Analysis of Differentiation of Policy Strategies for Digital Taxation (디지털 과세(Digital Taxation)에 대한 정책전략의 차별성 분석)

  • The digital economy has created a new platform-based business model and raised the issue of the international taxation system in line with rapid economic development. Voices of fair taxation have also grown due to tax breaks to countries with low tax rates, problems caused by the gap between traditional and digital companies, and problems of business-oriented taxation systems. As a result, the international movement to lay the foundation for the international taxation system based on the business model suitable for the digital economy has become active. The stances of foreign organizations and countries are different, and the necessity of domestic policy introduction is increasing when cooperation at the international level is needed. This study was conducted to analyze the policy network and to help decision making. The results of the study showed that there were differences among domestic stakeholders depending on the actors. The EU suggested SDP in the long term, Digital Service Tax in the short term, and OECD suggested SEP in the long term. It was found that a careful approach to decision making and an in-depth study of the policy process are necessary.

The Effect of Tax Investigation Probability on Entertainment Expenses in the Construction Industry (건설업의 세무조사 가능성이 접대비 지출에 미치는 영향)

  • This study examined whether the probability of a tax investigation by the general construction industry could reduce the entertainment expenses in order to confirm whether a tax investigation can reduce excessive discretionary expenses of firms. Among the general construction industry listed on the KOSPI and KOSDAQ from 2011 to 2018, 274 firms with sales exceeding 10 billion won in the previous year were targeted at the tax audit selection rate and the tax audit detection rate, which is a proxy for the possibility of a tax investigation. The effect of the ratio of entertainment expenses to sales and the increase rate of entertainment expenses was verified. As a result of the analysis, both the selection rate and the detection rate of the tax investigation have a significant negative effect on the proxy variable of the discretionary expenses measured as the proportion of entertainment expenses and the increase rate of entertainment expenses. The results of this study showed that the tax investigation is a means to curb the excessive expenditure of the firm's discretionary expenses, thus suggesting the direction for the taxation policy and the effectiveness of the tax investigation.

  • The purpose of this study is to suggest the goal and potential contributors of public fund for content industry in digital media environment with regard to the new content fund which Korean government has tried to establish since 2013. The study focuses on value transfer toward the digital content distributors as stressed by the French government introducing Culture tax on smart device. As the concentration of added-value poses a problem hampering the co-evolvement of total ecosystem, the goal of new content fund should focus on financing and digitalization of content, which should be financially contributed by content service providers and smart device manufacturers.

  • This study is to analyze effect of differential education for individual end-user group with regard to the computerized tax accounting on its efficient education strategy. In order to achieve the purpose of this study, independent variables and dependent variables on education of computerized tax accounting are measured. Also, discrepancies among individual end-user group on operational satisfaction of computerized system, educational satisfaction and practical utilization which are measured by Regression Analysis are confirmed. This could verify that each end-user group has different understanding for the computerized tax accounting education. The result of this study could be an important guidelines to find a solution for the efficient operational strategy for computerized tax accounting education in future also expected its wide application on other similar studies.

Tax Judgment Analysis and Prediction using NLP and BiLSTM (NLP와 BiLSTM을 적용한 조세 결정문의 분석과 예측)

  • Research and importance of legal services applied with AI so that it can be easily understood and predictable in difficult legal fields is increasing. In this study, based on the decision of the Tax Tribunal in the field of tax law, a model was built through self-learning through information collection and data processing, and the prediction results were answered to the user's query and the accuracy was verified. The proposed model collects information on tax decisions and extracts useful data through web crawling, and generates word vectors by applying Word2Vec's Fast Text algorithm to the optimized output through NLP. 11,103 cases of information were collected and classified from 2017 to 2019, and verified with 70% accuracy. It can be useful in various legal systems and prior research to be more efficient application.

A Study on the Relevance Between Investments Horizons of Foreign Investor and Book-Tax Difference (외국인투자기간과 회계이익-과세소득 차이 관련성 연구)

  • This study analyzed the relevance between investment horizons of foreign investors and Book-Tax Difference. To do this, we measured investment horizons of foreign investors as the investment-turnover of foreign investors. We use the sample of 3,025 firm-year Korea listed companies belonging to non-financial corporate sector during 2011-2016. The results of empirical analyses show that investment horizons of foreign investors has a negative relevance with Book-Tax Difference. This result indicates that the firm have a long-term foreign investors has a good Accounting Earning's Quality than the firm have a short-term foreign investors. This study is expected to provide useful information by suggesting the need for more incentive for the long-term foreign investors. And Our Study has a contribution that this study extended prior research on foreign investors by utilizing investment horizons of foreign investors.

