Purpose - With the rapid development of information technology, the digital economy has become an important grip of the new development pattern, and the digital transformation of enterprises is a major trend. As SMEs are the mainstay of the economy and employment, it is important to study the digital transformation of SMEs to promote the development of the digital economy. Research design, data, and methodology - Based on a resource-based view, this report analyses the current situation and issues of digital transformation of SMEs from the perspective of digital orientation as well as the breadth and depth of technological capabilities of enterprises, using data from a survey of 200 manufacturing enterprises in China. Result - The results show that SMEs generally have a digital transformation mindset, but a weak digital foundation. In order to execute a digital strategy, companies need digital transformation capabilities. These behavioral capabilities are guided by the strategic direction of the business, and companies with strong capabilities are always trying to tap into the full digital potential. Conclusion - In order to effectively promote the digital transformation of SMEs, we suggest that SMEs pay attention to digital capability building, make good use of digital platforms and network resources, and lay a solid foundation for digital transformation; meanwhile, we suggest that government departments play a guiding and supporting role to build a cross-industry and cross-sector digital synergy system to help promote the development of SMEs' digital transformation. This paper presents some suggestions from both the internal and external environment of the enterprise, with the expectation of contributing to the digital transformation practices of SMEs.

Digital Manufacturing is a technology facilitating effective developments and agile productions of the product via digital computer models representing physical and logical schema and the behavior of the real manufacturing systems including manufacturing resources, environments and products. For the successful application of this technology, a digital factory as a well-designed and an integrated environment is essential. In this paper, we constructed the sophisticated digital factory of a Korean automotive company's body shop, and conducted precise simulations of unit cell, lines and the whole factory for the collision check, the production flow analysis and the off-line programming. We expect that this digital factory of the body shop helps us achieve great savings in time and cost for many manufacturing preparation activities of the new car development.
As the logistic environment of digital contents is rapidly changing, the protection of the digital rights for digital content has been recognized as one of critical issues. Digital Right Management(DRM) has taken much interest Internet Service Provider(ISP), authors and publishers of digital content as an interested approach to create a trusted environment for access and use of digital resources. This paper propose an interested digital rights protection scheme using license agent to address problems facing contemporary DRM approached : static digital rights management, and limited application to on-line environment. We introduce a dynamic mission control technology to realize dynamic digital rights management. And we incorporate license agent to on- and off-line monitoring and tracking. The proposed system prevent illegal access and use by using PKI security method, real time action monitoring for user, data security for itself.

As society becomes more digital, the need for digital forensics experts are gradually increasing. It is necessary to establish a training policy that reflects the special characteristics of digital forensics personnel. Although there are fragmented policies for digital forensics-related systems and human resources training in academia, it is an urgently necessary to establish a systematic and long-term policy to foster digital forensics experts. This study suggests curriculum of digital forensic based on the importance ranking among forensic subjects. The importance ranking can be decided by forensic experts. This study can be used as policy data to foster diverse talent that can effectively meet the increasing demand for digital forensics talent. The solar energy are an infinite source of energy and a clean energy without secondary pollution. The global solar energy reaching the earth's surface can be calculated easily according to the change of latitude, altitude, and sloped surface depending on the amount of the actual state of the atmosphere and clouds. The high-resolution solar-meteorological resource map with 1km resolution was developed in 2011 based on GWNU (Gangneung-Wonju National University) solar radiation model with complex terrain. The very high resolution solar energy map can be calculated and analyzed in Seoul and Eunpyung with topological effect using by 1km solar-meteorological resources map, respectively. Seoul DEM (Digital Elevation Model) have 10m resolution from NGII (National Geographic Information Institute) and Eunpyeong new town DSM (Digital Surface Model) have 1m spatial resolution from lidar observations. The solar energy have small differences according to the local mountainous terrain and residential area. The maximum bias have up to 20% and 16% in Seoul and Eunpyung new town, respectively. Small differences are that limited area with resolutions. As a result, the solar energy can calculate precisely using solar radiation model with topological effect by digital elevation data and its results can be used as the basis data for the photovoltaic and solar thermal generation.

This study surveyed the retrieval systems for digital information resources of the university libraries in Busan, Ulsan, Gyeongnam districts and the vendors. Kinds of access points and retrieval conditions (Boolean logic, methods of index term identification, and particularities of the retrieval) of the libraries' systems are various and different to each other. Access points of the vendors' systems are unessentially various and different to each other, but the retrieval conditions are rather elaborated. Upon the result the suggestions for the standardization of digital information retrieval system are offered.
Strengthening of the health system is a safety imperative, especially in a crisis as caused by the ongoing COVID-19 pandemic. While there is a need for enhancing the number and skill sets of the public health professionals, especially the frontline workers, it will be prudent to use the digital health technologies, including artificial intelligence, in enhancing the capacity of the healthcare professional education and delivery. However, it has to be ensured that an ethical and safe approach is adopted to develop and use digital health technology and, ethically appropriate training is imparted, to enhance the capacity of the human resources for health, leading to an overall health system strengthening.

Hydrological models with many parameters and complex model structures require a powerful and detailed model calibration/validation scheme. In this study, we proposed a multi-variable and multi-site calibration and validation framework for the Soil Water Assessment Tool (SWAT) model applied in the Gap-cheon catchment located downstream of the Geum river basin. The sensitivity analysis conducted before main calibration helped understand various hydrological processes and the characteristics of subcatchments by identifying sensitive parameters in the model. In addition, the model's parameters were estimated based on existing data prior to calibration in order to increase the validity of model. The Nash-Sutcliffe coefficients and correlation coefficient were used to estimate compare model output with the observed streamflow data: $R_{eff}\;and\;R^2$ ranged 0.41-0.84 and 0.5-0.86, respectively, at the Heuduck station. Model reproduced baseflow estimated using recursive digital filter except for 2-5% overestimation at the Sindae and Boksu stations. Model also reproduced the temporal variability and fluctuation magnitude of observed groundwater levels with $R^2$ of 0.71 except for certain periods. Therefore, it was concluded that the use of multi-variable and multi-site method provided high confidence for the structure and estimated parameter values of the model.
The digital government is one of the most significant areas of study to emerge in information science in the past several years. The digital government is, in broad terms, a computerized system that allows a community of users to obtain a coherent means of access to an organized, electronically stored repository of information and knowledge. The information resources and technologies embodied by the World Wide Web are now accepted ad the primary example of the digital government. The need exists for a means to measure user success in the digital government. Because a digital government environment involves two broad functions?1) information search and retrieval and 2) interactivity with and through the medium-this research posits that measures of both of these functions will show positive correlation with user success.
