The increased occurrence of flooding due to typhoons and local rainfall has necessitated damage prevention through the systematic construction of damage history and quantitative analysis of flood prediction data. In this study, we constructed a disaster information map for practical use by combining digital images and continuous cadastral maps of damaged areas using a geographic information system to provide basic data and attribute information. In addition, we predicted the areas at risk of flash floods by calculating the flood capacity of the study area for different rainfall frequencies through flood inundation simulation, which was used to obtain comprehensive disaster information. Further, we calculated the extent of the flooded area and the damage rate for different rainfall frequencies using cadastral information. Flood inundation simulation in the case of heavy rainfall was found to help improve the ability to react to a flood and enhance the efficiency of rescue work by supporting decision-making for disaster management.

To manage the emergency by the private security industry, the private security services to involve some peculiarity and specialty. The policy agenda of private security industry for crisis management are suggested. First of all, to provide quality services for emergency management, the guards from private organizations should receive professional education and training to secure the specialty. Second, we need to improve the quality of security instructors with intensive education system for them. Security instructors should be able to effectively handle lots of different matters in the fields of security, but examination of the current curriculum of education for security instructor indicates that there is not much chance of it. Third, must be natural in light that the private organizations have some limitations in their operational capabilities and scopes. Private security duties are well established in cooperation with related institutions such as the police. Lastly, development of high quality crisis management commodities in the private security becomes even more significant. The government should be determined to make an effort to grow the private industry and foster a political environment for the same purpose.

This study was conducted to know the effect of major physical-chemical characteristics of soil to be in the area of indigenous and naturalized plant in the sand dune of the western coastal area of Korea. The study was performed on the sand dunes distributed across Taean-gun and Buan-gun and the study period was from April to October in 2010. Sixty nine of $5m{\times}5m$ study plots were installed and the distribution of plants were investigated. We measured the soil characteristics including soil pH, organic matter, total nitrogen, available $P_2O_5$, soil cation exchange capacity, exchangeable cation, EC and NaCl. As a result, soil texture was classified as sand, in case of average pH, NaCl, and EC of soil to be in the area of indigenous herbaceous plant were 7.77, 0.03% and $0.52ds.m^{-1}$, indigenous woody plant of the mean pH, NaCl and EC were 7.31, 0.01%, $0.23ds.m^{-1}$. In case of naturalized herbaceous plant of the mean soil pH, NaCl and EC were 7.12, 0.01%, $0.29ds.m^{-1}$, naturalized woody plant of the mean soil pH, NaCl and EC were 7.34, 0.01%, $0.20ds.m^{-1}$ respectively. On average, naturalize plants showed in low salinity concentration than indigenous plants.

In recent years, soil erosion has come to be regarded as an essential environmental problem in human life. Soil erosion causes various on- and off-site problems such as ecosystem destruction, decreased agricultural productivity, increased riverbed deposition, and deterioration of water quality in streams. To solve these problems caused by soil erosion, it is necessary to quantify where, when, how much soil erosion occurs. Empirical erosion models such as the Universal Soil Loss Equation (USLE) family models have been widely used to make spatially distributed soil erosion vulnerability maps. Even if the models detect vulnerable sites relatively well by utilizing big data related to climate, geography, geology, land use, etc. within study domains, they do not adequately describe the physical process of soil erosion on the ground surface caused by rainfall or overland flow. In other words, such models remain powerful tools to distinguish erosion-prone areas at the macro scale but physics-based models are necessary to better analyze soil erosion and deposition and eroded particle transport. In this study, the physics-based Surface Soil Erosion Model (SSEM) was upgraded based on field survey information to produce sediment yield at the watershed scale. The modified model (hereafter MoSE) adopted new algorithms on rainfall kinematic energy and surface flow transport capacity to simulate soil erosion more reliably. For model validation, we applied the model to the Doam dam watershed in Gangwon-do and compared the simulation results with the USLE outputs. The results showed that the revised physics-based soil erosion model provided more improved and reliable simulation results than the USLE in terms of the spatial distribution of soil erosion and deposition.