  • Big tech companies are further strengthening its status against the background of data accumulation, price competitiveness by the platform, and competitive advantage due to the network effect. The competition subcommittee of the European Union(EU) imposed a huge fine on Google for antitrust violations, which was interpreted as an attempt to collect Google's unpaid taxes. In fact, taxation efforts in the form of 'Google tax' are underway, targeting expedient tax avoidance by global platforms. It has power and has a considerable influence on the startup ecosystem. The domestic sales and tax scale of global platforms, which have a great impact on domestic content startups and small and medium-sized venture companies, are not accurately measured. In the case of Google, according to research literature, sales in Korea were estimated at about 2 trillion to 3 trillion won in 2017, but Google Korea reported sales of 290 billion won in 2021 and paid 13 billion won in taxes. This study aims to verify the economic effect of the global platform that has a great influence on Korea, and specifically to quantitatively estimate the annual domestic sales and taxes of Google, a representative global platform. As a result of estimating Google's annual domestic sales and taxes based on the figures presented in the document related to Google's economic effect published by Google, the result was 4 to 9 trillion won in annual sales and 390.6 to 913.1 billion won in taxes. This study is meaningful in that it provides basic data on the direction of national and tax policies in the future digital economy era by estimating the problem of tax authority by country of global platform companies with a specific example of Google.

  • This study was conducted from the time when discussion of improvement and keeping heavy taxation on multiple home owners was began, experts who may express professional opinion such as realtors, tax accountants and revenue officers were picked up besides the direct interested parties such as single and multiple home owners. This study collected their various opinions regarding whether keeping the heavy taxation system on multiple home owners or not and the effect of it. As a result of the survey, people living in Seoul who owned more houses showed higher awareness about heavy taxation on multiple home owners, and people agreed more about abolishing the heavy taxation when they own more homes. From this study, it was found out that different recognition about heavier transfer income tax on multiple home owners of each person concerned and necessity of rearranging this uncertain condition of temporary regulation in the future. The tax law should be improved to supply clear policy signals to the market for recovery of housing transactions and supply expansion of jeonsei to monthly rental housing and managing of taxation policy which reflects taxpayers' opinion may correspond to more effective and fair taxation principle.

A Study on the Operational Status and Improvement Plan of Untact Classes - Focused on Departments related to Tax & Accounting (비대면(Untact) 수업의 운영 실태 및 개선 방안에 관한 연구 - 세무회계 관련 학과를 중심으로)

  • The spread of COVID-19 has caused confusion in the education field as it has led to the implementation of untact classes without preparation. The purpose of study is to find ways to effectively design and operate untact classes for tax accounting department. The survey and FGI were conducted on professors and learners. As a result, video classes through lecture shooting and PPT-based video conversion were the most utilized. Students prefer these two types most, because they can learn repeatedly regardless of time and space. The improvement measures are as follows. For video classes that reflect various characteristics of the subject, supporting for equipment and human resources is needed, and for professors, teaching support for untact classes and education on equipment manipulation is needed. Continuous Quality Improvement for untact classes should be overhauled. In the future, in-depth research is needed to various majors, this will help find ways of untact classes suitable for the characteristics of the subjects.

A Study on the Analysis of work efficiency to the tax reorganization project of regional headquarters of Korea Asset Management Corporation (한국자산관리공사 지역본부의 조세정리사업 성과에 대한 효율성 분석)

  • This study analyzed the index change in efficiency and productivity for the tax reorganization project of the regional headquarters of Korea Asset Management Corporation using panel data for 3 years from 2017 to 2019 using the DEA-Malmquist analysis model. According to the DEA analysis result, the average of the efficiency by the CCR model of the regional headquarters tax reorganization project of the Korea Asset Management Corporation was 0.671 in 2017, 0.772 in 2018, and 0.699 in 2019, and the average of the efficiency by the BCC model was 0.798 in 2017, 0.851 in 2018 and 0.771 in 2019. As a result of analyzing the Malmquist productivity index, the time series average productivity index MPI increased by 4.5%. These results appear to be attributable to the increase in technological efficiency, technological change, and scale-efficiency change rather than the decrease in net efficiency change. Looking at the change in MPI by year, it decreased by 14.6% in 2017-2018, but increased significantly to 27.8% in 2018-2019. Through the results of DEA analysis of specific tax projects of public corporations, each regional headquarters of Korea Asset Management Corporation will be able to contribute to reinforcing business capabilities through mutual benchmarking.
