For these purposes this paper reflected on the disability models of WHO(1980, 2001) and multiple paradigm of disability of Priestley(1998) and suggested a new conceptualization of disability consists of impairment, functional disability, and social interactional disability. Based on the analyses of conceptualizations of psychiatric disability of related laws, this study suggested revision of Mental Health Act to distinguish between mental disorder and psychiatric disability, to introduce the definition of mental capacity, and to expand the conceptualization of social interactional disability.

  • The objective of this study is to explore the characteristic of welfare for the disabled on the focus of 'Welfare Law for the Disabled' through multiple paradigm of disability. A proper understanding of disability theory requires more than a distinction between individual and social model approaches. It is also helpful to distinguish between materialist and idealist explanations. These two dimensions are used to generate a four-fold typology. In 'Welfare Law for the Disabled of 1981', individual materialist position was dominated. In 'Welfare Law for the Disabled of 1989', individual idealist position dawned to appear. In 'Welfare Law for the Disabled of 1999' which expanded diverse community services, individual idealist position was strengthened and social creationist position started to appear. Several characteristics are found out after analysis of 'Welfare Law for the Disabled of 1999'. Individual materialist position, individual idealist position, and social creationist position are mixed. Though the goal of the law is based on social creationist position, the central policies and measures are based on individual materialist position and individual idealist position. So it is necessary to amend 'Welfare Law for the Disabled' in the direction of including social creationist position and social constructionist position.

  • This research is to make the identity of the two models clear by reviewing the similarities and differences between Social Model of Disability from U.K. and Independent Living Model from United States. Research results are as follows. As for differences, Social Model of disability intended to change disability paradigm by focusing society itself as the cause of disability rather than individuals, however Independent Living Model stressed on the freedom and control through disabled people's life with self-advocacy group and personal assistants. As for similarities, there are self-representatives, social responsibility for disability, alienation of people with intellectual disabilities at the initial stage, background in legislating Disability Discrimination Acts in both countries. This result has its significances because it shows theoretical framework which make it possible to review further how disability practice and movements understand the two models regardless of their real contents and how the two affected the induction and proceeding of Korean Discrimination Act and Independent Living Paradigm in the Disability Welfare Act.

In 1981, Disabled Persons Welfare Act was enacted and the 88 Paralympics brought the nations attention to the welfare and rehabilitation of persons with disabilities. Since then, the facilities and the services for the disabled persons have expanded rapidly and the rehabilitation treatment and nursing intervention are drawing more attention. Against this background, the survey on the current status of disabilities, welfare service, facilities, and rehabilitation nursing was conducted. The results of this survey are as follows. 1. Among them, physically disabled persons accounted for the largest 41.7% (605,127) and mentally retarded persons stood at the smallest 9% (13,481). 3. Percentage of Disability Presence The survey showed that more than 90% of disability were acquired. However, 44.8% of mental disability and 61.4% of hearing/speaking disability were not acquired after birth. This means that these disabilities happened by congenital cause or birth accident. 4. Yearly Figure of Registered Disabled Persons In 1989, 218,601 persons registered for disability and, in 2000, the number increased by 4.7 times to 1,024,371. These figures are different from the actual number of disabled persons. According to the 1995 census, 1,053,486 were disabled persons but only 378,323registered for disability. And, in the 2000 census, 1,024,371 out of the 1,449,496 of disabled persons registered for disability. 5. • This study attempts to examine the factors influencing the Caregiving responsibility of sibling without disability on their adult siblings with intellectual disability. For this purpose, a questionnaire survey was conducted on siblings without disability who have adult siblings with intellectual disability aged 18 years old or more and also who use services provided by 8 welfare centers for persons with disabilities in Seoul. With 132 valid responses, multiple regression technique was adopted in exploring a model for characteristics of adult with intellectual disability, a model for characteristics of siblings without disability, a model for relationship factors, and a comprehensive model. The findings of the study showed that the degree of disability in the model for characteristics of adult siblings with intellectual disability and the intimacy of siblings and social support in the model of relationship factors were significant. The result of the comprehensive model revealed that the degree of disability, the gender of the siblings without disability, the intimacy of siblings, and social support were significant. Especially, the relationship factors including the intimacy of siblings and social support were found to be the most significant factors in order to explain the caregiving responsibility. The findings of the study suggest that sibling program needs to be developed and disseminated in order to increase the understanding and the trust between adult with intellectual disability and sibling without disability, that a help is critical for adult with intellectual disability to extend the social network in which sibling without disability receives support from sibling without disability, family, friends, and other acquaintances around, and that different approach is needed in order to reduce caregiveing difficulties depending on the dependence of disability.

The significance of this study can be found in the fact that no attempt has been made to treat the disability perspectivec in newspaper articles as quantitative and qualitative data.

  • The purpose of this study is to provide design guidelines necessary for creating disability-friendly campuses. To this end, a literature survey and a survey on the current educational welfare facilities for disabled college students were conducted. The fact-finding survey was conducted in writing and visiting evaluations on 19 campuses located in Gangwon-do(province). The results of this study are summarized as follows: 1) The college enrollment rate of the disabled has doubled since 2000, but it was found to be half of the enrollment rate based on school enrollment, and the number of students who gave up in the middle is increasing. This is due to an obstacle in the learning environment, so it is necessary to improve welfare facilities. 2) As a result of evaluating the status of educational welfare support for students with disabilities, it was found that the overall evaluation result was improved, but the absolute evaluation result was less than 70%, and it was not improved. 3) As a result of evaluating the actual conditions of the intermediate facilities, indoor facilities, sanitary facilities, guidance and other facilities, and unit spaces, it is necessary to expand and improve them due to the lack of disabled parking marks, continuity of access roads, pedestrian safety passages, lifts, and rest areas for the disabled.