The estimated on-site accident rate in Forestry is relatively high. According to statistics of the accident, in the recent 5 years, from 2014 to 2018, forestry accidents have resulted in 98% of injuries and 87% of fatalities. Especially, there are significant geographical constraints to access to the scene in case of an accident. Even though the capacity of first aid capacity is notably emphasized its importance to minimize the scale of damages, the relevant employees have been educated only basic first aid, which is not considered circumstances or geographic limitations, by Occupation Safety and Health Acts. Therefore, the purpose of this study is to derive a direction for a forest emergency service system to increase forestry workers' survival and prevent secondary injury through securing 'Golden Time.' This study conducts analyzing relevant laws and regulations in domestic and international settings as well as looking at several concerned accident cases. The outcome of analysis presents an issue regarding the implementation of onsite first aid in forestry and existing risk factors depending on the working process. Finally, we suggest two ways to improve the forest emergency service that are 1) an appropriate curriculum and kit for forest first aid; and 2) a system for emergency transfer through sharing information between National Fire Agency (NFA) and emergency medical service center, and emergency and rescue mission using helicopter from NFA and Korea Forest Service.

The sensor network is a key component of the ubiquitous computing system which is expected to be widely utilized in logistics control, environment/disaster control, medical/health-care services, digital home and other applications. Nodes in the sensor network are small-sized and exposed to adverse environments. They are demanded to perform their missions with very limited power supply only. Also the sensor network is composed of much more nodes than the wireless ad hoc networks are. In case that some nodes consume up their power capacity, the network topology should change, and rerouting/retransmission is necessitated. Communication protocols studied for conventional wireless networks or ad hoc networks are not suited for the sensor network resultantly. Schemes should be devised to control the efficient usage of node power in the sensor network. This paper proposes a medium access protocol to enhance the efficiency of energy consumption in the sensor network node. Its performance is analyzed by simulation.
This study aims to compare the role of the public sector in the U.S. and Korean medical security systems and study response measures in the social risk situation of the COVID-19 virus. The COVID-19 pandemic was a typical case of a 'disaster' that spread across the world across borders in a short period of time and caused serious social welfare losses by increasing the annual number of deaths by approximately 4% in 2020. Threats to health security, such as changes in social order, unpredictable endings, prolonged control of daily life, and deepening inequality, affected the economy, politics, and environment as a whole, and people had to experience anxiety and confusion due to mental and physical stress. Furthermore, developed countries failed to provide help to low-income countries in the face of global disasters. In this situation, the country's disaster management capacity to minimize harm and secure resilience, especially disaster response capacity in the health and medical field, is inevitably very important. Therefore, this study compares how the health insurance system, which is a system to guarantee citizens' right to life, differs from the United States, a liberal health care country, and raises the need to strengthen the role of the public sector.

It is urgent to redevelop the superannuated reservoir levee through the levee raising for countermeasure to climate change and improvement of storage capacity of reservoir. However, low compaction degree of the raised reservoir levee owing to poor construction condition leads to degradation of the stability of the reservoir levee on seepage and earthquake. In this study, seepage and seismic behavior of raised reservoir levee with low compaction degree was evaluated through numerical simulation. From the simulated results, water level raising possibly induces crack and/or sinkhole on the surface of the poorly-compacted raised reservoir levee owing to the increase of the subsidences at the crown and the front side of that. In addition, relatively larger displacement and acceleration response at the front side of raised reservoir levee in seismic condition may degrade overall stability of reservoir levee. Therefore, reasonable construction management for the compaction of the raised reservoir levee is required for ensuring long-term stability on seepage and earthquake.
With the changes of industrial structure, contents and types in hazardous and dangerous works have been changed considerably. However, the hazardous and dangerous works by defined "Regulation for the hazardous and dangerous work employment restriction" and "Special education for safety and health"have not been amended over twenty years. This study aimed to identify the recent trends of the works by analyzing the death accidents cases from 2004 to 2013 and to present the management methods about future hazardous and dangerous works. The results showed that amount of 1,972 cases among 11,513 death accidents were equivalent to the works presented by "Regulation for the hazardous and dangerous work employment restriction". The amount of death accidents in 'Work of using construction equipment following construction machinery management act' was biggest among the death accidents cases and that of 'Work of handling pressure vessels following high-pressure gas safety control act' didn't show up. For the works in "Special education for safety and health"amount of 1,650 death accidents cases were equivalent. The amount of death accidents in 'Work involving a crane with a capacity of 1 ton or more or work which is carried out with a crane or hoist with a capacity of less than 1 ton in a workplace having at least 5 such machines' presented by "Special education for safety and health"was biggest. Also, death accidents case didn't occurred in three works presented by "Special education for safety and health". It was analyzed that works with low death accidents cases should be needed to study thoroughly the whole disaster research involving nonfatal accidents.
