, and the bacterial reduction effect was analyzed compared to the uninstalled control group. Result: The sterilization effect on the surface was less than 2log CFU/cm2 in both the control group and the test group, and the test group showed 54 to 87% less general bacterial colony formation than the control group. In addition, the sterilization effect in the air differed depending on the location of the air sterilizer, and the wall installation showed a reduction effect of up to 91% compared to the control group, and the central installation showed a reduction effect of up to 93%. Conclusion: As a result of the study, it is expected that the prevention of infectious diseases can be increased by maintaining the current quarantine program in elementary schools that conduct regular disinfection while applying air sterilizers. In addition, it is considered desirable to facilitate the inflow of air into the air sterilizer.

A Study on Disaster Risk Assessment in the Urban Open Spaces (도시 녹지 공간의 재해 위험도 평가 연구)

  • This study examined disaster risk from climate change in urban open spaces. This study conducted an assessment depending on type of damage and type of open space, subcategorizing it into flood damage and wind damage, flat park and mountainous park, and classified the assessment items by type into natural factor, artificial factor, and social factor for the purpose of analysis. Our major findings from this study are as follows: To look at the standardized score for the disaster risk from flood damages in the case of a flat park, Asian Park was higher at 55.800 point than Seoul Forest at 51.775 point, and in the case of mountainous parks, Dogok Park was at 58.428 point and Baebongsan Park was at 58.374 point. To look at the standardized score for disaster risk from wind damage, in the case of a flat park, Asian Park was higher at 64.763 point than Seoul Forest at 61.054 point, and in the case of mountainous parks, Baebongsan Park was higher at 58.533 point than Dogok Park at 55.459 point. This study raised a question about the necessity for and value of this disaster risk assessment in open space from damages caused by climate change, established an assessment model for disaster risk from damages in open spaces only to attempt risk assessment. Disaster risk of urban green space was enhanced.
