  • The Direct Payment Program for Rural Landscape Conservation (DPPRLC), introduced by the Korean government, currently offers subsidies to rural villages to encourage the growing of flower crops or wild flowers instead of common grain. However, in many of these villages, major landscape elements like walls and roofs of houses are built with cheap, urban materials, and kept in poor condition. This is a poor reflection of the DPPRLC goal to improve the aesthetic of korean rural landscape. This study surveyed and analyzed traditional style walls and roofs in ten selected villages taking part in the DPPRLC program. Villagers were interviewed for a proposed direct payment program for building and maintaining traditional walls and roofs. Major findings are: First, more than 86% of residents are willing to build and maintain traditional walls if subsidies are given. They would like to be reimbursed 75% to 100% of construction and maintenance costs. Second, about 64% of residents would be willing to build and maintain traditional roofs with the subsidies. They also would like to receive 75% to 100% of construction and maintenance costs. The policy implication of this study is that extending the DPPRLC program to include walls and roofs in rural villages will make rural landscape more attractive.

  • OECD(2008) gives the concepts of inaction costs on key environmental challenges including: direct financial costs; total financial costs; total use costs; and total social welfare costs. In analyzing the losses of environmental goods' various values conducted by domestic and foreign researchers, this study suggests the value-cost category of OECD(2008) and other studies; and the indirect use and non-use values of groundwater and other natural environment using the concepts of inaction costs. The studies on the damages and their relationships among human, property, and ecosystem are essential to monetary valuation on the qualitative or quantitative degradation of groundwater and other natural environment.

  • The business market of architecture has got a system that controls a deposit according to the price function. This system is written on a law of contract about countries. So the main body of construction has to make a reasonable contract. This study is written about a rate of numerical index on controling a deposit. We tried to fine problems and solutions of labor expenses, instrument costs and material costs which is so big and changable on the construction market Labor expenses are expressed according to the rate of construction scale between direct and indirect cost that applies ability of works. Instrument costs are expressed according to an output method of a unit price annually and a weight allowance of local instrument conditions and use frequence. The last material costs expressed according to a local weight allowance make a decision of the material cost index. They applies locally relative index more than absolute one on what uses the price rate of producers and importations. This solutions are not enough to apply to the real market, so it needs to exam and to be on the market after a feasibility study.

  • In real world, the project managers handle conflicting goals that govern the use of resources within the stipulated time and budget with required quality and safety. These conflicting goals are required to be optimized simultaneously by the project managers in the framework of fuzzy aspiration levels. The fuzzy linear programming model proposed herein helps project managers to minimize total project costs, completion time, and crashing costs considering indirect costs, contractual penalty costs etc by practically charging them in terms of direct cost of the project. A case study of bituminous pavement under construction is considered to demonstrate the feasibility of applying the proposed model for optimization of project parameters. Consequently, the proposed model yields an efficient compromise solution and the decision maker's overall degree of satisfaction with multiple fuzzy goal values. Additionally, the proposed model provides a systematic decision-making framework, enabling decision maker to interactively modify the fuzzy data and model parameters until a satisfactory solution is obtained. The significant characteristics that differentiate the proposed model with other models include, flexible decision-making process, multiple objective functions, and wide-ranging decision information.

  • The purpose of this study is to analyze the problems of operating the Direct Payment Program for Rural Landscape Preservation and to derive the way of improvement based on case study for three areas in Bonghwa-gun, Cheongwon-gun, Hongseong-gun. The most important factor for the program is farmer's consciousness and positive participation of the farmer who are the subject of this project. Even if farmers are not satisfied with the amount of direct payment income, they try to create income by utilizing landscape preservation crops. Particularly current unit payment dose not surpass the for the crops farm operating costs and payment time is not appropriate for the farming cycle. Hence, it needs to be considered increasing unit payment and rearranging the payment time. Also, we need to introduce incentive system based the degree of fulfillment of the Direct Payment Program in each areas. In general the Direct Payment Program for Rural Landscape Preservation has potentiality to contribute farmer's income stability and the vitalization of region with three revisions.

  • This paper first tries to analyze total sea transport costs for the transshipment in Busan Port in comparison with direct transport to 4 Chinese Ports, Dalian, Tinajin, Qingdao and Shanghai, based on vessel operation scenarios. The results found that the transshipment in Busan port for the 4 Chinese ports are more expensive than the direct calling to the 4 ports, which implies that Busan port needs to make compensation as an incentive to the carriers providing transshipment service to it in order to keep their royalty. For the compensation, it suggested a method of calculating the Container Terminal Facilities Leasing Fee to levy additional revenue by port authority.

  • This paper reviews four factors involved in apparel and textile manufacturing procedures under international economic fluctuation. This work will be helpful to evaluate the efficiency of global manufacturing systems. Production costs including direct costs related to material and labor costs, and indirect costs associated with manufacturing running ones are significantly correlated to diverse visible and invisible elements such as infrastructure and the labor skills of foreign manufacturing areas, which might create an apparent difference in production costs. Manufacturers can consider how to improve the efficiency of manufacturing systems through a review of the co-relationship between manufacturing procedures and four factors such as manufacturing systems, production outsourcing types, manufacturing locations, and production costs in detail. In addition, the four factors are the core parameters of determining or contributing to the efficiency of a production schedule that is ultimately associated with the supply chain management (SCM) to efficiently conduct Quick Response (QR).
